    Politique économique, performances économiques et carré magique de Nicolas Kaldor en République Démocratique du Congo

    This article seeks to critically analyze the economic policies implemented and the expected results in the Democratic Republic of Congo over a period of 47 years, from 1970 to 2016. Thus, Nicolas Kaldor’s magic square made it possible to assess the economic performances recorded during the period under review by identifying challenges to their inclusiveness. The research used the quantitative method mobilizing econometric tools including var cointegration modeling and the Kaldor magic square analytical approach. The following results were obtained: the economic growth of the DRC remains exclusive due to the lower level of the lower level of the average growth rate of the period compared to the required rate (i.e. 1.01% against 4.22%) to maintain or lower the unemployment rate taking into account an average growth rate of the active population of 3% and 89% of natural unemployment. Likewise, this exclusive nature of its mass precariousness, unfavorable levels of indices such as : the social inclusion index, the good governance index, the civil violence and protests, the corruption index, the poverty index, the access to basic services index, the political regime hardening index, the diversification and competitiveness index and the inequality index. And the various macroeconomic and social crises have their deep roots in political instability and armed conflicts. The application of Kaldor’s magic square to the case of the DRC revealed three sub-periods : from 1970 to 2016, economic growth remained exogenous in the sense of the model of (Solow, 1956) ; from 1970 to 1989, the congolese maacroeconomic framework was marked by stagflation in the sense of (Friedman, 1956) and (Hayek, 1935) while the sub-period from 2010 to 2016, the macroeconomic situation of the DRC recorded sluggish growth in the sense of (Fitoussi, 1996). Consequently, the congolese authorities have favored controlling inflation over other economic policy objectives through fiscal policy activism against monetary policy taken as a supporting policy.   Keywords : Economic policies, fiscal policy, monetary policy, economic performance and Kaldor’s magic square JEL classification : E6 Type of article : Empirical researchCet article cherche à analyser de manière critique les politiques économiques menées et les résultats escomptés en République Démocratique du Congo sur une période de 47 ans soit de 1970 à 2016. Ainsi, le carré magique de Nicolas Kaldor a permis d’apprécier les performances économiques enregistrées au cours de la période sous examen en identifiant les défis de leur inclusivité. La recherche a recouru à la méthode quantitative mobilisant les outils économétriques, notamment la modélisation var Cointégration et l’approche analytique du Carré magique de Kaldor. Les résultats suivants ont été dégagés : la croissance économique de la RDC reste exclusive en raison du niveau inférieur du taux de croissance moyen de la période par rapport au taux requis (soit 1,01% contre 4,22%) pour maintenir ou baisser le taux de chômage tenant compte d’un taux moyen de croissance de la population active de 3% et 89% du chômage naturel. De même, cette nature exclusive de sa croissance économique est due au caractère structurel de la précarité de masse, des niveaux défavorables des indices tels que : l’indice d’inclusion sociale, l’indice de bonne gouvernance, l’indice de violences civiles et protestations, l’indice de corruption, l’indice de pauvreté, l’indice d’accès aux services de base, l’indice de durcissement du régime politique, l’indice de diversification et compétitivité et l’indice des inégalités. Et les différentes crises macroéconomiques et sociales tirent leurs racines profondes dans l’instabilité politique et conflits armés. L’application du Carré magique de Kaldor au cas de la République Démocratique du Congo a révélé trois sous périodes : de 1970 à 2016, la croissance économique est restée exogène au sens du modèle de (Solow, 1956) ; de 1970 à 1989, le cadre macroéconomique congolais a été marqué par la stagflation au sens de (Friedman, 1956) et (Hayek, 1935) alors que la sous période de 2010 à 2016, la situation macroéconomique de la RDC a enregistré une croissance molle au sens de (Fitoussi, 1996). Par conséquent, les autorités congolaises ont privilégié la maitrise de l’inflation par rapport aux autres objectifs de la politique économique par un activisme de la politique budgétaire contre la politique monétaire prise comme politique d’accompagnement.   Mots clés : Politiques économiques, politique budgétaire, politique monétaire, performances économiques et carré magique de Kaldor.     Réflexion théorique sur la politique des prix de transfert au Maroc et sa comparaison approfondie avec les directives de l'OCDE

    The expansion of multinational corporations is closely linked to the globalization of economies. This global dynamic encourages companies to explore new opportunities and expand their activities beyond national borders. With the increase in global interconnection of businesses, the importance of having comprehensive and strategic tax policies becomes evident. In this context, the tax policy on transfer pricing plays a crucial role. This policy is specially designed to discourage companies from engaging in the practice of artificially transferring profits from one subsidiary to another, aiming to minimize the company's total tax burden on an international scale. By ensuring that transactions between subsidiaries adhere to the arm's length principle, that is, are conducted under conditions similar to those between independent entities. This policy aims to preserve the integrity of tax systems and prevent tax evasion. Thus, it contributes to a fairer distribution of tax burdens among multinational entities. This article conducts a theoretical reflection on the transfer pricing policy in Morocco and its in-depth comparison with the guidelines of the Organization for Economic Co-operation and Development (OECD). It also examines the evolution of Moroccan legislation and the suggested reforms related to transfer pricing policy. The article discusses the traditional and transactional methods used to analyze commercial and financial links between affiliated entities. The article also highlights the challenges and constraints associated with advance transfer pricing agreements, offering a critical perspective on the attempts to align Moroccan regulations with OECD standards. The study reveals that the Moroccan framework for transfer pricing deviates from the OECD recommendations, particularly due to a lack of precise guidelines and the absence of rules for specific situations. Cette dynamique globale pousse les sociétés à explorer de nouvelles opportunités et à développer leurs activités au-delà des frontières nationales.  Avec l'augmentation de l'interconnexion des entreprises au niveau mondial, l'importance de disposer de politiques fiscales complètes et stratégiques devient évidente. Dans ce contexte, la politique fiscale concernant les prix de transfert joue un rôle primordial.  Cette politique est spécialement élaborée pour décourager les entreprises d'engager dans la pratique de transfert artificiel de bénéfices d'une filiale à une autre, visant à minimiser la charge fiscale totale de l'entreprise à l'échelle internationale. En assurant que les transactions entre filiales respectent le principe de pleine concurrence, c'est-à-dire, soient effectuées dans des conditions similaires à celles entre entités indépendantes. Cette politique cherche à maintenir l'intégrité des systèmes fiscaux et à éviter l'évasion fiscale. Ainsi, elle contribue à une répartition plus juste des charges fiscales parmi les entités multinationales.  Cet article réalise une réflexion théorique sur la politique des prix de transfert au Maroc et sa comparaison approfondie avec les directives de l'Organisation de Coopération et de Développement Économiques (OCDE). Il examine aussi l'évolution de la législation marocaine et les réformes suggérées relatives à la politique des prix de transfert. L'article discute des méthodes traditionnelles et transactionnelles employées pour analyser les liens commerciaux et financiers entre entités affiliées. L'article met également en lumière les difficultés et les contraintes associées aux accords préalables de prix de transfert, proposant un point de vue critique sur les tentatives d'alignement de la réglementation marocaine sur les normes de l'OCDE. L'étude révèle que le cadre marocain concernant les prix de transfert s'écarte des recommandations de l'OCDE, en particulier à cause d'un manque de directives précises et de l'absence de règles pour des situations particulières.     Asymétrie d’information et Rationnement du crédit des PME : Une exploration de la théorie à la pratique

    When a banking institution is approached for financing, it often finds itself unable to truly assess the quality of the credit applicant. It faces a problem of adverse selection upstream and moral hazard downstream. Even if it sets up an evaluation procedure aimed at reducing information asymmetry, it structurally has less complete information on the true quality of the company, particularly with regard to its level of risk, which can consequently lead to the emergence of the phenomenon of credit rationing. This scientific article presents a state of the art on credit rationing used by banks against SMEs. Indeed, we looked into the issue of credit rationing for SMEs by seeking on a theoretical and empirical level to identify the key elements that hinder the production of credit for these entities. It emerges from our literature review that the presence of information asymmetry in the credit market and credit rationing can be explained theoretically and empirically as much by micro-economic as macro-economic factors.   Keywords: SMEs, Credit rationing, Information asymmetries, Bank financing. Elle est confrontée à un problème de sélection adverse en amont et d'aléa moral en aval. Même si elle met en place une procédure d'évaluation visant à réduire l'asymétrie d'information, elle dispose structurellement d'une information moins complète sur la véritable qualité de l'entreprise, notamment en ce qui concerne son niveau de risque, ce qui peut conduire en conséquence à l’émergence du phénomène de rationnement du crédit. Cet article scientifique présente un état de l’art sur le rationnement de crédit utilisé par les banques à l’encontre des PME.     L’impact de la gestion du risque de crédit par la provision sur la performance financière des banques conventionnelles marocaines

    This study aims at analyzing the impact of credit risk management, specifically the coverage of expected loss, on the financial profitability measured by ROA (Return on Assets) and ROE (Return on Equity) of Moroccan conventional banks. To verify this, we applied an econometric approach based on a panel model based on 63 observations. The results obtained from the estimation of the selected models reveal that an increase in credit risk, measured by the non-performing loan ratio (TRPI), leads to a decline in asset profitability. Meanwhile, credit risk management, measured by the provision coverage ratio concerning non-performing loans (TC) and the share of non-performing loans in the credit portfolio (TS), contributes to an improvement in ROA. However, the model results show a non-significant relationship between credit risk management and ROA.   Key words: credit risk, provisions, financial profitability. Pour vérifier l’existence de ce fait, nous avons utilisé une approche économétrique basée sur un modèle de panel sur la base de 63 observations. Les résultats obtenus, suite à l’estimation des modèles retenus, montrent que l’augmentation du risque de crédit ; mesuré par le taux de perte sur créance irrécouvrable (TRPI) ; entraine une baisse de la rentabilité des actifs, tandis que la gestion de risque crédit mesuré par le taux de couverture des provisions par rapport aux créances en souffrances (TC) et la part de créance en souffrance sur le portefeuille de crédit (TS) permet d’assurer une amélioration de la ROA.     L’incidence de l’inclusion financière sur la croissance économique au pays à revenu intermédiaire : une preuve empirique

    Recently, policymakers and researchers have turned their attention to financial inclusion as a means of controlling poverty, the informal economy, tax collection and financial development. Empirical and theoretical literature shows that financial inclusion has become a fundamental necessity for economic development. The aim of this article is to examine the effect of financial inclusion on economic growth for a panel of 13 middle-income countries over the period 2010-2021. Two steps were highlighted in this work. First, we constructed a financial inclusion index. Secondly, the system generalized method of moments is used to estimate our model.     L’émergence de la politique des Partenariats public-privé : Etude comparative Maroc et France

    The State plays an important role in society to the point of having for a long time the monopoly of the management of public affairs. The diversity of its field of intervention and the complexity of the management of public services bring in overtime other actors, including the private sector. In this context, several countries have opted for the policy of public-private partnerships in order to boost economic development. Public-Private Partnerships have been tested in both developed and developing countries for one purpose, which is better management of the public service through collaboration between the public sector and the private sector, this type of partnership is also the result of recommendations made by international organizations as the OECD and the World Bank. The objective of our article is to study and understand PPPs as a development phenomenon through a comparative study between the two PPP models in Morocco and France. La diversité de son domaine d’intervention et la complexité de la gestion des services publics font intervenir avec le temps d’autres acteurs dont le secteur privé. Dans ce titre, plusieurs pays ont opté pour la politique des Partenariats public-privé afin de booster le développement économique et surmonter les contraintes des finances publiques dont souffrent la plupart de ces États. Les Partenariats Public-Privé ont été expérimentés aussi bien dans les pays développés que dans les pays en développe pour une seule fin qui est une meilleure gestion du service public à travers une collaboration entre le secteur public et le secteur privé, ce type de partenariat est également le résultat des recommandations faites par les organismes internationaux tels que l’OCDE et la Banque mondiale. L’objectif de notre article est d’étudier et comprendre les PPP comme phénomène de développement à travers une étude comparative entre les deux modèles de PPP au Maroc et en France.     Financing urban development in the EMCCA

    The internal and external financing of urbanisation enables governments to mobilise funds to finance urbanisation and urban infrastructure projects in the Economic and Monetary Community of Central Africa (EMCCA). The objective of this paper is to examine the effects of internal and external financing of the economy on the observed urbanisation rate from a sample of six (6) African countries. To achieve this, we specify and estimate a panel data model using Ordinary Least Squares (OLS) methods over the period 2000-2021. The robustness of the results is tested by adding additional variables. Our results show that internal and external financing of the economy, measured by Foreign Direct Investment (FDI), migrant remittances, official development assistance and investment, significantly increase the urbanisation rate in the EMCCA. We suggest that economies be opened up financially in order to improve urban planning in the EMCCA. Keywords: EMCCA, Financing; OLS; Urbanisation. Set up in 1964, it has never really succeeded in achieving its main objective of promoting intra-regional trade. EMCCA comprises six member countries (Cameroon, Central African Republic, Chad, Congo, Equatorial Guinea and Gabon), all of which belong to the franc zone, and its main mission is to achieve real integration between the member states, building on the achievements of their long history of monetary cooperation. It is made up of two unions, each governed by a convention. On the one hand, the agreement creating the Central African Monetary Union (CAMU) is based on a set of rules for monetary cooperation between member countries. Its objective, through the Bank of Central African States (BCAS) which forms its foundation, and according to article 1 of its new statutes ratified in 1998, is to issue currency and guarantee its internal and external stability. Without prejudice to this objective, it also supports the general economic policies developed within the Union. On the other hand, the convention creating the Central African Economic Union (CAEU) has the role of encouraging the achievement of real economic integration through the gradual removal of customs barriers and quotas.  Le financement interne et externe de l’urbanisation permet aux gouvernements de mobiliser des fonds pour financer des projets d’urbanisation et d’infrastructures urbaines dans la Communauté économique et monétaire de l’Afrique centrale (CEMAC). L’objectif de cet article est d’examiner les effets du financement interne et externe de l’économie sur le taux d’urbanisation observé à partir d’un échantillon de six (6) pays africains. Pour ce faire, nous spécifions et estimons un modèle de données de panel à l’aide de méthodes des Moindres Carrés Ordinaires (MCO) sur la période 2000-2021. La robustesse des résultats est testée en ajoutant des variables supplémentaires. Nos résultats montrent que le financement interne et externe de l’économie, mesuré par les investissements directs étrangers (IDE), les envois de fonds des migrants, l’aide publique au développement et l’investissement, augmente considérablement le taux d’urbanisation dans la CEMAC.     Les biais comportementaux influençant la prise de décision d'investissement dans les marchés émergents : Une revue de littérature systématique

    La revue de la littérature et des travaux de recherche se propose de combler les insuffisances du corpus actuel de connaissances de façon à donner une vision plus claire sur les principales orientations futures de la recherche dans un domaine donnée. Au cours des dernières années, des avancées théoriques considérables ont eu lieu dans le champ de la prise de décision en matière d'investissement financier, et de plus en plus de nouveaux concepts, théories et modèles apparentés sont désormais appliqués dans le cadre de la prise de décision d'investissement. Toutefois, une attention moindre a été accordée à l'élaboration de revues de littératures systématiques dans le domaine de la finance comportementale et en particulier dans le contexte des marchés émergents. Pour pallier cette lacune, la présente étude se propose de faire le point sur les travaux de recherche publiés dans des bases de données de renommée telles que Web of Science, Scopus et JSTOR, et ce, en respectant les lignes directrices PRISMA. Les critères d'inclusion couvrent le type de publication, le champ de l'étude et la langue. La présente étude est réalisée à la lumière de 20 articles sélectionnés à partir de revues publiées en anglais dans les champs de « l'économie, de l'économétrie et de la finance », et celui « des affaires, du management et de la comptabilité », entre l’année 2013 et l’année 2023. Notre analyse de la littérature a donné les résultats suivants : La vaste majorité de la bibliographie actuelle sur les biais comportementaux se concentre sur des biais courants tels que le biais d'excès de confiance, le comportement grégaire et l'effet de disposition au détriment d'autres biais pouvant influencer à leur tour la prise de décision d'investissement. En outre, la plupart des études recensées révèlent l’existence d’un biais d'échantillonnage, se manifestant par le recours à l'échantillonnage de convenance plutôt qu'à l'échantillonnage probabiliste. Nous estimons que les conclusions de la présente recherche seront d’une grande utilité aussi bien pour les universitaires, que pour les professionnels de façon à leurs permettre de mieux appréhender les divers biais comportementaux, et d'identifier les stratégies potentielles leurs permettant de contrer les effets indésirables desdits biais. Toutefois, il est possible que certaines études importantes n'aient pas été prises en compte par notre étude en raison des critères d'inclusion arrêtés. En revanche, l’originalité de notre article relève du fait qu'il couvre une période relativement récente : de l’année 2013 à l’année 2023. Over the past years, major theoretical developments have taken place in financial investment decision-making. Today, many new concepts, theories, and related models are used extensively in financial investment decision-making. However, less attention has been paid to building systematic literature reviews in the field of behavioral finance, especially in the context of emergent markets. To fill this gap, the present study reviewed research articles published in renowned databases such as (Web of Science, Scopus, and JSTOR) using the PRISMA guidelines. Inclusion criteria comprised the type of the document, the field of the study, and the language. The present study is based on 20 selected articles from journals published in English in the field of “economics, econometrics and finance; business, management and accounting” between 2013 and 2023. Our analysis of the literature produced the following results: Most of the current literature on behavioral biases focuses on common behavioral biases such as overconfidence bias, herding bias, and disposition affect to the detriment of others that also influence investment decision-making. In addition, the vast majority of the studies analyzed show a sampling bias, manifested by the use of convenience sampling instead of probabilistic sampling. The outcomes of this research will help both academics and practitioners to understand the existence of various behavioral biases, and to identify potential strategies to overcome the adverse effects of these biases. Still, some significant studies may be missed due to the inclusion criteria settled. The originality of this paper is that it covers a recent period: from 2013 to 2023.     Optimisation de la Performance Individuelle à l'Ère Numérique : L'Intégration des Pratiques de Gestion des Ressources Humaines dans la Gouvernance d'Entreprise

    The context of this study is based on the evolution of human resource management (HRM) practices in the digital age and their integration into corporate governance to optimize individual performance. According to Storey (1992), there has been a significant shift towards a human capital-centered approach, highlighting the growing importance of human resources in achieving organizational goals. Concurrently, the advent of the digital era has profoundly influenced HRM practices (Lepak & Snell, 1999), necessitating rapid adaptation to new technologies and work methods (Brynjolfsson & McAfee, 2014). The objective of our research is to analyze how this integration of HRM practices can optimize individual performance in the digital age. To achieve this objective, we adopted a hypothetico-deductive approach and positivism as our epistemological stance. We used a quantitative approach for this study, adopting a multiple regression methodology. Data were collected through questionnaires administered to a sample of 100 HR managers and key employees. The independent variables included various HRM practices, while the dependent variable was individual employee performance. Multiple regression allowed us to determine the specific impact of each HRM practice on individual performance while controlling for other variables. The results show a significant correlation between the integration of HRM practices and individual performance, confirming the importance of this integration.   Keywords: Individual Performance, Digital Era, Human Resources Management, Corporate Governance. Selon Storey (1992), une transition significative s'est opérée vers une approche centrée sur le capital humain, mettant en évidence l'importance croissante des ressources humaines dans la réalisation des objectifs organisationnels. Parallèlement, l'avènement de l'ère numérique a profondément influencé les pratiques de GRH (Lepak & Snell, 1999), nécessitant une adaptation rapide aux nouvelles technologies et méthodes de travail (Brynjolfsson & McAfee, 2014). L'objectif de notre recherche est d'analyser comment cette intégration des pratiques de GRH peut optimiser la performance individuelle à l'ère numérique. Pour atteindre cet objectif, nous avons adopté une démarche hypothético-déductive et le positivisme comme position épistémologique. Nous avons utilisé une approche quantitative pour cette étude, en adoptant une méthodologie de régression multiple. Les données ont été recueillies via des questionnaires administrés à un échantillon de 100 gestionnaires des RH et employés clés. Les variables indépendantes comprenaient diverses pratiques de GRH, tandis que la variable dépendante était la performance individuelle des employés. La régression multiple nous a permis de déterminer l'impact spécifique de chaque pratique de GRH sur la performance individuelle, en contrôlant les autres variables.
