IMPLEMENTASI KEBIJAKAN PEMERINTAH TENTANG KEPARIWISATAAN UNTUK MENINGKATKAN PENDAPATAN ASLI DAERAH (PAD)
Penelitian ini tentang implementasi kebijakan pemerintah bidang kepariwisataan untuk meningkatkan Pendapat Asli Daerah (PAD) dengan lokasi penelitian pada Dinas Perhubungan, Pariwisata dan Kebudayaan Kota Lhokseumawe. Dasar pertimbangan dipilihnya lokasi penelitian tersebut, karena timbul fenomena bahwa kebijakan pemerintah yaitu Undang-Undang Nomor 10 Tahun 2009 dan Qanun Aceh Nomor 8 Tahun 2013 tentang Kepariwisataan belum diimplementasi secara efektif sehingga kontribusi sektor pariwisata terhadap peningkatan PAD tidak terwujud sebagainaya diharapkan. Jenis penelitian (metode) yang digunakan dalam penelitian ini termasuk dalam jenis penelitian kualitatif yang bersifat deskriptif. Informan yang digunakan sebanyak 12 (dua belas) orang ditentukan secara purposif antara lain kepala Dinas Perhubungan, Pariwisata dan Kebudayaan Kota Lhokseumawe bersama jajarannya, pengamat pariwisata, petugas atau pemandu wisata. Teknik pengumpulan data ditempuh melalui observasi, wawancara dan dokumentasi. Adapun tehnik analisa data ditempuh melalui koleksi data, reduksi data, penyajian data dan verifikasi data. Tujuan yang ingin dicapai melalui penelitian ini, untuk mengetahui dan mendekripsikan implementasi kebijakan pemerintah tentang kepariwisataan dan hambatannya di Kota Lhokseumawe. Hasil penelitian menunjukkan bahwa di Kota Lhokseumawe memiliki 20 (dua puluh) objek wisata terdiri 2 (dua) wisata alam, 9 (Sembilan) wisata budaya dan 9 (Sembilan) wisata minat khusus. Sektor Kepariwisataan di Kota Lhokseumawe belum mampu mendukung PAD Kota Lhokseumawe 2014. karena tidak mencapai target yang telah ditetapkan sebesar Rp. 2.369.000.000,- dan realisasi sebesar Rp.2.103.000.00,0. Berdasarkan angka pencapaian tersebut menunjukkan bahwa tidak mecapai target Rp.166.000.000,-. Kesimpulannya bahwa kebijakan pemerintah tentang kepariwisataan yaitu Undang-Undang Nomor 10 Tahun 2013 dan Qanun Aceh Nomor 8 Tahun 2010 tentang Kepariwisataan sudah diimplementasikan namun dalam pelaksanaannya belum terwujud secara efektif, sehingga kontribusi sektor pariwisata belum mampu memberikan kontribusi terhadap peningkatan PAD karena masih ada hambatan yaitu terbatasnya dana operasional pariwisata, minimnya partisipasi Pemerintah Daerah, terbatasnya sumber daya manusia dan minimnya promosi pariwisata
PERAN BADAN KEPEGAWAIAN PENGEMBANGAN SUMBERDAYA MANUSIA (BPSDM) KOTA LHOKSEUMAWE TERHADAP KINERJAPEGAWAI NEGERI SIPIL
Badan Kepegawaian Pengembangan Sumber Daya Manusia (BKPSDM) sangat berperan dalam meningkatkan kinerja pegawai yang berkulitas melalui program diklat yang di siapkan untuk menjawab kebutuhan tuntutan publik. Manfaat diklat bagi pegawai tidak hanya pada produktifitas kerja BKPSDM tetapi juga bagi personal ASN setelah memperoleh pengalaman diklat baik tranfer pengetahuan perilaku sikap maupun beban karier, kendala yang dihadapi BKPSDM Kota Lhokseumawe pada dasarnya adalah hambatan eksternal yaitu pengurangan anggaran yang tidak relevan seperti yang diusulkan untuk menjalankan program BKPSDM serta ketidak tersediaan fasilitas bangunan seperti gedung dan aula dalam menjalankan pendidikan dan pelatihan terhadap pegawai dilingkungan pemerintah Kota Lhokseumawe. Sementara itu hambatan internal sejauh ini belum didapat. Kantor BKPSDMKotaLhokseumawe mempunyai tugas, Pelaksanaan urusan ketatausahaan, Penyusunan program kerja tahunan, jangka menengah dan jangka panjang, Perumusan kebijakan teknis kepegawaian, pendidikan dan pelatihan serta evaluasi, Pelaksanaan pendidikan dan pelatihan pegawai negeri sipil, Pelayanan administrasi untuk kelancaran pelaksanaan pendidikan dan pelatihan,Penyiapan penyusunan rancangan qanun di bidang kepegawaian sesuai dengan norma standar dan prosedur yang ditetapkan pemerintah, Penyusunan farmasi dan pengadaan pegawai, Penyiapan mutasi jabatan strukturalinstansi pemerintah KotaLhokseumawe dan penyelesaian konsultasi jabatan struktural pemerintah KotaLhokseumawe, Pembinaan dan pengembangan jabatan fungsional, Penyiapan dan pelayanan administrasiserta pelaksanaan pengangkatan, pemindahan dan pemberhentian Pegawai Negeri Sipil daerah sesuai dengan norma, standar dan prosedur yang ditetapkan dalam peraturan perundang-undangan, Penyelenggaraan rekruitmen dan seleksi pendidikan tenaga kader dan diklat kepemimpinan,Penyelenggaraan administrasi mutasi wilayah kerja pegawai negeri sipil KotaLhokseumawe, Pembinaan, pengawasan dan pengendalian terhadap pengelolaan manajemen kepegawaian Kota, Penyiapan dan penetapan pensiun pegawai, Penetapan gaji, tunjangan dan kesejahteraan serta perumahan pegawai sesuai dengan norma, standar prosedur yang ditetapkan dalam peraturan perundang-undangan
Penerapan Sanksi Administrasi Kepada Wajib Pajak Orang Pribadi
This study aims to identify the effectiveness of implementing administrative sanctions toward personal tax income at the Tax Office in Aceh province. A qualitative method was applied in collecting the data through observation, semi-structured in-depth interviews, and document analysis. The finding reported that most taxpayers in the city did not submit their reports honestly and appropriately. They did not register to become taxpayers when the income earned has exceeded the lower limit of income following Law Number 36 of 2008 concerning Income Tax. Besides, the number of addresses of taxpayers is incomplete or incorrect, making it difficult for officers to visit their homes or offices. Invalid Taxpayer Identity also makes it difficult for officers to send Tax Bill (STP) to taxpayers. To realize the implementation of administrative sanctions operating efficiently, the community (taxpayer) is required to understand the purpose and benefits of taxes. KEBIJAKAN PEMERINTAH KOTA LHOKSEUMAWE MENGHADAPI ERA MASYARAKAT EKONOMI ASEAN (MEA)
Issu yang mengglobal saat ini khusus di negara ASEAN, dimana Indonesia merupakan salah satu anggotanya menghendaki peningkatan kesadaran akan peran dan fungsi pemerintah untuk memenangkan daya saing antar negara. Pemerintah Daerah yang merupakan bagian dari Negara Kesatuan Republik Indonesia, harus berperan aktif melahirkan kebijakan melalui berbagai program sesuai dengan potensi dan kearifan lokal yang dimiliki. Harapan kedepan adalah meningkatnya kapasitas Pemerintah Daerah sekaligus masyarakatnya, dengan menyiapkan rencana strategis diberbagai sektor dan bidang seperti sektor tenaga kerja, investasi, industri rumah tangga, badan koperasi, usaha kecil dan menengah, perdagangan, pariwisata, termasuk pemberdayaan para pengusaha agar mampu menciptakan peluang dan daya saing di berbagai sektor dan bidang. Termasuk program pemberdayaan desa (gampoeng) dengan konsep “one village one product”. Kesemuanya ini merupakan kebijakan strategis yang harus dilakukan oleh Pemerintah Daerah khususnya Pemerintah Kota Lhokseumawe, dalam rangka menciptakan keunggulan, daya saing dan produktivitas untuk menghadapi era Masyarakat Ekonomi ASEAN (MEA) yang sedang berlangsung saat ini
PERAN DINAS PENANAMAN MODAL, TRANSMIGRASI DAN TENAGA KERJA ACEH UTARA DALAM PENGAWASAN HAK-HAK TENAGA KERJA PADA WADUK KRUENG KEUREUTOE
Penelitian ini melibatkan 12 orang informan yang ditentukan secara purposif didapatkan bahwa Proyek Pembangunan Bendungan Krueng Keureutoe menampung 630 tenaga kerja yang menggunakan anggaran Rp.1,7 trilyun yang pembangunannya dilaksanakan Perusahaan PT. Hutama Karya, PT. Widya Karya, PT. Berantas dan PT. Perapen Jo. Salah satu diantara perusahaan tersebut yaitu PT. Perapen Jo. yang memiliki 138 tenaga kerja melakukan pelanggaran hukum dalam pemenuhan kewajiban hak-hak tenaga kerja yaitu pembayaran gaji/upah dibawah UMP Aceh Rp.2.000.000/bulan yang seharusnya Rp.2.717.750/bulan, jam kerja lebih/lembur tidak pernah dibayar, perlengkapan keselamatan kerja seperti helm, sepatu, baju kerja, pembayaran THR, cuti kurang mendapat perhatian perusahaan, Hak dalam kesehatan kerja kurang persediaan obat-obatan dan selama ini pemeriksaan berkala 3 bulan sekali sebagaimana dijanjikan pada awal kerja (20015) tidak pernah dilaksanakan lagi.. Namun pengawasan tersebut belum terwujud secara efektif, karena masih banyak terdapat berbagai pelanggaran aturan hukum dalam memenuhi kebutuhan hak-hak tenaga kerja. The hospital as a health service facility has a very strategic role in an effort to accelerate the improvement of the health status of the Indonesian citizens - both public and private hospitals. This is because hospitals have the capacity of affording quality health services that are affordable to the poor community. The lack of ability of IT operators to computer applications is a very fatal obstacle in online administration services. Optimalisasi Pemberian Bantuan Sosial Kepada Fakir Miskin pada Dinas Sosial, Pemberdayaan Perempuan dan Perlindungan Anak
For the sake of implementing the handling of the poor to provide optimal, effective, and efficient social assistance, which is carried out by government agencies, it is necessary to evaluate appropriate recipients of this assistance. It is necessary to carry out a process of monitoring and evaluating recipients of social assistance who are not suitable to be a beneficiary in order to produce provision of targeted social assistance. This study aims to observe closely how to optimize the provision of social assistance to the poor at the Office of Social Affairs, Women's Empowerment and Child Protection in North Aceh Regency, Indonesia, and the obstacles or challenges encountered in its implementation. A qualitative approach was employed in the data collection process. The results of this study indicate that the social problems for the poor occurring in North Aceh Regency are increasingly complex and continue to develop. This condition requires the local Government to give priority to the implementation of social welfare in the field of handling the poor. This is relevant to the population and the complexity of social problems that exist in North Aceh District which tends to increase annually
Peran Badan Kepegawaian Pengembangan Sumberdaya Manusia (BPSDM) terhadap Kinerja Pegawai Negeri Sipil
The Human Resources Development Personnel Agency (BKPSDM) performs an important role in improving the performance of qualified employees through education and training programs that are prepared to answer the needs of public demands. The benefits of training for employees are not only for BKPSDM work productivity but also for ASN personnel after gaining training experience both in the transfer of knowledge, behavior, attitudes, and career duties. The obstacles faced by the BKPSDM of Lhokseumawe City are basically external obstacles, namely the reduction of irrelevant budgets as proposed to carry out the BKPSDM program and the unavailability of building facilities such as halls in carrying out education and training for employees within the local government. Meanwhile, internal obstacles have so far not been found and have not become the main problem to be criticized. Basically, BKPSDM Lhokseumawe City has the task of implementing administrative affairs, compiling annual, medium-term, and long-term work programs. Peran Kantor Kementerian Agama Kabupaten Aceh Utara dalam Melaksanakan Sistem Informasi dan Komputerisasi Haji Terpadu
This study aims to gain information concerning the role, obstacles, and efforts of implementing integrated Hajj information and computerization systems at the Office of the Ministry of Religion of North Aceh Regency, Indonesia. Qualitative approaches were employed in collecting the data through observations and interviews. The results revealed that the role of the Office of the Ministry of Religion of North Aceh Regency in implementing the Integrated Hajj Information and Computerization System (SISKOHAT) is still not optimal, based on the report from the society. The problem is the insufficient time to serve the pilgrims who want to register because the group must firstly receive a validation number from BPS-BPIH. The IT facilities (e.g., internet, computers) are also inadequate to support this computerization system program. Besides, the office facilities are not supported or friendly for the majority of elderly pilgrims. Another problem is the lack of sufficient information provided to the pilgrims. Based on these issues, we strongly suggest stakeholders evaluate their services regarding the Hajj information and computerization systems. In terms of information services, service contact numbers (Call Center) should be accommodated to enable the pilgrims to obtain information without wasting much effort and time revisiting the Ministry of Religion office regularly
Implementasi Program Pendidikan Inklusif di Kabupaten Bireuen
The aim of National Education as stated in Law No. 20 of 2003 concerning the National Education System is to give all citizens the right to education, including those with physical, emotional, intellectual, mental, and/or social disabilities entitled to special education. This is also regulated in the Permendiknas R.I. Number 70 of 2009 concerning inclusive education. In this regard, the phenomenon of inclusive education in the Bireuen Regency is still not optimal. The results of this study indicate that the implementation of inclusive education in the Bireuen District encountered numerous barriers. From the aspect of human resources (i.e., teachers), almost all of them are not from an inclusive education background. Most teachers taught in inclusive schools are from the regular honorary teachers. Therefore, special teaching staff with a background in inclusive education are urgently required. Besides, the implementation of inclusive education programs in this region is not well-supported by the stakeholders. From the aspect of facilities and infrastructure, it is not sufficient or inadequate to support the implementation of inclusive education in this district
