    Due to the importance of the nature of the relationship libraian/service, the subject of digital documentary mediation has occupied many specialists and researchers in the world as the profession and future activity of the library, but the latter requires the composition and qualification of human cadres possesses, the capabilities and skills that qualify them to provide services to meet the needs of users; Which have become increasingly complex and varied with the developments in the field of digital publishing and ways to introduce and make it available, and because the processes of education and training will be very important, in order to develop the managerial and creative skills necessary to provide information services in the Digital environment. This is a major challenge for university institutions, especially library and information departments, which will have the greatest burden of teaching students new facts, knowledge and skills that will enable them to deal with this environment with sufficient awareness. Therefore, the paper seeks to answer the following main question: Are libraries training bodies taking into account recent developments in librarians roles in the digital environment?     شهد العالم في السنوات الأخيرة العديد من التحديات المعلوماتية ذات الأبعاد الاقتصادية، الاجتماعية، الثقافية، والعلمية، وما يهمنا في البعد التعليمي العالي والأكاديمي، أن التحديات المعلوماتية قد شكلت بأبعادها المختلفة ضرورة مواكبة الجامعات للتقدم التكنولوجي بجميع مدخلاته، وعملياته ومخرجاته، خصوصا في ضوء عجز النظام الحالي التقليدي عن مواجهة التحديات التي أفرزēا تقنية المعلومات والاتصالات، وتحول العالم إلى مجتمع المعرفة. وتتمحور إشكالية الدراسة في دراسة الوضع الراهن للجامعات الجزائرية ومدى اهتمامها بتعليم الثقافة المعلوماتية، وإدخال التقنيات الحديثة على البرامج والمقررات الجامعية وتأثيرها على هيئة التدريس. كما تكمن أهمية الدراسة في تحقيق جملة من الأهداف أهمهـا، معرفـة الثقافـة الإلكترونيـة المسـتخدمة في جامعـة قسـنطينة 2والمطبقـة في المنـاهج والـبرامج لتهيئـة اĐتمع للتقبل والتفاعل مع هذا النمط من التعليم، ودراسة مهارات التعليم الإلكتروني لدى منتسـبي جامعـة قسـنطينة ، 2بالإضـافة إلى دراسـة واقـع اسـتخدام وسائل التكنولوجيا الحديثة في دعم البرامج الأكاديمية والعلمية. ولمعرفة واقع العملية التعليمية في ظل الثقافة المعلوماتية من وجهة نظر الأساتذة المبحوثين من أجل تطوير أنماط التعليم وأساليبه في جامعة قسنطينة 2عبد الحميد مهري، استعملنا منهج دراسة الحالة، أين قمنا بإجراء دراسة ميدانية بمعهد علم المكتبات والتوثيق، وكلية التكنولوجيات الحديثة للمعلومات و الاتصال بجامعة قسنطينة .2وقد توصلت الدراسة إلى عدد من النتائج أهمها أن للجامعة بشكل عام وجامعة قسنطينة 2عبد الحميد مهري دورا مهما في تعليم الثقافة المعلوماتية، كذلك يجب عليها الاهتمام بالبرامج الأكاديمية وتحديثها والتي تعمل علي تغيير الجامعة نحو الأفضل، ومسايرة التطور الكبير في مجال التكنولوجيا والثورة المعلوماتيةDuring the last years, the world faced numerous informational challenges in terms of economic, social, cultural and scientific dimensions. What interested us in the academic higher educational dimension were the informational challenges that constituted with their various dimensions a necessity for universities to cope with technological progress via all its inputs, procedures and outputs at the moment where the present traditional system failed in confronting the challenges generated by the information and communication technology: the world has become a knowledge society. The study of the present state of Algerian universities in terms of teaching information literacy and integrating modern techniques in the academic programs with their effects on the teaching staff constituted a real problem. Our study attempted to identify the type of information literacy adopted by the University Constantine 2 via its programs and the modern technological means used to support these programs. We adopted the case study approach in our study that was carried out at the University Constantine 2 precisely at the Institute of Library and documentation science and the faculty of news technologies. Our population of the study consisted of a sample of university teachers. We were able to obtain significant results that showed the important role played by the University Constantine 2 in teaching information literacy and in coping with technological progress.5218320

    An Incremental Approach for the Extraction of Software Product Lines from Model Variants

    In practice, a large amount of Software Product Lines (SPLs) are developed using a bottom-up process. In this case, an SPL is synthesized from similar product variants that are developed for SPL using ad hoc reuse techniques such as copy-paste-modify. In this paper, we present an approach for migrating existing product variants into an SPL. This approach is applied on models and it takes as input a set of models that abstract the product variants. The result of the approach is a software product line represented by the SPL model and the variability model. SPL model is the result of merging input product models. The variability model is a Feature Model (FM) allowing the specification of the variability on the SPL model. We propose to construct the SPL in an incremental way. After an initialization step, the set of input products are integrated in the SPL one after another. To integrate a new product, we first compare the input product model with the SPL model in order to identify the variability, and then we update both the SPL model and the variability model. The approach is implemented and evaluated on a case study

    Technological innovation had led to many changes that made the digital environment a place where the ways to open access to the digital information stored in the institutional repositories and the libraries catalogs and OPACs, so that, the information resources can be found and discovered. Discovery tools emerged as a result of the proliferation of digital information published in the world wide web and the changing ways of organizing the growing amount of data and information in a way that can be retrieved easily by users on the web, the different types of information formats that characterized the semantic web environment today has made information resources a more challenging task to be discovered in the time needed for the users. However, in the recent years many tools and platforms have been developed to improve and optimize discoverability and accessibility and enhance the search process to enrich the search results. The web searching process has undergone important changes such as the OPACS and Digital Repositories being adopted as discovery tools to develop the user‟s perspectives in finding the resources they need. This study is carried out to evaluation the ways institutional repositories use to improve the discovery of resources in different location where those resources can be found, discovered and retrieved by users to meet their information needs

    Towards an optimal set of initial weights for a Deep Neural Network architecture

    Modern neural network architectures are powerful models. They have been proven efficient in many fields, such as imaging and acoustic. However, these neural networks involve a long-running and time-consuming process. To accelerate the training process, we propose a two-stage approach based on data analysis and focus on the gravity center concept. The neural network is first trained on reduced data represented by a set of centroids of the original data points, and then the learned weights are used to initialize a second training phase of the neural network over the full-blown data. The design of deep neural networks is extremely difficult, and the primary objective is to achieve high performance. In this study, we apply the Taguchi method to select good values for the factors required to build the proposed architecture.290640342

    لقد افرز التطور التكنولوجي والانفجار المعلوماتي العديد من المخاطر والتجاوزات التي تهدد المحتويات الرقمية، فظهرت الجريمة المعلوماتية كأهم هذه المخاطر مسببة إرهاقا للحقوقيين ومهندسي المعلومات من جهة، ولمستفيدي الانترنت من جهة أخرى، بسبب طبيعتها المتخفية، الأمر الذي يسبب معاناة الكثير جراء تبعاتها، فأصبحت مؤسسات أمن المعلومات في صراع زمن، وصراع مع التغير والتطور المتلاحق للجريمة الالكترونية. فبالرغم من عدم وضوح حدودها، إلا أنها امتداد للجرائم التقليدية، لكن بأساليب ووسائل يصعب تعقبها كما يصعب معاقبة فاعلها بسبب تخفي الأدلة. فلا يمكن نفي الايجابيات التي يوفرها الفضاء الافتراضي الذي يمكن أي شخص من النشر من أي مكان وفي أي زمان، إلا انه يطرح العديد من المخاطر خاصة سرية وأمن المعلومات المنشورة وغير المنشورة، حيث سنت في هذا الإطار قوانين للردع والعقاب. كما يعمل مطورو التقنيات التكنولوجية على تحيين وابتكار طرق للحماية يوميا لحفظ سرية وممتلكات الأفراد، المجتمعات والحكومات. ومنه، تطرح التساؤلات الموالية: ما هي الجرائم المعلوماتية؟ وما أسبابها؟ وكيف يمكن محاربتها؟ وما هي التحديات التي يواجهها العالم المعاصر لمواجهة هذه الجرائم؟Technological development and information explosion have created many risks and abuses that threaten digital content. Cybercrime has emerged as the most important problems that cause fatigue for jurists and information engineers on the one hand and for Internet users on the other hand; because of their hidden nature, but those affected are suffering from them. Companies and institutions providing information security programs have become in conflict with time and in conflict with change and continuous development of cybercrime. Although their borders are unclear, they are an extension of traditional crimes; but in ways and means hard to track .It is also difficult to punish the perpetrators because of the lack of evidence that often convicts them.     شهد القرن الحالي تحولات جذرية نتيجة تطور تقنية المعلومات. ولقد عكس هذا التطور تحديات عديدة كانت أهمها في مجال التعليم، مفتاح المرور إلى مجتمع المعرفة. ما يقضي استحداث أنماط جديدة تساهم في التنمية، كالرفع بنوعية التعليم، لأن نشر المعرفة مرتبط بمفهوم مجتمع التعليم الذي يعتمد على التحكم في الوسائل التكنولوجية الحديثة، وكيفيات الوصول إلى المعلومة العلمية، وهو ما يعرف بالثقافة المعلوماتية. من هنا تبرز أهمية الدراسة، حيث أن الجزائر على غرار الدول العربية، حاولت نشر ثقافة المعلومات من خلال تمكينهم من كيفيات استخدام المعلومة بالاعتماد على الوسائل التكنولوجية الحديثة. ويعد قطاع التعليم العالي من القطاعات التي اهتمت بهذه القضية خاصة في إطار مشروع الحكومة الإلكترونية، لذلك تحاول هذه الورقة العلمية الكشف عن الاستراتيجية التي تبنتها الجامعة الجزائرية، بغية نشر ثقافة المعلومات لدى الطلبة، حيث تهدف إلى الإجابة على الطرح الموالي: ما هي المجهودات والمبادرات التي تبذلها مؤسسات التعليم العالي الجزائرية على العموم، وجامعة قسنطينة 2ممثلة في المكتبة المركزية على الخصوص لنشر الثقافة المعلوماتية؟. حيث أبرزت الدراسة أن مؤسسات التعليم العالي بادرت بالفعل إلى الاهتمام بنشر الثقافة المعلوماتية، سواء بشكل مباشر أو غير مباشر، إلا أنها تبقى غير كافية بالنظر للمعيقات التي تواجهها.The development of information technology reflected many challenges in the education, the key to passing to the knowledge society. This requires the creation of new patterns, such as raising the quality of education. Hence the importance of the study, as Algeria, like the Arab countries, tried to spread the culture of information by enabling them to use the information using modern technological means.     Towards a Distributed Solution to the Multi-Robot Task Allocation Problem with Energetic and Spatiotemporal Constraints

    This paper tackles the Multi-Robot Task Allocation problem. It consists of two distinct sets: a set of tasks (requiring resources), and a set of robots (offering resources). Then, the tasks are allocated to robots while optimizing a certain objective function subject to some constraints; e.g., allocating the maximum number of tasks, minimizing the distances traveled by the robots, etc. Previous works mainly optimized the temporal and spatial constraints, but no work focused on energetic constraints. Our main contribution is the introduction of energetic constraints on multi-robot task allocation problems. In addition, we propose an allocation method based on parallel distributed guided genetic algorithms and compare it to two state-of-the-art algorithms. The performed simulations and obtained results show the effectiveness and scalability of our solution, even in the case of a large number of robots and tasks. We believe that our contribution is applicable in many contemporary areas of research such as smart cities and related topics.21

    The archival chain in the traditional environment has always experienced many problems, from receiving documents within the archive establishment, applying scientific and technical processing, then the production and preservation of research means and tools to the extent that they are made available and the provision of services to beneficiaries, both in presence (direct-access) or through internal or external information networks; With the emergence and spread of technology of various types, forms and pattern of use, various States, through their institutions and boards, have initiated their incorporation into their activities and services. This is in order to obtain the privileges it provides, especially in terms of saving effort and reducing the processing time of documents and files whether combined or dispersed . Algeria, like the rest of the world, has entered the digital environment by developing a global national policy called "Algerian electronic policy" starting in 2013. It aims through it to modernize the management and administration of all State institutions and boards, improve and develop their services, and seek to design and develop a unified national computing system in preparation for the application of electronic government. The Constantine Department of Education is a governmental department that has a great impact on the life of the community, where it manage a sector comprising schools and institutes to teach future generations, In addition to the large scale of the sector, which includes a significant number of managerial staff in different grades and ranks, not to mention the pupils, all that result on a large volume of documents produced and handled at the level of the department itself. In its various internal and external services and offices, or at the level of the educational institutions of the department on the territory of the Wilaya. Where the Department of Education has been involved in the experiment since 2014 by implementing a project to computerize its archives, has designed, and developed a database to facilitate the control of its documentary assets and to seek to develop and improve its service offerings . Our study aims to explore everything related to the computing project, starting with knowledge of its motivations and reasons, the possibilities available to embody it, and then evaluate its role in changing the service supply in the archive office and to identify its future perspectives and phases. In our study, we employed descriptive method using the analysis approach because it is most appropriate for such research, and we conducted two interviews with the author of the archive office, the second with the assistant computer engineer. The study showed that the computing project suffers from a big delay in achieving it, as it did not exceed 3.79%, although five years have passed since it was launched. Among the most prominent factors that obstruct its progress and prevented it from achievement on time are mainly the insufficient human, financial, material and technical resources in the project. Also, the lack of harmony and concordance between the latter and the digital ground of the national education sector, which negatively reflected the service supply in the archive office. Consequently, the study suggested the necessity of developing a global (overall) strategy for restructuring the project, identifying the areas of malfunction, and consequently developing evaluation plans, and starting from planning, providing means and equipment; the implementation, then activation, and delivery of the product to the beneficiaries. The beneficiary must be involved in order to reflect his wishes and needs. Accordingly, the service supply is designed and built in the archive office.4629732
