A Mixed Integer Linear Program for Election Campaign Optimization Under D'Hondt Rule
Election campaign optimization problem (ECOP) can be described as finding the best way to allocate a political party’s resources among different election locations in order to maximize the seats or member of parliaments (MPs) won. For this purpose, first one has to determine the minimum amount of votes needed to pass the opponent to win extra seats. The analysis are carried out on one of the most popular election rules: D’Hondt rule and mathematical formulae are derived to exactly determine the required vote amounts. Next, a mixed integer linear program to capture the problem is proposed. Finally, the methodology is tested on the Turkish Parliamentary elections data and it is observed that with small amount of budget shifts among election regions significant gains can be obtained
Scale and Elasticity Properties of Turkish Agricultural Production Function: Political Economy Approach
Güvercin, Deniz (Arel Author)In this study, factor elasticities, value of marginal products, and the return to scale are estimated for Turkish agricultural production function by employing Turkish Regional Statistics for the period of 1994-2003. Results imply that there is an increasing return to scale, land has highest factor elasticity, and tractor has highest value of marginal product. We claim that the presence of increasing returns to scale is related to fragmented and scattered land, and small-scale farming in Turkey. Moreover, we claim that the high output and employment share of agriculture are related to populist corporatist politics. In this study, we also emphasize that reasons behind rural areas to be overpopulated are also reasons behind fragmented and small-scale farming, and sluggish movement of agricultural labor to other sectors

The Relationship Between Leadership Styles (Autocratic and Democratic) of School Administrators and the Mobbing Teachers Suffer

The data in the study were collected from 395 primary school teachers (165 male and 230 female) in central districts of Mersin, Turkey.. Mobbing Scale. was used to determine what extent teachers suffer from mobbing and. Leadership Style Scale. to measure leadership style of school administrators. According to the analysis results, gender accounts for a significant diference in only. interference in private life. of all five dimensions of mobbing while seniority accounts for a significant difference in. barriers about work and career. and. work commitment. dimensions. There is a negative relationship between democratic leadership and all dimensions of mobbing except for work commitment while it is positive with autocratic leadership. Lastly, autocratic and democratic leadership styles of school administrators predict all dimensions of the mobbing teachers suffer except for work commitment
A preliminary study for remote healthcare system: Activity classification for elder people with on body sensors
6th International Conference on Control Engineering and Information Technology, CEIT 2018 -- 25 October 2018 through 27 October 2018 --Development of intelligent care system for elder people have been investigated in recent years. In this study, to detect emergency situations for elder people, activity classification was aimed using on body sensor data. Multi-layer perceptron, radial basis function networks, k- nearest neighbor and support vector machines were used in classification. In feature selection process principal component analysis and ReliefF were used. Accuracy of classification was above 85% for every classifier and the best performance was acquired with 3-NN with 99.8% accuracy. When feature selection was applied 5- NN was showed the highest performance with 99.4%. This study shows that it is possible to develop remote care system by using sensors and classifiers for a more secure life for elder people. © 2018 IEEE
Synthesis, characterization, and biological properties of composites of hydroxyapatite and hexagonal boron nitride
Şahin, Yeşim Müge (Arel Author)Hydroxyapatite (HA), obtained from bovine bones, was successfully reinforced with hexagonal boron nitrite (h-BN). h-BN/HA composites, with BN content up to 1.5 wt %, were sintered at various temperatures between 1000 and 1300 degrees C, in air. Well-sintered samples were obtained after sintering at 1200 and 1300 degrees C. The presence of h-BN contributed to dense, fine, and well-crystallized microstructure. The results of X-ray diffraction analysis and FT-IR spectroscopy showed that the produced composites comprised biphasic beta-TCP/HCA (HCA: carbonate partially substituted HA). High values of mechanical properties were achieved, namely compression strength 155 MPa for the sample 0.5% h-BN/HA and Vickers microhardness of 716 HV for the samples 1.5% h-BN/HA, both sintered at 1300 degrees C. U2OS human bone osteosarcoma proliferation and cell viability showed no adverse effect in the presence of h-BN/HA, suggesting the potential use of the produced materials as safe biomaterials in bone tissue engineering. Study of two-photon decays of pseudoscalar mesons via J=? radiative decays
Kolcu, Onur Buğra (Arel Author)Using a sample of 4.48 x 10(8) Psi(3686) events collected with the BESIII detector at the BEPCII collider, we study the two-photon decays of the pseudoscalar mesons pi(0,) eta , eta' , eta(1405), eta(1475), eta(1760), and X(1835) in J/Psi radiative decays using Psi(3686) -> pi(+) pi(-) J/Psi events. The pi(0), eta, and eta' mesons are clearly observed in the two-photon mass spectra, and the branching fractions are determined to be B(J/Psi -> gamma pi(0) -> 3 gamma) = (3.57 +/- 0.12 +/- 0.16) x 10(-5), B(J/Psi -> gamma eta -> 3 gamma) = (4.42 +/- 0.04 +/- 0.18) x 10(-4), and B(J/Psi -> gamma eta' -> 2 gamma) = (1.26 +/- 0.02 +/- 0.05) x 10(-4), where the first error is statistical and the second is systematic. No clear signal for eta(1405), eta(1475), eta(1760) or X(1835) is observed in the two- photon mass spectra, and upper limits at the 90% confidence level on the product branching fractions are obtained
Effectiveness of Kinesiologic Tape Application in Rotator Cuff Injuries
Coşkun, Reşat (Arel Author)Background: In our study, it was aimed to research the effect of kinesiological tape on pain, shoulder movement angles, and daily life activities. Methods: The control group (n:15) was applied with classical physiotherapy program including ultrasound, tens and exercise. The experiment group (n:15) was applied kinesiological-tape for seven days in addition to classical physiotherapy and rehabilitation program. Pretreatment and post-treatment pains of the patients were measured by using Visual Analog Scale (VAS), the goniometer was used to measure the shoulder ranges, Constant-Murley measured daily life activity levels, and DASH-T measured shoulder disability level.Results: As the VAS scores of the control group inactivity reduced by 11,21 points, the scores of the experiment group decreased by 24,53 points. The difference in scores between the two groups is significant statistically (p0,05). For shoulder movement opening, all records of the experiment group are significantly better than that of the control group, except the flexion increase. Conclusion: Kinesiological tape application ensuring a reduction in pain for rotator cuff injury in a shorter period is a treatment also providing significantly better results in shoulder movement recovery, increase in functionality, and a decrease in disability
