    Analysis of Citizenship Character Education in Building a Generation Concerned with Environmental and Social Issues

    This research examines citizenship character education as a strategy to build a generation that is concerned about environmental and social issues. By delving into citizenship values such as responsibility, empathy, and justice, character education is expected to create individuals who are not only aware of their environment but also actively contribute to society. Citizenship Education (PKn) plays a crucial role in shaping individuals’ characters who care about environmental and social matters. This study aims to analyze the extent to which PKn contributes to building a youth generation that has awareness and concrete actions to preserve the environment and care for others. Through literature review and case studies, this research will identify factors influencing the success of PKn in achieving these goals, as well as provide recommendations to enhance the effectiveness of PKn learning in the context of character development. The results indicate that the integration of character education into the curriculum produces a generation that is more sensitive and proactive in preserving environmental sustainability and improving social welfare

    Polycentric Governance in Investment Management in West Sulawesi Province

    The regional government of West Sulawesi Province continues to strive to encourage increased investment. However, in its implementation, it faces various challenges in polycentric governance. Therefore, this study aims to describe investment management and analyze polycentric governance in investment management in West Sulawesi Province. The research approach used is qualitative. Observations were made on various investment governance activities. Research interviews were conducted with informants involved and contributing to investment governance. Research documentation includes statistical and supporting data on investment. Data analysis consists of the stages of data collection, data reduction, data presentation, and drawing conclusions. The results indicate that the management of investment was not implemented effectively. Based on the polycentric governance approach, it shows that: First, coordination between institutions in the West Sulawesi Provincial Government has been carried out in a structured and collaborative manner with various parties, namely across regional apparatus organizations and vertical institutions. Second, distribution of authority in investment management in West Sulawesi is carried out with a clear distribution of roles and responsibilities between the provincial government, districts/cities, and related institutions. It is not effective, but it can be improved by improving coordination between institutions, increasing resource capacity, and ensuring that policies implemented are aligned at all levels of government. If this is done, investment management in the region will be more efficient and have a positive impact on economic growth

    Accountability and Transparency in the Management of Special Autonomy Funds in Asmat Regency: Implications for Public Trust

    This study explores how accountability and transparency influence public trust in the management of special autonomy (Otsus) funds in Asmat Regency, South Papua Province, Indonesia. This was a qualitative study using in-depth interviews and field observations with 30 stakeholders, including government officials, community leaders, and citizens across five districts. Key findings reveal persistent gaps in financial accountability, limited transparency mechanisms, and a direct correlation between poor governance practices and declining public trust. The study underscores the need for institutional reforms to improve reporting systems, community access to information, and participatory monitoring. These improvements are essential to strengthen legitimacy, governance credibility, and social inclusion in Papua’s development

    Collaborative Governance in Accelerating Regional Financial Access in South Sulawesi Province

    Collaboration has emerged as a strategic approach in addressing the public issues by engaging multiple stakeholders, beyond relying solely on governmental institutions. The concept of collaborative governance—particularly through the Ansell and Gash model—offers a framework to assess how actors contribute to shared governance processes through their respective roles. This study examines the strategies and roles of key stakeholders within Tim Percepatan Akses Keuangan Daerah Provinsi Sulawesi Selatan (TPAKD) of South Sulawesi Province. It explores the potential application of collaborative governance in both the formulation and implementation of policies aimed at expanding regional financial access. The key actors analyzed include the Provincial Government of South Sulawesi, the Financial Services Authority (OJK) of South Sulawesi and West Sulawesi, Bank Indonesia’s South Sulawesi Representative Office, the Regional Office of the Directorate General of Treasury (Ministry of Finance), Lembaga Penjamin Simpanan (LPS) Region III – Sulawesi, Maluku, Papua, and the banking industry. This research adopts a qualitative methodology involving field observation, document analysis, and in-depth interviews with key stakeholders, aiming to uncover their respective roles and levels of participation within the TPAKD framework. The findings suggest that the collaborative model implemented by the TPAKD in South Sulawesi has been effectively operationalized. Each actor has contributed in alignment with their institutional mandates, thereby facilitating inclusive financial access for the people of South Sulawesi Province

    Transformational Leadership in the Territorial Development of the Indonesian National Army in Makassar City

    Territorial development is one of the strategic pillars of the Indonesian Army in creating stability and strengthening national resilience, especially in complex and heterogeneous urban areas. This study aims to analyze transformational leadership in the territorial development of the Indonesian National Army in Makassar City. The research method uses a qualitative approach. Data were collected through interviews, observations, and documentation studies. Research informants include leaders and staff of Kodim, Danramil, and Babinsa as well as the community. Data analysis has been done by interactive analysis, consisting of stages of data collection, data reduction, data presentation, and drawing conclusions. The results of the study showed that in the idealized influence indicator, commanders and officers demonstrated exemplary behavior through direct involvement in social community activities. In the inspirational motivation aspect, the Kodim leadership conveyed a message of nationalism and the spirit of defending the country through counseling activities and joint roll calls, but accessibility to all levels of society still needs to be improved. In the intellectual stimulation indicator, there was a communication that encouraged community participation in the coaching program, but it was not optimal. Finally, in the individualized consideration aspect, a personal approach to the community has been carried out, but limited personnel and time are challenges so it has not been implemented effectively

    Workforce Empowerment in Digital Innovation Governance in the Management of Regional Own-source Revenue of Makassar City

    Optimal management of regional own-source revenue will encourage better regional development. In the current digitalization era, governance based on digital innovation is a key factor in increasing the amount of regional own-source revenue. Therefore, this study aims to analyze workforce empowerment in digital innovation governance in managing regional own-source revenue. This study uses a qualitative approach with a case study strategy. The research informants are the leaders and staff at the Makassar City Regional Revenue Agency, as the leading sector in regional revenue management. Data sources include primary and secondary data. Data collection through observation, in-depth interviews, and documentation. Data analysis includes data collection, data reduction, data presentation, and drawing conclusions. The results of the study show that the readiness of the Regional Revenue Agency to carry out digital innovation is not optimal. Digital innovations currently used include the PAKINTA application, payment integration with Qris and Virtual Account, electronic regional government transactions (ETPD), and digital socialization and education. From the perspective of human resource empowerment, it shows that the level of digital literacy of the State Civil Apparatus is not evenly distributed. This is also due to the lack of digitalization-based training for operators to manage various digital innovations in the Regional Revenue Agency. The organizational culture is supportive at the top level (top-down), but has not been fully integrated into the daily operational level of ASN. The reward system has not been designed to encourage ASN involvement in digital innovation structurally and systematically. These findings are obstacles in optimizing digital innovation governance in the management of Makassar City’s Regional Original Income (PAD)

    Integration of Sustainable Governance in Improving the Economy of Coastal Communities Based on Blue Economy in Southwest Papua Province

    To reduce the overexploitation of natural resources and the environment, it is necessary to pay attention to improving the economy of coastal communities based on the blue economy. This research aims to analyze the principle of integration in sustainable governance in improving the economy of coastal communities based on the blue economy in Southwest Papua Province. This research used a qualitative approach. Data collection methods included observation, in-depth interviews, and documentation. Data sources consisted of primary and secondary data, while data analysis was conducted using interactive methods. The informants in this research are stakeholders who are directly involved in improving the economy of coastal communities in Southwest Papua Province. The results show that integration in sustainable governance is realized through collaboration between local governments, traditional institutions, academics, and indigenous peoples in coastal area management. The transdisciplinary approach has begun to be applied by integrating knowledge, local cultural values, and blue economy-based policies. Blue economy-based programs such as sustainable fisheries, ecotourism, and mariculture have been implemented. However, integration still faces problems such as the lack of integrated data, weak coordination between sectors, and limited capacity of indigenous peoples. Nevertheless, the support of the special autonomy policy and the commitment of the local government is one of the key factors in improving the economy of coastal communities based on the blue economy

    Exploring the Role of Governance in Corporate Social Responsibility: Impact on Performance and Sustainable Practices

    This research explores the determinants of corporate social rsesponsibility (CSR) governance and its impact on economic and social performance, with a focus on sustainable CSR practices. The study employs a systematic literature review (SLR) methodology to synthesize existing research on CSR, governance, and its outcomes. The problem statement addresses the need for a comprehensive understanding of the factors influencing CSR, particularly focusing on corporate governance mechanisms, government regulations, and external pressures from stakeholders. This research aims to analyze how CSR practices are managed and implemented across various industries and countries, with an emphasis on achieving sustainable, social, and environmental outcomes. The methodology involves analyzing qualitative data based on the meta-analyses from peer-reviewed journals. Key theories guiding this study include legitimacy theory, which explains companies’ motivation to engage in CSR to gain social legitimacy. This approach highlights the importance of transparency, accountability, and aligning CSR practices with social expectations. The findings reveal that good corporate governance, including board independence and gender diversity, positively influences CSR effectiveness. Government intervention through strict regulations and fiscal incentives also plays a critical role in ensuring the successful implementation of CSR policies. However, challenges such as greenwashing and the gap between developed and developing countries remain, requiring a more systematic evidence-based approach to CSR evaluation. The study concludes that effective CSR requires collaboration between the private sector, government, and civil society to create a transparent and accountable system for long-term sustainability

    The Impact of Public Sector Financial Dominance on Economic Development Paths in Iraq (2004–2022)

    This research aims to analyze the impact of government financial dominance indicators (public expenditures, general budget, and public debt) on average per capita GDP in Iraq for the period 2004-2022. The study relied on an econometric methodology using the Autoregressive Time Lag (ARDL) model to measure the relationship between variables. The results showed a long-term equilibrium relationship between financial dominance indicators and average per capita income, as increasing public spending positively affects economic growth when directed towards productive investments. The results also indicated that public debt is associated with an increase in average per capita income when used to finance development projects, but exceeding 60% of GDP poses a risk to financial stability. The applied analysis revealed sharp fluctuations in the general budget due to excessive reliance on oil revenues and its impact on global crises (such as the 2008 financial recession and the COVID-19 pandemic) and security events (such as ISIS control). An increase in public expenditures was also observed with a weak direction towards infrastructure due to administrative corruption. The study provides a framework for understanding the impact of fiscal policies on the standard of living of individuals, while emphasizing the need for structural reforms to enhance the resilience of the Iraqi

    The International Monetary Fund and its Role in the Formation of Fixed Capital in Iraq

    This research aims to demonstrate the role played by the International Monetary Fund in the economies of the world countries in general and Iraq in particular, as the International Monetary Fund affects a number of development indicators, especially in Iraq, through the loans and financial credits provided by the Fund, especially the fixed capital formation indicator. The research focuses on analyzing the role of outstanding loans and the total fixed capital formation, as it becomes clear that the formation of fixed capital is positively affected by the loans and financial aid provided by the IMF, because Iraq has gone through major challenges, especially after 2003, the most important of which is its increasing dependence on the oil sector, i.e. a single sector, any fluctuations in which lead to deficits and problems that lead Iraq to external borrowing. Therefore, the International Monetary Fund has a role in the economic development path, especially in the fixed capital formation indicator for Iraq for the period 2004-2022. The deductive approach was used in the research to determine the role played by the International Monetary Fund towards the formation of fixed capital in Iraq. The research reached the most important conclusions, the International Monetary Fund contributes to the formation of fixed capital in Iraq through some loans with  The relationship, if used in investment aspects that contribute to increasing the formation of fixed capital in Iraq, as it provided loans and financial facilities, in addition to the fact that it presented a number of recommendations, the most important of which is the need to diversify the sources that enter the Iraqi budget annually and not rely on oil revenues alone
