    Managing public-private partnerships for urban design and regeneration: Lessons learned from the Hermitage Museum Barcelona odyssey

    Managing public-private partnerships (PPPs) is a challenging task, especially when multiple stakeholders with diverse natures and objectives must interact. This paper presents key insights and lessons learned from a failed PPP. Our goal is to analyze the dynamics of a specific PPP to understand some of the factors that may explain the failure of a private project aimed at renewing a waterfront, tourist-saturated urban area in Barcelona, Spain. To understand how public and private stakeholders can collaborate, we delve into the complex, drawn-out case of the recently shelved Hermitage Museum Barcelona (HMB) project (2012–2021). This private initiative sought to establish a franchise of the State Hermitage Museum St. Petersburg in the Port of Barcelona. A retrospective case study is developed, drawing on multiple sources of information. We analyze the extent to which value propositions align with motivations and goals of key individual stakeholders. Additionally, we examine how conflict is managed—as well as how some elements contribute to better alignment between value propositions and strategic positions. The key seems to lie in the concept of “stakeholder value proposition” and in identifying champions within each of the project's main stakeholder groups to facilitate the process.Departamento de Organización de Empresas y Marketin

    Impacto de la violencia intrafamiliar en el desarrollo de conductas de menores infractores (Estudio de casos)

    La violencia intrafamiliar constituye un fenómeno complejo que incide negativamente en el desarrollo emocional, social y conductual de los adolescentes. Este estudio analiza el impacto de las dinámicas violentas dentro del hogar en la aparición de conductas delictivas en menores, destacando la importancia del entorno familiar como agente socializador. A partir de una revisión documental de estudios previos y del análisis de datos cuantitativos recientes, y de una entrevista a una Trabajadora Social del C.I.M.I. Los Alcores (Centro de Internamiento de Menores Infractores), se examinan los vínculos entre violencia intrafamiliar y comportamiento antisocial juvenil. Se examina el marco legal vigente respecto a menores infractores y las medidas de protección y rehabilitación previstas. El trabajo concluye con una reflexión sobre la necesidad de una intervención interdisciplinaria que contemple el contexto familiar, el acompañamiento psicosocial y estrategias de inclusión social para romper con los ciclos de violencia y exclusión.Universidad Pablo de Olavide.     Este ensaio busca interpelar a educação do corpo através das práticas corporais ligadas ao esporte de rendimento mediadas pelos dispositivos de gênero. Sob esta mirada, tem como objetivo tensionar algumas questões ligadas aos usos políticos do corpo no que tange a regulamentação da participação de atletas trans e intersexo em competições esportivas. O texto faz uma crítica a tais regulamentos que ficam presos a uma ontologia onde o corpo é reduzido à sua natureza biológica e transcendental. As fronteiras das definições anatômico-sexuais, tradicionalmente impostas nas competições esportivas, sempre expurgaram do território de tais práticas os corpos trans e intersexo, pois estes borram o binarismo de gênero que o esporte sustenta. Conclui-se que a biologia do corpo de atletas trans e intersexo não deveriam ser colocadas como totalizantes nas marcações identitárias desses corpos, e assim, faz-se necessário superar tais “prisões” ontológicas.This essay seeks to challenge body education through bodily practices linked to competitive sports, mediated by gender constructs. From this perspective, it aims to address certain issues related to the political uses of the body, specifically concerning the regulation of trans and intersex athletes’ participation in sports competitions. The text critiques these regulations, which remain confined to an ontology where the body is reduced to its biological and transcendental nature. The anatomical-sexual boundaries traditionally imposed in sports competitions have consistently excluded trans and intersex bodies from these spaces, as they blur the gender binary that sport upholds. The conclusion suggests that the biology of trans and intersex athletes’ bodies should not be seen as totalizing in defining their identities; that’s why, there is a need to move beyond these ontological 'prisons.'Universidad Pablo de Olavid

    El acoso escolar, es un problema global que afecta a estudiantes de todas las edades, razas, géneros y niveles socioeconómicos. Se manifiesta de diversas formas, como el hostigamiento verbal, la exclusión social, la intimidación física o el ciberacoso, y puede tener consecuencias devastadoras para las víctimas, incluyendo el deterioro de su salud mental, el bajo rendimiento académico y el abandono escolar. Persiste como uno de los desafíos más significativos que enfrentan las instituciones educativas en la actualidad. Esta forma de violencia entre compañeros, que puede manifestarse de diversas maneras y deja una huella profunda en la vida de los estudiantes, afectando su bienestar emocional, social y académico. Ante esta realidad, es crucial desarrollar estrategias efectivas de prevención y abordaje que promuevan un ambiente escolar seguro, inclusivo y respetuoso. La mediación escolar se presenta como una alternativa prometedora, al centrarse en el diálogo, la empatía y la búsqueda de soluciones colaborativas para resolver conflictos entre iguales.Bullying is a global problem that affects students of all ages, races, genders and socio-economic backgrounds. It manifests itself in various forms, such as verbal harassment, social exclusion, physical intimidation or cyberbullying, and can have devastating consequences for victims, including deteriorating mental health, poor academic performance and dropping out of school. It persists as one of the most significant challenges facing educational institutions today. This form of peer violence, which can manifest itself in a variety of ways, leaves a deep mark on students' lives, affecting their emotional, social and academic well-being. Faced with this reality, it is crucial to develop effective strategies for prevention and addressing it in order to promote a safe, inclusive and respectful school environment. School mediation presents itself as a promising alternative, focusing on dialogue, empathy and the search for collaborative solutions to resolve peer conflicts.Universidad Pablo de Olavid

    Policy integration in urban policies as multi‑level policy mixes

    This paper analyses policy integration in the field of urban policies. Specifically, the policy framework on sustainable urban development promoted by various international organisations is analysed as an exemplar combining multi-sectoriality in its substantive dimension (policy goals in different policy subsystems) and integration in its procedural dimension (integration between policy actions across policy subsystems involved). It is assumed that urban policies often take the form of multi-level policy mixes, and that integration involves a process of collective action between different policy subsystems. Based on the literature on policy integration and actor-centred institutionalism frameworks, it is postulated that in the absence of clear indications about the integrated strategy and policy integration capacities in the policy frame, the collective action dilemmas that this strategy entails in local projects will prevail, reducing the possibility of policy integration. The implementation of the urban dimension of the European Union’s cohesion policy in Spain between 1994 and 2013 is analysed a total of 82 urban projects, where the integrated strategy is a central element but understood as multi-sectorial objectives rather than a complementarity between policy subsystems. Empirical results show a high level of diversity of objectives across policy sectors and a very low level of integration; specifically, a curvilinear pattern in the relationship between these two aspects. The results highlight the need to include policy instruments and capacities in the policy frame to address the collective action dilemmas that policy integration implies, especially if the policy frame calls for a broad multi-sectorial agenda across different policy subsystems.CSPL-Centro de Sociología y Políticas Locales- The Urban Governance Lab- Universidad Pablo de Olavid

    La presente autoetnografía de la docencia universitaria se adscribe a la producción de colonial cuy(r)‐cuyr en el Estado español, a modo de rizoma de las producciones enunciadas desde Abya Yala. Narro mi experiencia desde el lugar de enunciación “docente universitaria” “profesora universitaria” articulando la trama de una política y poética afectiva que aborda asuntos como la migración, la herida colonial, el racismo, la extranjerización, la ley de extranjería, el eurocentrismo, la heteronormatividad. Incluyo apuntes de reflexión escritas, ritualidades, prácticas y herramientas descolonizadoras que he venido incluyendo en el aula y que han contribuido al reparo sanador de las heridas ocasionadas por la violencia epistémica. Mientras los cambios estructurales y políticos transforman la universidad pública en clave de justicia epistémica y de justicia social, se presenta una praxis docente queer/cuy(r) desde una perspectiva decolonial, antirracista, tortillera y migrante. Se visibiliza una expresión más de la pluralidad epistémica, ontológica y metodológica con la que ensayar la (re)educación sentimental antirracista en la universidad pública. Sería transformador transitar la vida académica con afecto, ternura y redes de apoyo, creando otros lenguajes y horizontes afectivos que hagan de la universidad un lugar y una experiencia libre de violencias.This autoethnography of university teaching is inscribed in the decolonial production of cuy(r)‐cuyr in Spain, as a rhizome of the productions enunciated from Abya Yala. I narrate my experience from the place of enunciation “university teacher” “university professor” articulating the plot of an affective politics and poetics that addresses issues such as migration, the colonial wound, racism, foreignization, immigration law, eurocentrism, heteronormativity. I include notes of critical reflections, rituals, practices and decolonizing tools that I have been including in the classroom and that have contributed to the healing repair of the wounds caused by epistemic violence. While structural and political changes transform the public university in terms of epistemic justice and social justice, a queer/cuy(r) teaching praxis is presented from a decolonial, anti‐racist, lesbian and migrant perspective. Another expression of the epistemic, ontological and methodological plurality with which to test anti‐racist sentimental (re)education in public universities is made visible. It would be transformative to navigate academic life with affection, tenderness and support networks, creating other languages and affective horizons that make the university a place and an experience free of violence.Universidad Pablo de Olavid

    Se estudia en un contexto histórico y arqueológico la situación fronteriza de las manifestaciones rupestres del estilo La Rumorosa. Esto se debe a la llegada de personas occidentales (españoles, mexicanos y estadounidenses) a partir de la segunda mitad del siglo XVIII al territorio de la tribu kumiai, ubicado en el norte de Baja California y sur de California.In a historical and archaeological context, the border situation of the rock art manifestations in the La Rumorosa style is studied. This is a result of the arrival of Western people (Spaniards, Mexicans, and Americans) to the territory of the Kumiai tribe in northern Baja California and southern California from the second half of the 18th century.Área de Historia del Art
