    No full text
This paper constitutes part of the continuous research work on the concept of art education of Nobuo SAWANOI (1916-1990). In the previous paper (Part 1), his brief personal history was compiled to explore the background of his idea of art education, followed by empirical examination of his literary as well as art works. This research work mainly features analysis of the contents of “New Picture-Oriented Play”, which is SAWANOI’s principal literary work in the field of art education and was published in 1956, to explore his idea of art education. A list of 105 themes was prepared and these themes were then classified into 10 categories of activity based on their contents, works referred to, authors referred to, etc. The category related to abstract art and patterns as “configuration of a form” and “creation of a pattern or picture by drawing lines”, etc. accounts for some 33% of the total pages dealing with various themes. This relative prominence of the category relating to abstract art and patterns is inferred to have originated from such facts that SAWANOI formative study under Saburo HASEGAWA (1906-1957), the entry of his works to exhibitions of Jiyu Bijutsuka Kyokai and his work at the publication and design desks of Daimaru Department Store. Meanwhile, the category of “viewing and appreciation of art works” accounts for some 22% of the total pages. This category includes suggestions and stimulation to lead to various artistic activities in addition to the pure appreciation of art works. In short, this book is summarized as a collection of ideas for approachable art themes, skillfully linking the art and design culture of his time to “play”, an ingredient of the daily life of children.departmental bulletin pape

In this research, we devised a school-toilet design together with FtM parties to aim the improvement of school environment. We surveyed 15 FtM parties through questionnaires and interviews to understand their gender dysphoria to school-toilet. The survey period was from 19th September to 27th October, 2021. Next, the design of the school-toilet was devised based on the survey results, the design draft, and the discussion meeting with the FtM parties. The discussion meeting was held on 14th January, 2022. From the survey results, it was considered necessary to control the line of sight and moving flow in women's toilets, design an all-gender toilets, and design toilets with changing room functions. In addition, we devised the following school toilet design; ‐ Arrange the women's toilet so that the appearance of entering the room is difficult to see from the corridor. ‐ Design a one-way flow line in the women's toilet so that girls don't gather too much or talk. ‐ Design the women's toilet so that users do not bother one another's eyes. ‐ Design a western-style toilet in both the women's toilet and the all-gender toilet that is large enough to change clothes. ‐ Design the all-gender toilet in a location that is easy to choose without worrying about the others' lines of sight. ‐ Set up a hand-washing area and a gathering place in the school building, separately from the women's toilet.departmental bulletin pape

The Change of Dominance from Municipal Special Schools for Students with Intellectual Disabilities to Prefectural Special Schools for Students with Intellectual Disabilities

School Education Law which deals with the organization and management of the school system says that prefectural governments have to establish the special schools for the pupils with disabilities. It also rules that cities, towns and villages can set up special classes for the handicapped pupils in elementary and secondary schools. Cities, towns and villages administrations, however, established the special schools, responding to the demands of parents with the handicapped children. In the other hand, prefectural governments didn’t follow the regulations of School Education Law. That means that the numbers of special schools founded by local municipalities got over more than prefectural special schools until the year 1972. After the year prefectural governments began to set up the special schools for intellectual disabilities. In this article we selected three prefectural governments of Gunma, Fukuoka and Ohita which prepared the special schools earlier than any other prefectures and followed the histories of municipal special schools in these prefectures. The municipal special schools in Gunma and Ohita Prefectures transformed into prefectural special schools just before the national government decision which ordered prefectural governments to conform to School Education Law and set up the special schools for all the disabled including the severely disabled pupils who were excluded from schools. Fukuoka prefectural government, however, preferred to not to change the municipal special schools into prefectural special schools. Fukuoka and Kitakyusyu Cities are the cities which holds many local municipal special schools even today. When public schools are supported by the locals, they are effective and responsive to the needs of the local residents, including the handicapped students. Municipal special schools were such a small sized special schools to support the disabled pupils. Most of them, however, changed into prefectural special schools just before the compulsory attendance regulation of the handicapped was effectuated. This transformation occurred under the educational centralization policy of national government. The educational centralization is the efficient way of administrative practices but the policy has many defects for the handicapped to lead their lives in localities.departmental bulletin pape

departmental bulletin pape

departmental bulletin pape
