    Restorative Justice as an Alternative Solution in Handling Persecution Cases at the Nias Police Station

    This study examines the application of Restorative Justice as an alternative solution in resolving the crime of persecution at the Nias Police Station. Restorative Justice is an approach that focuses on restoring the relationship between victims and perpetrators through mediation, not just punishment. The research method used is qualitative research with a descriptive approach through interviews, observations, and document studies. The results of the study show that Restorative Justice is applied in cases of minor persecution through several stages, namely case identification, agreement between the victim and the perpetrator, mediation involving community leaders, and the making of a peace agreement. This approach has proven effective in reducing the burden on the criminal justice system and providing more inclusive justice for victims and perpetrators. However, its implementation still faces obstacles, such as lack of public understanding, disagreements between victims and perpetrators, unclear regulations, and customary influences that burden perpetrators. In addition, there is resistance from the police who still tend to rely on the conventional judicial system. To increase its effectiveness, wider socialization, training for police officers, and the preparation of clearer technical guidelines are needed. With this strategy, Restorative Justice can be a more optimal approach in resolving the crime of persecution in a fair and sustainable manner

    The Wurumana Institution in the Life of the Lio Ethnic Group

    This study explores the Wurumana institution within the Lio ethnic community of Maurole Village, East Nusa Tenggara, using a descriptive qualitative approach. Data were collected through in-depth interviews, participatory observation, and document analysis. The research identifies three main functions of Wurumana: (1) fulfilling bridewealth obligations (belis), facilitating collective resource mobilization for marriage payments; (2) reinforcing kinship solidarity, strengthening communal bonds; and (3) providing a conflict resolution mechanism through customary mediation. The ritual unfolds in nine stages, beginning with family summons and ending with the presentation of rice, garments, and Lio woven textiles. The persistence of Wurumana is explained by three factors: the moral principle of jaga waka (preserving familial dignity), the authority of the Eda (traditional leaders), and the tau tei duna mea ethic (the cultural imperative of contribution, enforced through social sanctions). This study highlights the enduring relevance of Wurumana in contemporary Lio society and contributes to understanding the social organization of the Lio ethnic group

    The Role of the District Head in Improving the Performance of Civil Servants at the Office of the District Head of Galang

    This study aims to analyze the role of sub-district heads in improving the performance of Civil Servants (PNS) at the Galang Sub-district Office, Deli Serdang Regency, and to identify inhibiting factors in the implementation of these roles. This study uses a qualitative approach with observation, interview, and documentation study methods. The results of the study indicate that the role of sub-district heads is divided into three categories based on Mintzberg's theory, namely interpersonal roles, informational roles, and decision-making roles. Active, participatory, and passive approaches are used synergistically in implementing these roles. The inhibiting factors found include limited human resources, minimal budget, unproductive work culture, and ineffective communication and supervision systems. This study concludes that the role of sub-district heads is very important in building an efficient and professional work environment through an adaptive and communicative leadership approach

    Analysis of the Implementation of Foreign Surveillance Policy

    Immigration policy is an integral part of governance that aims to maintain state sovereignty and public order. In the midst of the dynamics of globalization and increasingly intensive cross-border human mobility, Indonesia faces major challenges in implementing immigration policies effectively. This article aims to analyze the implementation of the Indonesian government's policies in the field of immigration, focusing on the surveillance of foreigners as a vital instrument in ensuring national security and public order. This paper uses a descriptive qualitative approach with the method of literature study and policy analysis, this article reveals that even though the legal and institutional framework has been formed, policy implementation still faces various challenges such as inter-agency coordination, human resource capacity, and the use of information technology. These findings show the need to strengthen policy integration, synergy between actors, and digitize the immigration surveillance system. Policy recommendations are focused on institutional capacity building, immigration digital reform, and strengthening multi-stakeholder collaboration

    Effectiveness of Tax Object Information Management System in Improving PBB P2 Services

    The Tax Object Information Management System (SISMIOP) is an innovation in the digitization of tax administration that aims to increase the efficiency, transparency, and accuracy of the management of Rural and Urban Land and Building Tax (PBB-P2). This study aims to analyze the implementation of the SISMIOP policy in the Regional Revenue Agency (Bapenda) of Lalat Regency, identify the factors that affect its success, and evaluate its impact on the improvement of tax services. The research method used is a qualitative approach with data collection techniques through interviews, observations, and documentation. The results of the study show that the implementation of SISMIOP has increased efficiency in collecting data on tax objects, accelerated the payment process, and increased transparency in tax administration. However, there are still several obstacles, such as limited technological infrastructure, resistance from taxpayers, and lack of socialization related to the use of this system. Factors that affect the success of SISMIOP implementation include local government support, human resource readiness, and integration with digital payment services. The impact of the implementation of SISMIOP can be seen from increasing taxpayer compliance, accelerating tax services, and increasing regional tax revenues. This study concludes that although SISMIOP has had a positive impact on improving PBB-P2 services, it is still necessary to strengthen technological infrastructure, increase people's digital literacy, and optimize tax digitization policies to increase the effectiveness of the system in a sustainable manner

    Health Service Reform in Bekasi City

    This paper examines the changes in health service reform in Bekasi City. Health services are an important part, especially with regard to optimizing health implementation at the most basic level. This study is important because it describes the potential and challenges faced by the Bekasi City government in seeking changes for better health services. This study belongs to the category of descriptive qualitative research, using two sources, namely primary sources as the main source including information and data on health service reports in various hospitals in Bekasi City and secondary sources as a source of reinforcement including various scientific studies related to health service reform. The data analysis techniques used are data condensation, data display, and conclusion drawing/verification. This paper has two conclusions, namely first, the Population Identification Number-based Community Health Service (LKM-NIK) policy supports the principles of New Public Service (NPS) in increasing access to health insurance in Bekasi City has a strong influence in increasing access to health and health services to the community. Second, LKM-NIK provides maximum results in improving health services in Bekasi City by using the concept of integrating health services with democratic values and social justice which refers to the concept of New Public Service (NPS)

    Education is a conscious and planned effort to create a pleasant learning and learning atmosphere so that students actively develop their potential. The philosophy of Islamic education is a concept of thinking about education that originates or is based on the teachings of the Islamic religion. The research used in this article is a library research approach or qualitative literature review. This method is carried out by analyzing or searching for objects such as books, articles, scientific journals, documents and other relevant literature to be used as references. This research discusses the urgency of education for humans and a comparison between classical and contemporary Islamic educational philosophy. Education is a basic human need. This is in line with education that will never end, so being an educated person is very important. Education has its own influence on life now and in the future. There are many influences resulting from education itself, education can also influence social strata in society, the higher a person's education, the better the views and things that a person will achieve. When Islamic education during the time of Rasulullah and Khulafa al-Rasyidin placed more emphasis on cultivating faith, sharia and morals as the basis for developing the people, classical Islamic education reached its peak during the reign of the Abbasids, which was characterized by openness to foreign culture and thought.     The Effect of Information and Communication Technology Utilization on Taxpayer Compliance with the Ability to Pay as a Variable

    The purpose of this study was to examine the effect of information and communication technology utilization on taxpayer compliance with the ability to pay as a moderating variable. This study uses a quantitative approach. The sample used was 124 taxpayers registered in Semarang City. The Partial Least Square-Structural Equation Modeling (PLS-SEM) analysis technique was used to test the moderating effect of ability to pay and the effect of information and communication technology utilization on taxpayer compliance. The results showed that the use of information and communication technology has a significant positive effect on taxpayer compliance. In addition, this study found that the ability to pay moderates the effect of utilization of information and communication technology on taxpayer compliance

    Implications of Government Policy on Digitalization of Public Services in Realizing Smart Government

    Digitization of public services has become one of the main focuses of the Indonesian government in an effort to improve the efficiency, transparency, and accessibility of services to the public. This digitalization policy, especially in the context of the Population Administration System (SIAK), has significant legal implications. This study aims to analyze the legal impact of government policies related to SIAK digitalization by highlighting aspects of personal data protection, the validity of electronic documents, and the accessibility of services for all citizens. This study uses a qualitative research method with the type of Normative Juridical research. In this study, the Approach used is the Statute Approach. The analysis focuses on the legal framework that regulates personal data protection, including Law Number 27 of 2022 concerning Personal Data Protection, as well as regulations related to electronic documents regulated in the Electronic Information and Transaction Law (UU ITE). The results of the study show that although SIAK digitalization has succeeded in increasing efficiency and facilitating access to services, there are still several legal challenges that need to be overcome. These challenges include the risk of personal data breaches, the digital divide that can hinder access to services for people in remote areas, and the issue of the validity of electronic documents that still cause uncertainty among the public. This study concludes that to achieve effective and equitable implementation of digitalization, further adjustments to existing regulations are needed, increasing people's digital literacy and strengthening information technology infrastructure

    Sustainability of Jokowi and Prabowo's Food Estate Program

    This study aims to identify key factors influencing the sustainability of the Food Estate program in Central Kalimantan, particularly in the Kapuas and Pulang Pisau districts. The Food Estate program was initiated to support national food security by enhancing food production on peatlands. However, its implementation faces various challenges, including difficult land conditions and the need for adequate infrastructure. This study employs the MICMAC method (Matrix of Crossed Impact Multiplications Applied to a Classification) to analyze the impact of strategic variables, such as government policy, infrastructure, institutional support, and local economy. The findings indicate that government policy and infrastructure support are dominant factors affecting the program's success, while variables like local economy and farmers’ income heavily depend on these factors. Recommendations include the need for sustainable policy enhancement, development of supporting infrastructure, improved market access, and adaptive technology training for farmers. With optimal implementation, the Food Estate program is expected to not only enhance national food security but also foster economic growth and improve the welfare of local communities in Central Kalimantan
