    Financial incapacity constitutes a social issue. This inability is a factor influencing the number of street children. The Pekanbaru City Social Service plays a crucial role in providing street children with guidance. The social service is anticipated to reduce the number of children living on the streets. This study aimed to determine the social service's role in fostering street children, as well as the factors that contribute to the occurrence of street children and those that inhibit the social service's role in implementing street child coaching in the city of Pekanbaru. Observation, interviews, and documentation were utilised to collect data for the descriptive-qualitative research approach. The results of the study indicate that the social services provide guidance by collecting data to determine the origins of street children and protect them. In addition to establishing shelters to provide guidance to rehabilitated street children, the social service also establishes shelters. Due to low family income and environmental influences, street children are compelled to live on the streets. People who frequently give money to street children at red lights and the children's and parents' lack of motivation to change for the better continue to be obstacles.Financial incapacity constitutes a social issue.     Optimalisasi Pengawasan Keimigrasian Melalui Kebijakan Penggunaan Data Revervasi Penumpang di Tempat Pemeriksaan Imigrasi

    The policy of using passenger name records (PNR) at immigration checkpoints is one-way immigration authorities try to enforce the law and protect state security. This is done by exchanging passenger data in the Passenger Analyzing Unit (PAU) system owned by the Directorate General of Customs and Excise with immigration data in the Immigration Management Information System (SIMKIM) and dealing with suspected lawbreakers at the border. This paper uses a qualitative method and descriptive analysis to look at the policy of using PNR to control immigration as much as possible. The analysis results show that the proposed approach still needs help. For example, there are no rules about how the officers and workers of the Directorate General of Immigration and the Directorate General of Customs and Excise should do their jobs. Second, although the existing infrastructure does not meet established standards, it is still transportable. Thirdly, the data exchange collaboration agreement between the Directorate General of Immigration and the Directorate of Customs has not been formalized. Fourth, no authorized official or officer can manage and analyze PNR data. Therefore, the Director General of Immigration recommended overcoming various obstacles, including integrating the PNR system from Customs and Excises and Airline and Border Control Management (BCM).Kebijakan Penggunaan Data Reservasi Penumpang (Passanger Name Record/PNR) di Tempat Pemeriksaan Imigrasi menjadi salah satu upaya pihak imigrasi dalam penegakan hukum dan keamanan negara dengan  melakukan pertukaran data penumpang dalam Sistem Passanger Analyzing Unit (PAU) yang dimiliki Direktorat Jenderal Bea dan Cukai  dengan data Keimigrasian dalam Sistem Informasi Manajemen Keimigrasian (SIMKIM) dan penanganan dugaan pelanggaran hukum di perbatasan. Tulisan ini menggunakan metode kualitatif dengan pendekatan deskriptif analisis yang berupaya menganalisi kebijakan  Penggunaan PNR  dalam upaya optimalisasi pengawasan keimigrasian. Hasil analisis dapat diketahui bahwa masih terdapat kelemahan dalam kebijakan  dimaksud yang dapat menjadi penghambat dalam pelaksanaan tugas, diantaranya, pertama, belum adanya ketentuan yang mengatur para  petugas atau pelaksana kedua belah pihak, baik Ditjen Imigrasi dan Dirjen Bea dan Cukai. Kedua, sarana prasarana yang ada belum sesuai standar yang ditetapkan dan sifatnya masih portable. Ketiga, belum tersosialisasikannya perjanjian Kerjasama antara Direktorat Jenderal Imigrasi dengan Direktorat Bea Cukai perihal pertukaran data. Keempat, belum adanya pejabat atau petugas yang diberikan kewenangan secara khusus untuk melakukan pengelolaan dan analisis data PNR.  Oleh karena itu rekomendasi disampaikan kepada Direktur Jenderal Imigrasi agar mengatasi berbagai hambatan, yang salah satunya mengintegrasi sistem PNR antara sistem PNR dari Bea dan Cukai/Maskapai dengan Border Control Management (BCM)

    The Challenges of Reducing the Public Service Size and Enhancing Good Governance: The Case of Fiji

    Fiji’s public sector has experienced over 30 years of reforms following the adoption of structural reforms in the late 1980s.  Despite three coup d’états in 1987, 2000 and 2006, the Fiji Government has continued to roll out the implementation of its public service reform program focusing on a reduction in the size of its public service with the adoption of the principles and practices of New Public Management (NPM).  This paper posits the question whether a reduction in the size of Fiji’s public service has been achieved using the recommended indicators by the International Monetary Fund (IMF). It then reviews the challenges faced by the Fiji public service in implementing key elements of NPM. Finally, it addresses the question whether Fiji’s public policy lens should remain focused on reducing the size on the public service and should policy efforts be concentrated on enhancing good governance practices within Fiji’s public service

    This study aims to investigate the potential impact of e-filing implementation on the compliance level of individual taxpayers in submitting their annual tax returns at KPP Pratama Lhokseumawe. This study employed a sample collection method involving the distribution of questionnaires or primary data. These questionnaires were distributed to individual taxpayers who had previously reported their annual SPT at KPP Pratama Lhokseumawe. The sample size consisted of 100 individual taxpayers. The data collection techniques employed in this study involved using quantitative methods, specifically a Likert Scale as the measurement scale. The findings of this research indicate that the Quality of the E-filling System does not have a statistically significant impact on the compliance of Individual Taxpayers with Annual SPT Reporting. However, the Perceived Ease of Individual Taxpayers' implementation of E-filing does have a statistically significant effect on Individual Taxpayer compliance in Annual SPT Reporting. Additionally, the Security and Confidentiality of the E-filling system are significant factors influencing the compliance of Individual Taxpayers with Annual SPT Reporting.Penelitian ini bertujuan untuk mengetahui apakah adanya pengaruh Penerapan E- filling terhadap tingkat Kepatuhan Wajib Pajak Orang Pribadi dalam melaporkan SPT Tahunan pada KPP Pratama Lhokseumawe. Penelitian ini menggunakan sampel yang didapatkan melalui penyebaran kuesioner atau data primer yang disebarkan kepada Wajib Pajak Orang Pribadi yang telah melaporkan SPT Tahunannya di KPP Pratama Lhokseumawe sebanyak 100 Wajib Pajak Orang Pribadi. Teknik pengumpulan data yang dilakukan menggunakan metode kuantitatif dengan skala pengukuran menggunakan Skala Likert yaitu. Hasil dari penelitian ini, yaitu pada Kualitas Sistem E –filling tidak berpengaruh signifikan terhadap kepatuhan Wajib Pajak Orang Pribadi dalam Pelaporan SPT Tahunan, pada Persepsi Kemudahan Wajiib Pajak Orang Pribadi atas Penerapan E-filling berpengaruh signifikan terhadap kepatuhan Wajib Pajak Orang Pribadi dalam Pelaporan SPT Tahunan, dan pada Keamanan dan Kerahasiaan siste E-filling yaitu terjadi signifikan terhadap kepatuhan Wajib Pajak Orang Pribadi dalam Pelaporan SPT Tahunan

    The Creative Training and Religious Guidance Program for Indonesian Muslim Children in Kuala Lumpur is important because access to Islamic religious education and Quranic studies in Kuala Lumpur is considered expensive and inaccessible to lower-income Indonesian children. This program aims to provide equal opportunities for children from lower-income backgrounds to obtain quality religious education and develop creative skills. In a diverse environment like Kuala Lumpur, it is important for Indonesian Muslim children to strengthen their religious understanding to maintain their religious identity and practice Islamic values in their daily lives. However, the high costs associated with religious education and Quranic studies can be a barrier for children from families with limited incomes. The Creative Training and Religious Guidance Program for Indonesian Muslim Children in Kuala Lumpur is designed to address this constraint. By collaborating with educational institutions and religious organizations like Fatayat Nahdatul Ulama (NU), the program offers training in creative skills, such as arts and music, while providing religious guidance to the children. This provides an opportunity for children from lower-income backgrounds to access affordable Islamic education and Quranic studies. The program has dual benefits. First, children can access Islamic religious knowledge and learn to recite the Quran without a heavy financial burden, thereby reducing the disparity in access to religious education. Second, by aligning activities with the spirit of Ramadan, the program creates an environment that ignites the enthusiasm of children to participate and enhances their love for Islam.     This report aims to empirically investigate the relationship between economic growth based on the theory of Shultz and Kuznets and human capital through health and education in Muslim nations. The results will then be compared between countries. Then, analyze it considering Al-Quran interpretations as a contributor to human capital development. The empirical findings are based on examining a panel data set for Muslim countries from 1990 to 2020. This study interprets Qur'anic verses to explain how Islam characterizes human capital using content analysis methodology. In developing Muslim nations, life expectancy, infant mortality, and population growth are significant determinants of Gross domestic product (GDP) per capita. In contrast, education variables, such as literacy rate and gross enrollment, have a negligible impact on per capita GDP.     This study compares regional financial autonomy between five established regency governments and five newly established regencies or cities in Aceh Province between 2015 and 2020. Data analysis makes use of the descriptive statistical test and the comparative test. The study discovered that North Aceh District's regional financial autonomy in 2015, 2017, and 2019–2020 was instructive, whereas 2016 and 2018 were not. An advisory relationship is a collaborative and interactive relationship that entails advice, expertise, and The 2015–2020 instructive relationship pattern includes Lhokseumawe City, the South Aceh Regency, the Aceh Singkil Regency, the Bener Meriah Regency, the East Aceh Regency, and the Pidie Jaya Regency. The pattern of consultative relationships evaluates the fiscal autonomy of the Central Aceh District from 2015 to 2020. From 2015 to 2019, the relationship pattern in Langsa City was instructive. In contrast, consultative relationships extend from 2018 to 2020. The instructive relationship pattern encompasses Pidie Regency's regional financial autonomy in 2015–2017 and 2019–2020, whereas the consultative pattern encompasses 2018. North Aceh Regency and Lhokseumawe City have comparable regional financial independence. South Aceh District and Aceh Singkil District had comparable regional financial autonomy from 2015 to 2020. Central Aceh Regency and Bener Meriah Regency had distinct financial autonomy between 2015 and 2020. From 2015 to 2020, the fiscal autonomy of East Aceh Regency and Langsa City varied. Comparable regional financial autonomy exists between Pidie and Pidie Jaya between 2015 and 2020.Penelitian ini bertujuan untuk mengetahui kemandirian keuangan daerah dan perbandingan kemandirian keuangan daerah pada 5 Pemerintah Kabupaten induk dan 5 Kabupaten/Kota pemekaran di Provinsi Aceh tahun 2015-2020. Metode analisis data yang digunakan yaitu Uji Statistik Deskriptif  dan Uji perbandingan Hasil penelitian menunjukkan bahwa: Kemandirian Keuangan daerah Kabupaten Aceh Utara tahun 2015, tahun 2017 dan tahun 2019-2020 termasuk ke dalam pola hubungan instruktif sedangkan tahun 2016 dan tahun 2018 termasuk ke dalam pola pola hubungan konsultatif. Kota Lhokseumawe, Kabupaten Aceh Selatan, Kabupaten Aceh Singkil, Kabupaten Bener Meriah,  Kabupaten Aceh Timur dan Kabupaten Pidie Jaya dari tahun 2015-2020 termasuk ke dalam pola hubungan instruktif. Tingkat kemandirian keuangan daerah Kabupaten Aceh Tengah dari tahun 2015-2018 dan tahun 2020 termasuk ke dalam pola hubungan konsultatif. Kota Langsa dari tahun 2015-2017 dan tahun 2019 termasuk ke dalam pola hubungan instruktif. Sedangkan pada tahun 2018 dan tahun 2020 termasuk ke dalam pola hubungan konsultatif.    Tingkat kemandirian keuangan daerah Kabupaten Pidie dari tahun 2015-2017 dan tahun 2019-2020 termasuk ke dalam pola hubungan instruktif dan tahun 2018 termasuk ke dalam pola hubungan konsultatif.  Perbandingan Kemandirian Keuangan daerah Kabupaten Aceh Utara dan Kota Lhokseumawe tidak terdapat perbedaan signifikan. tidak terdapat perbedaan signifikan perbandingan kemandirian keuangan daerah  periode 2015- 2020 antara Kabupaten Aceh Selatan dengan Kabupaten Aceh Singkil. Terdapat perbedaan  signifikan  perbandingan  kemandirian  keuangan  daerah  Kabupaten Aceh Tengah dengan Kabupaten Bener Meriah periode 2015-2020. Terdapat perbedaan  signifikan  perbandingan  kemandirian  keuangan  daerah  Kabupaten Aceh Timur dengan Kota Langsa periode 2015-2020.     This study analyzes Syar'iyah Court divorce asset distribution decisions. This research was prompted by the Lhoksukon Syar'iyah Court Number 168/pdt.G/2014/MS-LSK judge's contra legem award of 1/3 of the joint property to the husband and 2/3 to the wife. This study analyzes and explains the Lhoksukon Syar'iyah Court judge's decision regarding joint assets on Number 168/pdt.G/2014/MS-LSK. This study uses normative, juridical, and qualitative methods. Legal sources provide data. Data from legal materials, interviews, and documentation Data analysis explain judges' decisions. Studies show Lhoksukon's ruling 169/Pdt.G/2014ms-Lsk Shared Assets. The plaintiff's lawsuit was partially granted. (2) Divide the plaintiff's and defendant's joint property into 1/3 and 2/3 shares. (3) Punish the plaintiff and defendant by dividing and distributing the joint property stipulated in dictum number 2 according to dictum number 3. If not, the joint property must be auctioned. Plaintiff receives 1/3, defendant 2/3. The judge chose expediency over legal certainty. Justice guided the Lhoksukon Syar'iyah Court's joint asset decision Number 168/pdt.G/2014/MS-LSK, which considered the husband and wife's household duties during marriage. According to the letter Annisa, paragraph 34, the husband is the head of the family. The wife is the housewife (see Article 31 paragraph (3) Law Number 1 of 1974, Article 34 paragraph (1) and (2), Article 80 paragraph (4) Compilation of Islamic Law, and Article 83 paragraph (1) and (2)). These rules emphasize meeting responsibilities. Witnesses said the wife contributed more to household needs and joint assets.Penelitian ini mengkaji tentang putusan hakim di Mahkamah Syar'iyah mengenai pembagian harta bersama setelah perceraian. Penelitian ini dilatarbelakangi oleh adanya putusan yang berbeda dengan putusan pembagian harta bersama pada umumnya yaitu pada putusan hakim Pengadilan Syar’iyah Lhoksukon Nomor 168/pdt.G/2014/MS- LSK dimana hakim menyimpang dari undang-undang yang ada (contra legem) dimana putusannya menyatakan penggugat (suami) mendapat 1/3 bagian, sedangkan tergugat (istri) mendapat 2/3 dari harta bersama. Tujuan dari penelitian ini adalah untuk menganalisis putusan hakim Pengadilan Syar'iyah Lhoksukon berdasarkan Nomor 168/pdt.G/2014/MS-LSK tentang harta bersama, dan menjelaskan faktor-faktor yang melatarbelakangi hakim dalam memutus perkara. Penelitian ini menggunakan metode kualitatif dengan pendekatan yuridis normatif. Sumber data terdiri dari sumber bahan hukum primer, sumber bahan hukum sekunder dan sumber bahan hukum tersier. Metode pengumpulan data melalui telaah bahan hukum primer, sekunder dan tersier, wawancara dan dokumentasi. Teknik analisis data menggunakan metode deskriptif analitis yaitu metode menjelaskan, menguraikan alasan-alasan hukum yang digunakan oleh hakim untuk sampai pada putusannya. Hasil penelitian menunjukkan bahwa: Putusan Hakim Mahakamah Syar'iyah Lhoksukon Nomor 169/Pdt.G/2014ms-Lsk Tentang Penyelesaian Harta Bersama. Mengabulkan sebagian gugatan Penggugat. (1) Menentukan harta bersama antara Penggugat dan Tergugat, (2) Menetapkan bahwa bagian masing-masing Penggugat dan Tergugat untuk harta bersama pada nomor 2 adalah 1/3 untuk Penggugat dan 2/3 untuk Tergugat . (3) Menghukum Penggugat dan Tergugat untuk membagi dan menyerahkan bagian dari harta bersama yang telah ditentukan dalam diktum nomor 2 sesuai dengan bagian yang disebut diktum nomor 3, dan jika tidak dapat dibagi dengan natura, maka harta bersama tersebut harus dilelang di muka umum dan hasilnya dibagi 1/3 untuk Penggugat dan 2/3 untuk Tergugat. Hakim mengambil sikap contra legem dengan pertimbangan lebih mengutamakan asas keadilan dan kemanfaatan daripada asas kepastian hukum. Adapun faktor-faktor yang melatarbelakangi Majelis Hakim Pengadilan Syar'iyah Lhoksukon dalam memutus putusan Nomor 168/pdt.G/2014/MS-LSK tentang harta bersama adalah: Faktor keadilan, dimana hakim melihat tugas dan tanggung jawab suami dan istri dalam rumah tangga selama perkawinan. . Merujuk pada surat Annisa ayat 34, dimana laki-laki adalah pemimpin bagi perempuan, dalam rumah tangga suami adalah kepala keluarga dan istri adalah ibu rumah tangga (vide Pasal 31 ayat (3) Undang-Undang Nomor 1 Tahun 1974), ( Pasal 34 ayat (1) dan (2) UU Nomor 1 Tahun 1974), (vide Pasal 80 ayat (4) Kompilasi Hukum Islam), (vide Pasal 83 ayat (1) dan (2) Kompilasi Hukum Islam), Ketentuan tersebut menegaskan bahwa tanggung jawab pemenuhan kebutuhan rumah tangga adalah suami, sedangkan istri bersifat membantu dan tugas utama istri hanya mengurus rumah tangga dengan sebaik-baiknya.     This study reviews, analyzes, and discusses women's participation in the City Without Slums (KOTAKU) program in Bireuen District. The reality is that women's involvement in the KOTAKU program still needs to be increased. The method used is qualitative research with an empirical or sociological-juridical approach. The research produces descriptive data in written or spoken words or observed behavior. The research results show that the strategies for women's participation in the City Without Slums (KOTAKU) program in Bireuen District have been implemented in three villages: Meunasah Capa, Meunasah Dayah, and Meunasah Jangka Mesjid. Women actively participate in program discussions and waste management. However, the main obstacle is usually the busy household chores that prevent them from fully utilizing their time for organizing the KOTAKU program. Additionally, the socialization efforts only reach the sub-district level, and generally, village officials need more response. It is recommended that the government eliminate stereotypes against women and involve them in the policy formulation process in various sectors, including politics, social issues, and culture, for the future development and achievement of a slum-free city in Bireuen District.Abstract Penelitian ini bertujuan mengkaji dan menganalisis mengenai partisipasi perempuan dalam program Kota Tanpa Kumuh (KOTAKU) di Kabupaten Bireuen, kenyataannya bahwa keterlibatan perempuan dalam program KOTAKU masih sangat minim, Metode  yang digunakan adalah penelitian kualitatif dengan pendekatan empiris/yuridis sosiologis. Penelitian yang menghasilkan data deskriptif berupa kata-kata tertulis ataupun lisan atau prilaku  yang diamati,  Hasil penelitian menunjukan bahwa srategi keterlibatan Perempuan Dalam Program Kawasan Kota Tanpa Kumuh (KOTAKU) Di Kabupaten Bireuen, sudah terlaksana di tiga desa yaitu: Meunasah Capa, Meunasah Dayah dan Meunasah Jangka Mesjid, srategi keterlibatan perempuan dalam program KOTAKU aktif dalam pembahasan program dan penanganan sampah.. Sedangkan yang menjadi kendalanya umumnya karena sibuk dengan tugas rumah tangga sehingga tidak bisa menggunakan waktu sepenuhnya dalam penataan program KOTAKU, Selain itu sosialisasi hanya sampai pada tingkat kecamatan. Namun pada tahap desa dan oleh perangkat desa pada umumnya kurang respon. Disarankan kepada pemerintahan menghilangkan stereotip kepada perempuan, melibatkan perempuan dalam proses perumusan kebijakan berbagai sector baik dalam dalam politik, social, budaya, untuk kemajuan pembangunan desa kedepannya sehingga pencapaian Kota tanpa kumuh di Kabupaten Bireuen terwujud.     Smart economy is a smart economic management that has the intention to realize a region that has a strong ecosystem in the economic field and strives to adapt quickly and be able to face challenges. Smart economy has a strategy that will be centered on creative cooperation in the industrial environment, both related and benefitting in terms of financial transactions, promotion, and production, as well as supporting conditions in order to increase a more prosperous society. One of them is MSMEs which are so important as they should be in times of fast-moving information technology, making business people in modern times like now must be able to master IT which provides opportunities for MSMEs to promote their products and expand business networks in every part of the business world. So the purpose of this research is to find out how the impact of the smart economy on the competitiveness of MSMEs in Banda Aceh City. The method used is descriptive qualitative. Data sources are obtained through official websites, journals, books. Data analysis techniques using content analysis techniques.
