Model of Local Original Revenue Enhancement Based on Management Capacity: A Quantitative Study of Local Revenue Growth in Southwest Papua
This study aims to analyze the effect of management capacity on increasing local revenue (PAD) in West Papua Province, focusing on six main dimensions: strategic planning, resource organization, effective leadership, program implementation, performance control, and change management. The study uses a quantitative approach with an explanatory design on 50 respondents selected through purposive sampling techniques from employees at the West Papua Provincial Revenue Agency. Data were collected through a questionnaire with a Likert scale of 1-5 that had been tested for validity and reliability. Data analysis used multiple linear regression and path analysis to test partial and simultaneous effects and identify direct and indirect effects between variables. The results show that all research hypotheses (H₁-H₇) were accepted, with management capacity proven to have a very strong influence on increasing PAD (R² = 0.966). Effective leadership (β = 0.412) and change management (β = 0.398) were the most dominant factors in the increase. Path analysis confirmed that effective leadership had the highest total influence (0.491), with direct and indirect effects through mediating variables. This finding has implications for the need to develop leadership and change management capacity as a priority in efforts to optimize PAD in new autonomous regions
Infrastructure Service Quality Analysis in Improving Public Trust in South Sorong District
Infrastructure services are the provision of services by the government to the community. The quality of infrastructure services in the region is one of the important aspects in sustainable development that is directly related to economic productivity in the region. Efficient infrastructure can strengthen regional competitiveness by attracting investment and opening up job opportunities. To ensure the sustainability of infrastructure services in the region, active community participation, cooperation between stakeholders, and policy support based on accurate data are needed. The quality of infrastructure services in a region not only supports economic activities but also functions as a primary tool to improve public accountability. Thus, efforts to improve the quality of infrastructure services must be the main focus in sustainable regional development planning. This type of research is a literature review through a meta-synthesis approach with the aim of deepening understanding of the phenomenon. Based on the results of the study, quality infrastructure services are key to supporting economic productivity, increasing regional competitiveness, and strengthening public accountability. Community participation, transparency of governance, and multi-party collaboration greatly influence the sustainability of infrastructure in encouraging public trust and improving service satisfaction. The public-private partnership model, with strengthening public trust and involvement, has proven effective in improving service quality. Therefore, sustainable regional development must prioritize the improvement of participatory and collaborative infrastructure services. Thus, it is concluded that sustainable regional development requires quality infrastructure, multi-party collaboration, active community participation, and data-based policies to increase public accountability
Towards a Collaborative Governance Model for Preventing Child Marriage: Insights from Adaptive Co-management Literature
Child marriage is a complex social issue that requires a collaborative governance approach involving multiple sectors and stakeholders. Sectoral interventions have proven insufficient in addressing the root causes of early marriage, particularly in regions with strong socio-cultural characteristics. Adaptive Co-Management, as developed by Armitage, Berkes, and Doubleday, offers an adaptive, participatory, and socially-driven governance framework. This article aims to systematically review the literature on adaptive co-management in the context of multi-stakeholder collaboration and to explore its relevance to child marriage prevention efforts. Utilizing a systematic literature review (SLR) approach guided by the PRISMA protocol, this study identifies and analyzes 43 relevant scholarly articles from the Scopus, Web of Science, and ScienceDirect databases. The main findings indicate that key elements such as local actor engagement, social learning mechanisms, and institutional flexibility are crucial for establishing effective collaborative governance. This article proposes an initial conceptual framework for an adaptive collaborative governance model that can serve as a foundation for policy formulation and child marriage prevention interventions at the local level
Agile Governance in the Implementation of Integrated Public Service Technology in Bone Regency
The modernization of public services demands governance that is responsive and adaptive to technological change. Agile governance, with its principles of flexibility, collaboration, and iteration, emerges as a strategic approach to support digital transformation in the public sector. This study aims to explore how the principles of agile governance can be contextually adopted in Bone Regency to accelerate the implementation of technology-based integrated public services. Employing a descriptive qualitative approach through a literature review of 17 national and international journals, this article identifies the core principles of agile governance, local challenges, and case studies of best practices in Indonesia. The findings indicate that adopting agile governance requires changes in bureaucratic culture, improved human resource capacity, and readiness of digital infrastructure. However, significant challenges remain, including hierarchical bureaucratic structures, disparities in digital infrastructure across regions, and low technological literacy among public officials. National case studies, such as the digital transformation of the Ministry of Finance and the Jakarta Investment and One-Stop Integrated Services Agency (DPMPTSP DKI Jakarta), demonstrate that the successful implementation of agile governance heavily depends on organizational readiness, leadership support, and human resource capacity. Contextual implementation in Bone requires adaptive strategies that integrate agile principles with local characteristics to deliver more efficient, inclusive, and accountable public services
From Clientelistic Governance to Embedded Autonomy: A Transformative Patron-client Approach in Pangkep Regency Development
This study analyzes the opportunities for transformation of patron-client relations from clientelistic governance to embedded autonomy in the context of Pangkep Regency development. Using a qualitative approach through in-depth interviews, Musrenbang observations, and document analysis, the study identifies patron-client typologies in the maritime, mining, and island sectors and their manifestations in regional development administration. The results of the study indicate that the pattern of development project allocation and decision-making is strongly influenced by patronage networks, but has the potential to be transformed through the formalization of social networks. The institutionalization of the punggawa-sawi system in coastal management and the integration of informal figures in participatory planning create a hybrid governance structure that combines the strength of traditional relations with modern administrative principles. The developed embedded autonomy model results in increased effectiveness of policy implementation and more substantive community participation. This study contributes to the theoretical discourse on the transformation of social structures in regional development and offers a practical approach to utilizing local social capital in strengthening governance capacity without ignoring traditional wisdom

Digitizing public finance is one of the latest developments announced by the Fourth Industrial Revolution, which includes technological innovations in several areas, including public spending, collecting government profits, and achieving effective public budget management. Most countries in the world are seeking to digitize finance to increase the UAE's experience, which was briefly touched upon, as it has become one of the countries distinguished by its excellence in the modern technological progress index. Iraq considers the digitization of public finances to be one of the most prominent challenges facing financial policy in Iraq. While some progress in the field of digital and electronic electronics is being made, much work is still needed to transition from traditional communications to digital electronics effectiveness of fiscal policy
Declining Intergenerational Continuity and Shifting Aspirations in Siwalan Farming: A Qualitative Rapid Ethnography from Madura, Indonesia
This research investigates the urgent issue of declining siwalan farming sustainability in Madura, Indonesia, caused by the younger generation’s reluctance to continue this livelihood. This trend threatens both the economic future of farming communities and the preservation of unique cultural practices. The research aims to explore the multifaceted reasons behind this intergenerational disengagement, specifically focusing on youth perceptions of occupational safety, inadequate wages, and shifting personal aspirations. Utilizing a qualitative rapid ethnographic approach, the study employed in-depth, semi-structured interviews with 15 young individuals from siwalan farming families, supplemented by participant observation in selected communities. Data analysis was supported by the Social Reproduction Theory and the Rational Choice Theory. Key findings reveal that the precarious nature of siwalan tapping, often performed at dangerous heights without adequate safety equipment, is a primary deterrent. Furthermore, the perceived low and unstable income, compared to urban or non-agricultural opportunities, diminishes its attractiveness. Lastly, a pervasive shift in aspirations towards white-collar jobs or entrepreneurship, fueled by increased education, steers young people away from traditional farming. This study contributes to theory by contextualizing occupational succession within hazardous traditional agriculture, while offering practical implications for targeted rural development policy. Practically, it provides actionable insights for policymakers to develop targeted interventions, such as improving safety standards, exploring mechanisms for more stable incomes, and creating skill-building programs that bridge traditional knowledge with modern opportunities, thereby potentially revitalizing youth interest and ensuring the long-term viability of siwalan farming
Measuring the Impact of Oil Revenues and External Debt on Economic Growth in Iraq for the Period (2004-2023) and the Role of Artificial Intelligence Techniques in this Context
The research dealt with measuring and analyzing the impact of oil revenues and external debt on economic growth in Iraq for the period (2004-2023). The standard results in the research were estimated and analyzed using the joint integration methodology based on the (ARDL) model to estimate the equilibrium relationship in the short and long term. The most important thing that the research reached is that the error correction parameter (1-Cointeq) for the model, which is (-0.0218), is negative, in addition to the fact that the probability value (p.value) is less than (0.05), which means that the basic condition for this parameter is met, which is its negative value and statistical significance, which means that there is joint integration between the independent variables represented by (oil revenues and external debt) towards the dependent variable, which is the subject of the research, represented by (average per capita share of the gross domestic product) as a result of the fulfillment of the two basic conditions in this test, which are the negative value and statistical significance. This means that (0.02) of errors in the short term can be corrected over time in order to reach equilibrium in the long term. Long, the oil revenue coefficient (ORL) showed a direct response with the average per capita GDP (ACGDP) index, and statistically insignificant in the long run, while the external debt coefficient indicates an inverse and insignificant response in the long run. The research included the possibility of artificial intelligence to play a vital role in improving the economic decision-making process, as the goal of this vision is how to employ artificial intelligence as an advanced analytical tool to measure the impact of oil revenues and external debt on economic growth in Iraq
The Influence of Expert Systems on the Efficiency of Accounting Information Systems and the Sustainability of Energy
This research aims to identify the influence of expert systems (ES) on the efficiency of accounting information systems (AIS), which ultimately contributes to decision making sustainability (DMS) in the energy sector, such as saving energy and reducing carbon emissions. Using a quantitative approach, this research involved 127 decision-makers familiar with the efficient use of AIS. Data was collected through a self-completed questionnaire and validated using structural equation modelling (SEM) - PLS. The research results show that expert systems positively and significantly influence AIS efficiency in industrial companies in Indonesia, which in turn can impact DMS in the energy sector. However, technological vigilance did not moderate the relationship between expert systems and AIS efficiency. This study contributes to the AIS efficiency literature by identifying factors influencing AIS network efficiency and its benefits and validating the proposed model in the context of industrial companies. The results of this research serve as a guide to explain the importance of AIS efficiency, provide practical implications, and identify opportunities for future research in energy and sustainability
Energy Efficiency and Environmental Factors in Sustainable Personal Shopper Services Decisions
The Personal Shopper Services ( Jastip) business is emerging as an essential service, providing shopping assistance for those unable to visit desired locations. This study focuses on integrating energy efficiency and environmental sustainability into the Jastip model. The research explores how lifestyle theory, social media promotion, online trust, consumer motivation, and sustainable purchasing decisions can drive eco-friendly behaviors. Surveying 250 consumers in Jabodetabek, the study employs PLS-SEM with SMART PLS 4.0 for analysis. The results indicate that lifestyle and online trust significantly impact sustainable decisions. Social media promotion also plays a critical role in emphasizing eco-consciousness. The findings suggest that incorporating energy efficiency and environmental awareness into consumer motivation enhances sustainability in Personal Shopper Services ( Jastip). This research bridges consumer behavior with environmental stewardship, advocating for greener practices in the personal shopping industry
