Strategy for Strengthening the Capacity of Government Internal Supervisory Apparatus to Increase the Effectiveness of Internal Supervision
This study aims to evaluate the capacity of the government’s Internal Supervisory Apparatus (APIP) and identify the main challenges that hinder the effectiveness of internal supervision at the South Sulawesi Police Inspectorate. In addition, this study also aims to formulate a strategy to strengthen the capacity of APIP to support more transparent, accountable, and professional police governance. This study uses a qualitative approach with a case study method, thematic analysis, and NVivo 12 Plus assistance. Data were collected through in-depth interviews, document studies, and observations. The findings of this study indicate that the effectiveness of internal supervision of APIP in the South Sulawesi regional police is hampered by various challenges, such as limited human resource competency that has not fully mastered risk-based audit techniques and information technology, lack of policies that are responsive to dynamics in the field, limited use of technology in supervision, and low cross-unit coordination that result in inconsistencies in reporting and follow-up of recommendations. Therefore, comprehensive reform is needed by strengthening human resource capacity, developing adaptive policies, and implementing more effective technology and coordination systems. Capacity-building strategies include enhancing competence through ongoing training and professional certification, preparing integrated standard operating procedures (SOPs), and utilizing information technology to improve the efficiency and transparency of supervision. These efforts are expected to foster more effective, transparent, responsive, and results-oriented internal supervision, thereby supporting the achievement of better governance
Study of Indigenous Peoples Institutions in the Implementation of Education Policy in Border Areas in Merauke Regency, South Papua Province
This study aims to find out the main duties, functions, and authorities of indigenous institutions in the implementation of border area education policies in Merauke District, South Papua Province. This research was conducted using a qualitative approach. The data sources used are primary and secondary data. The results show that education in the border area of Merauke Regency, especially for people living in local villages, is very far behind due to forestry/foraging habits and the lack of active role of indigenous institutions which have the function of “improving the quality of human resources.” This means that the functions of indigenous institutions related to education have not been fully implemented by the customary institutions. The results also found that the function of the indigenous peoples institution in Merauke district is more concerned with political issues and land buying and selling rather than dealing with educational issues, which are an important factor in the progress of a region, especially in the border area of Merauke Regency. Thus, here the role or function of indigenous peoples institutions in terms of carrying out their functions to encourage the education policy process in the border area of Merauke Regency can run according to expectations
Forms and Historical and Cultural Roles of Traditional Governance (Ondoafi/ondofolo) in the Governance of Indigenous Communities in Jayapura Regency, Papua Province
This study aims to analyze the forms and historical and cultural roles of the traditional governance of Ondoafi/Ondofolo in the governance of indigenous communities in Jayapura Regency, Papua. The traditional governance in this area holds a significant position within the social structure of the community and plays a strategic role in preserving cultural values, mediating conflicts, and regulating land and natural resource rights. The existence of Ondoafi/Ondofolo is culturally and spiritually legitimate. However, it has not been fully integrated functionally into the village governance system established by the state, especially after the implementation of Papua’s special autonomy. This study employs a qualitative approach with a case study method in several villages in Jayapura Regency. Data were collected using document studies. The research findings indicate that the traditional governance of Ondoafi/Ondofolo is characterized by genealogical and collective leadership, with roles encompassing spiritual, social, and ecological aspects. However, there is an imbalance in the relationship between traditional governance and formal governance, often leading to overlapping authority and disharmony in village development implementation. The study reveals that co-optation occurs when the government takes over customary roles without involving traditional leaders, rendering traditions merely symbolic. Hybridization occurs when customary and modern systems integrate, such as in customary deliberations involving village apparatus. Marginalization arises when customary roles are sidelined by formal policies. Institutional transformation is dynamic, encompassing co-optation, hybridization, and marginalization, reflecting the contextual interaction between customary and formal governance within village administration. Strengthening the role of Ondoafi in Jayapura Regency is carried out through accommodative policies based on local wisdom, such as the regional regulation on the recognition of traditional governance. Role optimization is achieved through the village customary council (DAK), village development planning discussions (Musrenbang) based on customary dialogue, and governance training for traditional leaders to enhance capacity and effective participation
Evaluation of Increasing Employment and Business Opportunities for Rural Communities in Pinrang District, South Sulawesi Province
This study aims to evaluate the effectiveness of the implementation of the Cash Labor Intensive Programme (PKT) and Business Capital Assistance through the Village Fund in encouraging increased employment and business opportunities in Pinrang District, South Sulawesi. Although the allocation of the Village Fund nationally increased significantly from Rp20.8 trillion to Rp72 trillion (2020) and Pinrang Regency received Rp68.9 billion, regional economic growth experienced a downward trend from 8.51% in 2012 to only 4.52% in 2022. This mismatch between budget increases and economic performance shows that the amount of funds does not automatically produce optimal development impacts. Using William N. Dunn’s policy evaluation approach, this study found that the programme has provided immediate benefits such as temporary job creation and capital support. However, long-term effectiveness has not been achieved due to lack of assistance, coordination constraints, and weak community involvement. The evaluation also revealed that the assistance has not been sufficient (adequacy), has not been equitable (equity), and has not been entirely targeted (accuracy). Therefore, improvements are suggested in various aspects, including doing local data-based planning, increasing the capacity of implementers and assistants, improving the beneficiary verification system, integrating training and business assistance, and developing partnerships and an impact-based evaluation system. This research reinforces the importance of participatory governance and strengthening village institutional capacity to realize sustainable economic development. Additionally, it provides a theoretical contribution through the integration of Dunn’s evaluation approach in the context of village-based policies
Digital Transformation of Public Services in Padang City, West Sumatra Province Through Smart City Policy
This article discusses the implementation of smart city policy in Padang City, West Sumatra Province, in the context of digitalization transformation of public services. Smart city is a city with its own investment, which consists of human and social capital, modern transportation, communication infrastructure, continuous economic development, and high quality of life, with wise management of natural resources through participatory governance. The smart city program consists of six pillars: smart governance, smart branding, smart economy, smart living, smart society, and smart environment. The category of smart city policy research problems is divided into three main dimensions of technology, human resources, and institutions. This article uses a qualitative method, and data were collected using literature studies, online journals, and archival documents in the Padang City Government. The results show that the digital transformation of public services expands the scope of the smart city sustainability model, which is related to funding, infrastructure maintenance, and sustainable innovation. Furthermore, applying the sustainability aspects of the digitalization transformation of smart city policies in Padang City can help ensure that technology-integrated services can be sustainable in the future
Public Services in the Health Sector Based on the Principles of Human-centered Governance in Jeneponto Regency
This study was carried out because the critical role of applying the principles of human-centred governance is to improve the quality and access to fairer and more responsive health services in Jeneponto Regency. This study aimed to assess the implementation and supporting and inhibiting factors of these principles in the regional health service system. This study is qualitative and uses a case study method that explores the implementation of the principles of human-centred governance in health services in Jeneponto Regency. Data were collected through in-depth interviews, participatory observations, and documentation studies, and analyzed thematically by using NVivo 12 Plus; the validity of the result was ensured by conducting source triangulation. This study proves that the application of the principles of humancentred governance in health services in Jeneponto Regency has reflected the values of empathy, transparency, accountability, and community participation that have a positive impact on citizen satisfaction and strengthen the relationship between the government and the community. Nonetheless, the actualization of these principles is still constrained by inadequate financing, lack of capacity, unmotivated health workers, poor community involvement, and cumbersome bureaucracy. Thus, local government needs to strengthen the capacity of the resource through strategic efforts, simplify bureaucratic processes, and create a more inclusive and sustainable dialogue space
The Role of E-Catalog as a Service Innovation in Enhancing Government Procurement and Empowering MSMEs: A Literature Review
The digitalization of public services drives the government to develop a more transparent, efficient, and accountable system for goods and services procurement through the e-catalog platform. This study aims to examine conceptually and empirically the role of e-catalog as an innovative tool in enhancing the quality of government procurement services and its impact on empowering MSMEs. The method used is a literature review of relevant national journals and conference proceedings. The findings show that the implementation of the e-catalog accelerates procurement processes, shortens distribution chains, and broadens market access for MSMEs. However, challenges such as limited access to information, digital literacy, and production capacity remain obstacles to optimal MSME participation. Therefore, the e-catalog needs to be strengthened with affirmative policies, technical training, and capital support to prepare MSME actors to compete in the digital procurement system
The Role of Digital Transformation in Advancing Sustainable Development in Arab Countries
This paper explores the dynamic relationship between digital transformation (DT) and sustainable development in Arab countries. As digital revolution reshapes economies and societies worldwide, Arab nations are increasingly integrating DT into their development agendas. Using the World Bank’s definition of digital development as a foundation, the study investigates how technological advancements contribute to economic growth, governance, and social inclusion across the region. Despite notable progress, nearly 30% of the Arab population remains digitally excluded, posing challenges to inclusive growth. Through a set of five hypotheses, the paper examines the role of digital infrastructure, capacity building, and collaborative ecosystems—such as the UNDP’s “Digital for Sustainable Development” initiative—in accelerating progress toward the Sustainable Development Goals (SDGs). Findings aim to identify which Arab countries are leading in digital innovation and how strategic investments in digitalization can bridge existing divides and foster long-term sustainability
The Role of Fintech in Developing the Algerian Banking Sector Lessons Learned from Global Models to Strengthen Financial Inclusion
Financial institutions in emerging markets are key to local economies and their development. The application of artificial intelligence technology works to enhance their sustainability and increase their effectiveness. This technology represents a smart addition to the financial services sector by improving credit analysis processes, enhancing risk prediction, and increasing security in financial transactions. The research paper aims to explore the impact of applying artificial intelligence technology on financial institutions in emerging markets. After reviewing the theoretical foundations of relevant variables, this research provides examples of successful experiences in applying artificial intelligence technology in this context. The results from this study have shown that implementing artificial intelligence technology in financial institutions represents an ideal solution to address the growing challenges in financial operations and their complexity. Artificial intelligence contributes to providing sustainable financial services around the clock, leading to an increase in the number of clients and higher revenues for these institutions
Analysis of Poverty Alleviation Strategy in the 2025-2029 RPJMD Document of Sorong City: Multidimensional Approach in the Context of Decentralization
This study aims to analyze poverty alleviation strategies in the 2025-2029 RPJMD of Sorong City using a multidimensional approach. Sorong City shows a decrease in poverty rates from 15.35% (2021) to 13.67% (2024), but still faces the challenges of increasing income inequality (Gini Ratio 0.283 to 0.347) and high unemployment (TPT 9.85%). Based on the analysis of regional planning documents and measurement of socio-economic indicators, this study identifies four main strategies in the RPJMD: strengthening adaptive social protection, economic transformation based on local potential, market-oriented vocational training, and digitalization of public services. Although planning and accountability show positive performance, implementation is hampered by regional fiscal limitations (independence level 27.42%). Poverty in Sorong City is multidimensional, involving aspects of education (average length of schooling 11.57 years), informality of work, unplanned urbanization, disparities in access to health services, and spatial inequality between the center and the periphery. The study recommends funding innovation through KPBU, digital-based tax optimization, and budgeting based on micro-social-economic data. Furthermore, cross-sector synergy and alignment between regions are key to addressing the complexity of structural poverty in Sorong City
