    :  موضوع البحث الرقابة القضائية على دستورية القوانين كضمان لنفاذ القاعدة الدستورية، وجاء تقسيمنا له على مبحثين، المبحث الأول تناول الإطار العام للرقابة القضائية على دستورية القوانين، وماهية الرقابة القضائية، ونشأة فكرة الرقابة القضائية على دستورية القوانين.وتم التطرق في المبحث الثاني إلى أساليب وأشكال تنظيم الرقابة القضائية وصورها، وبيان طرق تحريك الرقابة القضائية على دستورية القوانين، موضحين تباين دساتير الدول في الأخذ في الرقابة القضائية، فمنها من سلك الرقابة عن طريق الدعوى الأصلية بالإلغاء، ومنها من أخذ بالدفع بعدم الدستورية عن طريق رقابة الامتناع، وتم التنويه إلى دور المحكمة الاتحادية العليا  كأحد تطبيقات الرقابة القضائية في العراق .وقد توصلت الدراسة إلى أن إرساء أركان الدولة القانونية القائمة على سيادة القانون وحفظ الحقوق والحريات للأفراد فيها يتطلب وضع ضمانات لحماية مبدأ المشروعية وإعلاء الدستور وعدم الخروج عن أحكامه شكلاً وموضوعاً، ولتحقيق هذا الأساس أتبعت معظم الدول ذات الأنظمة الديمقراطية، الرقابة القضائية على دستورية القوانين لمدى فعاليتها في ضمان احترام وسمو الدستور على بقية القواعد القانونية.Abstract The subject of the research is judicial oversight of the constitutionality of laws as a guarantee of the enforcement of the constitutional rule. We divided it into two sections. The first section dealt with the general framework of judicial oversight of the constitutionality of laws, the nature of judicial oversight, and the emergence of the idea of judicial oversight of the constitutionality of laws.   In the second section, the methods and forms of organizing judicial oversight and its forms were discussed, and methods for initiating judicial oversight of the constitutionality of laws were explained, explaining the differences in state constitutions in introducing judicial oversight Some of them pursued oversight by means of the original law suit for annulment, and some of them took up the defense of unconstitutionality by means of Abstention oversight. The role of the Federal Supreme Court was noted as one of the applications of judicial oversight in Iraq.    The study concluded that establishing the foundations of a legal state based on the rule of law and preserving the rights and freedoms of individuals in it requires establishing guarantees to protect the principle of legality, uphold the constitution, and not deviate from its provisions in form and substance. To achieve this foundation, most countries with democratic systems have followed judicial oversight of the constitutionality of laws to the extent its effectiveness in ensuring respect and supremacy of the Constitution over other legal rules&nbsp

    Influence the Distributions of Porosity on the Performance of Solubility Functions

    In this research , it was   possible to include the porosity distribution factor among the factors  affecting  solubility  instead  of the  surface area by  developing a mathematical mode which based  on  equations  Owtwald-Freundlich,  Gibbs-Thomson  and  Kaptay’s derivations which one of dependence on the surface area. Two sample of  ammonium perchlorate were applied , the first sample at normal state, and the second model which had changes were made to the surfaces of the particles. The results of the porosity tests for them  were  found  different.  Conducting  a  mathematical  analysis  of  the  results  and introducing  the  pore  distribution  variable.  The  surface  area  of  the  second  model increased by ( 26% ) in which the pore volume size between ( 30-4000) Å. The results indicate that the solubility increased in sample No. (2 ) by (12,28% ) and this is due to the increase in the pore distribution in the second model. in this case the larger surface area in the porosity distribution is the reason for the resulting increase in the solubility value, by the noting of the mechanism  dissolution process which adopted , that can provide an explanation for the increase in it. The  idea of pore distribution can be applied to enhance the quality of drugs through depending it\u27s on the amount of solubility which required in order to perform its function well. For this, the aim of this research was to draw attention to the challenges of solubility measurement and to present new techniques and detection methods that provide more accurate results by introduce the concept of pore size distribution to the particle instead of radii and surface area. It has been applied on ammonium perchlorate and  determine the effective porosity distribution to obtain the best or required solubility based on the results obtained from studying the laboratory-wise  and applying the results to mathematical models that are derived for

    Biomaterials, designed to interact with living systems, play a vital role in various medical applications. Classifying these materials effectively is crucial for understanding their properties and ensuring optimal use. Biomaterials are classified based on their chemical composition, structure, and properties relevant for biological applications. In this paper five types of Biomaterials classification methods are given namely. Chemical, Functional, Source of biomaterials, Structural and Smart levels classification. Each of these five-biomaterial classification method offers unique advantages and disadvantages. Chemical Classification is simple and well-established method, easy to understand and interpret and provides a basic framework for material identification.  Functional Classification is directly related to the application of the biomaterial, provides insight into the desired material properties and useful for identifying materials for specific therapeutic needs. Source-Based Classification is straightforward method based on material origin and can be useful for initial categorization and understanding general material properties (e.g., natural materials often biocompatible). Structural Classification provides information about material properties like strength, degradation, and permeability and can be relevant for understanding biocompatibility and material performance. Smart Level Classification captures the advanced functionalities of next-generation biomaterials, provides insights into targeted drug delivery or controlled cell interactions and useful for identifying materials for specific therapeutic applications.     Classification of Boosting Image Performance Via Quality Enhancement and Swin Transformer

    With the increasing use of the Internet and social media and the sharing of millions of images daily, the need to classify these images and collect them in groups has increased for easy searching and finding similar and related ones, which in turn facilitates the work of many researches and works in various fields. The study proposes a method to classify images accurately and efficiently by making modifications to the image that improve the accuracy of the image without distorting it or losing its most important features and using the Swin transformer. The Swin transformer effectively captures contextual information at multiple scales, which leads to improved feature extraction. In addition, improving the accuracy of images enhances the quality of the system\u27s work and obtains the expected results. The method we used reached an amazing accuracy rate of over 90%. The new approach outperformed existing methods, indicating its success in recognizing and classifying images. Classification accuracy has important benefits in recognizing images and which category they belong to, thus greatly helping in making more accurate decisions

    Nowadays, drones are one of the most important and valuable sources for acquiring aerial imagery and data related to inspection, monitoring, mapping, smart city organization, disaster monitoring and prevention, and 3D modeling. Drones are a low-cost alternative to aerial and space photography because they provide users with images with high spatial resolution down to centimeters. These images enable the production of accurate 3D models such as Digital Surface and Terrain Models (DTM/DSM), contour lines, vector information, etc. This research provides a brief overview of the studies conducted in the Unmanned Aircraft Unit - Remote Sensing Center - University of Mosul. The programs, sequence of operations, and treatments that were followed on the drone images taken by these aircraft were reviewed to prepare them for use in remote sensing and aerial survey operations. This flows towards the use of this technology in the development of smart cities. Specialized GIS software was also used to analyze and process the aerial images that were taken using the DJI Phantom 4 aircraft to study several areas in the city of Mosul, where several sorties were conducted at different periods and times of time

    The In the current study, six new derivatives of ketoprofen thiourea were designed and synthesized In order to enhance COX-2 enzyme selectivity. The chemical structures of these derivatives were confirmed by spectral analysis. The anti-inflammatory activities of these derivatives was investigated insilico and in vivo. The results revealed that compound B4 were the most active.  The new derivatives also showed drug-likeness and gastric absorption as predicted by computational methods.  These results above indicated that the synthesized compounds deserve additional investigation as potential selective COX-2 inhibitors

    The Role of Spin – Orbit Coupling in the Spin Transport FM-(G/C)N-FM

    The spin transport  through  DNA system formed by a guanine-cytosine is studied extendedly in our work. Hence, theoretical treatment is accomplished  for one magnetized active region (includes base pairs and backbone) coupled to ferromagnetic leads in parallel configuration case, throughout magnetic quantum contacts (FM-(G/C)N-FM). Our treatment is  based on the tight binding model to derive obvious formula for the spin dependent transmission spectrum which is employed to investigate the spin transport through DNA junction. Our calculations are accomplished in the  presence of spin-orbit coupling for strong, weak and "without backbone" regimes. The role the system spin dependent factors of the transport of (G/C)N molecule are investigated in our study. These factors include the molecular length, as well as externally applied bias voltage. Variation of these factors can  enhance or suppress spin transport through (G/C)N molecule (with N=10,15,20,25. The transmission spectrum results confirm that the spin transport throughout (G/C)N is originated by a coherent tunneling process between neighboring bases through the overlapping of the LUMO orbitals of the bases. The physical mechanism is raise from quantum interference combination  with molecular length and  the presence of spin-orbit coupling. The best functional feature for environmental effect, which may induce dephasing such as leads temperature, is investigated. The results showed that the spin-polarized transport can be effectively regulated by the molecular length of (G/C) which can exhibit efficient spin filtering and spin switchin
