    الحماية الدولية للبيئة وفق مبدأ التنمية المستدامة

     يؤشر مدير برنامج الامم المتحدة الانمائي (UNDP) اكيم شتايز , حالة البيئة السيئة في ظل التقدم الاقتصادي و التكنولوجي , بقوله  : " و تظهر مؤشراتنا البيئية ان تقدمنا اليوم ياتي على حساب اولادنا ففي تغير المناخ و تضاؤل التنوع البيولوجي , و استنفاد موارد الاراضي  و المياه العذبة , مخاطر جسيمة على الجنس البشري , تتطلب تحولاً فوريا ً و جذرياً في انماط الانتاج و الاستهلاك " مما يثبت  اهمية توفير الحماية الازم توفرها للبيئة , و يعد مبدأ التنمية المستدامة من اهم المباديء التي توفر الحماية للبيئة . برز مفهوم التنمية بعد الحرب العالمية الثانية و حصول مجتمعات العالم الثالث على استقلالها السياسي حينما بدات الدول الراسمالية الكبرى تروج للفكر التنموي التقليدي الذي يؤكد على معاناة دول العالم الثالث من الفقر و الجهل هو نتاج تخلفها , و ليس لاستعمارها لسنوات طويلة , و من ثم طرح ذلك الفكر مفهوم التنمية كأداة لتجاوز حالة التخلف و اللحاق بالدول المتقدمة  , لذلك فان مفهوم التنمية اقتصر طوال القرن الماضي على المفهوم الاقتصادي فقد كان من المتوقع ان يكون لهذا اثاره سواء الايجابية او السلبية و في خضم التزايد السكاني الكبير الهائل الذي رافق التطور التكنولوجي المتسارع , المحكوم برغبة النمو الاقتصادي المضطرد .   اما المفهوم القانوني للتنمية المستدامة فتعني : تلبية احتياجات الحاضر من استخدام الموارد الطبيعية و الحصول على الخدمات الصحية و التعليمية و فرص العمل و محاربة الفقر و البطالة و تحقيق الرفاه الاقتصادي , و الاخذ بعين الاعتبار احتياجات الاجيال القادمة من هذه الموارد و الاحتياجات

    للعلامة في الفيلم السينمائي أو الدراما التلفزيونية،  اشكال و تمثلات متعددة فقد ترد حرفاً او كلمة مكتوبة او منطوقة او مرسومة وقد ترد لوناً او عطراً او اشارة او حاسة معينة وقد ترد إيحاءات او شفرةً وكل ما يقود الى ما يعطي الدلالة والمعنى والقصد والفهم وكل هذه تخضع للسياق الزمني أو المكاني فعلامة كل زمن أو مكان قد تحمل دلالة لن نجدها في زمن أو مكان آخر  ،اذ  (تختلف الاشارات السمعية في شكلها عن الاشارات البصرية، فالأولى تستخدم الزمان وليس الفضاء عاملاً بنيوياً رئيسياً، اما الثانية فتستخدم الفضاء اكثر مما تستخدم الزمان، والاشارات السمعية "الزمانية" تميل الى ان تكون رمزية بطبيعتها بينما تميل الاشارات البصرية "المكانية" الى ان تكون ايقونية او تماثلية في طبيعتها، وتنتج الاشارات السمعية بالجهد والاتقان المناسبين وبلغة الفن الصيغ الرئيسية للغة المنطوقة والموسيقى. اما الاشارات البصرية والمكانية فنتج الاشكال الفنية للرسم والنحت وفن العمارة.. الخ. وهناك طبعاً خلف هذه التعميمات العريضة، صيغ فنية تجمع الاثنين مثل: الدراما والاوبرا (المسرحية الموسيقية والفيلم التلفزيوني.. الخ) وبحثنا ينصب حول الاشتغال السيميائي لدور العلامة أو الاشارة أو الايحاء أو الشفرة أو الايقونة وغيرها من التمثلات التي يستخدمها المخرج في الفيلم او في الدراما  لإنتاج المعنى و بخاصة في افلام ودراما الحرب على العراق

    This paper delves into the intricate process of preparing and characterizing Polyvinyl alcohol (PVA) nanofibers loaded with Mafenide to achieve sustained release functionality. The synthesis involves the careful integration of Mafenide, a pharmaceutical agent known for its antimicrobial properties, into PVA nanofibers. This combination holds promise for controlled drug delivery applications. The preparation begins with the electrospinning technique, a method widely employed for creating nanofibrous structures. During this process, the Mafenide is incorporated into the PVA matrix, forming a composite material. The choice of Polyvinyl alcohol as the base material is strategic, given its biocompatibility and excellent film-forming properties. The characterization phase involves a comprehensive analysis of the resulting nanofibers. Techniques such as scanning electron microscopy (SEM), Fourier-transform infrared spectroscopy (FTIR). are employed to examine the morphology and chemical composition of the nanofibrous system. These analyses provide insights into the structural integrity and the successful incorporation of Mafenide. The study focuses on the sustained release aspect, aiming to understand how the loaded Mafenide interacts within the PVA nanofibers over time. This sustained release mechanism is crucial for pharmaceutical applications, offering prolonged therapeutic effects and minimizing the need for frequent administration.     The research aims to assess the role of human capital (knowledge, training, capacities) and its reflection on enhancing security crises management (damage containment, recovery and learning). The sample was chosen from the leaderships at the  Ministry of Interior(MOI)/Administrative and Financial Affairs Agency .The sample size was (160) and the total research community reached (230), distributed between (General Director, Directorate Director, Department Director), and for the purpose of achieving the objectives of the research, the descriptive analytical method was used, and the questionnaire was the main tool for data collection, and the conclusions  were drawn from its analysis through the analytical method and statistical programs, as the dimensions of human capital have achieved paths of direct and moral impact in the  security crises management .This requires paying attention to the human capital working in the agency’s formations. As well as many recommendations were presented the most important of them was the necessity of MOI /Administrative and Financial Affairs Agency focusing on the quality of human capital, for the purpose of maintaining a good relationship, especially in the security crises management

    Field Evaluation of Land Deterioration in Al - Mohammadi Basin Valley at Western Desert

    The recurrent study was in including lots scientific details on land deterioration for Almehmedi valley basin. This basin is represented as distinguish sites because it possesses different morphology, geological properties, climate pattern, various land resources such as soils, vegetation and water resources. Conceptualization of this study was entirely prepared then results were different to discover the range of land degradation using field evolution on this basin, which its area was 1971.49 km2. Therefore basin lands were divided into six land unites via geomorphological terms. These terms were done using optical explanation on Land sat 8 satellite image. These unites are high plateaus, flat plateaus,  unbath, valleys, alluvial fans, flood plain. Moreover field investigation was applied using GLASOD physical, biological, chemical and saline deterioration. Thus, their cause was explained and measured the deterioration amounts within land units using tables  maps. The research study could clouded basin field spatial differences resulted in differing the valley basin from other  lands. Furthermore, it resulted in spatial relations amongst human iturimm and natural in this area

    Urban growth simulation models have proven their great effectiveness over years, as through these models a geographic information base is built in which presented to planners and specialists in urban planning, and in light of this, informed and correct decisions are made. Therefore, this research focused on predicting changes in the types of land cover in the city of Mosul from 2007 to 2017 to reach a prediction for the year 2027 using the simulation models available in the IDRISI SELVA program, and through the compatibility between geographic information systems and remote sensing programs. The CA-MARKOV model was employed to predict the size of expected changes in the types of land cover and obtain an objective map signifying the spread spatial organisms.  The results showed that the city of Mosul is expected to expand spatially in the category of built-up areas to an area of up to (18) km2, where the constructed areas are expected to occupy an area of up to (143.5) km2, and by (79%) of the city region. It is expected that the city will be overcrowded with urbanization and what remains of barren areas and agricultural areas, are very limited and not commensurate with the increase of the city’s population, as it is expected to reach a number of (2,119,363) people in in the year 2027. Consequently, the research suggested expanding outside the city borders for a distance of 7 km2 in all directions by referring to experts in this field in order for the city to be built on a planned approach that does not distort its shape and grow more green spaces

    Comparing Point-Of-Care Ultrasound Versus CT scan for Pleural Effusion Detection in The Emergency Department of Baghdad Teaching Hospital

    This study evaluated the diagnostic accuracy of ultrasound versus CT scans in diagnosing pleural effusion across 53 patients, incorporating demographic data, medical histories, and diagnostic outcomes. Ultrasound demonstrated a sensitivity of 95.31%, a specificity of 90.48%, a Positive Predictive Value (PPV) of 93.85%, a Negative Predictive Value (NPV) of 92.68%, and an overall accuracy of 93.40%. In the comparative analysis of for characterizing pleural effusion, ultrasound significantly outshone CT in detecting septations or debris, boasting a 100% detection rate against CT\u27s 25%, a disparity underscored by a p-value of 0.007, highlighting ultrasound\u27s superior diagnostic sensitivity for these features. In contrast, for loculation detection, CT demonstrated a higher efficacy with a 100% detection rate, surpassing ultrasound\u27s 66.7%. However, this apparent advantage of CT did not translate into a statistically significant difference, as indicated by a p-value of 0.455, suggesting that the practical difference between the two modalities might be less critical than it appears, potentially due to sample size constraints or the variable nature of loculations .he resultTs obtained demons

    A multifactorial endocrine condition, polycystic ovarian syndrome (PCOS) is typified by anovulation, hyperandrogenism, and polycystic ovarian shape. In the current study, a number of women with PCOS underwent testing to determine the impact of the androgen  hormone on PCOS. Upon follow-up, it was discovered that the majority of the samples, ranging in age from (49), (28), (26), (40), (24), (15), (20), (17), and (25) all had androgen  levels that were the same—less than 1.00 ng/ml. This suggests that the sample\u27s and all ages\u27 androgen  levels are below the normal level, which is believed to be between 2 and 8 ng/ml. At age 24, the percentage of androgen  was calculated to be 1.06 ng/ml, which is low in comparison to the normal level of androgen . The sample, which comprises people in the ages of (20) and (27), had estimated androgen  percentages of 1.02 ng/ml and 1.49 ng/ml, respectively. We note some minor variations in the analytical comparison between the samples, but despite this The proportion in this sample is nevertheless less than its true level, which is probably to be between (2-8), Since every member of the sample has polycystic ovarian disease, there is a specific malfunction in the way this sample\u27s body operates, necessitating the development of solutions and early identification. about the illness using a variety of analyses to prevent contracting other fatal illnesses

    : يحاول هذا البحث تشخيص طبيعة الدور الذي يسهم به الرصد الاستراتيجي في تحقيق التفوق التنافسي لشركة التأمين العراقية، اذ يمثل الرصد الاستراتيجي المورد المهم في الشركة والمحرك الرئيس للموارد الاخرى، لذا فمن الضروري تعزيز أهمية الرصد الاستراتيجي لتحقيق التفوق التنافسي الذي يضمن بقاء واستمراريه الشركة بالعمل، اذ اشارت مشكلة البحث الى وجود قصور واضح بالاهتمام بمتغيري البحث في الشركة المبحوثة، لذا فان اهمية البحث تبرز في محاولة الباحث تقديم الحلول لمعالجة هذه المشكلة، ولتحقيق اهداف البحث، اذ اعتَمد الباحث المنهج الوصفي التحليلي في الجانب التطبيقي له، وتم استخدام الاستبانة في جمع البيانات والتي تم توزيعها على عينة قوامها (70) من العاملين في الشركة المبحوثة، والتي تم تكييفها لتالئم اغراض البحث الحالي، وبعد معالجة وتفسير نتائج تحليل البيانات التي تمت باستخدام عدد من الادوات الاحصائية الموجودة في البرنامج الجاهز (SPSS V.28 ) تم تأكيد صحة الفرضيات الرئيسة والفرعية التي تضمنها البحث، والتي اكدت اهمية الدور معنوي الذي يسهم به الرصد الاستراتيجي في تحقيق التفوق التنافسي، وعليه من الضرورة تفعيل ابعاد الرصد الاستراتيجي واستثمارها بأفضل شكل ممكن لتحقيق التفوق التنافسي لشركة التأمين العراقية في ظل البيئة شديدة التنافس التي تعمل ضمنها.This This research attempts to diagnose the nature of the role that strategic monitoring contributes to the competitive superiority of the Iraqi insurance company, as strategic monitoring represents an important resource in the company and the main driver of other resources, so it is necessary to strengthen the special competencies of strategic monitoring to achieve competitive superiority that ensures the survival and continuity of the company in operation, as The research problem indicated that there is a clear lack of attention to the two research variables in the researched company, so the importance of the research emerges in the researcher’s attempt to provide solutions to address this problem, and to achieve the research objectives, so the researcher adopted the descriptive analytical approach in its applied aspect, as the questionnaire was used in collecting data. Which was distributed to a sample of (70) employees of the surveyed company, which was adapted to suit the purposes of the current research, and after processing and interpreting the results of the data analysis that was carried out using a number of statistical tools found in the ready-made program (SPSS V.28), the validity of the main and subsidiary hypotheses that were confirmed was confirmed. Included in the research, which emphasized the importance of the moral role that strategic monitoring contributes to achieving competitive superiority, and therefore it is necessary to activate the dimensions of strategic monitoring and invest in them in the best possible way to achieve competitive superiority for the Iraqi insurance company in light of the highly competitive environment in which it operates
