    Kolcu, Onur Buğra (Arel Author)Using data samples collected by the BESIII detector operating at the BEPCII storage ring, we measure the e(+)e(-) -> (KSK +/-)-K-0 pi(-/+ )Born cross sections at center-of-mass energies between 3.8 and 4.6 GeV, corresponding to a luminosity of about 5.0 fb(-1). The results are compatible with the BABAR measurements, but with the precision significantly improved. A simple 1/s(n) dependence for the continuum process can describe the measured cross sections, but a better fit is obtained by an additional resonance near 4.2 GeV, which could be an excited charmonium or a charmoniumlike state

    Developments of 3D polycaprolactone/beta-tricalcium phosphate/collagen scaffolds for hard tissue engineering

    Şahin, Yeşim Müge (Arel Author)3D bioprinting provides an innovative strategy to fabricate a new composite scaffold material consisted in a porous and rough structure with using polycaprolactone (PCL), beta-tricalcium phosphate (?-TCP), and collagen as a building block for tissue engineering. We investigated the optimization of the scaffold properties based on the ?-TCP concentration using 3D bioprinting method. Computer-aided drawing was applied in order to digitally design the scaffolds while instead of solid filaments, materials were prepared as a blend solution and controlled evaporation of the solvent during the bioprinting was enabled the proper solidification of the scaffolds, and they were successfully produced with well-defined porous structure. This work demonstrated the feasibility of complex PCL/?-TCP/collagen scaffolds as an alternative in the 3D bioprinting engineering to the fabrication of porous scaffolds for tissue engineering. © 2019, Australian Ceramic Society.This study has been founded by BAPKO, Marmara University, grant no.     Bibliometric Analysis of Harita Dergisi

    Polat, Zeynel Abidin (Arel Author)Mesleğimizin akademik açıdan gelişiminde büyük bir katkısı olan Harita Dergisi yılda iki defa olmak üzere Harita Genel Müdürlüğü tarafından yayımlanan ve Ulusal Akademik Ağ ve Bilgi Merkezi’nde (ULAKBİM) taranan hakemli bir dergidir. Bu çalışmanın amacı ise 2000-2017 yılları arasında Harita Dergisi’nde yayımlanan 188 makalenin bibliyometrik analizini yaparak mesleki açıdan bilimsel gelişmenin ne yönde ilerlediği hakkında bir fikir sunmaktır. Analize çıkarılan 18 adet özel sayı dahil edilmemiştir. Makalelerin yaptığı atıflar incelendiğinde yabancı kaynaklı dergi ve eserlerin çokluğu dikkat çekmiştir. Bu durum mesleğimizin gelişiminin sadece ulusal anlamda değil uluslararası açıdan da takip edildiğinin kanıtıdır. Yabancı kaynaklara yapılan atıfların çokluğuna ve yabancı yazarlarla ortak çalışma yapılmasına rağmen aynı şekilde yabancı kaynaklardan dergiye yapılan atıflar oldukça azdır. Bunun sebebi yayım dilinin Türkçe olmasıdır. Dergiye katkı veren kurumlar incelendiğinde üniversiteler 134 makaleye katkı sunarken, Harita Genel Müdürlüğü (HGM) 87 makaleye, 5 makaleye kamu kurumu, 5 makaleye özel sektör ve 4 makaleye diğer kurumlar katkı sunmuştur. Farklı kurumlardan gelen katkılar derginin farklı kurumlara da hitap ettiğini ve disiplinler arası çalışmaya olanak sağladığını göstermektedir. Atıf yapılan kaynaklara bakıldığında; ilk sırada diğer (kitap, teknik rapor, web sayfası vb.) kaynaklar, ikinci sırada ulusal ve uluslararası hakemli dergiler, üçüncü sırada bildiriler ve son sırada ise ulusal ve uluslararası tezler yer almaktadır. Farklı kaynaklara toplamda 3262 atıf yapılmış, bu atıflardan 109’u Harita Dergisi’nde yayımlanan makalelere yapılmıştır. Çok yazarlılık durumlarına bakıldığında ise 55 makale tek yazarlı, 73 tane makale 2 yazarlı ve 60 makale 3 ve üstü yazarlıdır. Çalışmalarda uydu jeodezisi, GPS, yükseklik sistemleri, gravite ölçümleri, projeksiyon konularına ağırlık verildiği görülmüştürHarita Dergisi, which is a great contributor to our profession’s academic development, is published twice a year by the General Directorate of Mapping and is indexed in ULAKBİM. The aim of the study is to give an idea about how scientific development is going avocationally by making a bibliometric analysis of 188 articles published between 2000 and 2017 in this journal. 18 special issues published are not included in the analysis. Once examining the bibliographies of each article, it is clearly noticed that the international studies are so many. The situation is a proof our profession’s development is followed not only nationally but also internationally. In spite of the many number of citations to international studies and the co-operations with foreign researchers, citations from international journals to Harita Dergisi is so few. That is why the Harita Dergisi is published in Turkish. The universities contributed to 134 article, whreas the General Directorate of Mapping contributed to 87 ones, 5 from the public institutions, 5 from private sector, and 4 from other institutions, when the institutions contributing to the journal were examined. The contributions from different institutions demonstrate that the journal content is suitable for different kind of institutions and for interdisciplinary studies. Other sources including book, technical report, URL, etc. come first, secondly, national and international peer-reviewed journal, third one is proceedings, and the last is national and international thesis, when analyzed each of bibliographies. The sum of 3262 citations have been made from different sources. 109 of which is the articles published in the Harita Dergisi. In the case of multi-authors cases, 55 articles are single-author, 73 articles are 2-authors, 60 articles are 3 and more-authors.     I-GWO and Ex-GWO: improved algorithms of the Grey Wolf Optimizer to solve global optimization problems

    In this paper, two novel meta-heuristic algorithms are introduced to solve global optimization problems inspired by the Grey Wolf Optimizer (GWO) algorithm. In the GWO algorithm, wolves are likely to be located in regions close to each other. Therefore, as they catch the hunt (approaching the solution), they may create an intensity in the same or certain regions. In this case, the mechanism to prevent the escape of the hunt may not work well. First, the proposed algorithm is the expanded model of the GWO algorithm that is called expanded Grey Wolf Optimizer. In this method, the same as GWO, alpha, beta, and delta play the role of the main three wolves. However, the next wolves select and update their positions according to the previous and the first three wolves in each iteration. Another proposed algorithm is based on the incremental model and is, therefore, called incremental Grey Wolf Optimizer. In this method, each wolf updates its own position based on all the wolves selected before it. There is the possibility of finding solutions (hunts) quicker than according to other algorithms in the same category. However, they may not always guarantee to find a good solution because of their act dependent on each other. Both algorithms focus on exploration and exploitation. In this paper, the proposed algorithms are simulated over 33 benchmark functions and the related results are compared with well-known optimization algorithms. The results of the proposed algorithms seem to be good solutions for various problems. © 2019, Springer-Verlag London Ltd., part of Springer Nature

    Indocyanine green based fluorescent polymeric nanoprobes for in vitro imaging

    Indocyanine green (ICG) provides an advantage in the imaging of deep tumors as it can reach deeper location without being absorbed in the upper layers of biological tissues in the wavelengths, which named “therapeutic window” in the tissue engineering. Unfortunately, rapid elimination and short-term stability in aqueous media limited its use as a fluorescence probe for the early detection of cancerous tissue. In this study, stabilization of ICG was performed by encapsulating ICG molecules into the biodegradable polymer composited with poly(l-lactic acid) and poly(?-caprolactone) via a simple one-step multiaxial electrospinning method. Different types of coaxial and triaxial structure groups were performed and compared with single polymer only groups. Confocal microscopy was used to image the encapsulated ICG (1 mg/mL) within electrospun nanofibers and in vitro ICG uptake by MIA PaCa-2 pancreatic cancer cells. Stability of encapsulated ICG is demonstrated by the in vitro sustainable release profile in PBS (pH = 4 and 7) up to 21 days. These results suggest the potential of the ability of internalization and accommodation of ICG into the pancreatic cell cytoplasm from in vitro implanted ICG-encapsulated multiaxial nanofiber mats. ICG-encapsulated multilayer nanofibers may be promising for the local sustained delivery system to eliminate loss of dosage caused by direct injection of ICG-loaded nanoparticles in systemic administration. © 2019 Wiley Periodicals, Inc

    A Neural Marker of the Start-Gun in Interval Timing: Onset N1P2

In the present study, I compare the predictions of the perceptual (preonset and start-gun) and decisional bias hypotheses with respect to onset N1P2 amplitude, the point of subjective equality (PSE) and delta/theta activity. The onsets of the comparison intervals (CIs) were manipulated to begin earlier, later, or on-time with regard to a standard interval (SI). Results supported the start-gun account by demonstrating an increase in the N1P2 amplitude and delta power in the "early" and "late" onset conditions due to temporal mismatch. Delayed or premature initiation of timing with respect to the predicted temporal point were associated with rightward and leftward shifts in the PSEs of the "early" and "late" onset conditions, respectively. In addition to the observed increase in temporal prediction-related delta activity in the "early" and "late" onset conditions, higher theta power in the "early" onset suggested an additional neural response for unexpected events that might be linked to response caution. Moreover, the ramping activity during the CIs, namely the contingent negative variation (CNV), showed a decision-related attenuation toward the end of an interval in the "late" onset. The latter finding was supported by the changes in offset N1P2 amplitude. The present study contributes to the interval-timing literature by presenting support in favor of the hypothesis that the onset N1P2 is a neural marker for the initiation of timing

    Individuals with antisocial personality disorder display behaviors that do not fit the social norms or criminal behavior such as deceitfulness, running away from home or school, theft, violence or substance abuse. They do not feel remorse about such behavior. They can exploit others for their own benefit and cause physical, sexual or financial damage. They might seem normal, smart, friendly, charming or nice. They are described as egocentric, having low threshold of tolerance, unable to bond or show empathy, impulsive, exploitive, unable to maintain relationships and irresponsible. Prevalence is 3% for male and 1% for female population. Instead of focusing on the legal part, trying to understand the underlying issues and organizing the data using psychodynamic evaluation would be helpful to understand the patient and the disorder better. Hence, this situation might be affective in increasing the treatment success and facilitate social readaptation. The case was brought to treatment on the demand of appointment of a legal guardian following running away from home, lying and after being formally charged. The psychological formulation of a 19-year-old woman who faced many problems due to her antisocial behavior is presented in this work

    Novel N-(1-thia-4-azaspiro[4.5]decan-4-yl)carboxamide derivatives as potent and selective influenza virus fusion inhibitors

    Özbil, Mehmet (Arel Author)Hemagglutinin is the surface protein of the influenza virus that mediates both binding and penetration of the virus into host cells. We here report on the synthesis and structure-activity relationship of some novel N-(1-thia-4-azaspiro[4.5]decan-4-yl)-carboxamide compounds carrying the 5-chloro-2-methoxybenzamide structure, designed as influenza virus fusion inhibitors. The carboxamides (1a-h, 2a-h) have a similar backbone structure as the fusion inhibitors that we reported on previously. Compounds 2b and 2d displayed inhibitory activity against influenza A/H3N2 virus replication (average antiviral EC50: 2.1 mu M for 2b and 3.4 mu M for 2d). Data obtained in the hemolysis inhibition assay supported that these compounds act as inhibitors of the influenza virus hemagglutinin-mediated fusion process

    YEREL YÖNETİMLERDE TÜRKİYE’NİN MODERNLEŞMESİ VE STRATEJİK PLANLAMA

    Modern anlamda yerel yönetim geleneğinin varlığından Osmanlı Devleti döneminde bahsetmenin zor olduğu hep belirtilen konu olmuştur. Bununla birlikte yerel idari birimler olarak isimlendireceğimiz bu hizmetleri gören benzer teşkilatlar bulunmaktadır. Osmanlı Devlet’inde belediyecilik anlayışı Geleneksel Dönem ve Tanzimat Sonrası Dönem olarak devamında ise Cumhuriyetin kuruluşu ile mevcut günümüze kadar olan süre zarfını değerlendirmek yerinde olacaktır. Değişimin hızla yaşandığı dünyada, bu değişime ayak uydurmakta zorlanan kamu kesimi daha etkin kamu hizmetleri sunmak amacıyla kendini yenileme ve gözden geçirme ihtiyacı içinde hissetmiştir. Yerel yönetimlerin, kendi etkili ve etkisiz yönlerini; dış çevrelerinde meydana gelen vakaları, kriz ve tehditleri sürekli olarak çözümleyerek güncel değişimler karşısında tedarikli olmalarını ve bu sayede güçlü kalmalarını sağlayan bir yöntem olarak stratejik planlama anlayışı etkinlik ve verimliliği artırma amacıyla uygulanmaya başlamıştır. Stratejik planlama, daha sonrasında, yeni kamu işletmeciliği anlayışının ağırlık kazanması sürecinde geleneksel kamu yönetiminin ağırlığını kaybetmiş olup, yeni kamu işletmeciliği kamu yönetimi alanına girmiş ve uygulanmaya başlamıştır. Türkiye'de stratejik planlama zamanla ulusal planlama sistemi içine yer edinmeye başlamış, bu maksatla yasal ve yönetsel altyapısı oluşturulmuş ve kamu kurumları için stratejik planlama zorunlu hale getirilmiştir. Küreselleşme ve sonucunda rekabetin olduğu tüm alanlarda stratejik planlama nosyonu önem kazanmıştır. Stratejik planlama sürdürülebilir rekabet üstünlüğü sağlamak ve geleceğin belirsizliklerini minimum seviyeye indirmek açısından oldukça önemlidir. Bu çalışmada, yerel yönetimlerin geçmişten günümüze kadar geçirdiği modernleşme evreleri anlatırken, hem de yerel yönetimlerin ayakta kalmalarının olmazsa olmazı stratejik planlamanın önemi ele alınmaktadır

    Türkiye Enflasyon Görünümüne İlişkin Bir Değerlendirme; Reel Efektif Döviz Kuru İle Tüketici Fiyat Endeksi Arasındaki İlişkinin Analizi

    Türkiye’de, 2006 yılından itibaren uygulanan “Enflasyon Hedeflemesi” rejimi ile enflasyonda belirgin bir iyileşme sağlanmıştır. Ancak, 2016 yılı ikinci yarısından itibaren ve özellikle 2018 yılında döviz kurunda Türk Lirası aleyhine yaşanan aşırı değerlenme, enflasyonda yukarı yönlü trendi desteklemiş, 2018 yılsonu enflasyon oranı %20,30 seviyesinde gerçekleşmiştir. Türkiye Cumhuriyeti Merkez Bankası (TCMB) tarafından, para politikası faiz oranlarında belirgin bir faiz artırımı yapılmış; Rezerv Opsiyon Mekanizması (ROM) kapsamında dövize ilişkin üst sınırın indirilmesi ve yabancı para zorunluk karşılık oranlarının arttırılması gibi adımlar atılarak, kurdaki yukarı hareketler sınırlandırılmaya çalışılmıştır. Bu çalışmanın amacı, reel efektif döviz kuru ile tüketici fiyat endeksi arasındaki ilişkinin, 2003:01-2018:12 dönemi aylık verileri esas alınarak ve Fourier ADF birim kök, Fourier SHIN kointegrasyon ve Fourier Granger nedensellik testlerinin kullanılarak analiz edilmesidir. Çalışma sonuçları, reel efektif kur ve tüketici fiyat endeksi arasında kısa ve uzun dönemli ilişki olduğunu göstermektedir
