    Actor Network Composition in Stunting Prevention in Polewali Mandar Regency

    According to Presidential Regulation Number 72 of 2021 about the Acceleration of Stunting Reduction, which is multisectoral, efforts are being made to lower the stunting rates in Polewali Mandar Regency by involving all relevant processes and actors. Network discussion will decide the parties, organizations, and actors. ,are . The combination of actors can be interpreted as a network population where they have certain goals and have their respective roles in the network. The network actor composition approach is used to assess the diversity and influence of the number of actors in the network as a major part of the actor composition in network effectiveness. The methods used to compile this research are interviews and surveys of academic literature in the field of public administration relevant to network composition. In addition, efforts were also made to search through various sources, both from official government documents and various news in the mass media, both print and electronic, to describe practices related to network composition. The results show that the stunting prevention program is multisectoral, involving not only government agencies but also nongovernment agencies, mass media, communities, the private sector, and academics. In addition, the diversity of actors involved allows actors to exchange resources as a consequence of their limited resources

    Digital Transformation in Motor Vehicle Tax Administration: Evaluation of the e-Samsat System and its Impact on Taxpayer Compliance in Indonesia

    Digitalization in public administration in Indonesia is rapidly advancing, one of which is the implementation of digital systems in motor vehicle tax (PKB) payment. Applications such as e-Samsat, SAKPOLE, and SIGNAL are part of the digital transformation aimed at improving tax administration efficiency and taxpayer compliance. This study examines the implementation of these applications in simplifying the motor vehicle tax payment process, as well as their impact on taxpayer compliance and the effectiveness of digital governance policies. Using a qualitative approach and literature analysis, the study finds that while digital systems like e-Samsat provide easier access for taxpayers, challenges such as limited digital literacy and uneven infrastructure still hinder optimal implementation. The study results indicate that the digitalization of motor vehicle tax services can increase efficiency, transparency, and public participation in tax payments, ultimately strengthening tax compliance. However, to achieve optimal results, there is a need for improved digital infrastructure, more intensive socialization, and training for those unfamiliar with technology. This research offers recommendations to expand the reach of tax digitalization by considering technological readiness in each region and emphasizing digital education for the public

    Talent Management Research in a VUCA World: A Bibliometric and Systematic Literature Review

    This research examines the development of talent management studies within a volatile, uncertain, complex, and ambiguous (VUCA) context through an integrated bibliometric analysis and systematic literature review. Based on 231 publications from 2020 to early 2025, it identifies major patterns, thematic areas, cross-disciplinary links, and geographic trends shaping the field. The bibliometric review shows a notable increase in academic focus after the pandemic, influenced by the rising strategic role of talent management in digital changes, sustainability issues, and workforce robustness. Thematic analysis emphasizes transitioning from traditional HR practices to creating flexible talent networks, incorporating insights from business, social sciences, environmental studies, and information technology. The study also emphasizes an increasing contribution from developing nations, indicating the importance of adopting local-global talent strategies. Though comprehensive, the study recognizes limitations, such as excluding nonindexed sources and not conducting a detailed qualitative analysis. The results provide valuable insights for both researchers and practitioners seeking to develop resilient, sustainable, and adaptable talent management strategies suited to the complexities of today’s organizational environment

    Responsibility and Sanction on Accountable Governance in the Procurement of Goods and Services of the Teluk Bintuni Regency Government

    Public procurement of goods and services is intended to enable the government to fulfill its obligation to provide public infrastructure. Accountability stipulates that every activity and the final result of government administration activities through the public bureaucracy must be accountable to the public. This study aims to analyze responsibility and sanction in accountable governance for the procurement of goods and services in the Teluk Bintuni Regency Government. This research used a qualitative approach. Data collection methods include observation, in-depth interviews, and documentation. Data sources consist of primary data and secondary data. The informants in this research are stakeholders who are directly involved in the procurement of goods and services. The results of this study indicate that the procurement of goods and services in Southwest Papua Province has not been fully effective. This is because the responsibility dimension in the procurement of goods and services shows that there are limited competencies and understanding of regulations in the Regional Work Unit, delays in the procurement process, lack of coordination and commitment, lack of community participation, limited access to information, and limited capacity to report irregularities. Meanwhile, the action dimension shows that in reporting and complaints, there is a lack of protection for whistleblowers and a lack of understanding and socialization related to reporting and complaints;the reporting process is a challenge for people who do not have access and capacity

    Collaborative Governance in Locally-Based Fisheries Management: A Literature Review

    Fisheries management faces complex challenges that cannot be resolved solely through top-down approaches. This article reviews the literature on collaborative governance and local wisdom in sustainable fisheries management. The study highlights that collaborative governance—through active community participation, power-sharing, and adaptive learning—can enhance the effectiveness of fisheries management policies. Meanwhile, local wisdom provides context-specific ecological knowledge, social norms, and culturally-tested conservation practices. Although both approaches have their respective strengths, their integration is still rarely addressed in a systematic manner. This article identifies a gap in the form of the separate treatment of the two concepts and the lack of effective integrative mechanisms. The research method employed is a literature review using a thematic synthesis approach. The inclusion criteria for this study involve reviewing journal articles published in SINTA 1 and Scopus from 2006 to 2024, using keywords such as “collaborative governance,” “local wisdom,” “fisheries management,” and “community-based conservation.” This article proposes an integrated framework that combines both approaches in the planning, implementation, and evaluation of fisheries management. Case studies such as the sasi system in Papua and Maluku reveal significant potential but also expose challenges, including the erosion of traditional institutions and conflicts with external interests. The article recommends strengthening local institutions, promoting continuous learning, and integrating traditional and scientific knowledge to build a resilient and equitable fisheries management system

    The 3T regions (frontier, outermost, and underdeveloped areas) in Indonesia face significant challenges in delivering equitable and quality healthcare services. Raja Ampat Regency, as an archipelagic region in Southwest Papua, represents a clear example of these issues. This article aims to analyze the transformation of healthcare service models by integrating organizational capabilities and community-based collaborative governance. Using a qualitative case study approach, this research explores the internal dynamics of healthcare organizations and the role of local actors in building a collaborative ecosystem. The findings reveal that strengthening adaptive organizational capacity, enhancing community involvement, and fostering cross-sector synergy are key to developing responsive and sustainable healthcare services. These insights contribute to the development of contextualized healthcare models for 3T regions

    The Impact of Digital Transformation in the Financial Sector on Economic Growth in Iraq

    The research aimed to explore and measure how digital transformation in the financial sector affects economic growth in Iraq, which is assumed that emerging financial technologies have a pivotal role in influencing the economic landscape as a whole and economic growth in particular, where indicators that reflect digital transformation in the financial sector were used, including the values of transfers through the real-time gross settlement system, the values of the electronic checks clearing system, and the number of ATMs during the research period as independent variables, while the gross domestic product was relied upon as a dependent variable reflecting economic growth. The research used a number of 14 observations that were converted to quarterly in the standard aspect, because these indicators are newly restricted as they began to be used in early 2011. The (ARDL) model was used, and the most important results indicated the existence of long-term joint integration relationships between the research variables, but these relationships are characterized by weakness and their lack of effective contribution to the development and contribution to economic growth. The research recommends the necessity of investing in digital infrastructure and using technology effectively in the financial sector to support economic growth

    From Digital Exclusion to Adaptive Inclusion: Policy Innovations to Bridge Social Divides in Next-generation Regional Planning in Indonesia

    This study examines the impact of Indonesia’s digital transformation policies on regional social equity, with a focus on disparities between the Western and Eastern regions. Utilizing a comparative methodology with quantitative and qualitative data from government assessments, including the electronic-based government system (SPBE) and Indonesia Digital Society Index (IMDI) from 2022 to 2024, the research identifies spatial, institutional, and policy disparities. The analysis revealed persistent regional digital divides, with Western Indonesia consistently outperforming Eastern Indonesia in both digital readiness and citizen capacity. A positive correlation between IMDI and SPBE scores indicates that societal digital readiness and e-government maturity evolve in tandem. However, these advancements have not equally benefited all regions. The observed digital gaps reflect deeper structural inequalities, necessitating policy innovation for inclusive development. The findings underscore the importance of adaptive, context-specific interventions that align community empowerment with bureaucratic modernization. This study recommends asymmetric, capacity-building programs, performance-based digital equity grants, and the establishment of Regional Digital Transformation Zones (RDTZs) to bridge the digital equity gap and promote inclusive digital transformation in Indonesia

    Most developing countries possess numerous tourism resources; however, they often lack the means to effectively invest in this sector. By utilizing monetary policies such as money supply and interest rates, these countries can attract investment in the tourism sector. Through interest rates and money supply provided by the central bank to investors, a favorable climate for both local and foreign investment can be created. This research highlights the reality of Iraq in terms of its monetary policy and tourism investment, as well as the tourism potential it holds, represented by various types of tourist sites and how to optimally invest in them. Iraq's monetary policy relies entirely on the money supply side, yet the money supply has not been effective in achieving the government's desired goals. Tourism investment now depends largely on the available infrastructure and security, with the latter being significantly influenced by interest rates

    This research aims to examine the relationship between Intelligent management and the use of artificial intelligence technologies to improve resource management within government institutions. It focuses on analyzing the management reality of the Directorate of Nationality and Civil in Habbaniyah as a practical model, highlighting the challenges and opportunities facing the implementation of this approach. The target population in this research is represented by (75) employees at the Directorate of Nationality and Civil in Habbaniyah. The research sample consisted of (63) employees randomly selected from the research community. The research relied on a questionnaire as the primary tool for collecting data and information, which was processed and analyzed using several descriptive statistical tools, using statistical analysis software (SPSS V.23) to test the main and sub-hypotheses of the research. The field investigation was consistent with the research objectives, supporting the validity of the hypotheses and the validity of its hypothetical model, which demonstrated the existence of relationships between the studied variables. The research reached a set of conclusions, the most important of which was that artificial intelligence technologies are widely used in the directorate, particularly in the areas of automation and predictive analytics, which has helped reduce human errors and improve the efficiency of administrative processes. Considering the research findings, several recommendations were presented, most notably: "The need to expand the application of automation technologies using software robots (RPA) in routine tasks within the directorate, with the aim of reducing errors and increasing the efficiency of administrative performance. This should be achieved by adopting automated systems for data entry and processing recurring requests, and by allocating a technical team to monitor the implementation of this automation and train employees to handle it flexibly and effectively
