    Sveriges Friluftskommun 2021

    Kommunerna har en viktig roll för friluftslivet. För att uppmärksamma och stimulera kommunernas arbete med friluftsliv delar Naturvårdsverket, Sveriges Fritids och Kulturchefsförening och Svenskt Friluftsliv årligen ut pris till Sveriges friluftskommun. Med anledning av detta genomförs en årlig enkätundersökning. Målet är att över tid mäta kommunernas arbete som bidrar till att uppnå målen. Den kommun som uppnår högst antal poäng i undersökningen utses till Sveriges Friluftskommun. Undersökningen har genomförts av IVL Svenska Miljöinstitutet på uppdrag av Naturvårdsverket. Följande områden ingick i undersökningen: Planer för friluftsliv (kapitel 3) Information och samarbete (kapitel 4) Aktiviteter inom friluftsliv (kapitel 5) Motivering och det goda exemplet (bilaga 2) I årets undersökning har följande tre kommuner fått 32 poäng av 32 möjliga: Jönköping, Sundsvall och Olofström. Mediankommunen uppnår i undersökningen ett totalresultat på 23 poäng. Andelen poäng som kommunerna har fått av totalpoängen jämförs också med snittet av andelen poäng från de tre senaste årens undersökningar. Den kommun som har förbättrat sig mest, utses till Årets förbättrare 2021. Ett flertal kommuner i undersökningen uppnår goda resultat jämfört med snittet från tidigare år. Den kommun som har förbättrat sig mest är Partille, följt av Fagersta och Herrljunga. Årets friluftskommun 2021: Olofström Tre kommuner har fått högsta poäng och alla visar de på att de arbetar fokuserat med sikte på att stärka och utveckla friluftslivet inom kommunen. Baserat på goda exempel har Olofström valts till årets friluftskommun.

    Linking circularity metrics at product and society level (LinCS) : Final report

    The LinCS research project aimed to generate knowledge and understanding on the environmental and financial implications of circular products and circular economy at micro and macro level. It also sought to consider and review potential rebound effects. While circular economy is promoted as a promising solution that will decouple economic growth from environmental degradation, empirical evidence and academic research on the sustainability of circular economy and circular business models is in an embryonic form. Hence, the following research questions were posed: What factors/variables impact the environmental performance of circular products/circular business models?  Under what circumstances/conditions are circular products/circular business models environmentally and economically preferred compared to linear ones?  How can circular business models be improved in order to be sustainable?  What are suitable indicators to monitor the environmental effects of CE at the micro and macro level?  Which policies need to be introduced/altered that prevent/reduce the proliferation of unsustainable CE and support sustainable CE products? The research started with an extensive systematic literature review that mapped current knowledge and knowledge gaps on the environmental impact of circular products and circular business models. Despite the large interest of researchers on circular economy, the review only identified 54 papers that quantified the environmental impact of a circular versus linear product or system. Many of these papers focused on the environmental impact of the reuse or remanufacturing process but did not include key aspects of circular economy such as product design specific to the circular economy, or circular business models. Hence, there is a clear need for more research on the environmental impact. Based on the review, several product characteristics can be distilled that have a strong role in determining whether a product is suitable for the circular economy. In other words, these characteristics help to determine whether the increased circularity of a product is likely to lead to reduced environmental impact compared to the production of new products. These characteristics include 1) the extension of the product life, 2) the contribution of the manufacturing stage to the total life cycle environmental impact compared to other stages, 3) innovation frequency, 4) deterioration impacts during the life cycle including wear, 5) usage intensity, and 6) obsolescence. In particular, white goods were highlighted in the literature as being less suitable, due to their large share of environmental impacts in the use phase and because there has historically been a high degree of energy-efficiency innovation. For other groups of products, such as consumer electronics, the results are more ambiguous as it depends on the usage intensity and speed of innovation. Given the clear lack of studies assessing the environmental impact of circular products including the key aspects of circular product design and circular business models, ten case studies were conducted as part of the LinCS project in which the environmental, economic, and circularity performance of a product in a linear and circular business model were quantified. The majority of the case studies included circular product design and circular business models. The case studies show that the circular offer reduced the greenhouse gas impacts significantly in all but one case (where the rental business model led to increased emissions from transport for the customer and was highly dependent on rental location). Most cases resulted in a 50 to 60 % reduction. Based on the results we conclude that the recovery process or business model that enables life extension is usually less material- and energy-intensive. We further argue that with the expected transition towards renewable energy sources, the focus will likely shift away from greenhouse gas emissions to other environmental impacts. Material intensity will become more central, with the associated impacts of extraction and mining processes, as well as impacts on biodiversity. As a consequence, it is likely that the superior performance of circular products will become even more apparent in the future. The case studies further showed that profitability is an issue for some, but not all, manufacturers. In many cases, the costs of the circular model were estimated to be lower than in the linear case, mainly because less items need to be manufactured to fulfil the same level of demand, reducing manufacturing costs significantly. However, the revenue that can be generated in the circular model compared to the linear model is also lower, meaning that in some cases the profitability became lower. In many cases, the price customers pay for the circular product was set significantly lower than the linear product. More knowledge is needed to help companies set the correct price that can make their circular offer profitable and economical attractive. Macro-economic modelling was then performed to assess potential secondary effects and explore the benefit for Sweden when transitioning towards a circular economy. Multi-Regional Input Output (MRIO) modelling was used to understand the link between product level changes and macro level impacts. To model potential rebound effects, three alternative spending scenarios were modelled for the estimated financial savings from using more circular products. None of these resulted in higher impacts than the current situation, however, the impact of the scenarios was highly variable and almost as high in one case. This highlights a potential rebound effect depending on how savings are spent and the importance of considering (e.g. in policy and research) future levels of disposable income of consumers. The results also suggest that there is a limit to what can be achieved with circularity and that more traditional reductions in energy and improvements in resource efficiency are still required. For policy makers we note that, in order to accelerate the transition to circular economy, one aspect can be to utilise a societal functions framework to track, monitor and develop targeted policy instruments. We utilized and developed a societal functions framework consisting of: housing and infrastructure; nutrition, mobility, consumables, services, healthcare, and communication. Indicators can be developed to track each societal function and each system level (from product level, to product group and the societal function it provides) so that the impact to deliver each societal function within a country can be tracked and mitigation measures applied. Monitoring of this would allow increased knowledge and remediation action on the possible emergence of rebound effects, such as where a product has increased macro impacts (e.g. through increased consumption) despite product level efficiency improvements (or where one functions impact decreases but leads to an increase in another, e.g. increasing impact of online videos). Similarly, knowledge on the use phase, including statistics on the use and associated impact of repair facilities, spare parts, and second-hand reuse, can be improved. For researchers we note that more research is needed on how innovation is affected in the circular economy and what its role can be for sustainable circular products. We further note that knowledge is lacking on consumer behaviour in the circular economy, both in terms of how people behave and react towards circular product design (e.g. modularity and upgradability) and circular business models as well as the impact of circular products and business models on consumption levels. Many of these challenges align with similar issues highlighted in research on product service systems for which there are many parallels, but where further research is also required. Finally, many of the challenges and potential pitfalls of circular products are because they currently need to operate within a linear market and a system that is currently based on cheap fossil fuels, where the cost and impact of raw material extraction is undervalued and underestimated. As we have noted above, the overwhelming evidence is that circular products have enormous potential to reduce impacts, but their fostering requires careful management and monitoring to avoid potential rebound effects

    Mapping and monitoring genetic diversity in Sweden : A proposal for species, methods and costs

    Biologiska övervakningsprogram är en central del för uppföljningen av konventionen för biologisk mångfald (CBD). Genetisk mångfald är identifierad av CBD som en av tre nivåer av biologisk mångfald, och den form av variation som är grunden för övriga nivåer (art- och ekosystemnivå). Målet med denna rapport är att presentera ett förslag till ett övervakningsprogram för genetisk mångfald i Sverige som kan implementeras med start 2020 och vara i bruk under många år framöver. Vi fokuserar främst på genetisk variation inom arter och inte på tekniker där genetiska analyser används för att kartlägga variation på art- och ekosystemnivå. Genetisk variation är central för populationers överlevnad på kort sikt genom att minska risken för inavelsdepression, och på lång sikt genom att möjliggöra evolutionära anpassningar till förändrade miljöer (exempelvis som en följd av klimatförändringar). Redan 1997 uppmärksammades behovet av ett nationellt program för att övervaka genetisk mångfald. Liknande uppmaningar har sedan kommit vid flera tillfällen i forskningsartiklar, rapporter från Naturvårdsverket och genom regeringsbeslut. Vi har utfört en omfattande litteraturgenomgång och sammanställt kunskapsläget kring genetisk mångfald i svenska naturliga populationer (delvis baserat på tidigare publicerade rapporter). I ca en tredjedel av de genomgångna studierna hade man undersökt förändringar i genetisk variation över tid. Vi har även identifierat olika arter och populationer som anses vara lämpliga för genetisk övervakning. Bland dessa arter har vi föreslagit en inbördes prioritering baserat på flera faktorer: redan pågående insatser som möjliggör effektiv provinsamling, hotbild, representation av olika organismgrupper och genomförbarhet, samt uppskattat grova och mycket ungefärliga kostnader för övervakning av dessa. För att identifiera arter som lämpliga för genetisk övervakning och prioritera mellan dessa har vi använt oss av sju kategorier: 1) Arter som är påverkade av beskattning (jakt, fiske, etc.) 2) Arter som är listade i EU:s art-, habitat- och fågeldirektiv 3) Arter som riskerar påverkan från oönskat genflöde 4) Arter som är nationellt rödlistade enligt IUCN:s kriterier 5) Arter där den svenska populationen är genetisk särpräglad från övriga populationer 6) Populationer som förväntas vara särskilt sårbara för klimatförändringar 7) Naturliga referenspopulationer (ej hotade eller listade enligt ovanstående kriterier, men där mycket kunskap redan finns som man kan använda som utgångspunkt och referens) Dessutom beaktades följande kriterier i bedömningen: a) Arter som är viktiga för ekosystemets funktion b) Pollinerande insekter (enligt särskilt direktiv från beställaren – se separat delrapport) c) Arter med befintliga samlingar av vävnad/DNA för att kunna göra historiska jämförelser d) Arter som redan i dagsläget är del av genetisk insamling/övervakning e) Arter där det finns andra typer av övervakningsprogram som inkluderar manuell hantering av individer som enkelt skulle kunna utökas till att omfatta även genetisk provtagning f) Inhemska naturliga arter som är nära besläktade med domesticerade arter Prioriteringar gjordes så att varje art placerades i en av tre kategorier (hög, medel och låg prioritering). Vi identifierade totalt 167 arter som lämpliga för genetisk övervakning. Av dessa prioriterades 60 som ”hög”, inkluderande 15 pollinerande insekter (se separat delrapport) och 12 akvatiska arter (se separat rapport från Havs- och Vattenmyndigheten). Eftersom den tekniska utvecklingen inom genetiska analyser just nu går väldigt fort är det svårt att uppskatta framtida kostnader för den laborativa delen av ett genetiskt övervakningsprogram. Programmet bör också vara adaptivt, så att man kan anpassa metoder allteftersom ny kunskap tillkommer och nya tekniker blir tillgängliga. Här blir det därför centralt att DNA-prover lagras på ett säkert och överskådligt sätt så att man kan gå tillbaka och analysera om äldre prover i framtiden. Upprätthållande och kurrering av biobanker med vävnadsprover bör således vara en prioriterad del av programmet. Beroende på ambitionsnivå (med avseende på antal arter/populationer som inkluderas, vilken typ av genetiska data som samlas in och antal prov per art/population) beräknas den årliga kostnaden för övervakningsprogrammet ungefär uppgå till mellan 9 (ambitionsnivå 1), 14 (ambitionsnivå 2) och 27 (ambitionsnivå 3) miljoner kronor (inkluderande kostnaderna för de delvis separat finansierade projekten på pollinerande insekter och marina arter). För vissa enstaka arter tillkommer engångskostnader för utveckling av genetiska markörer. För att programmet ska kunna bli framgångsrikt krävs en tydlig plan för koordinering och projektledning. För att fylla sin funktion, måste övervakningsprogrammet för genetisk mångfald pågå under lång tid framöver, det är därför centralt att det finns en långsiktig, förutsägbar och transparent struktur för finansiering.Monitoring programs are an important tool for nature conservation and maintenance of biological diversity and are essential for implementation of the UN Convention on Biological Diversity (CBD; www.cbd.int). Genetic diversity (or genetic variation) is diversity within species, and it has been identified by the CBD as one of the three levels of biological diversity to be mapped, conserved, monitored, and sustainably used. Genetic diversity provides the basis for all biological diversity and for biological evolution. Species and ecosystems depend on genetic variation for evolutionary potential, long-term survival, and resilience. The aim of this work was to propose a monitoring program targeting genetic diversity within and between populations of species, to be implemented in Sweden in 2020, and that can be in use for many years. The main purpose of the monitoring is to quantify rates of genetic change in natural populations over contemporary time frames (from approx. 100-150 years ago until present day) and to assess any future genetic changes over the coming years and decades. The assessment will enable the detection of potential changes in genetic diversity that can affect the survival, fitness, and long-term viability of the populations and species monitored. Specifically, the mission was to i) provide suggestions for species from different taxonomic groups that are suitable for monitoring of intraspecific genetic diversity, ii) prioritize among such species, and iii) provide suggestions for sampling, methods, and approximate costs. In order to gather the information that would serve as a basis for our evaluation, we performed a literature review of scientific studies of genetic diversity in populations of species in Sweden. The review covered the period of 2006-2019 to complement already existing reviews and knowledge compilations. We found a total of 267 studies involving 194 species of which 132 species had not been previously studied genetically in Sweden. Together with previous reviews covering the period before 2006, a total of 506 wild species (reported in 1042 publications) have been studied with respect to their within- and between population genetic diversity. A total of 70 studies include temporal genetic data and 43 of them report trends in genetic diversity over time. Genetic diversity decreased in 12 cases, 24 case studies showed stable levels of genetic diversity, and an increase of genetic diversity was reported in 9 cases. Appendix 1 provides a summary of findings from the 70 temporal studies. In addition, we reviewed research activities, available tissue collections, and ongoing monitoring activities that involve sampling in the wild that potentially can serve as a basis for/be incorporated into monitoring of genetic diversity (Appendix 3). Based on the collected information, we considered a total of 167 species for genetic monitoring (Figure 5). We use the following categories to prioritize among the identified species to identify those most suitable for monitoring of genetic diversity over contemporary time frames in Sweden: 1) Species/populations subjected to substantial harvest (hunting, fishing, collecting, logging, etc.).  2) Species/populations listed in the annexes of the EU Habitats Directive and/or the EU Birds Directive.  3) Species/populations at risk of unwanted gene flow through, e.g., largescale releases or other anthropogenic activities.  4) Red-listed species (including NT-classified species; “red-listing” refers to IUCN criteria applied at national level).  5) Swedish populations that are genetically distinct from others over the distribution range.  6) Populations likely to be strongly affected by climate change (e.g., alpine and northern boreal species, Baltic Sea species of marine origin, low elevation species likely to not tolerate increasing temperatures).  7) Natural reference populations (presumed safe and non-exploited populations where “natural” and non-human induced rates of genetic change can be monitored and knowledge on these rates obtained). Other factors that we give attention to include:  a) species of key ecological importance, including habitat-forming species and top predators,  b) pollinators (specifically requested by SEPA for consideration),  c) species for which tissue collections are available, providing an immediate possibility for contemporary monitoring of genetic diversity,  d) species already subjected to some form of genetic monitoring, e) species subjected to other types of monitoring where individuals are sampled or handled during which samples for genetic analysis are possible to obtain, and f) indigenous wild relatives to domesticated species (c.f. Aichi target 13). Based on these criteria, and on reviewer comments and SEPA instructions, we ranked the 167 species into priority groups: high (60 species), medium (68 species) and low (39 species). Among the 60 high-ranked species, 15 were pollinator species (see separate sub-report) and 12 were species that the Swedish Agency for Marine and Water Management had already prioritized as part of a separate project to develop the monitoring of genetic diversity for aquatic organisms (Johannesson & Laikre 2020). It is not possible to suggest a single type of molecular genetic technique to be applied universally in monitoring of genetic diversity. Different molecular genetic techniques are appropriate for different populations/situations and depend on whether mapping and monitoring is already ongoing using specific markers. Furthermore, availability of genomic resources varies between species; the existence of a reference genome is noted for each species in one of the columns of Appendix 3. Finally, markers will, and should, be elaborated and evaluated over time. Even if SNP markers are used when initiating national monitoring in 2020 for a particular species, this does not imply that those markers must be used for decades to come. Rather, the monitoring program for genetic diversity must be adaptive and allow new approaches to be applied as they develop. This is also true for estimation of population genetic parameter, statistical testing, and bioinformatics approaches. As new knowledge is gained, the programs should adapt. Financial potential for such adaptive work, including evaluation between old and new markers, will continuously be needed to ensure that best practice is used in monitoring. A very important aspect in monitoring of genetic diversity is to keep and maintain tissue samples from the collected individuals. Such collections make it possible to return to previously analysed/collected samples as new techniques develop. We have identified several important collections during this project, and we recommend an overview to be conducted of the existing tissue-bank collections. As a part of the monitoring program for genetic diversity to be initiated by SEPA in 2020, the status of these tissue-banks and associated databases should be improved to increase their visibility and ensure their longterm maintenance. We also explore costs for a monitoring program with different levels of ambition and found that, depending on the level of ambition (with respect to the number of species/populations included, type of genetic markers employed, sample sizes, etc.), the annual costs for the program is in the range of SEK 9,000,000 (lowest ambition level), 14,000,000 (medium ambition), and 27,000,000 (highest ambition level). For the program to be successful, a clear plan for coordination and project management is required, as well as for integration with other monitoring and management efforts. We provide several suggestions for ways forward and stress that in order to fulfil its function, the monitoring program for genetic diversity must continue for a long time. It is therefore crucial that there is a long-term, predictable, and transparent structure for its funding

    Biospheres Reserves through Collaborative Governance : A study of organisational forms and collaborative processes in Sweden’s biosphere reserves

    In June 2019, Sweden received its seventh biosphere reserve. Biosphere reserves are part of UNESCO’s global programme Man and the Biosphere (MAB), which commenced in 1971 with the aim of enhancing the relationship between humans and the environment. There are more than 700 biosphere reserves in the world that strive to be model areas for sustainable societal development. In total, Sweden’s biosphere reserves account for about seven per cent of the country’s total surface area. The report describes the development that has taken place in Sweden’s biosphere reserves regarding their organisational structures and their formation processes. The report is based on semi-structured interviews and conversations with about 60 key informants in combination with extensive analysis of documents. Based on the biosphere reserves’ mission to promote collaboration and dialogue for sustainable societal development, the report describes the challenges and success factors that have emerged since their establishment and discusses these in relation to issues concerning organisational change, representativeness, legitimacy and organisational effects. The report shows that the biosphere reserves are characterised by extensive collaboration among different stakeholders and organisations, but run the risk of mission drift due to their hybrid organisational character and their interactive working methods. The report also reveals several significant qualitative results of the biosphere reserves’ organisational processes. In several of the biosphere reserves, people have started to perceive and relate to their environments in new ways as a result of the work. The collaborative work processes have also contributed to resolving several natural resourcerelated conflicts. Finally, the report provides recommendations for supporting the work with biosphere reserves in Sweden

    Towards zero emissions from Swedish urban transport : Report from the project ‘To buy or not to buy’

    In this report we analyse how urban transport policies can help Sweden move towards its environmental goals – including a 70 percent reduction in domestic transport emissions from 2010 to 2030 – at the same time as it meets the overall goal of ensuring a socio-economically efficient and sustainable transport system for citizens and businesses throughout the country. Our contribution is that we combine theory from urban economics and economic geography with welfare economic analysis and an econometric study of the outcome of a specific policy. We begin by examining trends in urbanization and transport in Sweden, with a particular focus on the environmental damages associated with transport choices. We go on to discuss the theory of urban structure, especially its relevance to transport policy and pollution. Next we discuss transport policy and the environment in the light of transport trends and the theory of urban structure, and present a detailed study of the effects of the Gothenburg congestion charge. Finally we build on the data and the theory to analyse potential routes towards zero emissions from Swedish urban transport, both in the medium run (up to 2030) and in the very long term. Our analysis of urban development, transport and pollution shows that the road to zero transport emissions will be long, given the slow turnover of the car fleet and the fact that even in 2020 only around 10 percent of new cars were electric vehicles (EVs). In the absence of drastic measures to speed the retirement of fossil-powered vehicles, policies over the next 20 years will need to take account of a car fleet consisting of a mixture of fossil-powered and electric vehicles. Furthermore, while urban dwellers account for an increasingly large majority of emissions, policies must also account for the interests of rural people. This implies that policies are needed that explicitly target urban drivers, because the marginal damages of local emissions (such as NOx, particulates, and noise) are significantly higher in the urban context. This conclusion is further strengthened by the presence of traffic congestion in urban areas. Furthermore, urban workers have more options – as shown by the large and widening gap between car ownership per person in rural and urban areas, where rural people own more cars despite lower incomes – and thus are likely to react more strongly to policy.  In order to understand urban transport decisions, and what policies are required to move towards a socio-economically efficient and sustainable transport system, we must understand the urbanization process itself. The formation of large, centralized cities is driven by the benefits to firms of being close to one another, but braked by the cost to households of transport to the centre, as well as the polluting effects of buses and private cars. The upshot is that cheaper and cleaner forms of transport encourage the growth of large, monocentric cities, i.e. cities in which firms are concentrated in the centre and households in the surrounding area. This favours firm productivity (as firms benefit from positive spillovers when they are located close to one another) and hence should be encouraged by planning policy. Furthermore, policies are needed to encourage clean and efficient transportation, and to deal with transport congestion. The historical direction of Swedish tax policy with respect to private transport can be summed up as follows: you are welcome to own a fossil-powered car, but please don’t use it. Fuel taxes are high whereas the annual road tax is modest, and counterbalanced for urban drivers by subsidized parking. More recently, policy has moved in the direction indicated by our theoretical analysis: a range of policies have been introduced to encourage purchase of low-emission cars, small steps have been taken towards raising the cost of parking towards market rates, and congestion charges have been introduced in Stockholm and Gothenburg. In order to learn more about how urban residents respond to policy changes, we study the effect of the Gothenburg congestion charge. We study household car ownership and driving decisions over time, comparing households in Gothenburg with those in Stockholm and Malmö during the period within which the Gothenburg congestion charge was introduced, finding that the charge led to a fall in car ownership by 0.4 percent, and a fall in the mileage of the car-owning households by 1.6 percent. A back-of-anenvelope calculation indicates that these results translate into very low elasticities: if the annual cost of owning and running a car increases by 1 percent, the rate of car ownership declines by around 0.07 percent, while if the marginal cost of running a car increases by 1 percent, driving distance decreases by around 0.15 percent.  The key to achieving the 2030 climate target for the transport sector is at least as much about getting fossil cars off the road as it is about getting EVs onto the road. Given the much lower car ownership in cities than in rural areas, an obvious question is how we can go further in this direction. Of course it would help if urban car owners had to pay the true costs of parking their vehicles, and if fuel taxation were to a greater extent complemented by urban congestion charges (or other even more precisely targeted charges). However, the low sensitivity of urban Gothenburg’s car owners to the congestion charge suggests that the key reason for lower car ownership in cities is not higher costs but lower perceived benefits. It seems that the added value to the household of owning a car, and especially a second car, compared to the alternative – using other forms of transport, perhaps combined with renting – is lower in cities. If so, the key to pushing down car ownership should be to further increase the speed and convenience of alternative modes of transport relative to private cars, which would imply that we need a package of measures including higher priority for public transport and cycling, and lower priority for private cars. Since public transport and cycling can deliver more people to city centres more cheaply and cleanly than cars, this would also encourage the further development of monocentric cities, leading to more efficient labour markets and more productive firms. More research is needed on the optimal make-up of such a policy package.I denna rapport analyserar vi hur transportstyrmedel riktade mot tätortsområden kan hjälpa Sverige att nå sina miljömål, inklusive en minskning av inhemska transportutsläpp med 70 procent från 2010 till 2030, samtidigt som det övergripande målet att säkerställa en samhällsekonomiskt effektiv och hållbart transportsystem för medborgare och företag över hela landet nås. Vårt bidrag är att vi kombinerar teori från forskningsfältet ’urban economics’ och ekonomisk geografi med välfärdsekonomisk analys och en ekonometrisk studie av resultatet av specifika styrmedel. Vi börjar med att undersöka trender inom urbanisering och transport i Sverige, med särskilt fokus på miljöskadorna i samband med transportval. Vi fortsätter med att diskutera teorin om stadsstruktur, särskilt dess relevans för transportpolitik och föroreningar. Därefter diskuterar vi transportpolitiken och miljön mot bakgrund av transporttrender och teorin om stadsstruktur och presenterar en detaljerad studie av effekterna av trängselavgiften i Göteborg. Slutligen bygger vi på data och teorin för att analysera potentiella vägar mot nollutsläpp från svensk stadstransport, både på medellång sikt (fram till 2030) och på mycket lång sikt. Vår analys av stadsutveckling, transport och föroreningar visar att vägen till noll transportutsläpp kommer att bli lång, med tanke på bilflottans långsamma omsättning och det faktum att endast cirka 10 procent av nya bilar år 2020 var elfordon. I avsaknad av drastiska åtgärder för att påskynda skrotning av fossilfordon måste politiken under de närmaste 20 åren ta hänsyn till en bilpark som består av en blandning av fossildrivna och elektriska fordon. Medan stadsborna står för en allt större majoritet av utsläppen, måste politiken också ta hänsyn till landsbygdens intressen. Detta innebär att det behövs politik som uttryckligen riktar sig till stadsförare, eftersom de marginella skadorna på lokala utsläpp (som NOx, partiklar och buller) är betydligt högre i stadsmiljö. Denna slutsats förstärks ytterligare av förekomsten av trängsel i stadstrafiken. Dessutom har stadsbor fler alternativ – vilket framgår av det stora och ökande glappet mellan bilägande per person på landsbygden och i stadsområden, där landsbygdens människor äger fler bilar trots lägre inkomster – och därmed sannolikt kommer att reagera starkare på politiken. För att förstå hushållens beslut angående transport, och därmed vilken politik som krävs för att gå mot ett socioekonomiskt effektivt och hållbart transportsystem, måste vi förstå själva urbaniseringsprocessen. Bildandet av stora, centraliserade städer drivs av fördelarna för företagen att vara nära varandra, men bromsas av kostnaden för hushållens transport till centrum, liksom de förorenande effekterna av bussar och privatbilar. Resultatet är att billigare och renare transportformer uppmuntrar tillväxten av stora, monocentriska städer, det vill säga städer där företag är koncentrerade till centret och hushåll i omgivningen. Detta gynnar företagets produktivitet (eftersom företag drar nytta av positiva spridningseffekter när de ligger nära varandra) och bör därför uppmuntras av politiken. Dessutom behövs politiska åtgärder för att uppmuntra rena och effektiva transporter och för att hantera trafikstockningar. Den historiska inriktningen för svensk skattepolitik med avseende på privata transporter kan sammanfattas enligt följande: du är välkommen att äga en fossildriven bil, men använd den helst inte. Bränsleskatterna är höga medan den årliga vägskatten är blygsam och motverkas av stadsförare genom subventionerad parkering. På senare tid har politiken gått i den riktning som vår teoretiska analys indikerar: en rad styrmedel har införts för att uppmuntra inköp av lågutsläppsbilar, små steg har tagits för att höja parkeringskostnaderna mot marknadspriser, och trängselavgifter har infördes i Stockholm och Göteborg. För att lära oss mer om hur stadsbor reagerar på politiska förändringar studerar vi effekten av trängselavgiften i Göteborg. Vi studerar hushållsbilsägande och körbeslut över tid och jämför hushållen i Göteborg med de i Stockholm och Malmö under den period som trängselavgiften infördes i Göteborg, och finner att avgiften ledde till ett minskat bilägande med 0,4 procent och en minskad körsträcka för de bilägande hushållen med 1,6 procent. En enkel beräkning indikerar att dessa resultat översätts till mycket låga elasticiteter: om den årliga kostnaden för att äga och driva en bil ökar med 1 procent minskar andelen bilägande med cirka 0,07 procent, medan om marginalkostnaden att köra bil ökar med 1 procent, körsträckan minskar med cirka 0,15 procent. Nyckeln till att uppnå klimatmålet 2030 för transportsektorn handlar minst lika mycket om att få fossila bilar bort från vägen som om att få elbilar på vägen. Med tanke på det mycket lägre bilägande i städer än på landsbygden är en uppenbar fråga hur vi kan gå längre i den riktningen. Naturligtvis skulle det hjälpa om stadsbilsägare måste betala de verkliga kostnaderna för att parkera sina fordon och om bränslebeskattningen i större utsträckning kompletterades med trängselavgifter (eller andra ännu mer exakt riktade avgifter). Den låga känsligheten hos Göteborgs stadsägare för trängselavgifter tyder dock på att huvudorsaken till lägre bilägande i städer inte är högre kostnader utan lägre upplevda fördelar. Det verkar som att mervärdet för hushållet av att äga en bil, och särskilt en andra bil, jämfört med alternativet – att använda andra transportmedel, kanske i kombination med att hyra – är lägre i städerna. Om så är fallet bör nyckeln till att trycka ner bilägarskapet vara att ytterligare höja hastigheten och bekvämligheten för alternativa transportsätt i förhållande till privata bilar, vilket skulle innebära att vi behöver ett åtgärdspaket som innefattar högre prioritet för kollektivtrafik och cykling, och lägre prioritet för privata bilar. Eftersom kollektivtrafik och cykling kan leverera fler människor till stadskärnor billigare och renare än bilar, skulle detta också uppmuntra till vidare utveckling av monocentriska städer, vilket leder till effektivare arbetsmarknader och mer produktiva företag.     Läkemedel i vattenrecipienter - Hur prioriterar vi framtidens rening? : En studie om läkemedels påverkan på vattenmiljön nedströms reningsverk som grund för prioritering för avancerad rening och återvinning av vatten

    Enligt Naturvårdsverkets rapport Avancerad rening av avloppsvatten för avskiljning av läkemedelsrester och andra oönskade ämnen (2017) finns ett behov att införa avancerad rening av läkemedelsrester, samtidigt som sådan rening också medför rening av andra oönskade mikroföroreningar i avloppsvattnet. Naturvårdsverket konstaterar också att det saknas underlag för att utvärdera vid vilka reningsverk som det är aktuellt att införa avancerad rening.Målet med detta projekt var att ta fram en regional arbetsmetod som kan underlätta detta arbete, samt presentera en möjlig prioriteringsordning för skånska reningsverk vad gäller uppgradering till avancerad rening utifrån reningsverkens recipientpåverkan.Som ett första steg togs två listor fram, en lista med verkens storlek vad gäller anslutna personekvivalenter och en lista med reningsverk som har stora utsläppsflöden i förhållande till recipientflödet (stor hydraulisk påverkan) och därmed låg utspädning. De reningsverk som hade högst utsläppsflöde i förhållande till recipientflödet var Rosendal (Tomelilla), Svalöv, Nyvång (Åstorp), Södra Sandby; Ellinge (Eslöv) och Ekeby (Bjuv). I Bjuv valdes också Ekebro reningsverk som, på grund av sitt läge nedströms Ekeby, kunde undersökas vad gäller kumulativa effekter. Som ett andra steg togs vattenprov vid fyra olika tillfällen under året uppströms, nedströms och i utgående vatten från dessa reningsverk. Provernas innehåll av läkemedel analyserades och resultaten utvärderades för att undersöka om reningsverk med stor hydraulisk påverkan också utgör stor risk för påverkan vad gäller utsläpp av läkemedel.Resultaten från läkemedelsanalyserna visade att reningsverken har betydande utsläpp av läkemedel till recipienterna, det vill säga, att halter i recipienterna överskrider bedömningsgrunder i HaV:s föreskrifter (HVMFS 2019:25).Bedömningsgrunderna för Diklofenak, och 17-beta-östradiol i enstaka fall, överskreds nedströms alla sju undersökta reningsverk vilket betyder att det finns risk för giftpåverkan på vattenorganismerna. Vid Ellinge, Ekebro och Nyvångs reningsverk där recipienterna är vattenförekomster inom ramen för vattendirektivet uppnås måttlig ekologisk status på grund av överskridandet. Detta innebär attåtgärder behöver genomföras för att minska halterna i recipienten så att de inteöverskrider bedömningsgrunden och så att, i sin tur, miljökvalitetsnormen god ekologisk status nås till 2027. Vattenmyndigheterna listar bland annat avancerad rening, bättre användning av receptfria produkter (till exempel genom att information leder till att kunder väljer mer miljövänliga alternativ) och miljötillsyn som åtgärder för att minska halterna i sitt nya förslag till åtgärdsprogram för 2021-2027. VA-branschen behöver också arbeta för att minska utsläpp till exempel genom uppströmsarbete och att vara aktiva aktörer i omställningen till avancerad rening.8Vid reningsverk i Skåne där analyser av läkemedelsrester inte har skett kan påverkansanalysen ge en indikation på var övervakning behöver riktas. Den påverkansanlys som arbetades fram inom detta projekt pekar ut 17 skånska reningsverk där det finns risk att bedömningsgrunden för Diklofenak överskrids och vid 12 av dessa finns det även risk att bedömningsgrunden för 17-beta-östradiol överskrids. Nästa steg kan därmed vara att analysera Diklofenak nedströms reningsverken i Lyby, Vinslöv, Perstorp, Staffanstorp, Lönsboda, Hässleholm ochKlippan och 17-beta-östradiol nedströms reningsverken i Källby, Svedala, Lyby, Vinslöv, Perstorp, Sjöbo för att kontrollera vattnets status.Ett annat viktigt mål i projektet var att identifiera reningsverk med sårbara recipienter utifrån ett klimatperspektiv. Detta går egentligen hand i hand med prioriteringsordningen för avancerad rening. Det vill säga, Rosendal, Svalöv, Nyvång, Södra Sandby, Ellinge och Ekeby som har studerats närmare i denna studie,och som var de reningsverk som hade störst hydraulisk påverkan på recipienten, är också de mest sårbara reningsverken sett till klimatförändringar. Då deras utsläpp redan idag har stor påverkan på recipienten kommer de att få ännu större påverkan allteftersom längre torrperioder, till följd av klimatförändringar, kommer att leda till att flödet i deras recipienter minskar periodvis. Om avancerad rening införs vid dessa reningsverk måste en bedömning göras om och när det tillräckligt renade vattnet kan användas som resurs så att recipientens flöde inte påverkas negativt, i de situationer vattentillskottet från reningsverket utgör en betydande del av recipientflödet. En analys av torråret 2018 visade att perioden med väldigt låga flöden varade från maj till november, med andra ord, hela odlingssäsongen. En möjlig väg kunde vara att magasinera renat utgående vatten från november till maj och använda detta till bevattning under sommarmånaderna. En sådan lösning kräver stora reservoarer i form av dammar och våtmarker, vilka också skulle kunna gynna biodiversiteten i de områden där de anlägg

    På uppdrag av Naturvårdsverket har SLU Centrum för kemiska bekämpningsmedel i miljön tagit fram förslag till uppdaterade riktvärden för växtskyddsmedel i ytvatten. Inför och under arbetets gång har avstämningar gjorts Naturvårdsverket, Kemikalieinspektionen, Havs- och vattenmyndigheten samt Svenskt växtskydd. I detta arbete har 86 substanser gåtts igenom och fått förslag till nya eller uppdaterade riktvärden. Omfattningen av uppdraget har inte gjort det möjligt att gå igenom alla substanser.     Undersökning av fiskförekomst i Valleviken 2020

    På uppdrag av Länsstyrelsen i Gotlands län och i samarbete med föreningen Rädda Valleviken, genomfördes undersökningsfisken i Valleviken den 25-26 augusti samt 30-31 augusti 2020. Fiske skedde på samma tio lokaler sedan 2016.  Efter de genomförda fem årens fisken kan vissa trender iakttas. Mest iögonenfallande är den mycket kraftiga ökningen av abborre sedan 2018 års årsklass i samband med den varma sommaren 2018 vilket uppenbart gett avtryck i fångsterna av abborre. Förändringar hos några andra arter kan också ses, såsom att skrubbskädda (flundra) har minskat under perioden och att svartmunnad smörbult spridit sig till och i Valleviken och att den tycks återhämta sig sedan den massdöd som observerades på Gotland och många andra platser runt Östersjön 2018. Fortsatta undersökningsfisken bör ge ytterligare information över långsiktiga beståndsförändringar hos flera av de vanligaste arterna i de mer strandnära vattnen runt den gotländska kusten.

    Den långsiktiga planen för sakområdet Farliga ämnen är ett levande, vägledande dokument, dels för Naturvårdsverkets prioriteringar inom området och dels för projektplanering och samordning inom SMED. Arbetet med den långsiktiga planen omfattar fem områden: Rapporteringskrav Det svenska PRTR Nationell omvärldsanalys och rapporteringsbehov Internationell verksamhet i relation till PRTR Samordning och internationell omvärldsanalys I planen beskrivs rapporteringskraven inom sakområdet Farliga ämnen och det presenteras förslag till utvecklingsmöjligheter av det svenska PRTR (Utsläpp i siffror, UTIS). Omvärldsanalysen visar att det pågår ett omfattande arbete både nationellt och internationellt inom området Farliga ämnen. Planen belyser också på vilket sätt framtagna utsläppsdata rapporteras internationellt via olika konventioner och direktiv samt hur dessa data används nationellt för uppföljning av miljökvalitetsmålen, samt som underlag till utredningar beställda av den svenska regeringen.This document is a long-term plan for the program area "Hazardous Substances". The plan is a guidance document for the Swedish Environmental Protection Agency's (SEPA:s) priorities in the field, and for project planning and coordination within SMED. The plan has been harmonized with SEPA and divided in five areas: Reporting requirements  The Swedish PRTR National situation analysis and reporting needs International activities related to PRTR Coordination and international situation analysis In the long-term plan, proposals for development of the Swedish PRTR (UTIS) are presented. The situation analysis shows that there is extensive work in this field, both nationally and internationally. Emission data is reported internationally through several conventions and directives. On a national basis SEPA is using data for follow up of the national environmental quality objectives, and as a basis for investigations ordered by the Swedish government.
