O Estado em ação: reformas e modernização da Administração Pública
Neste trabalho analisa-se a evolução da ação do Estado e as reformas da administração
pública, destacando a crescente complexidade na gestão pública contemporânea. Parte do modelo clássico do Estado Weberiano, baseado na burocracia, hierarquia e legalidade, reconhecendo-lhe virtudes como a equidade e a continuidade, mas também limitações como a rigidez e a ineficiência. A Nova Gestão Pública (NPM) surge como resposta liberal, introduzindo princípios empresariais, foco em resultados e concorrência, mas é criticada por fragmentar o setor público e enfraquecer a legitimidade democrática. O Estado Neo-Weberiano (NWS) propõe uma síntese entre eficiência e valores públicos, reafirmando o papel do Estado e do serviço público. Já a Nova Governança Pública (NPG) aposta na participação, coprodução e redes colaborativas, valorizando o envolvimento da sociedade. O estudo conclui que os
modelos coexistem de forma híbrida, com múltiplos paradoxos e tensões, e que as reformas devem ser adaptadas aos contextos político, cultural e social de cada país

INA's experience of cooperation in Portuguese-speaking African countries: How to bridge the gap between Training and Cooperation and Climate Governance?
Comunicação apresentada na "1st INTERNATIONAL UNITAR RESEARCH CONFERENCE" na área temática "CLIMATE SECURITY: PEACE & SECURITY CONSEQUENCES OF CLIMATE CHANGE”, realizada no Campus das Nações Unidas em Bona, em 30 de novembro de 2023.This article aims to explore Portugal’s cooperation agenda in Portuguese-speaking African countries1 over the past two decades. The focus is on understanding Portuguese's efforts to bridge the gap between the training and cooperation agenda in a rapidly evolving governance landscape that emphasises the threats and risks that stem from climate change and affect peace and security prospects. As will be analyzed, climate security and related risks have implications that profoundly influence governance, conflict, and peace (Anne Mette Kjær 2014; Sriram 2008; Leftwich 1993; Behn 2001; UNDP 2002; Brinkerhoff 2006; Grindle 2010). This article examines these countries' relations with Portugal and the political, economic, social and diplomatic trajectories they have followed in order to explore how we understand international order and global stability in the face of this tension between climate change, security and development. Firstly, it aims to acquire knowledge to understand the impact that climate change can have on governance. Secondly, how can we properly assess the challenges around this tension and this growing relationship. Finally, we will examine the different training and cooperation programs that have been developed in PALOP-TL. By identifying lessons learnt from the National Institute for Administration's (INA) experience in the areas of training and cooperation, this paper aims to share valuable information and also to pose questions that will be of interest for future research and studies in the field of governance consequences of climate change
Ética e integridade na Administração Pública: o Responsável pelo Cumprimento Normativo
Trabalho de Projeto | FA>AP - Formação Avançada para Dirigentes Intermédios da Administração Pública, distinguido com o Prémio Professor Carlos Pimenta – edição 2025.À data da sua realização é o primeiro estudo conhecido que analisa, de forma direta e sistemática, a aplicação da figura do Responsável pelo Cumprimento Normativo (RCN) na Administração Pública portuguesa. Ao contrário da maioria dos trabalhos existentes, desenvolvidos em contexto universitário ou com foco predominantemente normativo, esta investigação partiu da realidade vivida no interior das instituições. Esse ponto de partida confere-lhe um carácter distintivo e prático, orientado para soluções concretas.
Elaborado numa fase inicial da aplicação do novo regime legal, este trabalho oferece um retrato original e necessário. Propõe medidas simples, mas exequíveis, como encontros regulares entre RCN, reforço da formação e maior partilha de práticas. Ao fazê-lo, contribui para fortalecer a integridade pública num momento em que se assinalam 50 anos da democracia em Portugal

Inovação na resolução de problemas e tomada de decisões na Administração Pública portuguesa: proposta de novas metodologias
O objetivo deste trabalho é oferecer uma nova perspetiva na resolução de problemas e na tomada de decisões dentro da Administração Pública Portuguesa (APP). Embora a Administração Pública Portuguesa tenha sido objeto de grandes mudanças nos últimos anos, ainda enfrenta desafios significativos quer à pequena, quer à grande escala, ao resolver problemas de forma eficaz e eficiente. Ao basear-se numa análise teórico-prática que parte da definição da palavra “problema” até à recolha de dados de funcionários públicos, a investigação centra-se na identificação de necessidades da APP na resolução de problemas e tomada de decisões, considerando a sua estrutura, organização, desafios e oportunidades atuais. Deste modo, são desenvolvidas propostas inovadoras cujo propósito último é otimizar os mecanismos atualmente em uso para a resolução de problemas e adaptar as soluções a cada contexto específico, tendo igualmente em consideração uma pluralidade de fatores, nomeadamente a da inteligência emocional. Além de serem um elemento central na investigação, os resultados obtidos através dos inquéritos a funcionários públicos proporcionam uma perspetiva funcional e direta sobre quais são os desafios enfrentados no seu ambiente laboral, sendo dessa forma possível analisar e avaliar a relevância e aplicabilidade das metodologias propostas. A investigação desvenda como a adaptação e a aplicabilidade das novas metodologias apresentadas conduzem a uma melhor resolução de problemas e a uma mais efetiva tomada de decisões dentro da APP.The aim of this work is to bring a new perspective to problem-solving and decision-making within the Portuguese Public Administration. It is true that in recent years the Portuguese Public Administration has experienced major changes; however, there are still challenges on both a small and large scale that it faces when it comes to solving problems effectively and efficiently. Based on a theoretical-practical analysis ranging from the definition of the word "problem" to the collection of data from civil servants, the research focuses on identifying the needs of the Portuguese Public Administration in problem-solving and decision-making, considering its structure, organization, current challenges, and opportunities. In this way, innovative proposals are developed whose purpose is to optimize the mechanisms currently used to solve problems and adapt the solutions to each specific context, considering the plurality of factors, among which emotional intelligence stands out. The results of the surveys of civil servants, as well as being a central element in the research, provide a functional and direct perspective on the challenges faced in their working environment, making it possible to analyze and assess the relevance and applicability of the proposed methodologies. The research reveals how the adaptation and applicability of the new methodologies presented lead to better problem-solving and more effective decision-making within the Portuguese Public Administration
Ethics and Innovation in Public Administration
This volume brings together the results of research by academics and expertsfrom 10 countries of the European Union (Bulgaria, Czech Republic, Finland,France, Latvia, Lithuania, Poland, Portugal, Romania, and Slovakia), as well as fromUkraine and Morocco. A total of 43 authors have combined their efforts and expertise to explore ethical approaches to innovations within public administrations,using different approaches from public management, administrative sciences,polit ical sciences, economics, communication sciences, or international relations.We would like to thank all the authors for their valuable contributions and for thepatience and responsibility with which they have always responded to ourrequests and solicitations for the editing and revision of their chapters. We startedthis project in 2023, after the publication of the volume Participatory DigitalDemocracy at the Local Level, and a very fruitful contact with Lorraine Klimowich,Senior Editor Economics, Political Science, and Public Administration, Springer,New York. She believed in the project, and thanks to her, we planned a specificimplementation process, with, at first, an international conference in January 2024at our university. This conference was included in the program of activities of ourmanagement science research laboratory, LAREQUOI, of the Jean Monnet adpersonam Chair “Identities and Cultures in Europe,” and of the EuropeanMarketing and Management Association (EUMMAS). We are particularly gratefulto Annie Bartoli, Professor of Public Management, and Bérangère Szostack, Headof LAREQUOI, for her support to this project. After the presentation of more than30 contributions, we completed the list of authors by mobilizing everyone’snetworks. The following months were then devoted to the production of thisvolume. Enhancing communication strategies in portuguese Public Administration: challenges, best practices, and a replicable model for the INA – Instituto Nacional de Administração, I.P. and Beyond
Comunicação apresentada a 6 de Setembro de 2023 - Enhancing Communication Strategies in Public Administration: Challenges, Best Practices, and a Replicable Model for the INA – Instituto Nacional de Administração, I.P. and Beyond, European Group of Public Administration (EGPA) Conference, Zagreb.Effective communication is a critical component for the success of public administration organizations. This study aims to analyse the challenges and identify best practices in communication strategies within a set of Public Administration organizations, with the goal of developing a communication strategy model that can be replicated in other Portuguese public entities and public services, specifically focusing on the Portuguese National Institute of Administration, I.P. (INA) experience.
The research methodology employed involve data collection, document analysis, targeting professionals and stakeholders within the selected Public Administration organizations.
Through rigorous analysis, the study identified several best practices in communication strategies employed by Public Administration organizations. These practices encompassed clear goal setting, stakeholder segmentation, tailored message development, utilization of multiple communication channels, fostering a culture of transparency, and leveraging modern technologies and platforms.
Based on the identified challenges and best practices, a comprehensive communication strategy model was developed and applied specifically to INA. The model incorporates adaptable frameworks and guidelines to address the unique needs and goals of the organization. It emphasizes the importance of strategic planning, resource allocation, performance measurement, and continuous improvement.
Furthermore, transcending a purely academic perspective, this study recognizes the critical importance of connecting theory and practice. By proposing an analysis based on real examples and relevant case studies, the study aims to provide valuable insights not only for academics but also for public sector professionals. This approach emphasizes the applicability of discussions in the practical context of contemporary public administration. Through this lens, the study explores how communication strategies can be effectively implemented and adapted to the challenging dynamics of the sector.
The developed model can serve as a valuable blueprint for other public entities and public services seeking to enhance their communication strategies. By following the guidelines outlined in the model, organizations can overcome common challenges and implement effective communication strategies that facilitate transparency, engagement, and the delivery of public services.
The main preliminary findings of this study provide a significant contribution to the field of public administration, offering practical insights and a replicable communication strategy model in times of institutional identity reframing. Implementing these recommendations can help Public Administration organizations establish robust communication channels, strengthen relationships with stakeholders, and ultimately improve their overall effectiveness and efficiency in serving the public interest
