How to Approach Public Services Based on Social Inclusion for Marginalized Communities? Bibliometric Analysis and Literature Review
Social inclusion-based public services emphasize access, participation, and equitable treatment for all segments of society, particularly for marginalized groups such as women, people with disabilities, the poor, the elderly, and minority communities. Governments play a strategic role in designing and implementing policies that are responsive to the needs of these vulnerable groups through fair, equal, and sustainable services. This study aims to explore ways of improving inclusive public services and to map the development of related research through a literature review and bibliometric analysis. The methodology includes a systematic literature review of scholarly articles published between 1997 and 2025, sourced from the Scopus database. The analysis is conducted using bibliometric methods with tools such as VOSviewer and Biblioshiny (RStudio) to identify research trends, key terms, author collaborations, and citation networks. The findings highlight the significant role of co-production in addressing issues related to gender, disability, and children by involving these groups in the design and management of public services. In terms of gender, co-production allows women, especially those from marginalized backgrounds, to participate in decision-making processes, ensuring policies are more responsive to their needs. For people with disabilities, it promotes the development of services that are inclusive and accessible. Children, who are often excluded from policy discussions, can also be engaged in shaping services such as education and child protection, making these more attuned to their rights and welfare. Thus, co-production fosters more inclusive, participatory, and equitable public service delivery
Operational Capacity on Policy Capacity in the Development of Regional Potential of South Bolaang Mongondow Regency
The development of superior potential requires quality policy capacity so that it can optimize the output and impact of policies on regional development. This research aims to explore operational capacity on policy capacity in the development of superior potential in the South Bolaang Mongondow Regency. This research uses a qualitative study with a case study strategy, with an exploratory type. The research informants consisted of leaders of regional apparatus organizations (OPD) who have a domain of duties and responsibilities to optimize the development of regional superior potential. Data sources consist of primary and secondary data. The types of data collection consisted of focus group discussions, observations, in-depth interviews, and documentation studies. Data analysis consists of the stages of data collection, data reduction, and conclusion drawing. The findings demonstrated that South Bolaang Mongondow Regency’s agricultural, fisheries, tourism, and cattle industries have the greatest regional potential. Regional policies guide the creation of policies, which are then centrally coordinated and planned by the Regional Development Planning, Research, and Development Agency. Technical OPDs, such as the Agriculture Office, Fisheries Office, and Tourism Office, then implement programs and activities, followed by sub-districts and communities. At the operational stage, there are various obstacles such as human resources, infrastructure, and budget in developing superior potential in various sectors. Therefore, it is hoped that the local government will be able to comprehensively increase policy capacity so that the development of regional superior potential can be carried out optimally
Pentahelix Collaboration Management in Natural Disaster Mitigation in West Sulawesi Province
Prevention and management of natural disasters cannot be done by one party alone, it requires the participation of all parties. Indonesian society needs to work together to collaborate with each other. This concept is called pentahelix or multi-stakeholder collaboration. Pentahelix combines government, community, media, academia, and business as an effort to address problems and develop programs by involving crosssectors to share roles. To achieve this goal, policies and frameworks are needed that involve all parties in building a disaster-safe culture in West Sulawesi Province.
The purpose of this research is to examine existing collaboration in disaster mitigation management in West Sulawesi Province by considering how elements of the disaster Pentahelix are involved. The pentahelix collaboration theory, according to Schottle, Haghsheno, and Gehbauer, divides several factors that influence collaboration into communication, commitment, and information exchange. This research used a descriptive qualitative approach and collected data through interviews, observations, and document reviews.
The researcher conducted direct interviews with 10 people who were considered to be able to provide information about the implementation of pentahelix collaboration. The informants in this study represent each element of pentahelix, namely government, business, academia, community, and media
Accountability in Collaborative Governance at the Corporate Social and Environmental Responsibility Forum in Maros Regency
Accountability in collaborative governance is one of the key factors for successful collaboration. This study aims to explore accountability in collaborative governance at the Corporate Social and Environmental Responsibility Forum (TSLP) in Maros Regency. The research method used is a descriptive qualitative approach, this study collects data through in-depth interviews, participatory observation, and document analysis regarding corporate social and environmental responsibility and collaborative activities at the TJSLP Forum in Maros Regency.
The results of the study indicate that the TSLP Forum in Maros Regency has succeeded in providing a transparent information platform regarding the allocation and impact of the Corporate Social and Environmental Responsibility (TSLP) program, although the distribution of information is not evenly distributed. There are formal and informal discussion forums between stakeholders, namely local governments, companies, and communities, but they are not fully inclusive, because community groups tend to be less involved. Regarding the consequences, the evaluation and follow-up mechanisms for the CSR program are still limited, so that supervision of program implementation is not optimal. Therefore, although there are efforts made to improve accountability through discussion, information, and consequences in collaborative CSR governance in Maros Regency, it still requires strengthening in various aspects of accountability in collaboration in the TJSLP forum
Trust in Tourism Governance Partnership in Managing Sustainable Marine Tourism in Southwest Papua Province
Marine tourism is an activity that relies on the appeal of natural panoramas and coastal marine environments with special interest activities in the form of fishing, snorkeling, swimming, recreation, and others, which utilize coastal areas as their main vehicle. This study aims to analyze tourism governance partnerships in the management of sustainable marine tourism in Southwest Papua Province. The trust element relates to building trust between actors involved in the development of sustainable marine tourism. This study uses qualitative analysis, using data collection methods through in-depth interviews and documentation studies to explore trust between multiple actors in building and maintaining relationships in sustainable marine tourism management in Southwest Papua Province. Data sources consist of primary and secondary data, while data analysis is carried out using interactive methods. Informants in this study are actors involved in sustainable marine tourism management in Southwest Papua Province. The results of the study indicate that trust in tourism governance partnership in the management of sustainable marine tourism in the West Papua Province is improving the quality and quantity of actors formulating shared vision and targets. Communication was built through a tourism coordination forum. In maintaining trust between actors, consistency in action, transparency, and respecting the role and rights of each actor. Maintaining commitment in the management of marine tourism, the tourism office and the indigenous community to make an agreement or memorandum of understanding (MoU). However, building trust there are still obstacles, namely that coordination between actors is not yet fully optimal in building joint marine tourism branding and other obstacles
Interactive Governance and Actor Diversity in Religious Conflict Prevention: A Case Study of Makassar City, Indonesia
This study examines the diversity dimension of interactive governance in religious conflict prevention in Makassar City, Indonesia, which experiences 70.2% of all conflicts in South Sulawesi. The research analyzes four critical variables: actors and interest groups, values and interests, levels of engagement, and resources in governance systems. Through qualitative methodology involving interviews with key stakeholders from law enforcement, religious institutions, and government agencies, this study identifies how actor diversity influences governance effectiveness. Findings reveal a complex ecosystem where the Forum for Religious Harmony (FKUB) functions as the primary institution facilitating dialogue, complemented by government agencies, religious organizations, law enforcement, and grassroots initiatives. The integration of local wisdom principles, such as “Makassar Sikatutui” with formal governance mechanisms provides cultural foundations for religious harmony. The governance system demonstrates multi-layered engagement extending from city-level institutions to neighborhood communities, with decision-making bodies balancing proportional representation with inclusive participation. While innovative programs have mobilized significant human resources with 1340 “Agents for Strengthening Community Harmony,” financial resources remain limited despite government’s allocation of 500 million rupiah for harmony programs. The research demonstrates that effective governance of religious diversity depends on accommodating diverse actors and interests, integrating cultural values with formal mechanisms, establishing multilevel engagement structures, and mobilizing varied resource types. This contributes to understanding how diversity management within governance systems can enhance religious conflict prevention in complex urban environments
Health System Governance Performance in Improving Clean and Healthy Living Behaviors in Southwest Papua Province
Clean and healthy living behavior (PHBS) is an effort to increase awareness and education in the community about clean and healthy lifestyles. It is expected that with the implementation of PHBS, the community’s quality of life can improve, avoid various diseases, and create a healthy environment. This study aims to measure the performance of health system governance in efforts to improve PHBS in Southwest Papua Province. A qualitative approach is the method used in this research. Data collection methods include observation, in-depth interviews, and documentation. Data sources consisted of primary and secondary data, while data analysis was conducted using interactive methods. The research informants included all parties who play a role in the promotive and preventive activities of living and clean behavior in Southwest Papua Province. The Health System Governance Performance in Southwest Papua Province shows that improving PHBS still faces various problems and challenges. In terms of responsiveness, local governments have established health counseling and socialization programs, but have not fully reached remote areas. Program effectiveness is still limited due to low community participation and a lack of trained health workers. In terms of efficiency, budget allocations are often not targeted and lack transparency. Accountability is still weak, marked by the lack of open performance reporting and program evaluation
Investigating the Institutional Factors Influencing the Adoption of Green Innovation in Small and Medium-sized Enterprises: Pathways to Sustainable Development
This study investigates the institutional factors influencing the adoption of green innovation among small and medium-sized enterprises (SMEs) in Indonesia, with a focus on its implications for sustainable development. The research draws on institutional theory to examine the impact of regulatory, normative, and mimetic pressures on green innovation adoption. It also evaluates the effects of these pressures on the economic, social, and environmental dimensions of sustainability. A quantitative approach, in conjunction with partial least squares structural equation modelling (PLS-SEM), was employed to collect data from 132 SMEs across four districts on Madura Island. The findings indicate that regulatory and normative pressures exert a substantial and positive influence on the adoption of green innovation, while mimetic pressure demonstrates no significant impact. Moreover, the adoption of green innovation has been demonstrated to significantly enhance economic performance, social responsibility, and environmental sustainability. These results underscore the critical role of institutional pressures in promoting sustainable practices within SMEs and highlight green innovation as a vital strategy for achieving balanced and inclusive growth
The Influence of Domestic Internship Programs on Labor Absorption in East Java Province
This study aims to analyze the effect of domestic apprenticeship programs on labor absorption in East Java Province. As one of the provinces with the largest number of domestic apprenticeship recipients in Java, apprenticeships are expected to improve skills, workforce competitiveness, and increase labor absorption in East Java. This study uses a quantitative method with panel data regression to estimate the relationship between recipients in the apprenticeship program and the level of labor absorption. Secondary data was taken from the Central Statistics Agency (BPS) and the East Java Provincial Manpower Office, covering 38 regencies/cities receiving domestic apprenticeship programs during the 2021-2024 period. By using the control variables of GRDP and investment, the results of the study show that the domestic apprenticeship program (X1) hals a signifilcant efflect wlith a positlive direlction oln lablor abslorption iln Ealst Javla Prolvince. Thle GRDP valriable (X2) has a signifilcant efflect with a poslitive dirlection oln labor absorptlion iln Easlt Javla Prolvince. Analyzing and Measuring the Relationship Between the Monetary Supply and the Inflation Rate in Iraq for the Period (2004–2023)
The research aims to analyze the impact of changes in the money supply on the inflation rate in Iraq, in light of the economic challenges facing the country, which affect the stability of the financial system. This is done by analyzing data and using appropriate econometric models, as well as understanding the impact of the monetary policy pursued by the Central Bank of Iraq on the inflation rate. The research concluded that hyperinflation leads to the erosion of the purchasing power of the local currency, which negatively affects citizens and the economy in general. The research recommended the need to control interest rates and regulate the size of the money supply to combat inflation more effectively, along with the need to implement flexible monetary policies that respond to economic changes
