Organizational Resilience and Crisis Management in Public Administration: Insights from Morocco’s Response to COVID-19, the Al-Haouz Earthquake and Floods under a New Public Governance Framework
This study explores the mechanisms of organizational resilience in public administration through the lens of three critical managerial dimensions: time, information and human resources. Anchored in the theoretical framework of New Public Governance (NPG), it investigates how these dimensions shaped the responses of Moroccan public organizations during three major crises: the COVID-19 pandemic, the Al-Haouz earthquake and nationwide floods.
Using a mixed-methods approach, the research combines insights from semi-structured interviews with senior public-sector officials and a quantitative analysis based on secondary crisis data. Findings from the qualitative phase reveal how the capacity to manage temporal dynamics, mobilize and protect human capital and navigate information flows were central to adaptive performance.
The study introduces a conceptual model — the “Resilience Triad” — illustrating how these three variables interact systemically to foster or hinder organizational resilience. Comparative analysis across crises demonstrates distinct patterns of success and failure depending on the alignment of time sensitivity, staff engagement and data reliability. This article contributes to both public management theory and crisis governance literature by emphasizing the interdependence of soft managerial capacities in turbulent environments. It also offers practical guidance to policymakers seeking to strengthen crisis preparedness and response mechanisms through human-centered and data-driven approaches.
Limitations and directions for future research are discussed, particularly the need for longitudinal and cross- country comparative studies.

Roles du Controle Interne dans l’efficacité opérationnelle au sein des entreprises publiques maliennes
In doing so, two public companies (EDM-sa and SOMAGEP-sa) selected have served as places of investigation. In this fact, the data collection has been facilitated by an interview guide which afterwards has been subject of an analysis following the grounded theory method.
Given the results, the internal control activity in the companies studied rests mainly on the organization of the control and the management system. Through which we have identified three roles that are formalization, supervision and assessment of the activities. However, each of these three elements plays a core role in the process of achieving the different activities but doesn’t lead necessarily to the attainment of the objectives.
Thus, efficiency of the internal control rests on the attainment of the objectives which also goes through respect of the standards and procedures set up by the management.
Finally, a regular follow-up system must be put in place to assess the results, hence the performance effect of the internal control.

Paper type: Empirical researchCe présent travail s’intéresse aux entreprises publiques du Mali pour tenter d’identifier et de comprendre les rôles que le contrôle interne joue dans l’efficacité des activités. Par-là, nous cherchons à mettre en exergue l’efficacité opérationnelle et non l’efficacité tout court entendue comme performance.
Pour ce faire, nous avons retenu deux entreprises publiques (EDM-sa et SOMAGEP-sa) qui nous ont servi de lieux d’enquête. À cet effet, la collecte de données a été facilitée par un guide d’entretien qui par la suite a fait l’objet d’une analyse suivant la méthode grounded theory.
Au vu des résultats, l’activité du contrôle interne dans les entreprises étudiées repose principalement sur l’organisation du contrôle et le système de management. À travers lesquels nous avons identifié trois rôles qui sont la formalisation, la supervision et l’évaluation des activités. Cependant, chacun de ces trois éléments joue un rôle majeur dans le processus de réalisation des différentes activités, mais n’entraine pas forcément l’atteinte des objectifs.
Ainsi, l’efficacité du contrôle interne repose sur l’atteinte des objectifs qui aussi passe par le respect des normes et procédures mis en place par le management. En fin, il faut mettre en place un système de suivi régulier afin d’évaluer les résultats d’où le terme effet de performance du contrôle interne.

L’accès des Entrepreneurs au Financement : Cas de la Mauritanie
Mauritania, a country strategically located between sub-Saharan Africa and the Maghreb, holds significant economic potential thanks to key sectors such as agriculture, fishing, mining resources (iron, gold), renewable energy, and tourism. Despite these many assets, the Mauritanian economy continues to face major structural challenges that hinder its development. Among these challenges is the limited access to entrepreneurship, particularly in rural areas.
Entrepreneurs in Mauritania face significant challenges in securing financing due to a limited financial infrastructure, complex regulatory barriers, and a lack of trust from both local and international investors. Strict collateral requirements, high interest rates, and regional disparities further restrict access to credit, especially for SMEs and businesses led by ambitious women.
This article presents a theoretical analysis of the main obstacles faced by entrepreneurs in Mauritania in accessing financing. Based on a narrative review of national and international literature, it identifies structural, institutional, and cultural determinants that limit the ability of Mauritanian entrepreneurs to mobilize formal financial resources. The study highlights the lack of financial inclusion, the inadequacy of financial products tailored to the needs of SMEs, and the limited reach of microfinance institutions. Through an analytical approach grounded in academic literature and institutional reports, the article reveals the gap between stated public policies and the reality on the ground. In conclusion, it offers a set of recommendations to improve the entrepreneurial financing environment in Mauritania.

Malgré ces nombreux atouts, l’économie mauritanienne reste confrontée à des défis structurels majeurs qui entravent son développement. Parmi ces défis figure l’accès limité des Mauritaniens à l’entrepreneuriat, notamment dans les zones rurales.
Les entrepreneurs en Mauritanie font face à des défis significatifs pour obtenir un financement en raison d’une infrastructure financière limitée, de barrières réglementaires complexes et d’un manque de confiance des investisseurs locaux et internationaux. Des exigences strictes en matière de garanties, des taux d’intérêt élevés et des disparités régionales entravent davantage l’accès au crédit, en particulier pour les PME et les entreprises dirigées par des femmes ambitieuses.
Cet article propose une analyse théorique des principaux obstacles rencontrés par les entrepreneurs en Mauritanie dans leur accès au financement. S’appuyant sur une revue narrative de la littérature nationale et internationale, il identifie les déterminants structurels, institutionnels et culturels qui limitent les capacités des entrepreneurs mauritaniens à mobiliser des ressources financières formelles. L’étude met en lumière l’insuffisance de l’inclusion financière, le manque de produits adaptés aux besoins des PME, ainsi que la faible pénétration des institutions de microfinance. À travers une approche analytique fondée sur la littérature académique et les rapports institutionnels, cet article met en évidence les écarts entre les politiques publiques affichées et la réalité du terrain. En conclusion, des recommandations sont proposées pour améliorer l’environnement du financement entrepreneurial en Mauritanie.

The Impact of Seasoned Equity Offerings on Stock Prices of Financially Distressed Companies: Evidence from Moroccan Market
The present study investigates the impact of Seasoned Equity Offerings (SEOs) on stock prices, with a particular focus on financially distressed companies listed on the Casablanca Stock Exchange. Recognizing that SEOs can convey both positive and negative signals to the market, this research aims to explore how such operations are perceived when initiated by firms facing financial difficulties. Employing the Event Study Methodology, the analysis is conducted over an event window surrounding the SEO announcement dates in order to detect the presence of Abnormal Returns and evaluate how the market processes new information related to equity issuance. The sample includes six Moroccan listed companies that undertook SEOs during periods of financial distress. The empirical findings suggest that, in general, the announcement of an SEO by a distressed firm result in a negative reaction in stock prices, reflecting investors’ concerns about dilution effects and the firm’s financial instability. However, the analysis also shows that, in some cases, the market appears to reassess its initial reaction in the days following the announcement, especially when the SEO is associated with credible restructuring plans or financial recovery strategies. These results contribute to the broader literature on corporate finance and market efficiency by providing new evidence from an emerging market context. They offer useful insights for investors, policymakers, and corporate decision-makers, emphasizing the importance of timing, transparency, and signaling in the success of SEOs as a financing strategy for distressed firms.

De la compassion managériale à la reconnaissance organisationnelle : la justice perçue comme levier – Cas d'une association de Micro-Finance à Fès
In a rapidly evolving professional context characterized by a growing search for meaning, recognition, and fairness, this study explores the role of compassionate leadership in shaping organizational recognition dynamics. Drawing on contributions from positive psychology, recognition theories (Honneth, 2000; Brun & Dugas, 2005), and organizational justice theory (Colquitt, 2001), this research aims to understand how a leader’s compassionate posture can strengthen employees’ perceptions of fairness and, consequently, foster their recognition in the workplace.
The study adopts a qualitative methodology based on a single case study conducted within a microfinance association—a socially driven organization. An in-depth semi-structured interview was conducted with the Human Resources Director. The data were analyzed using a thematic approach (Paillé & Mucchielli, 2022), which brought to light three interrelated dimensions: managerial compassion, perceived interactional justice, and recognition—both symbolic and material—experienced by employees.
The results show that compassion expressed by leadership not only enhances interpersonal relationships but also helps create a fair and humane working environment, as perceived by employees. This relational climate acts as a powerful lever for recognition, reinforcing employees’ sense of belonging, appreciation, and engagement. In this sense, the compassionate posture of the leader goes beyond emotional sensitivity to become a driver of social performance and ethical governance.
This research highlights the relevance of reintroducing humanistic values into contemporary management practices, particularly within socially oriented organizations. It also opens avenues for future studies to further explore the strategic impact of compassion in human resource management.

Paper type : Empirical ResearchDans un contexte professionnel en mutation, marqué par la quête croissante de sens, de reconnaissance et de justice, cette étude s’intéresse au rôle que peut jouer le leadership compatissant dans les dynamiques de reconnaissance organisationnelle. En mobilisant les apports de la psychologie positive, des théories de la reconnaissance (Honneth, 2000 ; Brun & Dugas, 2005) et de la justice organisationnelle (Colquitt, 2001), cette recherche vise à comprendre comment la posture du leader peut renforcer le sentiment d’équité perçu par les collaborateurs et, ce faisant, favoriser leur reconnaissance au travail.
L’étude repose sur une méthodologie qualitative fondée sur une étude de cas unique, conduite au sein d’une association de Micro-Finance, une organisation à vocation sociale. Un entretien semi-directif approfondi a été réalisé avec la Directrice des Ressources Humaines. L’analyse des données, selon une approche thématique (Paillé & Mucchielli, 2022), a permis de faire émerger trois dimensions interreliées : la compassion managériale, la perception de justice interactionnelle et la reconnaissance – à la fois symbolique et matérielle – vécue par les salariés.
Les résultats révèlent que la compassion exprimée par la direction contribue non seulement à améliorer les relations interpersonnelles, mais aussi à instaurer un climat de travail équitable, perçu comme juste et humain par les employés. Ce climat relationnel agit comme un levier de reconnaissance, renforçant le sentiment d’appartenance, de valorisation et d’engagement des collaborateurs. En ce sens, la posture compatissante du leader dépasse le registre émotionnel pour s’inscrire dans une logique de performance sociale et de gouvernance éthique.
Cette recherche souligne la pertinence de réintroduire des valeurs humanistes dans le management contemporain, notamment dans les structures sociales, et ouvre des perspectives pour des travaux futurs visant à approfondir la portée stratégique de la compassion dans la gestion des ressources humaines.

The study is based on an action research approach, in which one of the authors actively contributed to the design and deployment of the strategy. Data were collected through a strategic diagnostic analysis of the institution’s digital presence, combined with the monitoring of key performance indicators before and after implementation. The findings corroborate prior research (e.g., Kannan & Li, 2016; Rogers, 2003) highlighting the importance of targeted communication, segmentation, and innovation adoption in achieving successful digital transformation. Results show a substantial improvement in the institution’s digital visibility (+45% followers on social media), user experience (+100% average time spent on the website), and adoption of digital tools by stakeholders. These outcomes confirm the relevance of a well-structured digital strategy in enhancing transparency and efficiency in public service delivery. Nonetheless, the study highlights certain limitations, such as the absence of comparative benchmarking with similar institutions. The article concludes with practical recommendations to guide digital transformation in public organizations, emphasizing the need for continuous training and active involvement of internal stakeholders.

Microfinance et Risques : Comment l'Innovation Redéfinit les Modèles de Gestion
Microfinance institutions (MFIs) are key actors in promoting financial inclusion by offering services such as microcredit, savings, and micro-insurance to populations excluded from traditional banking systems. The rise of financial technologies (FinTech) and the digitalization of operational models are reshaping their institutional frameworks. While innovation offers opportunities to enhance outreach and efficiency, it also introduces significant risks: technological vulnerabilities (cybersecurity breaches, system failures), organizational limitations (lack of competencies, dependence on tech partners), and regulatory challenges (data protection, KYC/AML compliance). These dynamics may exacerbate exclusion among digitally marginalized groups, including women, rural populations, and low-literacy clients.
This article is based on a narrative and integrative literature review to analyze how MFIs can adopt innovation responsibly without compromising their social mission. It examines the tensions between digital performance and prudent risk management and proposes a conceptual framework integrating a typology of risks, governance mechanisms, and inclusion impacts. The aim is to guide the digital transformation of MFIs in an ethical, inclusive, and resilient manner.

Aujourd’hui, elles doivent composer avec l’essor des technologies financières (FinTech) et la digitalisation de leurs processus, qui transforment en profondeur leur modèle économique. Cette transition ouvre des opportunités en termes d’efficacité, de réduction des coûts et d’élargissement de la portée, mais fait émerger de nouveaux risques : vulnérabilités technologiques (cybersécurité, pannes), limites organisationnelles (manque de compétences, dépendance aux partenaires tech) et enjeux réglementaires (protection des données, conformité KYC/AML). Ces mutations peuvent également accentuer les inégalités d’accès, notamment pour les femmes, les zones rurales ou les personnes peu alphabétisées.
Cet article s’appuie sur une revue narrative et intégrative de la littérature afin d’analyser comment les IMF peuvent intégrer l’innovation de manière responsable, sans compromettre leur mission sociale. Il met en lumière les tensions entre performance technologique et gestion prudente des risques, et propose un cadre conceptuel articulant typologie des risques, mécanismes de gouvernance et impacts sur l’inclusion. L’objectif est d’accompagner la transformation numérique des IMF de façon éthique, inclusive et durable.

L’Expérience Collaborateur au Service du Marketing RH : Un Catalyseur d’Innovation Managériale
In a context marked by digital transformation, changing employee needs and a fierce war for talent, companies face many challenges in attracting and retaining the best talent. A good HR marketing strategy is therefore the obvious solution to this problem. To achieve this, companies need to respond to the growing expectations of the new generation of employees, namely clarity of objectives, personal development and work-life balance. These elements are essential for a positive experience at work.
The aim of this study is to analyze the impact of a positive employee experience on the attractiveness and retention of employees in an environment overwhelmed by digital transformation. The study is based on a literature review exploring academic works and case studies of companies that have integrated a people-centered approach and digital into their HR strategy. To this end, it relies in particular on the Social Exchange Theory and the Self-Determination Theory, which provide a conceptual framework for the analysis of the relationships between these variables.
Our findings show that a positive employee experience strengthens the employer brand, improves talent attractiveness and promotes talent engagement. While the majority of research agrees on the benefits of digital for improving business processes in general and HR marketing in particular, few studies link it to the concept of employee experience. The contribution of our study is to cross-reference these two increasingly emerging concepts.

Une bonne stratégie marketing RH s’impose donc comme la solution évidente à cette problématique. Pour ce faire, l’entreprise doit répondre aux attentes croissantes de la nouvelle génération de salariés à savoir une clarté des objectifs, le développement personnel et l'équilibre entre vie professionnelle et vie privée. Ces éléments s’avèrent essentiels à une expérience positive au travail.
L’objectif de cette étude est d’analyser l’impact d’une expérience collaborateur positive sur l’attractivité et la rétention des employés dans un environnement submergé par la transformation digitale. Cette étude repose sur une revue de la littérature explorant les travaux académiques et les études de cas d’entreprises ayant intégré une approche centrée sur l’expérience collaborateur ainsi que le digital dans leur stratégie RH. Pour ce faire, elle s’appuie notamment sur la théorie de l’Échange Social et la théorie de l’Auto-Détermination, qui fournissent un cadre conceptuel pour l’analyse des relations entre ces variables.
Nos résultats montrent qu’une expérience collaborateur positive renforce la marque employeur, améliore l’attractivité des talents et favorise l’engagement des talents. Si la majorité des recherches s’accordent sur les avantages du digital dans l’amélioration des processus de l’entreprise en général ainsi que sur le marketing RH, peu d’études le mettent en lien avec le concept d’expérience collaborateur. L’apport de notre étude est de croiser ces deux concepts de plus en plus émergents.

Perspective de l'intelligence artificielle sur la gestion des ressources humaines : Un accélérateur de transformation et de performance dans les entreprises marocaines
Artificial intelligence is a transformative force in HRM that can help Moroccan companies achieve a new frontier of operational efficiency, data-driven decision-making and employee experience. However, its potential is currently held back by limitations on the resources to be invested and, potentially, by cultural realities.
The importance of our study lies in the need to use theoretical frameworks such as TAM, Diffusion of Innovations Theory, RBV, to describe the drivers and inhibitors of AI integration in HRM in Morocco. If this is possible, it will pave the way for Moroccan organizations to take full advantage of AI in their HR function, in recruitment, training, performance.
The study provides a framework for Moroccan companies considering the adoption of AI in HR departments. The in-depth sheds light on the main drivers and barriers to AI, which include recommendations for mitigating obstacles, such as resistance to adoption and inadequate skills.
For example, the study recommends training to equip HR professionals with the necessary skills and establish the digital infrastructure needed to effectively support AI systems. The article emphasizes that AI must be used responsibly, including the development of guidelines to prevent algorithmic bias and protect private data.
This article adopts an integrative review approach, combining insights from narrative, conceptual, and systematic reviews to build a structured theoretical framework on AI adoption in HRM within the Moroccan context.

Cependant, son potentiel est actuellement contenu par des limitations des ressources à investir et, potentiellement, par des réalités culturelles. Cette revue intégrative se veut une synthétise l’état de l’art avec les revues narrative et conceptuelle. L’importance de notre étude réside dans la nécessité de recourir à des cadres théoriques tels que le TAM, la théorie de la diffusion des innovations, le RBV, pour décrire les moteurs et les freins de l’intégration de l’IA dans la GRH au Maroc. Si cela est possible, cela ouvrira la voie aux organisations marocaines pour tirer pleinement parti de l’IA dans leur fonction RH, dans le recrutement, la formation, la performance. L’étude fournit un cadre pour les entreprises marocaines qui envisagent d’adopter l’IA dans les départements RH. L’approfondissement éclaire les principaux moteurs et obstacles de l’IA, qui comprennent des recommandations pour atténuer les obstacles, tels que la résistance à l’adoption et les compétences inadéquates. Par exemple, l’étude recommande la formation pour équiper les professionnels RH des compétences nécessaires et établir des infrastructures numériques nécessaires pour soutenir efficacement les systèmes d’IA. L’article souligne que l’IA doit être utilisée de manière responsable, y compris l’élaboration de directives pour prévenir les biais algorithmiques et protéger les données privées.

Evaluating Hospital Performance: international experience and possible adaptations for Morocco
This article presents an in-depth comparative analysis of international hospital performance evaluation systems, with a particular focus on the Moroccan context. Based on an extensive narrative literature review drawing from a wide range of academic and institutional sources, it identifies key practices, tools, and indicators implemented in reference countries such as France, Germany, the United States, and the United Kingdom. These systems aim to monitor quality of care, hospital efficiency, and patient satisfaction through diverse regulatory and institutional mechanisms, while reflecting each country’s specific healthcare priorities. The study highlights the diversity of governance models and the influence of historical, political, and cultural factors in shaping national strategies. Special attention is given to evaluation frameworks, measurement indicators (mortality rates, average length of stay, patient satisfaction, resource utilization), and accountability mechanisms. The Moroccan case is examined in light of these international experiences, with the aim of identifying improvement opportunities and strategic levers to strengthen the national hospital performance evaluation system. The analysis emphasizes the importance of harmonizing practices and establishing a coherent methodological framework adapted to the local context, in order to support the efficiency and quality of healthcare services. Drawing on international best practices, the article proposes actionable recommendations to enhance institutional governance, invest in human capital, and adopt advanced digital tools for data collection and analysis. By promoting an inclusive and context-sensitive approach, the study seeks to balance global efficiency standards with local realities and contribute to the creation of a structured, transparent, and sustainable national framework for evaluating hospital performance.
