Individual characteristics, behavioral biases, and attitudes toward immigration:Evidence from a survey in Japan
Get PDFThis study examines individual attitudes toward immigration jointly with their trade policy preferences based on a survey of more than 10,000 respondents in Japan. Our bivariate probit estimation results show that people influenced by status-quo bias or risk aversion tend to have significantly lower probability of supporting both immigration and import liberalization.Anti-immigration individuals tend to have pessimistic views of the national economy’s prospects and no personal acquaintance with foreigners. Electronic Community Currency "SARUBOBO Coin" : A Report on a Demonstration Experiment
Get PDF本稿では，先進事例調査の一環として，飛驒信用組合（本店：岐阜県高山市）と株式会社アイリッジ（本社：東京都港区）が，岐阜県飛騨地域で実施した「電子地域通貨『さるぼぼコイン』の実証実験」について報告した．結果としては，対象となっていた利用者と店舗ともに，大きな混乱や問題はなかったようであり，好意的な意見が多かったと感じている．システムや運用面でのトラブルも起きていないとのことである．実証実験の期間中，さるぼぼコインでの決済件数は4,000を超え，配布した計700万コインもほぼ100％が利用されたとのことである．筆者は，地域通貨の電子化には「QRコード方式」と「ブロックチェーン技術」が現時点では最も有用と考えている．その意味においても，今回の視察は非常に意味があり多くのものを得ることができた

ユーロ圏の諸問題 ─「真の経済・通貨同盟」の議論と関連して─
Get PDF2008-09年グローバル金融危機後、ユーロ圏が抱える問題点が明らかになった。
経済・通貨同盟（EMU）は経済発展の分岐を止めるメカニズムを持っていない。
安定・成長協定および財政協定は不況時においても緊縮策を強く求めるので、ギ
リシャのような債務危機に陥った国々が不況から脱出するのを遅らせた。財政協
定の柔軟な運用が必要であろう。マクロ経済政策の調整だけではなく、発展の遅
れた国々の収斂を加速するためには、EUレベルでの資金の再分配を含む各種の
取り組みが必要であろう。本論文は、EUの「真の経済・通貨同盟」に向けた改
革の動きを検討したうえで、財政連邦主義への前進が必要だと主張する。その観
点からユンケル・プランやフランス大統領マクロンの提案が評価される。ユーロ
をまだ導入していない新規EU加盟国の現状を紹介し、最後に、欧州統合の今後
の方向性を論じる。

A survey study on roles and functions of regional coordinators for revitalizing “period of integrated study”
Get PDFFor the purpose of identifying the roles and responsibilities of regional coordinators in revitalizing the period of integrated study, a questionnaire survey was conducted with regional coordinators and school officials working for 748 public compulsory education schools in Niigata Prefecture of Japan.
As a result of analyzing 228 valid samples (reply rate 31.4%, effective recovery rate 30.5%), the survey revealed a correlation between the satisfactory activities done by regional coordinators and the revitalization of the period of integrated study. In addition, regional coordinators successfully contributed the revitalization of the said period through fulfilling their coordinate function to pass on the needs and efforts of a school to the region and vice versa and also fulfilling their management function together with school teachers.
Further it has been shown that the key roles of regional coordinators in revitalizing the period of integrated study are to share the information on regional human resources with other schools as well as their own school in collaboration with school teachers and to strategically secure regional human resources with making a full-year plan on the said period at the beginning of each financial year.総合的な学習の時間を活性化させる上での地域コーディネーターの役割や機能を抽出することを目的として、新潟県内にある義務教育の公立学校748校で活動している地域コーディネーターや学校関係者を対象とした質問紙調査を実施した。
有効な標本228通（返信率31.4%、有効回収率30.5%）を分析した結果、地域コーディネーターの活動の充実は、総合的な学習の時間の活性化と相関していた。そして、地域コーディネーターは、学校のニーズや取組を地域につなげたり、地域のシーズを学校につなげたりするコーディネート機能を発揮するとともに、教員と一緒にマネジメントする機能を発揮することを通して、同時間の活性化に寄与していた。
また、総合的な学習の時間を活性化させる上での地域コーディネーターの役割については、教員と協働しながら地域人材の情報を自校のみならず他校とも共有することや、年度当初に年間を見通した同時間の計画を立て、地域人材を計画的に確保していくことが要点であることが明らかとなった
