    Through a Community Economic Development Approach: A Comparative Study Between Cikedung Village and Anyar Village, Serang Regency, Banten Province

    BUMDes refers to business entities that are wholly or partially owned by the village through direct participation to manage assets, services, and other businesses for the welfare of the community. The business owned by Anyar Village is bottled drinking water sourced directly from springs in the village, while Cikedung Village does not yet have a business and their BUMDes is still inactive. The purpose of this research is to determine the role of BUMDes in increasing the income and welfare of rural communities in Anyar and Cikedung villages. Using a qualitative research method, researchers conducted interviews and direct observation in both villages using a community economic development program approach. They concluded that BUMDes in Anyar village has played a role and contributed to village income and the welfare of the village community. Later, the success strategy of the Anyar Village’s BUMDes can be applied to the Cikedung Village’s BUMDes so that they can run actively and sustainably

    Poverty remains an economic development issue in Indonesia. One of the government strategies in poverty alleviation is through microfinance, which includes community empowerment program implemented by PT Permodalan Nasional Madani (member of Ultra-micro Holding SOE). This research aims to describe the implementation of Kampung Madani community empowerment program managed by PT Permodalan Nasional Madani. Based on the previous studies, the Kampung Madani program scheme can be considered as a prototype of empowerment program that is proven to be able to increase community income. The background of this research is the poverty condition in Indonesia and the implementation of microfinance and community empowerment program as an effort to increase the income of micro enterprises and improve the quality of life of the community. This study uses descriptive qualitative methods to identify effective community empowerment models that have a significant impact on the community. The sample used is Cibodas Village, West Bandung Regency, West Java Province, which is considered a successful representation of Kampung Madani

    The Socio-administrative Study of Indigenous People in the Implementation of Education Policy in Merauke Regency

    This research, using a socio-administrative approach, aims to provide an in-depth description of the knowledge and understanding of the dimensions of indigenous people in the implementation of public policies in the field of education in Merauke Regency. It uses a case study method with qualitative research design. The study shows that the involvement of indigenous communities, particularly the Marind people, is crucial in the implementation of public education policies. Cultural values, socio-economic conditions, and regional topography are key factors that influence the success of these policies and must be considered in both policy formulation and execution. In addition, the existent factor of the indigenous institution as a representative of the Marind community is also important to consider and involve in every policy determination, even though legally formal duties, responsibilities, and authorities of the customary council have not been accommodated, either in the form of regional regulations, regent regulations, or in the form of village regulations. This study concludes that the success of implementing public policy in the field of education in Merauke Regency is largely determined by the involvement of the Marind indigenous people. The Marind indigenous people as subjects and objects of policy implementation are important to note. The unique priorities of indigenous communities for governance are important when considering the issues they experience

    Regional Original Revenue, Government Expenditure, and Investment in Relation to Economic Growth in West Sulawesi

    Economic growth is a process in which a country’s economic conditions continuously change into conditions perceived as better over a specific period. This study aims to demonstrate the influence of local revenue, regional expenditure, and investment on economic growth in West Sulawesi. The research method employs a descriptive quantitative approach. The population and sample use are saturated or total sampling of time series data from 2017 to 2022, calculated weekly. Data analysis uses path analysis. The results show a direct influence between exogenous and endogenous variables. Local revenue and regional expenditure positively but insignificantly affect economic growth. The contribution of local revenue to the total regional budget is small compared to balanced funds or other sources, resulting in a minor impact on economic growth. The positive but insignificant regional expenditure is due to its potential contribution, which has not yet been optimized. This condition can be addressed by improving efficiency, designing more productive spending, and directing the budget to strategic sectors with both direct and long-term impacts on the regional economy. Meanwhile, investment negatively and significantly affects economic growth. This indicates that increased investment is associated with a decline in economic growth, reflecting inefficiencies, misaligned investment directions, or structural challenges in optimizing investments

    The Role of Extra-role Behavior in Improving Public Service Quality: A Literature Review

    This paper aims to critically examine the role of extra-role behavior (ERB) or organizational citizenship behavior (OCB) in improving the quality of public services in Indonesia. It uses a systematic literature review of seven relevant national scholarly articles and synthesizes findings on how various dimensions of OCB such as altruism, conscientiousness, sportsmanship, civic virtue, and individual initiative contribute to effectiveness and satisfaction within the context of public service. This study highlights the significant role of public service motivation (PSM) as a primary antecedent of OCB in Indonesia’s public sector and the influence of contextual factors such as leadership and reward systems in fostering extra-role behavior. The novelty of this review lies in the in-depth integration of national literature within the context of Indonesian public services, synthesis of the interaction between PSM and OCB dimensions, articulation of the implications of OCB dimensions on service mechanisms, contextual perspectives on OCB antecedents, and the identification of future research agendas relevant to the specific characteristics of Indonesia’s public sector. This review concludes that OCB is a crucial asset in enhancing the quality of public services and recommends that public sector organizations develop strategies that promote and appreciate employees’ extra-role behavior

    Effectiveness of Civil Servant Investigators in Enforcing Regional Regulations in West Sulawesi Province

    This research aims to analyze the effectiveness of civil servant investigators (PPNS) in enforcing regional regulations in West Sulawesi Province. Regional regulations (Perda) have an important role in regulating the administration of regional government and community life. PPNS acts as a law enforcement apparatus with the authority to investigate and prosecute violations of regional regulations. This research uses a literature review method by comparing various research results related to the effectiveness of PPNS in enforcing regional law. The results of the research show that the effectiveness of PPNS is influenced by several factors, including the capacity and competence of investigators, independence in carrying out tasks, and adequate support for facilities and infrastructure. In addition, coordination between related institutions is also an important element in creating an effective law enforcement system. However, the main challenges faced by PPNS in West Sulawesi Province are limited resources, both in terms of personnel and operational budget. In addition, the lack of public understanding of regional regulations also hinders the effectiveness of law enforcement. To increase the effectiveness of regional regulation enforcement, it is necessary to have a strategy to improve the capacity of PPNS through continuous training, as well as increased coordination between institutions and legal socialization to the community

    Infrastructure Service Quality Analysis in Improving Public Trust in South Sorong District

    This study examines the institutional performance of the Indonesian House of Representatives in carrying out its legislative function with a focus on the 2019-2024 period. Using a qualitative approach with thematic analysis, this study identifies factors that influence the effectiveness of the legislative function and explores the internal and external dynamics that shape the performance of the institution. Data were obtained through in-depth interviews with 25 key informants, documentation studies of 40 legislative products, and direct observation of the discussion process of five strategic bills. The results of the study reveal five main themes that influence the performance of the Indonesian House of Representatives: the complexity of the institutional structure, partisan political dynamics, limited technical capacity and research support, weak substantive public participation, and challenges of inter-institutional coordination. Thematic analysis shows that the complexity of the institutional structure and partisan political dynamics are determinant factors that influence other aspects. This study produces a conceptual model that describes the relationship between themes and their impact on legislative performance. The proposed recommendations include institutional structure reform, strengthening technical capacity, increasing substantive public participation, and improving inter-institutional coordination mechanisms. This study contributes to the development of a legislative institutional performance evaluation model that is contextual to the Indonesian political system and provides recommendations for strengthening institutions to improve the quality of legislation

    Organizational Citizenship Behavior in the Context of Public Administration: Implications for Organizational Performance and Human Resource Management

    Organizational Citizenship Behavior (OCB) refers to voluntary behaviors exhibited by employees outside their formal duties, which positively contribute to the success and efficiency of the organization. This literature review aims to examine the factors influencing OCB, mediating variables, and their impact on organizations in the context of public administration. The review synthesizes research findings highlighting the influence of leadership, organizational commitment, organizational culture, and individual personality on OCB. Several studies have shown that transformational leadership and servant leadership have a significant impact on increasing OCB. Leaders who empower employees and pay attention to their needs tend to encourage them to behave more proactively in the organization, both in OCB-I (individual-directed citizenship behavior) and OCB-O (organization-directed citizenship behavior). Employees’ affective commitment to their organization plays an important role in encouraging their involvement in OCB. The higher the level of affective commitment, the more likely employees are to exhibit higher OCB. In addition, a supportive organizational culture, which emphasizes cooperation, trust, and open communication, can create an environment that encourages citizenship behavior among employees. However, several factors inhibit OCB, such as misattribution and loneliness at work. Misattribution reduces supervisors’ understanding of employees’ motivations behind OCB, while loneliness can hinder interpersonal relationships that are important for collaboration and OCB. Employee personality, particularly the openness dimension, has also been found to moderate the effects of misattribution on OCB. This review provides valuable insights for public organizations in managing leadership, commitment, and organizational culture to encourage OCB and improve organizational performance

    Policy Capacity in the Special Autonomy Framework in Increasing the Empowerment of Papuan People in Sorong City: A Conceptual Analysis

    Studies on special autonomy (otsus) in Indonesia have developed in the last two decades. Several studies such as Fitra (2015) and Bivitri Susanti (2016) emphasize the construction of laws and regulations. Aspinall (2007) and Chauvel (2011) emphasized on the importance of cultural recognition and the history of marginalization as the basis for the legitimacy of special autonomy policies. In recent years, there has been a shift in focus towards governance and policy capacity as an alternative perspective to assess the effectiveness of special autonomy. The capacity model of Wu, Ramesh & Howlett (2015) is an important reference in assessing the analytical, operational, and political dimensions of local policy systems. Some of the analytical gaps are still largely untouched, such as the relative lack of studies that integrate the policy capacity approach in the analysis of specific autonomy and the lack of conceptual models that link institutional and socio-cultural structures within a single analytical framework. This study fills these gaps by developing a conceptual analysis framework related to the concept of policy capacity in the context of special autonomy. Discourse analysis approach based on a qualitative approach with an emphasis on analytical and operational capability analysis, as well as local socio-political dynamics that become the context of policy capacity. This study has made a theoretical contribution to the development of a more responsive and sustainable special autonomy policy governance, which is examined in the case of the capacity of special autonomy policies in Sorong City. Policy capacity is a fundamental prerequisite for the successful implementation of special autonomy. Capacity building should be a top priority in supporting the sustainability and effectiveness of special autonomy policies. This conceptual review shows that the success of special autonomy depends not only on the amount of authority or funding provided, but also on the extent to which local actors have the capacity to manage and utilize that authority effectively and inclusively. This is an inseparable part of efforts to increase the capacity of special autonomy policies in improving the quality and empowerment of the Papuan people in general

    The Impact of Electronic Identity Cards and the Digitalization of Certificates on Public Service Effectiveness: A Literature Review

    This study presents a systematic literature review and mapping of 21 selected academic publications from 2015 to 2025, focusing on the digitalization of public services through the implementation of electronic identity cards (e-KTP) and digital certificates. The objective was to explore how digital transformation affects the effectiveness of public administration, particularly in service delivery, transparency, and civil servant (ASN) performance. The findings highlight five key thematic areas: (1) the widespread adoption of digitalization in public services; (2) significant improvements in service efficiency and transparency; (3) multidimensional challenges to implementation, including infrastructural limitations, low digital literacy, and institutional resistance; (4) the essential role of e-governance and community e-readiness in enabling participatory and accountable systems; and (5) the positive, yet conditional, impact on ASN performance. A bibliometric analysis using VOS viewer revealed three dominant research clusters: technology-driven transformation, governance reform and public participation, and civil service capacity building. This study contributes to identifying emerging gaps, particularly in areas such as digital inclusion, ethical governance, and algorithmic oversight, and proposes strategic recommendations for future policy design and research. The results underscore the importance of an integrated, inclusive, and ethically grounded approach to digital public service innovation
