MOROSIDAD DE LA CARTERA AGR\ucdCOLA DE LA BANCA EN VENEZUELA PARA EL PERIODO 1995-2014
Get PDFLa producci\uf3n agr\uedcola depende del cr\ue9dito. La morosidad es negativa: el productor no produce y la banca disminuye ingresos y aumenta costos administrativos. Este estudio analiza la morosidad de la cartera agr\uedcola de la banca en Venezuela, entre 1995-2014. La investigaci\uf3n fue descriptiva, no experimental, longitudinal de tendencia, basada en estad\uedsticas de SUDEBAN, BCV y FEDEAGRO, reforzada con bibliograf\ueda y noticias. Los resultados se\uf1alan la existencia de pol\uedticas de refinanciamiento y ayudas al productor moroso, que pudieron propiciar riesgo moral. El \uedndice de morosidad (los vencidos m\ue1s en litigio entre la cartera de cr\ue9ditos bruta) representa 3,48% en promedio de la serie. Los vencidos ocurren con dos cuotas de pagos atrasadas, representan un 3%. Los cr\ue9ditos en litigio est\ue1n en el departamento legal del banco constituyen un 0,48%. De los a\uf1os bajo estudio se evidencia dos periodos de mayor morosidad que fueron: 1998 al 2002 y el 2009 al 2011, siendo el m\ue1ximo de 9,24 en 1999. Se observ\uf3 una alta morosidad en comparaci\uf3n con otros sectores de la econom\ueda entre 2010 al 2014. La diferencia de la morosidad por sector, los bancos p\ufablicos tienen mayor morosidad que los privados para todos los a\uf1os, el BAV posee una morosidad muy alta, que puede deberse a sus objetivos como banca especializada en el sector. La correlaci\uf3n entre morosidad y las tasas de inter\ue9s agr\uedcola preferencial es de 0,81 se considera significativo. La correlaci\uf3n entre la morosidad con respecto a la producci\uf3n -0,35 que no es significativo, pero si negativo. En conclusi\uf3n, la morosidad agr\uedcola es importante y debe ser manejada para disminuir el riesgo de cr\ue9dito y garantizar la producci\uf3n agr\uedcola. Mientras m\ue1s concentraci\uf3n crediticia existe, mayor es el riesgo covariante, el \uedndice de morosidad en el sector agr\uedcola es mayor por tanto requiere mayor informaci\uf3n, corresponsabilidad y manejo de riesgos.

ABSTRAC
Agricultural production depends on credit. Delinquency is negative: the producer does not produce and the bank decreases revenues and increases administrative costs. This study analyzes the delinquency of the banking portfolio in Venezuela between 1995 and 2014. The research was descriptive, not experimental, longitudinal trend, based on statistics from SUDEBAN, BCV and FEDEAGRO, reinforced with bibliography and news. The results point to the existence of policies of refinancing and aid to the slow producer, which could lead to moral hazard. The delinquency rate (the most disputed loses among the gross loan portfolio) represents 3.48% in average of the series. The losers occur with two installments of arrears, representing 3%. The credits in litigation are in the legal department of the bank constitute 0.48%. From the years under study, two periods of greater delinquency were observed: 1998 to 2002 and 2009 to 2011, with a peak of 9.24 in 1999. High delinquency was observed in comparison with other sectors of the economy between 2010 and 2014. The difference of the delinquency by sector, the public banks have more delinquency than the private ones for all the years, the BAV has a very high delinquency, which can be due to its objectives like specialized banking in the sector. The correlation between NPLs and preferential agricultural interest rates is 0.81 is considered significant. The correlation between the delinquency with respect to the production -0.35 that is not significant, but if negative. In conclusion, agricultural non-performing loans are important and must be managed to reduce credit risk and guarantee agricultural production. The greater credit concentration exists, the greater the covariance risk, the default rate in the agricultural sector is greater, therefore, it requires more information, co-responsibility and risk management.

Estos v\uednculos inician con el Dr. Luis Razetti y su legado que trasciende en el tiempo a trav\ue9s de sus disc\uedpulos. Se describen los hechos y personalidades que ejercieron influencia en las etapas de pregrado, ejercicio en el medio rural y postgrado del Dr. Finizola Celli destac\ue1ndose las lecciones generadas en cada momento, manteniendo las bases doctrinarias como premisa fundamental.

ABSTRACT
We present a network of indirect and direct relationships between important persons in Venezuelan medicine since the early twentieth century and Bartolom\ue9 Finizola Celli, founder of the Cardiovascular Program of the Lara state. These relationships began with Dr. Luis Razetti and his legacy that goes through time by his disciples. We describe the events and personalities that influenced Dr. Bartolom\ue9 Celli during three periods of his life: university medical studies, practice in the rural areas and postgraduate cardiology studies. We highlight the lessons learned in each period, maintaining the basic doctrine as a fundamental condition.

No full textLa denominada "Carta de Jamaica", uno de los m\ue1s importantes documentos del pensamiento pol\uedtico de la Emancipaci\uf3n Hispanoamericana, llego en 2015 a los doscientos a\uf1os de haber sido escrita por el Libertador Sim\uf3n Bol\uedvar. El prop\uf3sito de este ensayo es estudiar las condiciones hist\uf3ricas que dieron origen a este documento, el cual abordamos como el proyecto pol\uedtico de Bol\uedvar en la lucha por la Independencia y la Emancipaci\uf3n Hispanoamericana. En ese sentido, Despu\ue9s de caracterizar la situaci\uf3n pol\uedtica que se
viv\ueda en Europa y Am\ue9rica, y pasar revista del estado en que se encontraban las fuerzas militares en pugna en Venezuela y la Nueva Granada en 1815, tratamos documentalmente de explicar las razones geopol\uedticas que llevaron a Bol\uedvar a dirigirse a Jamaica, sus actividades en pro de la causa independentista en esa isla bajo dominio ingles, para finalmente analizar - en ese contexto - los argumentos expuestos por el Libertador y su proyecci\uf3n en la historia del pensamiento pol\uedtico latinoamericano y caribe\uf1o a doscientos a\uf1os de su redacci\uf3n.

ABSTRACT
The socalled "Carta de Jamaica" is one of the most important documents of the Political Thought of HispanicAmerican Emancipation, which arrived in 2015 two hundred years after being written by the Liberator Simon Bolivar. The purpose of this essay is to study the historical conditions that gave rise to this document, which we tackled as the Political Project of Bolivar in the struggle for Independence and Hispanic American Emancipation. In that sense, after characterizing the political situation that was lived in Europe and America and reviewing the state in which the military forces were fighting in Venezuela and New Granada in 1815, we tried to explain the geopolitical reasons that led to Bolivar to go to Jamaica, his activities in favor of the independence cause in that island under English rule, to finally analyze in that context the arguments presented by the Liberator and his projection in the history of Latin American and Caribbean political thought to two hundred years of its writing.

FORMACION CIUDADANA DEL NI 1O Y ADOLESCENTE: RESPONSABILIDAD SOCIAL DE LA ESCUELA B\uc1SICA VENEZOLANA
Get PDFLa escuela forma personas que puedan convivir en un clima de respeto, tolerancia, participaci\uf3n y libertad, capaces de integrar el conocimiento y la valoraci\uf3n \ue9tica y moral, que sean ciudadanos respetuosos de las normas jur\ueddicas que fortalecer\ue1n su participaci\uf3n social, desaf\uedo primordial de los pa\uedses con sistemas democr\ue1ticos. El objetivo de esta investigaci\uf3n es interpretar las implicaciones de la responsabilidad social de la escuela en la construcci\uf3n de ciudadan\ueda. Se fundamenta en los enfoques te\uf3ricos sobre moral, \ue9tica y responsabilidad social, de los investigadores venezolanos G\uf3mez (2005, 2008) y Gu\ue9dez (2002, 2006); sobre principios y liderazgo de Covey (2002) y Senge (1993); sobre educaci\uf3n de Berguer, Luckman (1968) y Mor\uedn (2002). La metodolog\ueda se aborda desde una orientaci\uf3n etnogr\ue1fica dentro del enfoque interpretativo. Se realizaron entrevistas no estructuradas, abiertas y flexibles a docentes y directivos de Educaci\uf3n B\ue1sica de la Unidad Educativa Nacional "Tom\ue1s Liscano" de Qu\uedbor, Municipio Jim\ue9nez del estado Lara. Del an\ue1lisis de los relatos emergen las categor\uedas de an\ue1lisis: Socializaci\uf3n del Estudiante, \uc9tica del Docente, Participaci\uf3n Social de la Escuela. Como reflexi\uf3n final no definitiva infiero: la escuela es el centro de socializaci\uf3n por excelencia, los estudiantes son objeto de los procesos de internalizaci\uf3n, objetivaci\uf3n y legitimaci\uf3n del orden social, desde el cual se transmiten las normas y los valores de su cultura, de acuerdo a intereses individuales y colectivos; la crisis de valores de la sociedad venezolana actual provoca una ruptura \ue9tica en los docentes: inconsistencia entre el decir y el hacer, bajo compromiso con la escuela y falta de responsabilidad con la comunidad; muchos han deca\ueddo en su papel de formadores de ciudadanos fundamentados en valores universales, obligaci\uf3n del Estado venezolano.

ABSTRACT
The school trains people who can live together in a climate of respect, tolerance, participation and freedom, capable of integrating knowledge and ethical and moral valuation, who are citizens respectful of the legal norms that will strengthen their social participation, a primary challenge for the countries with democratic systems. The objective of this research is to interpret the implications of the social responsibility of the school in the construction of citizenship. It is based on the theoretical approaches on morals, ethics and social responsibility of the Venezuelan researchers G\uf3mez (2005, 2008) and Gu\ue9dez (2002, 2006); on principles and leadership of Covey (2002) and Senge (1993); on education by Berguer, Luckman (1968) and Mor\uedn (2002). The methodology is approached from an ethnographic orientation within the interpretive approach. Unstructured, open and flexible interviews were conducted with teachers and directors of Basic Education of the National Education Unit "Tom\ue1s Liscano" of Qu\uedbor, Jim\ue9nez Municipality of Lara State. From the analysis of the stories emerge the categories of analysis: Student Socialization, Teacher Ethics, School Social Participation. As a final non-final reflection I infer: the school is the center of socialization par excellence, students are the object of the processes of internalization, objectification and legitimization of the social order, from which the norms and values of their culture are transmitted, in accordance to individual and collective interests; the crisis of values of the current Venezuelan society provokes an ethical rupture in the teachers: inconsistency between saying and doing, under commitment with the school and lack of responsibility with the community; Many have declined in their role as educators of citizens based on universal values, an obligation of the Venezuelan State.

EL DEPORTE RECREATIVO DESDE LA VISI 3N DE LOS ACTORES SOCIALES EN EL CONTEXTO UNIVERSITARIO
Get PDFLa presente investigaci\uf3n tiene como prop\uf3sito generar reflexiones sobre visi\uf3n que tienen los docentes sobre el deporte recreativo en el contexto universitario, la misma se encuentra enmarcada en el paradigma interpretativo bajo un enfoque cualitativo, con la implementaci\uf3n del m\ue9todo fenomenol\uf3gico hermen\ue9utico. Para obtener la informaci\uf3n se aplic\uf3 la t\ue9cnica de la entrevista semiestructurada a los actores sociales quienes son especialistas en Educaci\uf3n F\uedsica y Deporte egresados de la Universidad Pedag\uf3gica Experimental Libertador - Instituto Pedag\uf3gico de Barquisimeto. Para su organizaci\uf3n e interpretaci\uf3n se utiliz\uf3 categor\uedas de an\ue1lisis y los respectivos hallazgos contenidos en ellas, as\ued como tambi\ue9n, se realiz\uf3 la triangulaci\uf3n por categor\uedas de an\ue1lisis y la contextualizaci\uf3n de toda la informaci\uf3n. Deriv\ue1ndose que se deben propiciar la diversificaci\uf3n del deporte recreativo en la universidad para el mantenimiento de la salud f\uedsica de los estudiantes, as\ued como el fortalecimiento de los lazos de amistad a trav\ue9s de una educaci\uf3n deportiva orientada hacia toda la poblaci\uf3n, afianzando adem\ue1s ente otros aspectos las organizaciones deportivas no federadas, vinculando a la universidad con las comunidades; considerando que estas actividades se encuentran en v\uedas de auto organizaci\uf3n con apoyo interinstitucional.

ABSTRACT
This research aims to generate reflections on vision with teachers on recreational sport in the university context; it is framed in the interpretative paradigm under a qualitative approach to the implementation of hermeneutical phenomenological method. For information the technique of semi-structured interview to social actors who are specialists in physical education and sport graduates of the Pedagogical University Experimental Libertador Pedagogical - Institute Pedagogical of Barquisimeto was applied. categories of analysis and the respective findings contained therein were used for organization and interpretation, and triangulation is also performed by categories of analysis and contextualization of all information. It is derived which should promote diversification of recreational sport in college for maintaining physical health of students, as well as strengthening the bonds of friendship through sport oriented education across the population, and consolidating entity other respects non-federated sports organizations, linking the university with communities; considering that these activities are in the process of self-agency support organization.

GESTI 3N DE DATOS DIFUSOS: ATRIBUTOS TIPO 2 Y TIPO 3 EN BASES DE DATOS RELACIONALES
Get PDFEl proyecto "Desaf\uedo del Modelo Relacional Difuso" tiene como objetivo dar soluci\uf3n a problemas abiertos sobre el tratamiento de datos difusos en bases de datos relacionales. En el presente trabajo se reportan varios resultados de este proyecto. Algunos conciernen a datos difusos Tipo 2, los cuales son basados en distribuciones de posibilidad. Otros son sobre datos Tipo 3, basados en relaciones de similitud. Uno de los resultados m\ue1s emblem\ue1ticos es un prototipo de Gestor de Bases de Datos para manejo de datos difusos. Este prototipo es llamado fuzzydoDB y consiste en una extensi\uf3n a PostgreSQL. Esta extensi\uf3n soporta consultas con ordenamiento y agrupamiento sobre datos difusos Tipo 2 y Tipo 3. Adicionalmente, se muestra un portal web tambi\ue9n llamado fuzzydoDB, cuya finalidad es dar a conocer los resultados del proyecto.

ABSTRACT
The project "Challenges of the Fuzzy Relational Model" aims to solve open problems about the treatment of fuzzy data in relational databases. In the present work several results of this project are reported. Some concern with Type 2 fuzzy attributes, which are based on probability distributions. Others are on Type 3 fuzzy data, based on similarity relationships. One of the most emblematic results is a prototype of Database Management System for fuzzy data management. This prototype is called fuzzydoDB and consists of an extension to PostgreSQL. This extension supports queries with ordering and grouping on Type 2 and Type 3 fuzzy data. Additionally, a web portal also called fuzzydoDB is shown, whose purpose is to publicize the results of the project.
