Sistem Pengembangan Karir Sekretaris Desa Setelah Pengangkatan Menjadi ASN
This study aims to explore information on the career development system of the village secretary after being appointed as a civil servant (ASN). The location of the study was conducted at the North Aceh Civil Service and Human Resources Development Agency (BKPSDM) involving 10 informants who were determined based on purposive sampling. The results of the study found that there are still 322 active village secretaries who did not get career development as civil servants. From this research, it can be assumed that the village secretary career development system in North Aceh Regency has not been implemented completely. There are still barriers, including lack of awareness, low education, motivation, desire and aspirations to progress and develop, as well as low enthusiasm and enthusiasm of the village secretary. Besides, there is also a lack of attention from the stakeholder and never allowing taking part in training. Meanwhile, some efforts should be provided to support the career of the village secretary such as providing a coaching, direct superior directives, work motivation from the leadership and providing opportunities for training
Aktualisasi Perilaku Aparatur dalam Pelayanan Izin Mendirikan Bangunan
The results of the study discovered that the actualization of personnel in building construction permit services in Lhokseumawe city, Aceh, Indonesia, is manifested through fair behavior, work quality behavior, competency behavior, initiative behavior, communication behavior, and work standard behavior. This research concludes that although the behavior of the officials has been manifested in the aforementioned behavior, it has not been fully actualized in the building construction permit service, because there are still many internal and external obstacles. Internal obstacles such as limited personnel resources, services that are not yet transparent and not accountable. Besides, there is no certainty of time, no operational standard work, and complicated bureaucratic path. The external obstacle is the lack of public legal awareness, and most of them have not fulfilled the completeness of administrative documents. It is suggested that the apparatus can actualize their behavior in IMB services optimally. This study suggests that the stakeholder should provide particular and extra training and education for the personnel, including character building, as well as forming a special team to supervise and evaluate the IMB
Optimalisasi Pelayanan Kepolisian dalam Menangani Tindak Pidana Kekerasan Terhadap Perempuan dan Anak
Optimization of the service implementation for reports of violence against women and children by the Protection Unit for women and children in the Banda Aceh City Police has not been effective due to several motives. The main problem is that a large number of victims are reluctant to report to the police. The reason is that a lot of acts of violence that occur among families are expected to be resolved among families without interventing by the police. The police always appeal to the whole communities if the incident has been repeated, it is hoped that they should immediately report to the police and the time needed to handle or complete cases of violence against women and children is two weeks. The case will be completed if the examination of the perpetrators, victims, and witnesses are not hampered, and as soon as a month, a completed file will be transferred to the prosecutor. Another problem encountered by the police is the unavailability of appropriate room for investigating violence against women and children. It is highly influential in the investigation process to arrest the perpetrators. Besides, the limited budget allocated for this unit also becomes a problem. Lacking public awareness regarding the handling of victims of criminal acts of domestic violence also becomes another problem
Implementasi Program Indonesia Pintar bagi Siswa Tingkat Sekolah Dasar
This study aims to observe closely the implementation of the Smart Indonesia Program at an elementary school in Lhokseumawe city and the obstacles encountered in its implementation. A qualitative descriptive was employed to obtain data through interviews, observation, and documentation. The results revealed that the assistance provided to students is very useful, even though only in the amount of Rp. 450,000, but it can ease the strain on parents, which is used to meet student needs. The Smart Indonesia Program is expected to be sustained so that students can continue their studies to higher levels of education. However, the obstacle faced is that the supervision from the local government (stakeholder) has not been effective. Some students cannot afford to have not been registered as recipients of the Smart Indonesia Card even though the school operator has submitted it through the Dapodik application. As a result, some parents of students complained to the school regarding this case
Pengawasan Pemerintah Kota Banda Aceh dalam Penertiban Pengemis di Bawah Umur
This research discusses the proliferation of underage beggars in Banda Aceh, the capital of the Aceh province, Indonesia. This case confronts the local law, namely Qanun No. 11 of 2013 articles 45 and paragraphs 46. The focus of this study was to identify the effectiveness of direct and indirect monitoring and inspecting of underage beggars in this capital city, and at the same time to observe the obstacles encountered in handling this issue. A qualitative method was employed in collecting the data through observation, interviews, and documentation. The result of the investigation affirmed that the obstacle in overcoming beggars is the unavailability of social rehabilitation centers. Besides, beggars who are caught are only managed after they are released, then they repeat their actions because they are constrained by their daily needs. The patrol work carried out by the Office of Social Affairs often battled with resistance, such as when they rebelled and tried to escape in order to be caught by the officers. Most beggars in the capital city of Aceh are categorized as children and elderly people so that when conducting training, it is difficult to give punishment like to other beggars. Furthermore, the minimal budget provided by the government to curb beggars also becomes a challenge, especially to control underage beggars with routine patrols
Implementasi Peraturan Menteri Negara Pemberdayaan Perempuan dan Perlindungan Anak Nomor 11 Tahun 2011 tentang Pengembangan Kota Layak Anak
This study reported that the Regulation of the State Minister for Women's Empowerment and Child Protection Number 11 of 2011 concerning Child-Friendly City Development has been executed through the equipment of public facilities for children in the Lhokseumawe city, Aceh Province. However, this program has not effectively been implemented and well-designed. Numerous obstacles are found such as a lack of friendly public spaces supported for children and no restrictions on smoking in public places. Therefore, the improvement and evaluation for the Child-Friendly City Development are needed in the city. This study suggests that the local government should immediately issue a policy on providing free certificates for children and building friendly public spaces. Another effort is to encourage society to actively participated in the program through campaigning the Child-Friendly City Development program. The authors also suggested that if the city is planned to be expanded into a friendly city for children, the local government must fulfill supported public facilities such as schools, libraries, playgrounds, and so on. All facilities must also meet the safety and comfort for children, and be safe from child abuse (e.g., violence, discrimination, racism, sexual abuse, and excessive exposure to children's data)
Peran Sekretaris Desa Setelah Pengangkatan Menjadi Pegawai Negeri Sipil
The purpose of this research is to identify and describe the evaluation of the Family Hope Program (PKH) along with the obstacles that occur in the evaluation of reducing poverty. The approach used in this study was a descriptive qualitative method. The technique of obtaining data is attained through observation, interviews, and documentation. The results of the study determined that in Dewantara District (North Aceh), 1,929 beneficiary families received conditional social assistance and 133 families who were already prosperous. Besides, there are 8 assistants for the PKH and 1 Coordinator for Dewantara District. The conclusion is that the evaluation of the PKH has not been realized effectively, there are still very poor households that have not received assistance, inaccurate statistical data in the field are found data on the well-off people and data on the poor, children in education who do not meet the 85% attendance requirement, there are obstacles in the process of disbursing funds, changing the period of the village apparatus, beneficiary families not participating in socialization or routine meetings, as well as diverting funds to buy basic daily needs not for educational needs. It is hoped that they can find the best way so that the community can receive the assistance as expectedThis study aims to identify and report the effectiveness of the role and function of the Village secretary after his appointment as a Civil Servant. This research is a descriptive qualitative research that generates data in the form of written or spoken words from observable events and behaviors. The technique of obtaining data through observation, interviews, and documentation. The results showed that of the 47 Gampong (a village in the Aceh province called Gampong) in Tanah Jambo Aye sub-district, North Aceh, only 16 Gampong have village secretaries with the status of Civil Servants. The inference of the study is that the roles and functions of the Gampong secretary after his appointment as Civil Servants in 16 Gampong in Tanah Jambo Aye District have been carried out according to their respective abilities, even though the implementation of their main duties and functions has not been realized effectively. It is recommended that the Gampong Secretary who has been appointed as a Civil Servant can carry out his main duties and functions professionally by having competence in the administrative field
Kebijakan Pemerintah dalam Peleburan Unit Pelaksana Teknis Dinas Pendidikan Pada Dinas Pendidikan dan Kebudayaan Kabupaten Aceh Utara
Educational development must be carried out thoughtfully, following the principles of good governance which is transparent, effective, and efficient. Education becomes a solution for the intellectual life of the nation and a key enabler for sustainable development. Realizing this principle of efficiency and effectiveness, the government adopted a policy of merging 15 Education Technical Implementation Units (UPTD) at the North Aceh Education and Culture Office. The research found that in North Aceh District, 15 UPTD were merged into the Education and Culture Office, which disrupted 30 structural officials losing their positions, and 90 honorary staffs are no longer receiving salaries. The study suggests that the local government should carefully and well-designed the regulations regarding the merging 15 Education Technical Implementation Units at the North Aceh regency. The accurate implementation of the policy will not sacrifice many teaching staff and administrative officers. However, we realize that the principle of efficiency for this task is to save the use of the education budget
Peranan Aparatur Desa Dalam Pencegahan Kenakalan Remaja
Adolescence is a time of experiencing many changes in body, spirit, and mind. At this time, adolescents experience a lot of emotional turmoil and problems which are generally caused by social conflicts. In this study, the researcher used a descriptive qualitative approach, and the data were collected through observation, interviews, and documentation. The purpose of this study was to determine the efforts of village officials and the obstacles in preventing juvenile delinquency at a village in the Aceh province. The form of delinquency that is often carried out by adolescents in the village namely lying, leaving without saying to their parents and having no clear purpose as well as causing negative actions, skipping school (leaving school/not attending school without the awareness of the school), promiscuity/immoral acts (watching pornographic films), theft (the activity of taking other people's belongings), illegal racing/sounding the sound of a bicycle motor big. The causes of adolescent delinquency in this village include; (1) internal factors- an identity crisis and weak self-control, and (2) external factors - family, education, community, religion, and technology
Efektivitas Manajemen Pengalihan Tenaga Kependidikan SMA dan SMK Pada UPTD Pusat Pengembangan Mutu Guru
This study aims to determine the effectiveness of the management of the transfer of educational personnel under the provincial government along with its obstacles. The results revealed that 463 educators were teaching at 10 public SMA including 2 private SMA in Lhokseumawe city, Aceh, Indonesia. Besides, 325 educators teaching at 13 State Vocational High Schools including 3 private SMK, and 276 non-PNS educators who teach at 10 SMA and 13 SMK. The conclusion is that the management of the transfer of education personnel under the provincial government has not been realized effectively, because there are still various obstacles, including personnel administration processes such as teacher certification, teacher promotion and provision of teacher allowances as well as increasing teacher resources (HR) through an increasingly long bureaucratic process. Apart from that, non-civil servant educators who have had a less than satisfying fate, because there is no clarity and certainty about their future destiny. Efforts made are the socialization of Law Number 23 of 2014 concerning Regional Government and the management of BKN Number 1 of 2016 concerning the transfer of educators to the Provincial Government. Other efforts include improving personnel administration services (teacher certification, promotion and determination of educational personnel allowances for teachers) as well as taking policies to clarify the status and honorarium/salary of non-PNS teachers
