ANALISIS KEBIJAKAN RELOKASI PEDAGANG KAKI LIMA ( K5 ) DI TROTOAR JALAN PROTOKOL KOTA LHOKSEUMAWE
The number of street vendors along the Lhokseumawe city protocol road is growing and is a major annoyance to motorists. In addition to utilizing road pavements, they also use the road's edge (shoulder) as a selling location; consequently, road congestion frequently causes traffic jams. This study aims to examine alternative policies that are suitable for addressing these issues. The research methodology employed is the qualitative description. The effectiveness of a policy is determined by analyzing its technical feasibility, ecological feasibility, social feasibility, and economic feasibility. Based on the above evaluation of the alternatives, the results indicated that the alternative policy was to construct an integrated hawker center at KP3 Lhokseumawe with public facilities such as parking, children's playgrounds, prayer rooms, and restrooms. It would also connect to the city's traditional market and the beach recreation area. This policy was chosen as the one most likely to be used because it has a high chance of working.Pedagang kaki lima (K5) yang berjualan di kawasan jalan protokol kota Lhokseumawe semakin meningkat dan sangat meresahkan pengguna jalan, selain memanfaatkan perkerasan jalan juga menjadikan bahu jalan (perbatasan) sebagai lokasi berjualan, sehingga sering terjadi kemacetan. terjadi karena padatnya jalan. Kajian ini berupaya menganalisis berbagai alternatif kebijakan yang tepat untuk mengatasi permasalahan tersebut. Metodologi penelitian yang digunakan adalah deskriptif analisis kualitatif. Unit analisis yang digunakan sebagai instrumen dalam menganalisis kebijakan adalah fisibilitas teknis, fisibilitas ekologi, fisibilitas sosial, dan fisibilitas ekonomi. Hasil penelitian menunjukkan bahwa berdasarkan penilaian alternatif di atas maka alternatif kebijakan adalah membangun pusat jajanan terpadu di lokasi KP3 Lhokseumawe, yang dilengkapi dengan fasilitas umum seperti parkir, taman bermain anak, musholla, toilet dan dipadukan dengan penataan area rekreasi pantai dan terhubung dengan pasar tradisional kota. , dipilih sebagai alternatif kebijakan yang paling layak untuk dilaksanakan, karena memiliki probabilitas yang tinggi dibandingkan dengan alternatif kebijakan lainnya
The major future economic challenges: What are the lessons to be learned and possible solutions for Indonesia?
This review study aims to understand the current phenomena and major future global economic challenges and their impact on Indonesia. We also propose a solution to the issue. This conceptual article aims to explain and clarify complex ideas and provide insights into a phenomenon's underlying structure or nature. This study recommends Indonesia should consider several suggestions to prepare for global economic challenges. The government may focus on infrastructure. Infrastructure improvements will boost Indonesia's economy, create jobs, and attract investment. Strong infrastructure improves goods and people movement, transaction costs, and economic efficiency. Infrastructure spending increases competitiveness, job creation, and private investment. Indonesia can become more competitive by eliminating bureaucracy and corruption, improving investment conditions, and encouraging innovation. Competitive economies make better, cheaper, and more efficient products. This can boost investment, jobs, and living standards. Furthermore, exports open new markets, boost demand for manufactured goods, and generate foreign currency. Developing Indonesia's human capital is also crucial. Besides, gender equality requires removing workplace barriers for women. This boosts the labor force and economic growth. Human capital development boosts long-term economic growth and competitiveness. Government should address income inequality. IMPLEMENTASI KEBIJAKAN PEMBELAJARAN DARING PADA MASA PANDEMI COVID-19 DI KOTA LHOKSEUMAWE
This study explores the implementation of learning policies in Lhokseumawe city, Indonesia, during the COVID pandemic. The research was conducted to determine whether the schools utilized any form of online education during the Covid-19 pandemic. A qualitative method was applied in collecting the data through observation, interviews, and document analysis. Findings show that the implementation of online learning during the COVID-19 pandemic did not find a satisfactory and effective resolution, particularly at SMK Negeri 2 Lhokseumawe. According to students at this school, students needed more engagement and interactive activity while participating in the online teaching and learning process. Because the education office recreates such a significant role in the resolution of issues about online schools, SMK Negeri 2 Lhokseumawe only has a limited number of resources at the school besides qualified and trained teachers and teaching staff.Penelitian implementasi kebijakan pembelajaran pada masa pandemi covid kota Lhokseumawe. Tujuan dari penelitian ini adalah untuk mengetahui pelaksanaan pembelajaran daring pada masa pandemi Covid-19 di kota Lhokseumawe. Permasalahan yang muncul adalah penerapan pembelajaran daring di masa pandemi Covid-19 belum menemukan solusi yang baik dan efektif khususnya di SMK Negeri 2 Lhokseumawe. Hasil penelitian ini menunjukkan bahwa kurangnya pola komunikasi interaktif dalam mengikuti proses belajar mengajar daring di SMK Negeri 2 Lhokseumawe. Article THE EXISTENCE OF THE ACEH GOVERNMENT IN REDUCING ACEH'S FOREST DAMAGE: EKSISTENSI PEMERINTAH ACEH DALAM MENGURANGI KERUSAKAN HUTAN ACEH
The role of the Aceh government in reducing forest degradation has not been maximized. It is proven that many disasters still occur, and the bad impact is that ecological disasters are increasing. This research is: how is the existence of the regional government reducing forest destruction in Aceh? How is the coordination of problem-solving carried out by the Aceh government to minimize the damage to Aceh's forests? Researchers used empirical research methods. Primary and secondary legal materials are the main materials, and preliminary data is obtained through interviews. Data analysis was carried out qualitatively. The study results show that the coordination carried out by the Aceh government is monitoring and monitoring, protection, law enforcement, recovery, boundary demarcation, guidelines implementation, policy formulation, and settlement. It is recommended to the Aceh government that the legislative department evaluate various policies and systems of Aceh's forest management by involving the community as subjects and part of the holder of sovereignty over forest area management. There is a need to coordinate the government of Aceh with other agencies and build strong alliances with local civil society groups.ABsTRAK

URGENSI KEBIJAKAN PEMEKARAN DAERAH OTONOM BARU ACEH MALAKA
As a candidate for the new autonomous region for the division of North Aceh Regency, Aceh Malacca has been voiced by community leaders in the western province of North Aceh since 2004. The research objective was to determine and analyze the background that underlies the emergence of the idea of the expansion of the Aceh Malacca district and the urgency of the policy for the expansion of the Malacca Regency area. Findings of this qualitative study could be reported that the background that underlies the emergence of the idea of the expansion of the Aceh Malacca district includes aspects of the political dimension, administrative or technical dimension, and the dimensions of the regional disparity aspect. The urgency of the policy for the expansion of the Malacca Regency area is for the context of improving and accelerating public services, including maximizing public benefits, time efficiency in managing all administrative needs, and regional independence in managing its regional potential. It is recommended that the Central Government reopen the moratorium on expansion so that the Aceh Malacca District can be realized to improve welfare and public services in the region.Aceh Malaka sebagai calon daerah otonom baru pemekaran dari Kabupaten Aceh Utara, disuarakan tokoh-tokoh masyarakat wilayah barat Aceh Utara sejak tahun 2004, berbagai persiapan telah dilakukan mulai pembentukan panitia dan pemenuhan persyaratan teknis serta administratif. Tujuan penelitian adalah untuk mengetahui dan menganalisis latar belakang yang mendasari munculnya ide pemekaran wilayah Kabupaten Aceh Malaka dan urgensi kebijakan pemekaran wilayah Kabupaten Malaka. Metode Penelitian menggunakan pendekatan kualitatif deskriptif analys. Hasil penelitian menunjukkan bahwa latar belakang yang mendasari munculnya ide pemekaran wilayah Kabupaten Aceh Malaka meliputi aspek dimensi politik yang akan melahirkan pemerintah baru, akan lebih dekat dengan masyarakat wilayah barat. Selanjutnya dari aspek dimensi administrasi atau teknis bahwa besarnya wilayah Kabupaten Aceh Utara saat ini sehingga menyulitkan akses masyarakat dari wilayah barat untuk mendapatkan akses pelayanan administrasi. Dari segi aspek dimensi kesenjangan wilayah akan mengatasi permasalahan kecemburuan sosial antar masyarakat dengan menumpuknya pengangguran diwilayah barat. Urgensi kebijakan pemekaran wilayah Kabupaten Malaka dalam rangka perbaikan dan percepatan layanan publik meliputi memaksimalkan pelayanan publik, efesiensi waktu dalam mengurus semua keperluan administrasi dan kemandirian wilayah dalam mengelola sendiri potensi daerahnya. Disarankan kepada Pemerintah Pusat untuk membuka kembali moratorium pemekaran agar terwujud Kabupaten Aceh Malaka untuk peningkatan kesejahteraan dan pelayanan publik di wilayah terseb
PENGAWASAN ANGKUTAN PENUMPANG UMUM KOTA LHOKSEUMAWE
This study focuses on the supervision of public passenger transportation in Lhokseumawe City, the compliance of public passenger transportation, and the consistency of supervision. The research approach is a qualitative research approach with a descriptive-analytical research type. The data is analyzed using qualitative analysis, and the data collection techniques are interviews, observations, and documentation. The results showed although supervision has been carried out so far by conducting patrols twice daily to monitor the vicinity of the Malacca Strait intersection, the Department of Transportation for Tourism and Culture (Dishubparbud) of Lhokseumawe City has not controlled transportation that drops off and picks up passengers at the Malacca Strait intersection. As long as there is no follow-up or fines following the 2009 Law, i.e., anyone who drives a public motorized vehicle on a route that does not stop at the bus stop as referred to in Article 36 shall be punished with imprisonment for a maximum of 1 (one) month or a fine. There is a maximum of Rp. 250,000.00 (two hundred and fifty thousand rupiahs) from Dishubparbud, so many transportation drivers are still looking for Malacca Strait passengers. The actions taken so far are fines for other mistakes, such as crossing a red light and being caught not wearing a seat belt, as for the number of transportations. Those who were ticketed in 2013 were 41 vehicles, consisting of vehicles that did not have SIM, STNK, STUK, and KPS completeness.Penelitian ini berjudul “Pengawasan Angkutan Penumpang Umum Di Kota Lhokseumawe” masih kurangnya pengawasan terhadap angkutan Labi-labi yang menurunkan/menaikkan di simpang selat Malaka mengakibatkan kesemerawutan lalu lintas dan tentunya mengganggunya pengendara lainnya terutama disaat jam-jam pulang kerja pukul 16.00 WIB. Fokus penelitian ini pengawasan angkutan penumpang umum di Kota Lhokseumawe dan kepatuhan angkutan penumpang umum dan konsistensi pengawasan. Pendekatan penelitian yang digunakan adalah pendekatan penelitian kualitatif dengan tipe penelitian deskriptif analisis, data di analisis menggunakan analisis kualitatif dan teknik pengumpulan data dengan wawancara, observasi, dan Dokumentasi. Hasil penelitian menunjukkan bahwa mekanisme pengawasan angkutan penumpang umum Kota Lhokseumawe belum sesuai dengan surat edaran Walikota Nomor 550/250 Tahun 2007 dan belum menunjukkan ketertiban. Pengawasan yang dilaksanakan selama ini dengan melakukan patroli dua kali sehari untuk memantau sekitar simpang selat malaka pada kenyaataannya Dinas Perhubungan Pariwisata dan Kebudayaan (Dishubparbud) Kota Lhokseumawe belum menertibkan angkutan yang menurunkan dan menaikkan penumpang di simpang selat Malaka. Selama pengawasan belum ada tindak lanjut atau denda sesuai dengan yang berlaku menurut Undang-undang Tahun 2009 yaitu Setiap orang yang mengemudikan Kendaraan Bermotor Umum dalam trayek tidak singgah di Terminal sebagaimana dimaksud dalam Pasal 36 dipidana dengan pidana kurungan paling lama 1 (satu) bulan atau denda paling banyak Rp250.000,00 (dua ratus lima puluh ribu rupiah) dari Dishubparbud sehingga banyak supir angkutan yang masih mencari penumpang Selat Malaka, tindakan yang dilaksanakan selama ini penilangan atas kesalahan lain seperti menerobos lampu merah dan kedapatan tidak memakai sabuk pengaman adapun jumlah angkutan yang di tilang pada tahun 2013 adalah 41 buah kendaraan terdiri dari tidak memiliki kelengkapan SIM, STNK, STUK, dan KPS. Untuk kepatuhan supir angkutan yang belum mematuhi aturan, dan diharapkan bagi angkutan yang menurunkan/menaikkan penumpang di simapang selat Malaka Dishubparbud menilang langsung angkutan melanggar. Pengawasan ini dilakukan agar terciptanya angkutan kota yang tertib, lancar dan nyaman bagi pengguna jalan.

EVALUASI KINERJA PROFESIONALISME GURU TERHADAP ANAK DIDIK (Studi Di SMA Negeri 1 Samudera)
The purpose of this study is to explain the performance evaluation of teacher professionalism toward students at SMA Negeri 1 Samudera, North Aceh, Indonesia, as well as the factors that become obstacles in efforts to improve teacher professionalism's performance toward students. This research is important to do because the phenomenon that occurs is that teachers are models for their students so students want to learn that a teacher must always introspect about what his students expect, and it is hoped that teacher professionalism must be improved. The research method used is the qualitative method. The data collection technique used is direct interviews and documentation or literature research. Findings reported that the evaluation of learning outcomes is carried out through observations during the implementation of the learning process and through monitoring, discipline in the learning process, and class mastery. Besides that, the inhibiting factors in increasing teacher professionalism at this school are a lack of mastery of the material, low knowledge about technology, and a lack of motivation. Other inhibiting factors for professional performance are low discipline, a lack of skills or arts in learning, and still low knowledge of technology.Permasalahan dalam Penelitian ini yaitu Kinerja Profesionalisme dosen menjadi salah satu faktor yang menentukan prestasi pendidikan di SMA Negeri 1 Samudera. Tujuan penelitian ini adalah untuk menjelaskan Evaluasi Kinerja Profesionalisme Guru Terhadap Anak Didik di SMA Negeri 1 Samudera, serta faktor yang menjadi hambatan dalam upaya Peningkatan Kinerja Profesionalisme Guru Terhadap Anak Didik di SMA Negeri 1 Samudera, penelitian ini penting untuk dilakukan karena fenomena yang terjadi Guru itu adalah model bagi anak didiknya, agar para anak didik mau belajar seorang guru harus selalu mengintropeksi diri apa yang di sukai oleh anak didiknya, dan apa yang tidak disukai oleh anak didiknya, mak diharapkan profeisonalisme guru harus ditingkatkan. Metode penelitian yang digunakan yaitu metode kualitatif.Teknik pengumpulan data yang digunakan yaitu melalui wawancara langsung dan penelitian dokumentasi atau kepustakaan.Teori yang digunakan dalam penelitian ini adalah Teori Evaluasi Kinerja. Hasil penelitian menunjukkan bahwa Evaluasi kinerja profesionalisme guru terhadap anak didik di SMA N 1 samudera yaitu Membuat rencana pelaksanaan pembelajaran (RPP), Membuat LKPD, dan Melaksanakan proses pembelajaran. Evaluasi Hasil pembelajaran, selain itu Proses evaluasi juga dilakukan Melalui pengamatan selama pelaksanaan proses pembelajaran, dan Melalui pemantauan, kedisiplinan dalam proses pembelajaran, penguasaan kelas,selain itu Faktor penghambat dalam meningkatkan Profesionalisme guru di SMA Negeri 1 Kecamayan Samudera yaitu Kurangnya menguasai materi, Rendahnya pengetahuan tentang teknologi serta Kurangnya motivasi, selain itu Faktor penghambat kinerja profesionalisme lainnya yaitu Rendahnya kedisiplinan, Kurangnya keterampilan /seni dalam pembelajaran, dan Masih rendah pengetahuan tentang teknologi
EVALUASI PROGRAM PEMBERIAN MAKANAN TAMBAHAN UNTUK PENANGANAN GIZI BURUK BALITA DI KABUPATEN ACEH UTARA (Studi di Puskesmas Babah Buloh dan Puskesmas Seunuddon Kabupaten Aceh Utara)
This study describes the evaluation of the supplementary feeding program for handling malnutrition under five in the North Aceh District. The purpose of this study was to explain the evaluation of the supplementary feeding program in handling cases of malnourished toddlers as well as the factors that became obstacles in efforts to handle malnutrition under five in North Aceh district. This research was conducted in North Aceh district by taking samples at Babah Buloh Health Center located in the west end and the Seunuddon health center, which is located in the east end of the district. This research is important to do because North Aceh district is the highest area in cases of malnutrition in the subject of this study, the informants were the North Aceh District Health Office, Babah Buloh Health Center, and Seunuddon Health Center, North Aceh District, and other relevant stakeholders. The research method used is qualitative. Data collection techniques used are direct interviews, research documentation, or literature. The theory used in this research is program evaluation. The results showed that the evaluation of the supplementary feeding program for handling malnutrition had been carried out with prevention efforts and the provision of additional food. Still, the provision of additional food for toddlers has not been touched in all areas due to limitations, a lack of experts in the field of nutrition, and even almost all health centers in Indonesia. North Aceh District does not have a nutritionist, and there is still weak communication between the puskesmas and the North Aceh District Health Office, so cases of malnutrition under five in North Aceh District continue to increase.Penelitian ini mendeskripsikan tentang Evaluasi Program pemberian makanan tambahan untuk penanganan gizi buruk balita di Kabupaten Aceh Utara. Tujuan penelitian ini adalah untuk menjelaskan Evaluasi Program pemberian makanan tambahan dalam penanganan kasus balita gizi buruk, serta faktor yang menjadi hambatan dalam upaya penanganan gizi buruk balita di kabupaten Aceh Utara, penelitian ini dilakukan di Kabupaten Aceh utara dengan mengambil sampel di Puskesmas Babah Buloh yang terletak di Ujung barat dan Puskesmas Seunuddon yang terletak di ujung Timur Kabupaten Aceh Utara, penelitian ini penting untuk dilakukan karena Kabupaten Aceh Utara merupakan daerah tertinggi dalam kasus gizi buruk. Dalam subjek penelitian ini, yang menjadi informan adalah Dinas Kesehatan Kabupaten Aceh Utara, Puskesmas Babah Buloh dan Puskesmas Seunuddon Kabupaten Aceh Utara serta Stakeholder terkait lainya. Metode penelitian yang digunakan yaitu metode kualitatif. Teknik pengumpulan data yang digunakan yaitu melalui wawancara langsung dan penelitian dokumentasi atau kepustakaan. Teori yang digunakan dalam penelitian ini adalah Evaluasi Program. Hasil penelitian menunjukkan bahwa Evaluasi program pemberian makanan tambahan untuk penanganan gizi buruk sudah dilakuakan, dengan upaya pencegahan dan pemebrian makanan tambahan, namun pemberian makanan tambahan untuk balita belum semua daerah tersentuh karena adanya keterbatasan, kurangnya tenaga ahli di bidang gizi, bahkan hamper diseluruh puskesmas di Kabupaten Aceh Utara tidak memiliki ahli Gizi serta masih lemahnya komunikasi antara puskesmas dengan Dinas kesehatan Kabupaten Aceh Utara, sehingga kasus gizi buruk balita di Kabupaten Aceh Utara terus bertambah.

Sistem Informasi Buku Pelaut Dalam Pelayanan Publik di Bidang Kepelautan
The seaman's book information system is a device for storing, operating, or processing data or documents of a seaman to become a seaman's book which contains all the track records of the owner of the seafarer while sailing and is authorized by authorized government officials and functions as an official state document in it. There is a seafarer's physical identity. This study aims to describe the services and obstacles to making seafarers' books available online at the Lhokseumawe Class IV Port Authority and Harbormaster Office, Indonesia. This study employs a descriptive qualitative research method and techniques to obtain data through observation, interviews, and documentation. This study used six informants who were determined purposively, consisting of the Head of Class IV Lhokseumawe were Port Authority and Harbormaster Office and their staff and some of the applicants for the seaman's book. The results showed that the Seaman's Book Information System in Public Services in the Maritime Sector at the Class IV Lhokseumawe Port Authority and Harbormaster Office was adequate or effective. So far, in managing documents for making seafarers' books online, the service is faster and easier to access again in case there is a loss of seafarers' books compared to before the existence of an online seaman's book information system. Implementasi Kebijakan BPJS Kesehatan dalam Meningkatkan Jaminan Kesehatan Nasional di Kabupaten Aceh Timur
To achieve the highest level of public health, the government must continue to implement a variety of policies that promote the prosperity of the populace. Indonesia has thus established a BPJS (Social Security Administering Body) program in a number of regions, particularly in East Aceh. "Health" is a condition of complete mental, physical, and social well-being that enables one to lead a socially and economically productive life. The implementation of a policy is the most important aspect of an activity. Therefore, not all policies are independently implemented, but policy implementation is a rational and emotional process. Because public policy is a decision to act, it is typically a collective effort to address social problems. According to the findings of the study, the Zubir Mahmud Hospital has effectively administered the JKN National Health Insurance service. However, administrative issues remain at the heart of the issue. There are still obstacles to the implementation of BPJS policies and JKN services between BPJS facilities, services, and contributions.Dalam mencapai derajat kesehatan masyarakat yang setinggi-tingginya, pemerintah harus terus melakukanberbagai kebijakan agar masyarakat hidup sejahtera. Dengan ini, Indonesia membuat program BPJS (BadanPenyelenggara Jaminan Sosial) di berbagai daerah, khususnya di Aceh Timur. Kesehatan adalah keadaan sejahterafisik, mental, dan sosial yang utuh yang memungkinkan setiap orang menjalani kehidupan yang produktif secarasosial dan ekonomi. Implementasi kebijakan merupakan bagian terpenting dari suatu kegiatan. Oleh karena itu,tidak semua kebijakan dilaksanakan secara mandiri, tetapi implementasi kebijakan merupakan proses yangrasional dan emosional. Kebijakan publik pada umumnya merupakan tindakan kolektif untuk memecahkanmasalah sosial, karena kebijakan publik adalah keputusan untuk melakukan sesuatu. Berdasarkan Hasil PenelitianRumah Sakit Zubir Mahmud sudah Menjalankan layanan Jaminan Kesehatan Nasional JKN dengan baik. Akantetapi Masalah administrasi masih menjadi inti masalah, didalam pelaksanaan kebijakan BPJS dan layanan JKNmasih terdapat beberapa kendala dan hambatan, diantara fasilitas, pelayanan dan iuran BPJS
