    IMPLEMENTASI PROGRAM BANTUAN PANGAN NON TUNAI (BPNT) DI KECAMATAN KURANJI KOTA PADANG

    his study aims to describe how the implementation of the Non-Cash Food Assistance (BPNT) program in Kuranji Sub-District, Padang City. The background of the problem in this study is that based on preliminary observations, BPNT is assistance provided by the government to alleviate poverty and prosper the families of beneficiaries of the assistance. The large number of people who do not understand and appreciate the government's commitment has made this program not running well. The type and data analysis uses a descriptive qualitative approach. Data sources consist of primary data in the form of a direct interview process and secondary data is data collected from the institutional literature related to this research. The technique of collecting data uses observation, interviews and documentation. Test the validity of the data using the data source triangulation technique. And data collection techniques with data reduction techniques, data presentation and conclusion drawing. The results of this study indicate that the implementation of the BPN program has not gone well because there are obstacles in the lower level government that have not optimized the BPN implementation smoothly. Many people do not know the process and there are still many underprivileged people who are not registered to receive the assistance

    This study tried to explain the implementation of non-cash financial management at the Local Government Secretariat (Sekda) of West Sumatera, the obstacles that arise during implementation and the efforts to overcome these obstacles. This research was motivated by the presence of Surat Edaran Menteri Dalam Negeri Number 910/1866/SJ, dated April 17, 2017 concerning Non-Cash Implementation in Provincial Governments, in each Regional Government in all provinces in Indonesia is required to implement a non-cash transaction system in regional financial management. This research is descriptive with a qualitative approach. The indicator used in this study is accountability, transparency and value of money. Research informants were determined by purposive sampling. The results showed that implementation of financial management of non-cash at the Local Government Secretariat (Sekda) of West Sumatera, had begun in September 2017. The implementation of this online-based non- cash transaction required a structured mechanism and flow for the implementation of the Standard Operating Procedure. But in its implementation, there are various obstacles that arise such as treasurers who have not all followed the flow in the SOP, applications that are still often errors, and the treasurer workload is increasing

    EFEKTIVITAS PENERAPAN APLIKASI SIMDA KEUANGAN DI KANTOR SEKRETARIAT DPRD KABUPATEN TANAH DATAR

    This research focused on how effective the application of SIMDA Finance in DPRD Secretariat in assisting financial management and producing accurate, quality and timely financial reports. The effectiveness measurement indicators used in this research included program success, goal success, satisfaction with the program, and overall achievement of goals. This research was qualitative research with descriptive method. This research was conducted at the Tanah Datar DPRD Secretariat. Research informants were determined by Purposive techniques. Data in this research were collected through interview, observation and documentation study. The results of the study showed that, in general, the SIMDA application has been successfully implemented in the secretariat since 2009. This application was very effective because it simplified the financial management process and reports could be produced quickly and accurately. However, the effectiveness of its implementation in the DPRD Secretariat has not been maximized because there are still several inhibiting factors such as the large number of employees who could not operate SIMDA, the absence of special training on the use of SIMDA, the lack of availability of hardware and network disruptions that hinder the SIMDA operatio

    Society empowerment are effort to increase society dignityin the current society. Because so many society can not be free from poverty and backwardness. Social agency of Bintan regency has empowered poor families for helping families in improving social welfare which society empowerment are one of many solution for resolve poverty problem. But in realty still found many problem. The purpose of this research was analyze society empowerment of poor through joint business ( Kube ) in sub-district of east bintan by Social agency of Bintan regency. the method used is descriptive with a qualitative approach and using primary and secondary data. Data collection techniques used in this study were interviews, observation, and documentation. The results of the study indicate that the program has not been able to improve the people who are members of the KUBE program. This was apparent in several joint business groups (KUBE) who had difficulties in marketing, because they were not given easy access to the management of halal labels and permits from BPOM. So that society have difficulty entering their products more broadly, because it is a requirement of supermarkets and mini markets and bazaars made by the private sector
