BALKANLARDAKİ TÜRK DİASPORASINDA BASININ ROLÜ: BALKAN GÜNLÜĞÜ GAZETESİ ÖRNEĞİNDE
Günümüzde devletler ülke sınırları içerisindeki yurttaşların yanı sıra yurt dışında çeşitli sebeplerden dolayı ikamet eden soydaşlara yönelik de politikalar üretmektedirler. Küreselleşme ve teknolojik alandaki gelişmelerle birlikte daha belirgin hale gelen faaliyetlerin hedefinde diasporaları etkilemek ve koordine etmek bulunmaktadır. Gerek devlet kurumları gerekse özel girişimler tarafından ortaya konulan uygulamalar diaspora politikalarında belirleyici olmaktadır. Nitekim bu çalışmada diaspora politikaları üzerinde etkili olduğu varsayılan basının rolüne odaklanılmıştır. Bu doğrultuda örneklem olarak seçilen Balkan Günlüğü gazetesi 01.02.2021- 28.02.2021 tarihleri arasındaki üç sayı üzerinden incelenmiştir. Çalışmada yayının Balkanlardaki Türk diasporasına etkisini saptamak hedeflenmiştir. Türkiye’nin Balkanlardaki soydaşlarıyla olan iletişimini bir gazete üzerinden irdeleyen çalışma bu yönüyle önemlidir. İçerik analizi yönteminin kullanıldığı araştırmada haberler üç farklı çözümleme kategorisi üzerinden analiz edilmiştir. Çalışmanın sonucunda, gazetenin diasporaları etkilemek adına kültürel ve tarihsel gelişmelerle birlikte, Türklük ve Müslümanlık gibi temel fikirlere ağırlık verdiği görülmüştür. Bu yönüyle gazetenin Balkanlardaki Türk diasporası ile Türkiye arasında köprü görevi gördüğünü söylemek mümkündür. Öte yandan gazetenin diasporalara yönelik planlı bir yayıncılık yürütmediği de saptanmıştır
Amplitude analysis and branching fraction measurement of the decay Ds+ → π + π 0 π 0
Using a data set corresponding to an integrated luminosity of 6.32 fb−1 recorded by the BESIII detector at center-of-mass energies between 4.178 and 4.226 GeV, an amplitude analysis of the decay Ds+ → π+π0π0 is performed, and the relative fractions and phases of different intermediate processes are determined. The absolute branching fraction of the decay Ds+ → π+π0π0 is measured to be (0.50 ± 0.04stat ± 0.02syst)%. The absolute branching fraction of the intermediate process Ds+ → f0(980)π+, f0(980) → π0π0 is determined to be (0.28 ± 0.04stat ± 0.04syst)%. Virginia Woolf’un Mrs. Dalloway adlı eserinde manik depresif hastalığın dilsel temsili
Mrs. Dalloway (1992) romanı ölüm, bireyin kendini yetersiz ve anlamsız hissetmesi ile travmanın
yarattığı ruhsal sorunların insan hayatında ne gibi sonuçlar doğurduğuna odaklanmaktadır. Roman
Mrs. Dalloway’ın verdiği parti hazırlıklarıyla başlar. Romanın başlarında iki önemli olgu göze
çarpmaktadır ve bu kavramlar parti kavramı ve savaş algısıdır. Parti kavramı sıradan hayatın sıradan,
mutluluk hallerini temsil etmektedir. 1. Dünya Savaşından sonra oluşan travmaların insan hayatına
etkilerini romanda görmekteyiz. Septimus Smith karakteri savaş mağduru olarak tasvir edilmektedir
ve bu bağlamda ölümü, hayattan kopuşu çağrıştırmaktadır. Parti, savaş, ölüm, mutluluk kavramları
romanın dilbilimsel dizgisinde iç içe geçmiştir ve bu zıt kavramlar olarak adlandıracağımız kelimeler
romanın manik depresif dil inşasını ve anlamını yaratmaktadır. Karakterlerin iç dünyalarında
yaşadığı yolculuklar bilinç akımı tekniği kullanılarak yansıltılmıştır. Buna bağlı olarak bipolar
bozukluğun, depresyonun, manik depresif hastalıkların romanda dilsel davranışlarla nasıl
yansıtıldığı bu makalenin amaçlarından biridir. Çalışma nitel bir çalışmadır, metin analizi ve söylem
analizi makalede kullanılan yöntemlerdir. Okuyucu olarak, Clarissa Dalloway ve Septimus
karakterlerinin ruhsal hastalıkları ve sancılarını karakterlerin iç monologlarında ve diyaloglarında
görmekteyiz. Bu çalışmada, yazarın dilbilimsel davranışları sözcük ve cümle bağlamında incelenerek
romanda inşa edilen manik depresif dil olgusu araştırılacaktır. Yürütülen araştırma sonucunda
ulaşılan bulgulardan birisi, ataerkil toplum ve düzen, aynı bağlamda uzantısı olan militarist ideoloji
ve söylem romandaki karakterlerin travmatik hayat yaşamasına neden olan durumlardır
Assessment of Risks in Building Inspection Services During and Post-COVID-19 Pandemic
The building industry has been deeply affected by the Covid-19 pandemic due to the cessation of many businesses and the changes in working methods. Building inspection is of great importance for ensuring safety and well-functioning steps in the building life cycle. This study aimed to determine the potential dangers threatening building inspection services during and after the Covid-19 pandemic. Accordingly, a risk assessment method based on a three-stage survey conducted with mainly construction inspection experts working in the Turkish construction industry was applied. Within this scope, both quantitative and qualitative data were utilized. An analysis of all findings concluded that careless inspection due to the shortening of site visits, unreliable remote inspection ways, and the everlasting paper-based bureaucratic steps of the system are the most threatening risk factors for building inspection mechanisms. All these risks have potential consequences, such as loss of life, crucial defects in building services, and the spread of the pandemic. Indirect risks are mainly caused by financial difficulties. In order to avoid all potential risks, standards should be introduced and technology-based precise remote control mechanisms should be improved through online tools and applications. Moreover, public bodies should provide adequate financial support. This study suggested immediate actions to be taken by the relevant parties against the impacts of Covid-19 by highlighting potential cases and their risks with regard to building inspection services. The implementation of such actions may enable practitioners to conduct more reliable inspections during and after the Covid-19 pandemic
Hazır MgB2 Tozları ile Mg ve B Tozlarının Karışımı Yolu ile Elde Edilen MgB2 Numunelerinin Kristalografik ve Mikrosertlik Özellikleri Üzerinde Sinterleme Sayısının Etkisi
Bu çalışmada hazır olarak satın alınan MgB2 tozları ile elementel Mg ve B tozlarının karışımı yolu ile elde edilen MgB2 numunelerinin ısıl işlem sayısının kristalografik ve mikrosertlik özellikleri üzerinde nasıl bir değişim meydana getirildiği karşılaştırmalı olarak incelenmiştir. Bu çalışma kapsamında hazır MgB2 tozları ve Mg-B tozları sitokiyometrik oranlarda karıştırılıp preslenerek 1’er gram halinde 4 adet tablete dönüştürülmüştür. Tabletler 1, 2, 3 ve 4 kez 670 OC’de 10 bar argon atmosferinde 60 dakika boyunca ayrı ayrı sinterlenip, kristalografik ve mikrosertlik analizine tabi tutulmuştur. Numune hazırlama aşamasında klasik katıhal reaksiyon yöntemi, kristalografik analizlerde, X-Işını Kırınım Yöntemi; Mikrosertlik analizlerinde, Vickers Yöntemi; Mikrosertlik modellemelerinde, Meyer’s Kanunu, Orantılı Numune Direnci Modeli (PSR), Hays-Kendall Yaklaşımı (HK) ve Elastik/Plastik Deformasyon Modeli (EPD) kullanılmıştır. Elde edilen analiz sonuçlarında tüm numunelerde MgB2’ye ait karakteristik piklerin baskın olduğu, genel olarak ısıl işlem sayısının artmasının numunelerde tanecik büyüklüğünü ve düzlemler arası mesafeyi azalttığı, örgü parametrelerinde ise genel bir artışa sebep olduğu görülmüştür. Aynı zamanda numunelerin mikrosertlik karakterini açıklamada en başarılı modelin Meyer’s Kanunu olduğu ve tüm numunelerin Çentik Boyut Etkisi (ISE) davranışı sergilediği gözlenmiştir
Low dynamic range discrete cosine transform (LDR-DCT) for high-performance JPEG image compression
In mathematical theory, the discrete cosine transform (DCT) is a lossless orthogonal transformation method which means it outputs exactly the same values of the input after the inverse transformation. However, this is impossible in today’s technology due to the limited capacity of processors in which the maximum value that a number can take is 2 64- 1 (20-digit number) in a 64-bit register. Since the DCT employs the floating values higher than this precision, there occurs a round-off error which causes a particular loss of information after the inverse transformation. For this reason, the dynamic range of the DCT coefficients should be reduced so that fewer precision digits are employed in the DCT calculations, thereby the round-off error and loss of information are minimized. In this study, conventional DCT equations are improved both in forward and inverse transformation for the sake of high-performance JPEG image compression. The proposed method reduces the dynamic range of the DCT coefficients and provides a low dynamic range DCT (LDR-DCT) by weighting the DCT coefficients with respect to the frequency level. The effectiveness of the proposed LDR-DCT method is experimented mainly by observing the inter-correlation between the compression ratio and the peak signal-to-noise ratio (PSNR) values which is defined as the compression performance (CP). An extensive experimental benchmarking study is done using the publicly available KODAK image dataset in both grayscale and RGB color spaces, separately. According to the experimental results, the average compression performance (CP) is increased up to about 26% in grayscale images and about 17% in RGB images when the quantization factors (21–121) are employed in the quantization process. Additionally, it is observed that there is an average increment in the compression performance (CP) up to about 8% in grayscale images and about 7% in RGB images when the standard IrfanView quantization tables (quality level of 40 to the quality level of 90) are applied. On the other hand, in the absence of quantization when either the quantization factor of 1 or the standard IrfanView quantization table with the quality level of 100 is applied, it is also observed that there is an average increment in the PSNR value up to about 15% in grayscale images and about 33% in RGB images with respect to the average PSNR values of 24 images in the KODAK image dataset. Therefore, though the proposed LDR-DCT method without quantization does not change the compression ratio, it improves the quality of the output obtained after the inverse transform dramatically. In other words, the conventional DCT method should be replaced by the proposed LDR-DCT method in certain areas where compression is not required. Besides, the study claims that the proposed LDR-DCT method can provide at least the same JPEG image quality as the conventional DCT method with much higher compression ratios if the quantization tables are redesigned accordingly. © 2022, The Author(s), under exclusive licence to Springer-Verlag GmbH Germany, part of Springer Nature
Investigation of asymptomatic intestinal inflammation in ankylosing spondylitis by fecal calprotectin
Background and Study Aims: This study aimed to investigate the prevalence of intestinal inflammation in patients with ankylosing spondylitis (AS) by assessing fecal calprotectin (FC) levels and comparing them with those in patients with rheumatoid arthritis (RA) and non-inflammatory rheumatic diseases. Our secondary aim was to correlate FC levels with antirheumatic treatment, nonsteroidal anti-inflammatory drug (NSAID) usage, and disease activity measures. Patients and Methods: This cross-sectional study included 97 patients with AS fulfilling the modified New York criteria, 48 patients with RA fulfilling the American College of Rheumatology criteria, and 49 patients with non-inflammatory rheumatic diseases. All patients were questioned about intestinal complaints, and symptomatic patients were excluded. Disease activity was measured in the AS and RA patient groups. Results: The AS group had a significantly higher FC test positivity rate than the RA group (p = 0.016). Furthermore, the AS group had FC levels that were negatively correlated with disease duration (p = 0.04). FC levels were not correlated with any disease activity index, erythrocyte sedimentation rate, C-reactive protein, uveitis, or peripheral arthritis. Patients with AS who used NSAIDs had significantly higher FC levels than nonusers (p = 0.001). Conclusions: This study revealed that 11% of patients with AS without intestinal complaints had elevated FC levels. FC levels were not correlated with disease activity in AS. Subclinical intestinal inflammation was higher in the early stages of AS. The AS group had a significantly higher FC test positivity than the RA group. In the AS group, NSAID users had significantly higher FC levels than nonusers; thus, no statistically significant difference was observed between biological agent users and nonusers. The Effect of Scapular Proprioceptive Neuromuscular Facilitation Techniques on Pain and Functionality in Patients with Subacromial Impingement Syndrome: A Randomized Controlled Trial
Objective To determine the effectiveness of scapular proprioceptive neuromuscular facilitation (PNF) techniques in patients with subacromial impingement syndrome (SIS). Methods 36 patients were randomized and a 6-week exercise program was applied to both groups 2 days a week. PNF group also received rhythmic initiation and repeated stretch PNF techniques in 2 scapula diagonals. Pain and function were primary outcomes. Active range of motion (ROM), pain pressure threshold (PPT), active myofascial trigger points (MTrPs), scapular dyskinesis, anxiety and depression status were secondary outcomes. Results The improvement in function, internal rotation ROM, PPT, active MTrPs and patient satisfaction was significantly greater in PNF group than exercise group (p<0.05). Scapular dyskinesis improved only in PNF group (p<0.05). Significant improvement in pain, function, ROM, PPT, active MTrPs, anxiety and depression was found in both groups (p<0.05). Conclusions Both scapular PNF techniques and standard exercise program are effective in the treatment of SIS. However, scapular PNF techniques can be added to the exercise program to further improve function, ROM, PPT, active MTrPs, scapular dyskinesis, and patient satisfaction
Observation of D0(+) -> K-S(0)pi(0(+))omega and improved measurement of D-0 -> K- pi(+)omega
By analyzing an e(+)e(-) annihilation data sample with an integrated luminosity of 2.93 fb(-1) taken at the center-of-mass energy of 3.773 GeV with the BESIII detector, we determine the absolute branching fractions of the hadronic decays D-0 -> K- pi(+)omega, D-0 -> K-S(0)pi(0)omega and D+ -> K-S(0)pi(+)omega to be (3.392 +/- 0.044(stat) +/- 0.085(syst))%, (0.848 +/- 0.046(stat) +/- 0.031(syst))%, and (0.707 +/- 0.041(stat) +/- 0.029(syst))%, respectively. The accuracy of the branching fraction measurement of the decay D-0 -> K- pi(+)omega is improved by a factor of seven compared to the world average value. The D-0 -> K-S(0)pi(0)omega and D+ -> K-S(0)pi(+)omega decays are observed for the first time
Creative Social Change : Leadership for a Healthy World
In the book entitled "Creative social change: Leadership for a healthy world" which was published before the novel Coronavirus pandemic, there could be lessons that organizations have neglected. Its main argument implies that health together with effectiveness could help leadership sustain their organizations for a healthy world. Correspondingly, this actionable book review aims to provide implications that could help organizations become or stay healthy during the pandemic. A critical analysis of the book's contents reveals that it could be reasonable to start with gender equality for women before everything else in order to have healthy organizations during the pandemic. Health could improve through gender equality, trust-based partnerships, adaptation to environment, and involving in organizational (and entrepreneurial) activities. This contribution is intriguing for three reasons. Firstly, it provides actionable recommendations during increased uncertainty. Secondly, it prioritizes a sustainable development goal. Thirdly, it is an attempt to strengthen the sustainable development goals that are under challenges. Therefore, the link among health, leadership, sustainability, and organization in the book and the above road map in the book review could be inspiring
