EKSPLORASI PENGALAMAN PASIEN TERHADAP TRANSPARANSI DAN AKUNTABILITAS PELAYANAN PUBLIK DI PUSKESMAS III DENPASAR UTARA
Penelitian ini bertujuan untuk mengeksplorasi pengalaman pasien dalam mengakses pelayanan publik di Puskesmas III Denpasar Utara, khususnya terkait transparansi dan akuntabilitas. Latar belakang penelitian didasarkan pada pentingnya pelayanan kesehatan primer yang tidak hanya bermutu secara teknis, tetapi juga menjunjung keterbukaan informasi dan tanggung jawab sosial. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan eksploratif, mengacu pada konsep akuntansi publik berbasis pengguna. Data dikumpulkan melalui studi literatur, dokumentasi, dan hasil Survei Kepuasan Masyarakat (SKM) Tahun 2024. Hasil penelitian menunjukkan bahwa prinsip transparansi telah diterapkan melalui pemberian informasi yang terbuka dan prosedur pelayanan yang jelas. Akuntabilitas juga tercermin dari responsivitas petugas, sistem pengaduan yang berjalan baik, dan perilaku profesional pelaksana layanan. Dengan nilai IKM sebesar 93,34 (kategori sangat baik), Puskesmas III Denpasar Utara dinilai berhasil mewujudkan pelayanan publik yang transparan dan akuntabel
Income Analysis and Risk Identification in Garlic Farming at Subak Aya Babahan, Babahan Village, Penebel District, Tabanan Regency
Garlic is one of the horticultural subsector commodities that is essential for the Indonesian population. The per capita consumption of garlic in Indonesia from 2013 to 2019 experienced an average annual increase of 8%, from 0.34 kg per capita per year to 0.51 kg per capita per year. Subak Aya Babahan is a pilot project that has been receiving free garlic seed grants from the government since 2013. However, there have been several challenges faced in the farming activities, such as pest and disease attacks, as well as relatively high input costs. These conditions have placed farmers in a situation of uncertainty and risk, which impacts the income levels they generate. Thus, research is needed to analyze the income of garlic farmers, identify the risks associated with garlic farming, and develop mitigation strategies at Subak Aya Babahan using both quantitative and qualitative descriptive analysis methods. The study results indicate that the average income of farmers is IDR 1,881,191 per planting season. The findings also show that on the FMEA map, there are 5 risk agents (50%) in the green area, 2 risk agents (20%) in the yellow area, and 3 risk agents (30%) in the red area. The identified risks that require attention include pest and disease attacks, weather changes, labor skills, substandard seed quality, and pricing agreements with middlemen. Risk mitigation strategies include determining planting patterns, training in biological control, negotiating with partners regarding seed supply, and setting price contracts
Sustainability of Vanilla in Buleleng District, Bali Province
The objective of this research is 1) To analyze the sustainability of vanilla farming in Buleleng Regency, Bali and 2) To formulate a sustainable development strategy for vanilla farming in Buleleng Regency, Bali based on sustainability atrributes. This research was carried out in Buleleng Regency, Bali. The research was carried out for two months from December 2023 to January 2024. To analyze the sustainability of vanilla farming in Buleleng Regency, Bali, the multidimensional scaling (MDS) method was used with the RAP-Farm approach modified from the Rapid Appraisal for Fisheries (RAPFISH) Program. The results of this research are that the index and sustainability status of vanilla farming in Buleleng Regency in terms of environmental, economic and social dimensions falls into the quite sustainable category because it has a value of >50%, namely 59.41%. The strategy for the sustainability of vanilla farming in Buleleng Regency is a strategy to formulate a business capital financing policy that encourages farming development, a farmer regeneration strategy to maintain the number of farmers so that vanilla needs can be met and a training and outreach program strategy based on weather impacts. The suggestions from research on the sustainability of vanilla farming in Buleleng Regency are that the government can support vanilla farmers by expanding access to financing or capital assistance through affordable microcredit programs, as well as providing subsidies or special grants for vanilla farmers who need to increase production capacity
INVESTASI CRYPTOCURRENCY SEBAGAI INSTRUMEN DALAM TRANSAKSI BISNIS
This research is motivated by the absence of legal norms governing the use of cryptocurrency as an instrument in business transactions. The current legislative framework only regulates licensing, the trading of crypto assets, and the technical provisions for the operation of physical crypto asset markets in futures exchanges. However, it does not specifically address the use of cryptocurrency as a means of conducting business transactions. The objective of this research is to examine and understand the regulation of cryptocurrency as an investment instrument in business transactions and to formulate future regulatory frameworks that may provide legal protection for cryptocurrency users. The method used in this study is normative legal research, employing a statutory and conceptual approach. The findings of the research indicate that cryptocurrency is currently recognized as a commodity that may be traded on futures exchanges under the Commodity Futures Trading Law and further regulated by Bappebti Regulation Number 5 of 2019 concerning Technical Provisions for the Implementation of Physical Crypto Asset Markets in Futures Exchanges. However, this regulation is limited to investment purposes and does not cover the use of cryptocurrency as an instrument in business transactions. In conclusion, future regulation of cryptocurrency should be directed toward providing legal protection for its users in the context of business transactions. This includes legal mechanisms to address user losses, such as the right to void contracts (voidable) and automatic nullification (nietig van rechtswege) in cases of defective consent. Therefore, a comprehensive regulatory framework is needed to ensure the safe and legally secure use of cryptocurrency in business transactions
IMPLEMENTASI PERATURAN GUBERNUR BALI NOMOR 26 TAHUN 2020 TENTANG SISTEM PENGAMANAN LINGKUNGAN TERPADU BERBASIS DESA ADAT TERHADAP PENGAMANAN LINGKUNGAN DI BANJAR PENAKA TAMPAKSIRING
Article 22 of Bali Governor Regulation Number 26 of 2020 concerning the Integrated Environmental Security System Based on Traditional Villages (Desa Adat) explicitly stipulates that pecalang (traditional security personnel) who have obtained a Gada Pratama Certificate may be seconded to assist in the implementation of limited police duties. This provision underscores that the existence and number of certified pecalang are critical factors in the effective implementation of the said regulation, particularly amid increasing urbanization and rural to urban migration. This study aims to analyze the implementation of Bali Governor Regulation Number 26 of 2020 in the Traditional Village of Tampaksiring, Banjar Penaka, Tampaksiring District, Gianyar Regency, and to identify the obstacles encountered in its enforcement. The research employs an empirical legal method with a sociological (law in action) approach, focusing on societal behavior and the practical effectiveness of legal norms. The findings indicate that the regulation has been implemented through the establishment of Bankamda, which serves as the forerunner of the Sipandu Beradat system. This system is expected to function as a preventive measure to avoid conflicts and to support the police in carrying out preventive and pre-emptive security efforts. However, the implementation faces several challenges, including a lack of understanding among Bankamda members regarding their core duties and procedures, limited budget and infrastructure, and insufficient community involvement. In conclusion, Sipandu Beradat in the Traditional Village of Tampaksiring has been effectively implemented within its delegated authority. Nevertheless, to optimize its execution, improvements are needed in member training, budget allocation, and active public participation
LEGAL ANALYSIS OF THE USE OF ELECTRIC BIKES ACCORDING TO LAW NUMBER 22 OF 2009 AND REGULATION OF THE MINISTER OF TRANSPORTATION OF THE REPUBLIC OF INDONESIA NUMBER PM 45 OF 2020
The presence of electric bicycles brings a new mobility approach that also colors the global transportation sector. In its operation, electric bicycles are indeed designed as environmentally friendly transportation that encourages the use of renewable energy. The problem of using electric bicycles began to emerge when there was a debate about the classification of electric bicycles as vehicles between several parties opposing the use of electric bicycles on the highway by several related parties. This study aims toknowing the legal regulations regarding the use of electric bicycles on sidewalks and legal certainty regarding the use of electric bicycles on sidewalks. This study uses a normative legal research methodology, namely an approach through the perspective of existing norms or in other words, a study in the form of an inventory of applicable laws. Legal regulations regarding the use of electric bicycles on sidewalks are specifically contradictory to Article 284 of Law Number 22 of 2009 concerning traffic and road transportation with Article 5 paragraph (4) of the Regulation of the Minister of Transportation of the Republic of Indonesia Number PM 45 of 2020 concerning certain vehicles using electric drives where the use of sidewalks is generally regulated in Law Number 22 of 2009 concerning Traffic and Road Transportation. Legal certainty regardinguse of electric bicycles on the sidewalkis not yet providing legal certainty because it still raises speculation in its application, between the application based on the principle of lex specialist degorat legi or its application based on the principle of Lex Superior Derogat Legi Inferiori considering that the urgency of the impact of using electric bicycles on the sidewalk can harm one party, so this conflict of norms certainly hinders the purpose of forming a policy, one of which is legal certainty
IMPLEMENTASI PERATURAN DAERAH PROVINSI BALI NOMOR 6 TAHUN 2023 TENTANG PUNGUTAN BAGI WISATAWAN ASING UNTUK PERLINDUNGAN KEBUDAYAAN DAN LINGKUNGAN ALAM BALI DI PROVINSI BALI
The implementation of Bali Provincial Regulation Number 6 of 2023 concerning the Levy on Foreign Tourists for the Protection of Balinese Culture and Natural Environment (PWA Regulation) has posed several challenges for the Provincial Government of Bali, particularly regarding the non-payment of the levy by some foreign tourists and the inadequate enforcement of legal sanctions. This study aims to analyze the implementation of the PWA Regulation in the Province of Bali and to identify the obstacles encountered in its execution. This research is an empirical legal study with a socio-legal approach, examining the issues of das sollen and das sein related to the implementation of the PWA Regulation in Bali. The study is based on primary data obtained through interviews with key informants and secondary data comprising legal regulations and academic literature. The results of this study in the implementation of the PWA Regional Regulation show that the level of compliance of foreign tourists in paying new levies has only reached 35% of the total foreign tourist visits of 6.4 million people in 2024. The main obstacles found include: 1) PWA socialization is still ineffective; 2) Technical obstacles in PWA payments; 3) Limited PWA facilities and infrastructure; 4) Foreign tourists consider PWA less useful because its impact has not been felt directly; 5) Enforcement of the PWA Regional Regulation by Satpol PP is still weak and not optimal; and 6) There are no incentives for third parties who assist in collecting PWA at payment points such as in tourism accommodations and tourist destinations. The conclusion is that the implementation of the PWA Regional Regulation has not been optimal in realizing the legal function, namely legal certainty, justice and benefits. Various obstacles that have been identified need to be solved, one of which is through a revision of the PWA Regional Regulation in order to achieve more optimal goals in protecting Bali's culture and natural environment
Pemetaan Keunggulan Program Studi PGSD di Soloraya Menggunakan Model Multidimensional Scalling
Penelitian ini bertujuan melakukan uji peta persepsi mahasiswa terhadap enam Prodi PGSD di wilayah Soloraya meliputi Univ Sebelas Maret, Univ Veteran Sukoharjo, Univ Muhammadiyah Surakarta, Univ Slamet Riyadi Surakarta, Univ Tunas Pembangunan Surakarta dan Univ Widya Dharma Klaten berbasis kualitas mutu layanan pembelajaran. Total sampel sebanyak 200 mahasiswa sebagai responden.Teknik pengambilan sampel dilakukan purposive sampling. Butir instrumen diuji terkait mutu layanan enam Prodi PGSD di wilayah Soloraya meliputi percaya terhadap mutu, kualitas pembelajaran, komitmen emosional, komitmen kognitif, komitmen pada tujuan, integrasi sosial, integrasi akademik, komitmen aktivitas universitas, komitmen keluarga dan komitmen lulusan diterima di pekerjaan. Multidimensional Scalling merupakan uji model menggunakan peta berdimensi menurut persepsi mahasiswa terkait mutu pembelajaran di enam Prodi PGSD sehingga dapat ditemukan titik koordinat keunggulan mutu pembelajaran baik dari aspek kualitatif maupun aspek kuantitatif. Uji kuantitatif riset meliputi deskripsi responden, uji kesahihan dan keandala instrumen serta uji Multidimensional Scalling. Hasil uji MDS memetakan posisi masing masing enam Prodi PGSD sebagai prodi unggulan, prodi penantang maupun prodi yang sedang tumbuh. Bagi manajemen universitas, hasil dari pemetaan posisi dapat diketahui posisi titik unggul maupun titik lemah serta bagaimana upaya untuk menggeser titik lemah itu menjadi satu posisi keunggulan bar
Pengaruh Model Problem Based Learning Berbantuan Peta Konsep Terhadap Motivasi Belajar dan Kompetensi Pengetahuan IPAS pada Peserta Didik Kelas V SD di Gugus I Kecamatan Busungbiu
Penelitian ini bertujuan menganalisis perbedaan motivasi belajar dan kompetensi pengetahuan IPAS antara kelompok peserta didik yang mengikuti pembelajaran dengan model Problem Based Learning (PBL) berbantuan peta konsep dan kelompok Model Pembelajaran Konvensional (MPK). Jenis penelitian ini adalah quasi experiment dengan rancangan posttest only control group design. Populasi penelitian adalah peserta didik SD kelas V di Gugus I Kecamatan Busungbiu tahun pelajaran 2024/2025 yang terdiri atas 7 kelas dengan jumlah populasi 95 orang peserta didik. Sampel diambil dengan cara group random sampling dan berjumlah 57 orang peserta didik. Instrumen yang digunakan dalam penelitian ini adalah tes pilihan ganda dan kuesioner motivasi belajar. Kegiatan pembelajaran berlandaskan pada teori konstruktivisme dan teori Ausubel. Data yang diperoleh dianalisis dengan statistik deskriptif dan Manova satu jalur. Berdasarkan hasil analisis data penelitian diperoleh bahwa: (1) terdapat perbedaan motivasi belajar dan kompetensi pengetahuan IPAS secara bersama-sama antara kolompok peserta didik yang mengikuti pembelajaran model PBL berbantuan peta konsep dan MPK (F = 66,336; p<0,05), (2) terdapat perbedaan motivasi belajar antara kolompok peserta didik yang mengikuti pembelajaran model PBL berbantuan peta konsep dan MPK (F = 7,271 ; p<0,05) serta skor rata-rata kelompok PBL berbantuan peta konsep (M = 140,19) lebih tinggi dibandingkan dengan MPK (M = 136,57), dan (3) terdapat perbedaan kompetensi pengetahuan IPAS antara kolompok peserta didik yang mengikuti pembelajaran model PBL berbantuan peta konsep dan MPK (F = 45,611; p<0,05) serta skor rata-rata kelompok PBL berbantuan peta konsep (M = 22,74) lebih tinggi dibandingkan dengan MPK (M = 20,73). Hasil analisis data penelitian ini menunjukkan bahwa motivasi belajar dan kompetensi pengetahuan IPAS kelompok peserta didik yang dibelajarkan dengan model PBL berbantuan peta konsep lebih tinggi dibandingkan dengan model konvensional
Analyzing Students’ Reading Needs through Dayak Cultural Content in East Kalimantan
The integration of local culture into English reading instruction is important for enhancing student engagement, reading comprehension, and cultural awareness. In Indonesia, English reading materials are predominantly influenced by foreign cultures, while locally relevant resources remain scarce. This study aims to analyze students’ reading needs to improve comprehension and strengthen cultural identity through the development of reading materials based on Dayak culture, an indigenous ethnic group from East Kalimantan. Using a mixed-methods design, data were collected from 348 students and 36 lecturers across higher education institutions in East Kalimantan through questionnaires and in-depth interviews with 10 students and 5 lecturers. The research instruments were developed based on Hutchinson and Waters’ Needs Analysis framework, addressing necessities, lacks, and wants. The findings reveal strong support for integrating local cultural texts, especially folktales and descriptive passages, to increase motivation and improve reading comprehension. Students reported difficulties with text complexity, while lecturers faced limited access to contextualized materials and low student interest in reading. Both students and lecturers preferred culturally relevant and visually engaging materials. There was a strong preference for the use of structured reading strategies such as SQ3R. These results can inform the development of culturally responsive reading materials and have implications for curriculum development, instructional design, and future research in English as a Foreign Language (EFL) context
