Promoção da saúde sexual e reprodutiva através de ferramentas digitais: revisão da literatura
Sex education has become increasingly focused on promoting healthy sexual practices to reduce unplanned pregnancies and sexually transmitted infections (STIs). Traditional methods of teaching sexuality education have obvious limitations in the face of technological advances over the last decade. Therefore, harnessing the power of attractive technological applications, particularly for the younger generation, can be a useful approach to teaching sexuality education. Several studies have demonstrated the effectiveness of various digital tools for sexual and reproductive health (SRH) education and sexual behavior change. Therefore, we aim to explore the contribution of digital tools in promoting SRH among individuals. Methodology: This is a literature review using the PubMed database, conducted in 2023, following the Preferred Reporting Items for Systematic Reviews and Meta-analysis (PRISMA) standards for systematic reviews. Studies were selected according to eligibility criteria and, after full appraisal, data were extracted using a tool developed for this purpose. Conclusions: Of the forty-six articles identified, ten studies met the eligibility criteria for inclusion (four studies were literature reviews, three were quasi-experimental studies, two were observational longitudinal prospective studies and one was an observational study). Interventions based on digital tools were found to be relevant and promising, with a positive contribution to promoting SRH, such as: increased knowledge, adoption of preventive sexual behaviors, change in attitudes towards SRH, positive effect on psychological barriers and access to SRH services, with increased intention to be tested for STIs and empowerment to make decisions. However, there is a paucity of literature evaluating the effectiveness of interventions using digital tools, particularly in terms of long-term follow-up.A educação sexual tem ganho ênfase na promoção de práticas sexuais saudáveis visando a redução de gravidezes não planeadas e de infeções sexualmente transmissíveis - IST. As metodologias tradicionais de ensino da educação sexual têm limitações evidentes perante o avanço tecnológico ocorrido na última década. Assim, aproveitar o poder de aplicações tecnológicas atraentes, nomeadamente para a geração mais jovem, pode ser uma abordagem útil para o ensino da educação sexual. Foram vários os estudos que demonstraram a eficácia de várias ferramentas digitais para a literacia em saúde sexual e reprodutiva (SSR) e mudança de comportamento sexual. Assim, pretende-se explorar os contributos das ferramentas digitais para a promoção da SSR dos indivíduos. Metodologia: Trata-se de uma revisão da literatura, com recurso à base de dados PubMed, realizada em 2023, seguindo os padrões Preferred Reporting Items for Systematic Reviews and Meta-analysis (PRISMA) para revisões sistemáticas. Foram selecionados os estudos de acordo com os critérios de elegibilidade que depois de avaliados na integra, foram extraídos os dados recorrendo a instrumento criado para o efeito. Conclusões: Dos quarenta e seis artigos identificados, dez estudos atenderam à elegibilidade para inclusão (quatro estudos foram de revisão da literatura, três estudos quasi-experimentais, dois estudos observacionais, longitudinais, prospetivos e um estudo observacional). Verificou-se que as intervenções baseadas em ferramentas digitais foram relevantes e promissoras com contributo positivo na promoção da SSR, tais como: aumento do conhecimento, adoção de comportamentos sexuais preventivos, mudança na atitude face à SSR, efeito positivo sobre barreiras psicológicas e no acesso aos serviços de SSR com aumento da intenção de realizar o teste para as IST bem como empoderamento para a tomada de decisão. No entanto, a literatura sobre avaliação da eficácia das intervenções com recurso a ferramentas digitais é escassa, nomeadamente no acompanhamento a longo prazo
Suing states for their responsibility for climate change-related damage caused by non-state actors in the European context
This paper seeks to answer the question: to what extent do domestic and regional courts’ decisions contribute to establish responsibility and liability of States for climate change damages caused by non-State Actors (NSAs) in the European context? It is argued that the human rights approach to the responsibility for climate change helps bridge a gap in the international climate change law in addressing the States’ obligations towards the emitting activities of NSAs. To answer this question and test this argument, this paper analysed the relevant practice of European human rights judicial bodies and performed a multi-case study analysis on rulings of three European countries (the Netherlands, Germany, and Norway) on State’s climate responsibility claims for emitting activities of NSAs. The paper concluded that the case law of the European Court of Human Rights (ECtHR) supports that the State is responsible for the climate harmful emitting activities of NSAs based on its due diligence and precautionary obligations, albeit this responsibility is limited to the State’s territorial jurisdiction. The domestic courts in the three cases considered cited difference, however. This difference can be traced to the judges’ discretion of the relationship between the State’s climate policy on the one hand and the climate change-related damage on the other
Os desafios da universalização da educação à distância no ensino superior
The pandemic caused by covid-19 has changed the educational scenario. In this sense, the study aims to put into perspective the challenges posed by the need for universal access to Distance Learning (EaD), enriched by networked digital technologies, for higher education students in Angola and Mozambique. The investigation is based on a quantitative descriptive research. Data collection was based on the application of a questionnaire survey. The results of the study show that digital EaD is possible in the countries in question, with almost all (99%) of these students having at least one mobile digital device. On the other hand, access to the Internet, whether in Angola or Mozambique, still has many limitations. In general, students consider the technical, technological conditions and IT equipment available to them at the institution they attend to be reasonable to inadequate.A pandemia causada pela Covid-19, alterou o cenário educacional. Neste sentido, o estudo tem como objetivo perspetivar os desafios que se colocam à necessidade de universalidade de acesso ao Ensino a Distância, enriquecido por tecnologias digitais em rede, dos estudantes do Ensino Superior de Angola e de Moçambique. A investigação assume uma abordagem quantitativo, de tipo descritivo. A recolha de dados baseou-se na aplicação de um inquérito por questionário. Os resultados do estudo mostram ser possível o Ensino a Distância digital nos países em questão, visto quase a totalidade (99%) destes estudantes possuírem, pelo menos, um dispositivo digital móvel. Por outro lado, o acesso a Internet seja em Angola seja em Moçambique ainda é feito com muitas limitações
Espaços e tempos da autonomia das escolas: entre o decretado e o construído
The political-normative discourse that has proliferated in recent decades in Portugal inspires processes of territorialization of educational policies, however, it turns out to be a process strongly regulated by formal-legal determinations (Torres et al., 2020) and a bureaucratic and centralizing administration ( Barroso, 2004a, 2022). In a logic of curricular binomial (Roldão & Almeida, 2018), based on a common curricular core prescribed by the Ministry of Education and on the autonomy provided to schools to make contextualized curricular decisions, a set of political initiatives have been implemented in recent years that resume the flexible management dimensions of the curriculum (Leite, 2019). This article presents an excerpt from a single case study carried out in a school for the 2nd and 3rd cycles of Basic Education and Secondary Education in the Autonomous Region of Madeira and frames curriculum management practices in the dimensions of decreed and constructed autonomy (Barroso, 1996a). The study highlights a gap between the normative plan and curricular practices. The implementation of curricular flexibility is not limited to the publication of a legal framework around autonomy (Fritsch & Leite, 2020), but also to the assumption that schools are places of political and pedagogical deliberation, so that decisions on school management, the curriculum, evaluation and the organization and management of pedagogical practices must be taken in a logic of co-authorship and promotion of the substantive autonomy of the school and teachers (Lima, 2020).O discurso político-normativo que tem proliferado nas últimas décadas em Portugal inspira processos de territorialização das políticas educativas, contudo, revela-se um processo fortemente regulado por determinações formais-legais (Torres et al., 2020) e uma administração burocrática e centralizadora (Barroso, 2004a, 2022). Numa lógica de binómio curricular (Roldão & Almeida, 2018), assente num tronco curricular comum prescrito pelo Ministério da Educação e na autonomia facultada às escolas para tomar decisões curriculares contextualizadas, implementaram-se, nos últimos anos, um conjunto de iniciativas políticas que retomam as dimensões de gestão flexível do currículo (Leite, 2019). Este artigo apresenta um recorte do estudo de caso único realizado em uma escola básica e secundária da Região Autónoma da Madeira e enquadra as práticas de gestão do currículo nas dimensões da autonomia decretada e construída (Barroso, 1996a). O estudo evidencia um distanciamento entre o plano normativo e as práticas curriculares. A concretização da flexibilidade curricular não se limita à publicação de um quadro legal em torno da autonomia (Fritsch & Leite, 2020), mas também à assunção que as escolas são locais de deliberação política e pedagógica, pelo que as decisões sobre a gestão das escolas, o currículo, a avaliação e a organização e gestão das práticas pedagógicas devem ser tomadas numa lógica de coautoria e de promoção da autonomia substantiva da escola e dos professores (Lima, 2020)
Soares dos Reis’ plaster models: technical production and the challenge of the conservation and restoration
Soares dos Reis’ natural gifts for the fine arts and the knowledge obtained during his academic career provided him with the tools for teaching and executing his work, considering clay models as a transitional material and original plaster models. The Museu Nacional Soares dos Reis (MNSR) houses among other works of art a great number of original plaster models. Nowadays, they are a source of technical information due to the execution marks left on the support. In a work project delineate between MNSR and José de Figueiredo Laboratory (LJF), six plaster sculptures were selected, with problems of alteration, to start the intervention process of conservation and restoration of the body of work authored by the sculptor
Cuidados com a Casa Comum a partir de «Saga da Amazônia»
The world currently appears to be closed, marked by indifference and lack of care for Life. This text reflects on the need to promote a new look, a new way of relating to the richness and plurality of life. The path chosen in this reflection had listening as its starting point. We tried to listen carefully to the song Saga da Amazônia, in a welcoming attitude, with the intention of capturing its meaning and its matrix of thought, since through in it is possible to approach a popular way of understanding reality and worldview. In a second moment, the subjects collected from the song were related to the theme of the Common Home and Integral Ecology proposed by Pope Francis. From this meeting, it can be seen, as a point of convergence, that both, composer and the Pope, have the hope that one can rescue what makes human beings more human can be rescued, the dimension of care.O mundo atualmente mostra-se fechado, marcado pela indiferença e falta de cuidado com a Vida. O presente texto reflete sobre a necessidade de se promover um novo olhar, uma nova forma de se relacionar com a riqueza e a pluralidade da vida. O caminho escolhido nesta reflexão teve como ponto de partida a escuta. Buscou-se escutar atentamente a canção numa atitude de acolhida, com a intenção de captar seu sentido e sua matriz de pensamento, já que por meio dela é possível aproximar-se de uma forma popular de compreensão da realidade e visão de mundo. Num segundo momento relacionou-se os assuntos colhidos da canção com o tema da Casa Comum e da Ecologia Integral propostos pelo Papa Francisco. Deste encontro percebe-se, como ponto de convergência, que ambos, compositor e Papa, possuem a esperança de que se pode resgatar aquilo que torna o ser humano mais humano, a dimensão do cuidado
Contributo para a inclusão de alunos com dislexia no ensino superior
In Portugal, guidelines support policies and regulations that higher education Institutions have already instituted and published to safeguard the inclusion of students with difficulties and/or disabilities in higher education. This article revisits previously published studies and presents narratives collected by the author, with the aim of contributing to the understanding of the need for differentiated assistance for students with Dyslexia in higher education. The narratives published in this article allow us to conclude that difficulties expressed by students with Dyslexia up to high school education continue in higher education and reinforce the need to adopt procedures that encourage higher education students to reveal that they have dyslexia and higher education teachers to adopt practices that contribute to the personal, academic and professional success of these students.Em Portugal, diretrizes sustentam políticas e regulamentos que as Instituições de ensino superior já instituíram e publicaram para acautelar a inclusão de alunos com dificuldades e/ou deficiência no ensino superior. Este artigo revisita estudos já publicados e apresenta narrativas recolhidas pela autora, com o objetivo de contribuir para a compreensão da necessidade de atendimento diferenciado a alunos com Dislexia no ensino superior. As narrativas publicadas neste artigo permitem concluir que dificuldades manifestadas por alunos com Dislexia até ao ensino secundário se mantêm no ensino superior e reforça a necessidade de serem adotados procedimentos que incentivem os estudantes de ensino superior a revelar que têm Dislexia e os docentes do ensino superior a adotar práticas que concorram para o sucesso pessoal, académico e profissional destes estudantes
Not “big is bad” but “closed is bad”? Exploring dynamic competition in generative AI
Scholars have seized upon studies on economic concentration to revive the idea that “big is bad”. A recent addition to the literature, by James Bessen, shares a concern for declining disruption rates but argues instead that “closed is bad”. We review this debate, concluding that neither fully grapples with the dynamic competition paradigm. The theory of dynamic competition offers important nuances to current understandings of competition, and in particular the role of innovation, which we illustrate via a case study of generative AI. We then turn to policy measures, and in particular those under the “unbundling” umbrella, i.e., breaking ties, mandating interoperability, and imposing data sharing. Each of these measures is finding its way into the EU policy framework. We show that, though such measures can make sense in specific circumstances, the challenges – both conceptual and practical – are not to be underestimated. We build on our generative AI case study to highlight the opportunities and risks involved, which confirm the desirability of a case-specific approach
