Servant Leadership and Innovative Work Behavior: The Role of Meaningful Work and Strengths Use
Amidst the current high global dynamics and volatility, BUMN as the spearhead of the national economy needs to strengthen its performance through innovation. However, innovation itself is still a challenge that needs to be overcome by BUMN to maximize its potential. This study aims to examine the mediating role of meaningfulness of work in the relationship between service leadership and employee innovative behavior, as well as the moderating role of the use of power. The measuring instruments used in this study consisted of a scale of innovative work behavior (α = 0.954), service leadership (α = 0.771), meaningfulness of work (α = 0.925), and use of power (α = 0.893). This study involved 366 BUMN employees who had direct superiors and were aged 20-40 years, and were selected using convenience sampling techniques. Data analysis using the PROCESS model 4 and model 14 procedures showed that meaningfulness of work mediated the relationship between service leadership and innovative work behavior. However, this study did not find a moderating effect of the use of power on the mediation effect
Optimization of Government Administration Reform: SWOT Analysis of Electronic Land Certificate Implementation through Keyword Visualization Identification
This research explores the implementation of electronic certificates as a strategic step in government administration reform in Indonesia, particularly in the land sector. The implementation of electronic certificates aims to improve administrative efficiency, transparency and security through a digital technology approach in accordance with the principles of good governance. Using the SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis method, this study evaluates the potential and challenges in implementing this policy. The results show that electronic certificates can speed up administrative processes, save operational costs, and increase transparency through digital track records. However, significant challenges such as limited technological infrastructure, resistance to change, and human resource readiness require strategic solutions. With the right policies and planned risk mitigation, electronic certificates have great potential in realizing a more modern, efficient, and inclusive administrative system
Legal Review of the Process of Handling Cases of Sexual Violence Against Children
This study aims to examine and analyze the handling of cases of sexual violence against children from a positive legal perspective, focusing on the implementation of legal procedures at the Batu Police Department. The method used is normative juridical, with a statutory and conceptual approach. The primary data sources consist of primary legal materials, such as the Criminal Code (KUHP), Law Number 35 of 2014 concerning Child Protection, Law Number 12 of 2022 concerning Criminal Acts of Sexual Violence, and Law Number 11 of 2012 concerning the juvenile criminal justice system. Secondary legal materials were obtained from academic literature, scientific journals, and relevant law enforcement documents. The results of the study indicate that normatively, the handling of cases of sexual violence against children is clearly regulated through laws and regulations that require maximum protection for child victims, including in investigations, special treatment during examinations, and the fulfillment of victims' rights. However, in practice at the Batu Police Department, law enforcement still faces various challenges, such as limited investigative resources, minimal psychological support, and a lack of understanding of the victim's perspective. Furthermore, the legal process still does not fully comply with the principles of restorative justice mandated by the latest regulations. This study recommends improving the capacity of investigators through gender-sensitive and child protection training, strengthening synergy between the police, child protection agencies, and supporting agencies, and ensuring ongoing oversight of the case handling process to ensure optimal protection of child victims' rights at every stage of the legal process
Analysis of the Effectiveness of the Pakars Validation Application in Assessing Graduate Students’ Financial Eligibility and Awareness as a Strategy to Reduce Outstanding Receivables
This study investigates the effectiveness of the Pakars Validation application in enhancing student eligibility identification and financial awareness as part of a strategic approach to reducing receivables in the Postgraduate Program at UQY University. The persistent problem of student receivables is often driven by the suboptimal utilization of flexible payment schemes and the limited dissemination of accurate information regarding students’ financial obligations. In response to these issues, the Pakars Validation application was developed to streamline administrative and financial validation processes, while automating email-based communications containing billing details and payment reminders. Employing a quantitative approach, the research utilized a survey method involving 100 active postgraduate students selected through purposive sampling. Data were analyzed using Structural Equation Modeling–Partial Least Square (SEM-PLS). The findings indicate that the Pakars Validation application plays a significant mediating role between student eligibility identification and financial awareness with receivables reduction strategies. Direct effects of the independent variables on receivables reduction were not statistically significant, but became significant when mediated by the application. The study underscores the importance of integrated digital validation systems combined with technology-driven communication tools in improving receivables management. Practically, it recommends strengthening such applications as a core strategy to enhance financial stability and ensure the long-term sustainability of higher education institution
Analysis of the Effectiveness of the Family Hope Program in Poverty Alleviation: An Islamic Economic Perspective: Case Study
This study examines the effectiveness of the Family Hope Program (PKH) in alleviating poverty from the perspective of Islamic economics, focusing on the case study of Sorkam Barat Sub-district, Tapanuli Tengah Regency. The research delves into the context where despite the implementation of PKH, poverty persists in the region, possibly due to misalignment with Islamic economic principles or inefficiencies in the program's execution. The study poses questions regarding the PKH's impact on poverty alleviation and its compatibility with Islamic economic principles. Employing a qualitative approach, data collection involves interviews, document analysis, and observations. The findings reveal various challenges hindering the PKH's effectiveness, such as improper targeting, lack of awareness among beneficiaries, and delays in aid disbursement. In addressing these issues, the study recommends enhancing the program's alignment with Islamic economic principles, improving targeting mechanisms, raising awareness among beneficiaries, and streamlining aid distribution processes. Ultimately, the research contributes to the discourse on poverty alleviation strategies and highlights the importance of considering Islamic economic perspectives in social welfare programs
Police Performance in Countering Narcotics Problems
Countering narcotics crimes is one of the major challenges faced by the police, especially the Medan Police, considering the complexity of this crime which has an impact on various aspects of people's lives. This study aims to analyze the legal rules that underlie police performance, the role of the police in overcoming narcotics crimes, and the obstacles faced in the process. The research method used is a quantitative approach with data collection techniques through questionnaires, observations, and document studies. The sample consisted of Medan Police personnel and the local community. The results of the study show that the legal rules that underlie the role of the police, such as Law Number 35 of 2009 concerning Narcotics and the Regulation of the National Police Chief Number 14 of 2012, have provided a strong foundation in the implementation of their duties. The role of the police includes law enforcement, prevention through education, and rehabilitation for victims of narcotics abuse. However, the police face obstacles in the form of limited human resources, increasingly complex modus operandi of perpetrators, lack of community cooperation, and limited budget. These results show the importance of increasing police capacity through technology training, more adequate budget allocation, and active community involvement in narcotics control efforts. Collaboration between the police, government, and the community is needed to create a safer and drug-free environment, especially in the Medan area
Right to Entrepreneurship for Former Terrorism Convict: a Sociolegal Perspectives
After being released from the penitentiary, former terrorism inmates often face various problems, including negative stigma from the community and difficulties in obtaining capital and place of business. Therefore, one of the proposed solutions, namely the implementation of the correctional system, is an activity carried out as a form of Correctional Assisted Citizens (WBP) so that they can become fully human, have awareness of mistakes, improve themselves, and do not repeat criminal acts so that they can be accepted back by the community, play a role in development activities, can live as they are as good citizens and are responsible as part of the counterterrorism strategy. This research method uses an empirical legal research method, in this case the researcher conducts field research on the entrepreneurial rights of former perpetrators of terrorism crimes, this data is analyzed to find the impact of the implementation of the coaching listed in Law Number 5 of 2018 concerning the Eradication of Terrorism Crimes. The results of this study state that former terrorism prisoners (prisoners) have equal constitutional rights to entrepreneurship, but face significant challenges such as social stigma and barriers to economic access
Effectiveness of Scholarship Policy of Zakat Collection Unit at North Sumatra State Islamic University Medan
In this study, the effectiveness of the scholarship policy carried out by the Zakat Collection Unit (UPZ) at State Islamic University of North Sumatra (UIN Sumatera Utara), Medan is considered. Through qualitative research, the study examines how the policy comes into being, is put into action, is overseen and influences its targets, focusing on its aims, operational rules and results for the recipients. Information was gathered using observation, interviews and analysis of documents to find out how the program operates. Tacnet Effectiveness Measurement Theory is used which looks at four main aspects to judge how effective a policy is: the mission, who does what, availability of resources and following the rules. The scholars found that while the program is created with good intentions and backed up by strong structures, there are concerns regarding the infrastructure, openness and equal distribution. To ensure the long-term effectiveness and integrity of zakat-based aid to education, the study advises boosting stakeholder engagement, greater supervision and using online resources. As a result, the research fits into the wider discussion on the management of zakat and focuses on why proper policies play a vital role in improving Islamic higher education for all
The Impact of Job Alignment Policy on the Performance and Job Satisfaction of Functional Officials
At the beginning of 2021, the government, through the Ministry of Administrative and Bureaucratic Reform, issued a new policy, namely the Regulation of the Minister of Administrative and Bureaucratic Reform Number 17 of 2021 concerning the Equalization of Administrative Positions into Functional Positions. The simplification of bureaucracy through the equalization of positions represents a very fundamental change in the structure of local government, including in Purwakarta Regency. This change is expected not only to have a positive impact on the performance of newly appointed functional officials but also to contribute positively to the performance of the organization. This aligns with the initial spirit of bureaucratic simplification aimed at creating a dynamic, agile, and professional bureaucracy in support of public service performance
Timor-Leste's Decision to Maintain Cooperation with Singapore Following the Rejection of Full ASEAN Membership
This article examines the dynamics of bilateral relations between Timor-Leste and Singapore following Singapore’s rejection of Timor-Leste's full membership in ASEAN. Although Singapore refused Timor-Leste's membership due to resource limitations, bilateral relations remain intact and cooperation continues. This article argues that Timor-Leste's decision to maintain good relations with Singapore is driven by its political, economic, and social interests within ASEAN. Through Joseph Frankel’s concept of national interest and qualitative data, this study concludes that Singapore's support and its role as the responsible party for the ASEAN Economic Community pillar influences Timor-Leste's economic eligibility as a full ASEAN member. Singapore’s technical assistance programs, such as the Singapore Cooperation Programme (SCP) and Singapore-Timor Leste ASEAN Readiness Support (STARS), contribute to enhancing Timor-Leste’s human resource capacity and quality in preparation process towards full membership in ASEAN. This article demonstrates that small states continue to prioritize their national interests despite facing opposition from other countries. Achieving full ASEAN membership remains Timor-Leste’s primary objective, setting aside emotional factors in international relations dynamics
