    Pandangan Masyarakat Desa terhadap Dinamika Politik Pasca Pemilihan Gubernur Aceh 2017

    This study aims to understand and look closely political beliefs of the villagers in the North Aceh Regency after the 2017 gubernatorial election. A qualitative method was employed and the data were generated from written or spoken words from people and their behaviors. Observations and personal in-depth interviews were conducted to collect rigorous information from the informants at a village in the North Aceh district, Indonesia. The finding reported that the behavior of the community in responding to the political dynamics after the election for Governor of Aceh in 2017 continued to behave according to the conditions of a political party that they supported to achieve particular goals. Their responses were increasingly rational and willing to accept differences and participated based on shared awareness to build the nation so that they could feel the welfare of living in peace. The finding implies that societies now can no longer be lied to with irrational promises from the politicians during the political campaign. People are now becoming intelligent and rational in the political election because they have learned lessons from numerous political blunders in the past

    This article aims to review the potential of a Blended learning model implementation in Indonesian higher education institutions during the time of Covid-19. This conceptual paper attempts to explain the concept of Blended learning in terms of theory and practice, based on the literature discussed in several reputable international journals. Blended learning is defined as a learning model integrating face-to-face instruction with an online learning environment or e-learning. Initially, this model proposes to improve the deficiencies of a traditional learning model which is lack of technological resources, and at the same time to develop the gap of e-learning practice which is lack of a face-to-face learning experience. In the blended instruction, students will learn through face-to-face interaction in the classroom and supported by digital media such as a Website, Video, or Learning Management System (LMS). Meanwhile, the use of technologies is ordinarily applied for students' learning and peer-interaction outside of the class, especially for online discussion and homework submission. This method emphasizes that learning activity should not only occur in the classroom but also outside of the class through the digital device

    Pidie Jaya Regency from 2012 to 2015 has never resulted in achieving the realization of the swallow's nest business target. This study aims to identify and describe the mechanism for setting targets and government action plans to increase acceptance of the realization of the swiftlet nest business in Pidie Jaya Regency, Aceh, Indonesia. This research was conducted with a descriptive qualitative approach. The data were obtained through observation, interviews, and documentation, while the informants of this study were determined based on the propositional technique. The results of this study indicate that the mechanism for determining the object of the swallow's nest business has been determined by the DPPKAD (The Regional Revenue, Financial, and Asset Management Agencies) service at 8% of the harvest. The determination of the swallow's nest business target in Pidie Jaya Regency is based on an estimate/prediction, it is still not accomplished mathematically and visits the real thing in the field. To increase the acceptance of the swallow's nest business realization, the DPPKAD Office will carry out socialization, appeals, installation of billboards, and broadcasting of advertisements on radio, and will cooperate with the village leader parties to stay business subjects. A recommendation for this research is that the DPKKAD should carry out its duties by establishing procedures or qanuns (local regulations)

    One of the tasks that need to be considered in enforcing a disciplined and conducive work situation in a government agency is the frequency of the presence of State Civil Apparatus. The frequency of attendance is now controlled through the FingerPrint Attendance system. This study aims to explore the effect of Fingerprint Attendance on the Discipline of the State Civil Apparatus at the Education and Culture Office of Lhokseumawe City. The research method employed was quantitative with a saturated sampling technique (census) and the sample participants were all respondents who are all State Civil Apparatuses within the Education and Culture Office of Lhokseumawe City. The data analysis method used was simple linear regression analysis. The results of this study indicated that Fingerprint Attendance has a positive and significant effect on the discipline of the State Civil Apparatus, this is evidenced by the results of the t-test (partial test) obtained by comparing the significant value in the t-test table with a significance level of 0.05 obtained (0.000 < 0.05); the result was that the H1 was accepted. Based on the results of the coefficient of determination test (R2), the coefficient of determination (R2) is 0.280 (28%)

    Tujuan penelitian ini adalah untuk  mengetahui dan menganalisa apakah keterampilan, disiplin dan keramahan petugas berpengaruh dan signifikan terhadap kinerja Kantor Pelayanan Perizinan Terpadu Kabupaten Aceh Utara. Metode analisis yang digunakan dalam penelitian ini adalah metode kuantitatif dengan pengujian regresi berganda. Uji validitas, uji reliabilitas. Variabel independen dalam penelitian ini adalah keterampilan, disiplin dan keramahan petugas. Variabel dependen adalah kinerja Kantor Pelayanan Perizinan Terpadu Kabupaten Aceh Utara. Populasi dalam penelitian ini adalah masyarakat pemohon izin, dengan purposive sampling diperoleh sampel sebanyak 100 orang. Hasil penelitian yang dilakukan dengan uji F (α=0,000) membuktikan bahwa secara simultan keterampilan, disiplin dan keramahan petugas berpengaruh secara signifikan terhadap kinerja Kantor Pelayanan Perizinan Terpadu Kabupaten Aceh Utara. Hasil penelitian yang dilakukan dengan uji t membuktikan bahwa secara parsial keterampilan memiliki pengaruh positif dan signifikan terhadap kinerja (α=0,000). Disiplin memiliki pengaruh positif dan signifikan terhadap kinerja (α=0,001) dan keramahan petugas memiliki pengaruh positif dan signifikan terhadap kinerja (α=0,000). Bagi Kantor Pelayanan Perizinan Terpadu Kabupaten Aceh Utara diharapkan hasil penelitian ini dapat bermanfaat dalam pengambilan keputusan manajemen untuk meningkatkan kinerja organisasi

    IMPLEMENTASI KEBIJAKAN PROGRAM KELUARGA HARAPAN (PKH) DI KECAMATAN TANAH LUAS KABUPATEN ACEH UTARA

    Penelitian ini tentang implementasi kebijakan program keluarga harapan (PKH) di Kecamatan Tanah Luas. Dasar pertimbangan dipilihnya fokus dan lokasi penelitian ini karena program PKH sangat bermanfaat bagi RTSM dalam membantu biaya kesehatan dan pendidikan anak-anak miskin, namun implementasi program PKH di Kecamatan Tanah Luas tidak sesuai dengan yang diharapkan, karena banyak RTSM yang seharusnya mendapatkan bantuan PKH dimaksud tetapi tidak didapatkannya Permasalahan yang terjadi adalah terbatasnya dana program bantuan PKH, adanya intervensi pihak ketiga dan adanya sebagian penerima bantuan yang menggunakan dana bantuan tidak tepat sasaran. Tujuan penelitian ini untuk mengetahui dan mendeskripsikan implementasi kebijakan program keluarga harapan (PKH) serta hambatannya di Kecamatan Tanah Luas. Jenis pendekatan yang digunakan dalam penelitian ini jenis kualitatif yang bersifat deskriptif  dengan cara mengamati apa yang terjadi di lapangan sebagaimana adanya. Adapun  teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi/kepustakaan. Teknik analisa data ditempuh langkah-langkah yaitu mentabulasi data, reduksi data, pengolahan data, penyajian dan penarikan kesimpulan. Informan yang digunakan sebanyak 14 orang yang ditentukan secara purposif, terdiri dari camat, pendamping PKH, tokoh masyarakat dan penerima bantuan PKH. Hasil penelitian menunjukkan bahwa rata-rata pendapat informan menyatakan bahwa implementasi kebijakan program keluarga harapan (PKH) di Kecamatan Tanah Luas belum terwujud sebagaimana diharapkan, karena masih ada sebagian RTSM tidak mendapatkan bantuan dimaksud, terbatasnya dana dan adanya intervensi pihak ketiga. Kesimpulannya bahwa kebijakan program keluarga harapan (PKH) sudah dilaksanakan walupun implementasinya belum sebagaimana diharapkan, karena masih banyak terdapat kelemahan seperti adanya intervensi, terbatasnya dana dan adanya pengalihan penggunaan bantuan yang tidak tepat sasaran. Kepada camat bersama pendamping PKH Kecamatan Tanah Luas agar mencari solusi yang terbaik agar semua hambatan dalam implementasi kebijakan program keluarga harapan (PKH) dapat terwujud sebagaimana yang diinginkan warga masyarakat Kecamatan Tanah Lua

    AKTUALISASI PERILAKU APARATUR DALAM PELAYANAN IZIN MENDIRIKAN BANGUNAN

    Hasil penelitian diketemukan bahwa aktualisasi aparatur dalam pelayanan Izin Mendirikan Bangunan di Kota Lhokseumawe diwujudkan melalui perilaku adil, perilaku kualitas kerja, perilaku kompetensi, perilaku berinisiatif, perilaku komunikasi dan perilaku standar kerja. Kesimpulan penelitian bahwa walaupun perilaku aparatur sudah diwujudkan dalam perilaku tersebut di atas, namun belum diaktualisasikan seluruhnya secara optimal dalam pelayanan Izin Mendirikan Bangunan, karena masih banyak hambatan internal maupun eksternal. Hambatan internal seperti terbatasnya sumber daya arapatur, pelayanan belum transparan dan belum akuntabel, belum ada kepastian waktu, belum memiliki standar operasional kerja, dan menempuh jalur birokrasi yang panjang. Hambatan ekternal adalah minimnya kesadaran hukum masyarakat, dan sebagian besar belum memenuhi kelengkapan berkas administrasi. Disarankan agar aparatur dapat mengaktualisasi perlaku dalam pelayanan IMB secara optimal. Upaya yang dilakukan adalah pendidikan formal dan Diklat, Sosialisasi, penegakan hukum, membentuk tim khusus untuk mengawasi dan mengevaluasi IMB

    This research was carried out to acknowledge the factors that influence the implementation of the One-Stop Integrated Licensing Service Management Information System (SIM-PPTSP) policy in the building permits at the Bandung City, Indonesia. This research is motivated by the IMB service that has not been maximized, this can be observed from the lack of public interest in managing the building permit due to the convoluted process, the high cost, and the long process of obtaining the license (IMB). Based on this background, the authors researched with the major hypothesis, whether the factors of communication, resources, disposition, and bureaucratic structure together affect the implementation of SIM-PPTSP policies in the city. The theory of Edward III (1980) was applied in the study. Participants of the study were selected through a simple random sampling technique. The data collection procedure was carried out by distributing questionnaires, observations, and reviewing works of literature. Questionnaires were distributed to 58 employees at the Bandung City Government's Integrated Licensing Service Agency. The data analysis method used is path analysis. The results show that from the sub-variables of communication, resources, disposition, and bureaucratic structure, there is one sub-variable that is not significant to policy implementation, namely resources. This confirms that the sub-variable resources have not been implemented properly. When viewed simultaneously, the effect is large; 0.928

    Human resource is one of the concerns that the government must consider seriously. Human resources, in this case, are a decisive factor for the company's progress because employees play an essential role in achieving company goals, so quality human resources are a resource that has the potential to be developed for the improvement of the corporation. This study sought to determine the effect of human resource planning on the work productivity of Telkom enterprise employees. This research was conducted at the Telkom office in Lhokseumawe City, Indonesia. The number of samples in this study was 30. The survey results simultaneously show that age, education, work experience, and skills increase this company's work productivity. While the results of the partial research also show that age, education, work experience, and abilities affect increasing work productivity. This study suggests that leaders should play an active role in providing role models to employees in carrying out their daily work activities.     Analisis Dampak Bonus Demografi Terhadap Kesempatan Kerja di Propinsi Aceh

    It is estimated that between 2020-2035 Indonesia will encounter the peak of the demographic bonus. Aceh Province is one of the provinces in Indonesia that will experience this phenomenon. The demographic bonus is like a double-edged sword. On the one hand, it can be an opportunity and on the other, it can be a catastrophe. For this reason, the government's role in dealing with this phenomenon is urgently required. Policies that are able to stimulate the absorption of productive age workers are expected to be carried out by the government. The demographic bonus will truthfully be a bonus for the Indonesian citizens if the excess population of productive age can be employed in the right system. This study discusses the factors that affect employment opportunities, where job opportunities are one of the indicators of whether or not a country is optimal in taking advantage of the demographic bonus. The factors analyzed are the dependency ratio and the relationship between labor and employment opportunities. In this study, multiple linear regression analysis was used using secondary data of the time series type for the research period from 2010-2016. The results of this study indicate that there is a positive and significant effect between the number of workers on job opportunities. Besides, there is also a negative and significant influence between the dependency ratio on job opportunities
