As lideranças na educação inclusiva. Desafios ou oportunidades?
In recent decades, national and international governments have taken the initiative to enact measures that aim to promote the principles of inclusive schools. The literature review that we used to carry out this article argues that inclusion, a term that is somewhat worn out, but still has a lot to explore, has as its goal that all students have an equitable and equal quality education. H owever, it will be imperative that an Education is provided that “a process that aims to […] respond to the diversity of needs and potential of each and every one” (DL n.º 54 2018). S chool leaders and management bodies, a current topic due to their complexity, have come to occupy a central place in research, with a focus on administration and management, reinforced with DL55/2018. Accordingly, leaders become responsible for participation, involvement, motivation and success, prioritizing the mobilization of the entire educational community in the implementation of true Inclusion. W hat will your intervention be? We therefore decided to ask the question - challenges or opportunities? P laying a significant role in the development of the inclusive paradigm, this will only be achieved with democratic management, increased by the significant role of the educational community, to be able to stimulate the participation of all stakeholders, the sharing of responsibilities and respect for Difference.Nas últimas décadas, os governos, nacional e internacionais, têm tomado a iniciativa de promulgar medidas que prespetivam objetivar e impulsionar os princípios da escola inclusiva. A revisão da literatura que utilizámos para a realização deste artigo defende que a inclusão, termo algo desgastado, mas ainda com muito a desbravar, tem como meta que Todos os alunos tenham uma educação equitativa e igualitária e com qualidade. No entanto, será perentório que seja provida uma Educação cujo “processo que visa consiga […] responder à diversidade das necessidades e potencialidades de todos e de cada um” (DL n.º 54 de 2018). A s lideranças e orgãos de gestão escolar, tema atual devido à sua complexidade, têm vindo a ocupar um lugar central na investigação, com enfoque na administração e gestão, reforçadas com o DL n.º 55 de 2018. Nesta conformidade, as lideranças tornam-se responsáveis pela participação, envolvimento, motivação e sucesso, priorizando a mobilização de toda a comunidade educativa na implementação de uma verdadeira Inclusão. Análise do curso de instrutor na perspectiva da escola pública de trânsito do Distrito Federal, Brasil
The objective of this article is to present public traffic education policies, promoted by the Escola Pública de Trânsito do Distrito Federal, and their contributions to reducing violence rates. The study was carried out using a qualitative and quantitative methodological approach, as well as descriptive analysis of data collected from teachers and participants of the instructor course. The results revealed the need to restructure the pedagogical practice used by the school, due to the participants\u27 dissatisfaction with the teaching adopted by the course teachers.O objetivo deste artigo é apresentar as políticas públicas de educação para o trânsito, promovidas pela Escola Pública de Trânsito do Distrito Federal, e suas contribuições para a redução das taxas de violência. O estudo foi realizado por meio de uma abordagem metodológica qualitativa e quantitativa, bem como pela análise descritiva dos dados coletados junto aos docentes e participantes do curso de instrutor. Os resultados revelaram a necessidade de reestruturar a prática pedagógica utilizada pela escola, devido a insatisfação dos participantes com a didática adotada pelos docentes do curso
A avaliação externa das escolas: entre a conformidade e a inovação
In a society marked by neoliberal values inscribed in globalization and the ideology of innovation, promoting a culture of evaluation will create conditions for schools to act as organic systems capable of creating systemic transformation strategies and responsiveness to social change. An accountability system asserts itself as a tool to support school cultures focused on continuous improvement and promoting the quality of education. This article presents an empirical study carried out in Portugal related to the external evaluation action developed between 2018 and 2021. Based on the analysis of 60 external evaluation reports, the study combined qualitative and quantitative methods to understand whether there is an effect between the strengths and improvement areas and the evaluation assigned by the Inspectorate. The results suggest that a robust strategic vision and the action of mobilizing leaders are cross-cutting predictors of the various domains of the schools’ evaluation, even if they register weak articulations. Predictors indexed to specific evaluation domains were also identified: academic results, self-evaluation focused on teaching-learning, deepening of self-evaluation practices, and active teaching-learning methodologies concerning the outcomes domain; active teaching-learning methodologies and academic outcomes concerning the public service domain; commitment to inclusion concerning the leadership and management domain. However, these correlations sometimes have problematic levels of consistency. No relationships were found between school evaluation and innovation. Thus, innovation emerges as a marginal dimension of the school reality and is irrelevant in terms of impact on the evaluation of schools.Numa sociedade marcada por valores neoliberais e inscrita na globalização e na ideologia da inovação, promover uma cultura de avaliação proporcionará condições para que as escolas se afirmem como sistemas orgânicos capazes de criar e recriar estratégicas sistémicas de transformação e responsividade à mudança social. Um sistema de accountability afirma-se como uma ferramenta de suporte de culturas de escola focadas na melhoria contínua e na promoção da qualidade da educação. Neste contexto, este artigo apresenta um estudo empírico realizado em Portugal reportado à ação da avaliação externa desenvolvida entre 2018 e 2021. Sustentado numa análise documental de 60 relatórios de avaliação externa, o estudo combinou métodos qualitativos e quantitativos para compreender se existe um efeito entre as forças e áreas de melhoria e a avaliação atribuída pela Inspeção. Os resultados sugerem que uma robusta visão estratégica e a ação de lideranças mobilizadoras são preditores transversais dos vários domínios de avaliação das escolas, ainda que registem articulações débeis. Foram ainda identificados preditores indexados a domínios específicos de avaliação: resultados académicos; autoavaliação focada no ensino-aprendizagem; aprofundamento de práticas de autoavaliação e metodologias ativas de ensino-aprendizagem em relação ao domínio dos resultados; metodologias ativas de ensino-aprendizagem e resultados académicos em relação ao domínio da prestação de serviço público; compromisso com a inclusão em relação ao domínio da liderança e gestão. Não obstante, estas correlações apresentam, por vezes, níveis de consistência problemáticos. Não foram encontradas relações entre a avaliação de escola e os fatores implicando a inovação. Assim, esta surge como uma dimensão marginal da realidade escolar e de impacto irrelevante na avaliação das escola
Novas ecologias de aprendizagem e práticas pedagógicas emergentes
The school faces multiple challenges, multicultural public, new ways of working that integrate digital technologies, constant interactions between peers, changes in the organization and culture of the school and other ways of teaching and learning. The study focuses on the pedagogical practices of teachers and the way they organize themselves to enhance learning, the success and well-being of students. Previous studies reveal the existence of different forms of collaboration and supervision that emerge from these challenges and are not always based on intentional projects. This conclusion has raised research questions that led to the study of new learning ecologies and the identification of practices and forms of professional collaboration that prove to be efficient and appropriate to different contexts. The research is being carried out in five school groups (three in the Lisbon area, one in the Porto area and another in Trás-os-Montes), taking a mixed approach, with the application of a questionnaire survey to teachers, the carrying out focus groups with teachers from different disciplines who are influential in the community and analyzing the webpages of these groups of schools. The analysis of the responses to the questionnaire indicates that teachers perceive themselves as essential elements in improving student learning, participate in interdisciplinary projects that contribute to their well-being, involve themselves in local community initiatives and use platforms to interact with peers and communicate with students. It also points out that teachers perceive different forms of professional collaboration, namely assistance, mutual observation as well as peer supervision and use digital platforms and digital tools as a resource.A escola enfrenta múltiplos desafios, um público multicultural, novos modos de trabalhar que integram tecnologias digitais, interações constantes entre os pares, mudanças na sua organização e cultura. O presente estudo tem como foco as práticas pedagógicas dos professores e como estes se organizam para potencializar a aprendizagem, o sucesso e o bem-estar dos alunos. Estudos anteriores relevam a existência de diversas formas de colaboração e de supervisão que emergem desses desafios e nem sempre assentes em projetos intencionais, tendo suscitado questões que conduziram ao estudo de novas ecologias de aprendizagem e à identificação de práticas e formas de colaboração profissional. A investigação, desenvolvida em cinco agrupamentos de escola (três da zona de Lisboa, um da zona do Porto e outro de Trás-os-Montes), assumiu uma abordagem mista, com a aplicação de um inquérito por questionário aos professores, a realização de focus groups a professores de diferentes disciplinas influentes na comunidade, e a análise das webpages desses agrupamentos. A análise efetuada às respostas ao inquérito por questionário indica que os professores se percecionam como elementos importantes para a melhoria das aprendizagens dos alunos, participam em projetos interdisciplinares que contribuem para o bem-estar destes, envolvendo-os em iniciativas da comunidade local e usam, sobretudo, as plataformas Teams, Classroom e Moodle para interagir com os pares e comunicar com os alunos. Aponta, ainda, que os professores perspetivam diversas formas de colaboração profissional, nomeadamente a coadjuvação, a observação mútua e a supervisão por pares, e usam como suporte plataformas e ferramentas digitais
Position paper sobre a aprendizagem baseada em jogos digitais: potencialidades afetivas do uso e da criação de videojogos no domínio das humanidades
Pedagogical practices revolving around video games have been growing increasingly popular given their empirically validated benefits regarding student engagement, motivation and sense of agency. These affective constructs are now acknowledged as key components of the process behind effective and meaningful learning, allowing for the development of higher order thinking skills. Nonetheless, whereas studies on the use of video games for learning purposes are abundant in Science, Technology, Engineering, and Mathematics (STEM) fields, more investigation needs to be conducted in Humanities’ subjects. Analogously, more efforts should be taken concerning the investigation and implementation of activities that assign students, especially those in levels inferior to Higher Education, the role of video game designers, rather than mere players. By promoting this, we enable them to build authentic didactic material, in the form of digital immersive experiences which exhibit both an educational and entertainment-related value. Thus, this article works as a position paper, describing the affective advantages of having students use and design educational video games in the Humanities classroom, while critically reflecting on possible obstacles to its success. It is our goal to thoroughly examine how educational immersive technology can address Generation Z’s learning needs, depending on the different contextual factors defining their student profile.As práticas pedagógicas centradas em videojogos têm vindo a tornar-se cada vez mais populares, dado oferecerem vantagens empiricamente validadas no que diz respeito ao envolvimento dos alunos, à sua motivação e sentido de agência. Estes construtos afetivos são agora reconhecidos como componentes-chave de uma aprendizagem eficaz e significativa, favorecendo o desenvolvimento de competências cognitivas de nível superior. Contudo, enquanto se atesta um número elevado de estudos sobre o uso de videojogos educativos nas áreas das Ciências, Tecnologia, Engenharia e Matemática (STEM), é necessário ainda explorar as potencialidades desses recursos nas disciplinas de Humanidades. Analogamente, devem ser empreendidos mais esforços no sentido da investigação e implementação de atividades que atribuam aos alunos, especialmente àqueles de níveis inferiores ao do Ensino Superior, o papel de designers de videojogos, aliado ao de jogadores. Desta feita, criam-se as condições para que os alunos construam material didático autêntico, sob a forma de experiências digitais imersivas, que apresentam tanto um valor educacional como de entretenimento. Assim, este artigo funciona como um Position Paper sobre a Aprendizagem Baseada em Jogos Digitais ou Digital Game-based learning (DGBL), descrevendo as vantagens afetivas de se jogar e criar videojogos educativos na sala de aula de Humanidades, enquanto reflete criticamente sobre possíveis obstáculos ao sucesso desta prática. O nosso objetivo é estudar como a tecnologia educativa e imersiva pode satisfazer as necessidades de aprendizagem da Geração Z, tendo em consideração os diferentes fatores contextuais que definem o seu perfil
Gestão participativa democrática através do conselho escolar em Moçambique: práticas e desafios
The school council was introduced by ministerial decree 54/2003 of May 28 with the aim of guaranteeing democratic, supportive and co-responsible management. The aim was to change the scenario in which the head teacher was the main decision-maker, and to include representatives of all school stakeholders. Twenty years after its introduction, despite some progress, there are still challenges in the way it works. During the exploratory research, several members of the council were frequently absent from meetings and activities at Samora Machel Complete Primary School. It is on this basis that this research aims to reflect on the practices and challenges of this body in realising democracy and participatory management. Based on the interpretative paradigm with a qualitative approach subsidised by a quantitative one, the research used semi-structured interviews with ten members of the school council, documentary analysis of meeting minutes and a narrative literature review. The results show that the body has been set up and all the members are satisfied with its institution in the school. However, there was a breach of the rules when the council was set up, as some members were appointed rather than elected and training was not given to all the members. Furthermore, there was a lack of communication between the representatives and their peers within the segments, as well as the fact that not all the planned activities were carried out, with a 25% execution rate. In line with the results, it can be concluded that school practices are not conducive to democracy and participatory management, and that the existence of fictitious volunteerism is a greater challenge. It is therefore suggested that various actions need to be taken in order to socially legitimise the school council for its members. O conselho de escola foi introduzido, através do diploma ministerial 54/2003 de 28 de maio, com função de garantir a gestão democrática, solidária e corresponsável. Pretendia-se modificar o cenário em que o diretor de escola era o principal responsável pela tomada de decisões, passando a incluir representantes de todos atores escolares. Vinte anos após sua introdução, apesar de alguns avanços, ainda prevalecem desafios no seu funcionamento. Aquando da pesquisa exploratória constatou-se ausências frequentes de vários membros do conselho em reuniões e atividades na Escola Primária Completa Samora Machel. É com base nesse pressuposto que esta pesquisa visa refletir sobre as práticas e desafios deste órgão na efetivação da democracia e gestão participativa. Baseada no paradigma interpretativo numa abordagem qualitativa subsidiada pela quantitativa, a pesquisa teve como técnicas a entrevista semiestruturada a dez membros do conselho escolar, análise documental de atas das reuniões e revisão de literatura do tipo narrativa. Os resultados revelam que o órgão está formado e todos os membros estão satisfeitos com a instituição deste na escola, contudo, houve atropelo das regras na criação do conselho, pois, a entrada de alguns membros foi por indicação e não eleição e a capacitação não foi abrangente a todos membros. Ademais, verificou-se a falta de comunicação entre o representado e os seus pares dentro dos seguimentos assim como a não realização de todas atividades previstas, estando a execução na ordem dos 25%. Em conformidade com os resultados, conclui-se que as práticas escolares não são conducentes a democracia e gestão participativa, constituindo maior desafio existência de um fictício voluntariado. Assim, sugere-se uma necessidade de desencadeamento de várias ações de modo a legitimarem, socialmente o conselho de escola aos membros
Co-Creating a Community VR Opera: An Analysis of the Final Opera in the Framework of a Co-Creation Process
This article presents the main outcome of a co-creation processed developed in the project Traction, namely a VR opera. The article puts the focus on the evaluation process of this community VR opera using a map of indicators as its framework. The analysis presents data from various evaluation instruments, such as an audience questionnaire, an experts’ assessment form and semi-structured interviews with professional and non-professional artists involved in the co-creation process and final VR opera. It highlights how the learnings from Traction can inform future co-creation processes and stresses the potential of VR as a new artistic medium.
 
Recalibrating the compass: towards effective competition law enforcement on mixed markets
The undertaking, a cornerstone of EU competition law, has consistently been approached as a functional concept. Any entity engaged in economic activity should be considered an undertaking, thereby ensuring consistent application of competition law across competitors. However, current national enforcement practice reveals a departure from the functional approach to the undertaking on mixed markets, where public and private firms compete. Particularly, allegedly anticompetitive behaviour by public entities has evaded competition law scrutiny in the Netherlands, because competition law was found not to apply to these public entities. Drawing on a jointly interpreted string of CJEU cases in competition law and state aid law – which this article coins as the “Compass doctrine” – the Dutch competition authority and courts found that economic activity by public entities is exempt from competition law when connected to the exercise of public power. Analysis of the Compass doctrine cases reveals how a number of case-specific outcomes taken together have allowed for an undermining of the functional approach to the undertaking. It is demonstrated how the sum of the Compass doctrine is larger than its individual parts, which seems to have been unforeseen by the CJEU. This article demonstrates how the Compass doctrine has two adverse consequences: (1) because it undermines the functional approach to the undertaking as the subject of competition law, it impedes effective enforcement; (2) the Compass doctrine enables public firms to behave anticompetitively on mixed markets. The CJEU never anticipated the advent of commercial behaviour by public entities, who with the Compass doctrine in hand can infringe competition law with impunity. Experiences in the Netherlands to this effect should be regarded as a canary in the coal mine for mixed markets across the EU. Therefore, it is incumbent on the CJEU to revisit the Compass doctrine in future cases, which may follow from preliminary references. This article recommends the CJEU to (re)emphasize that once an entity is engaged in economic activity, it can no longer escape competition law scrutiny by being connected to the exercise of public authority. To protect the level playing field on mixed markets, all economic activity should explicitly be subject to EU competition law
