Implementation of Regional Strategic Project Policies to Improve Community Welfare (Study in South Sumatra Province 2023)
The government determines regional strategic projects through South Sumatra Governor Decree No. 317/KPTS/BAPPEDA/2023 of 2023 concerning the Determination of Strategic Projects for South Sumatra in 2023. In general, strategic projects or programs implemented by the South Sumatra Provincial Government, have a strategic nature to increase growth and equalize development in order to improve community welfare and development in South Sumatra. They also receive funding sources from the South Sumatra Regional Revenue and Expenditure Budget (APBD) and non-APBD in accordance with the provisions of the laws and regulations for several sectors, namely: Public works (PU), water resources management, housing and settlement areas, transportation, education, and health. The results of the evaluation of all projects with details of fund realization based on the report on strategic development security activities carried out by the South Sumatra High Prosecutor’s Office show that in the health sector the contract value was 116.9 billion, in the transportation sector the contract value was 27.4 billion, and in the housing and settlements sector the contract value was 31.3 billion. The education sector has a contract value of 9 billion, the water sector has a contract value of 93.2 billion, and the largest is the public works (PU) sector with a contract value of 843.5 billion. This research aimed to provide an overview of the implementation of regional strategic projects as an effort to improve community welfare. This research is a type of qualitative descriptive research with an interview, documentation, and observation process. The research uses a policy implementation approach formulated by Van Meter and Van Horn called A Model of the Policy Implementation (1975), where one of the variables is “Policy standards and targets/policy measures and objectives”. The results of this research showed that the strategic project contract value for the South Sumatra region is huge, but has no impact on the welfare of the people in the area. This was in accordance with the findings of BPS in 2023, where South Sumatra Province is still ranked the 10th poorest province in the world with a poverty rate of 11.95%. With these findings, it is hoped that there will be an evaluation regarding this policy
A Review of ResNet Neural Networks for Brain Tumor Detection Using MRI Images
Accurate and early diagnosis of brain tumors plays a vital role in improving patient survival and guiding effective treatment strategies. Magnetic Resonance Imaging (MRI) is widely regarded as the gold standard for brain tumor detection due to its superior soft-tissue contrast and non-invasive nature. However, the interpretation of MRI scans remains a complex and time-consuming task that relies heavily on expert radiologists, often leading to subjectivity and inter-observer variability. In response to these challenges, artificial intelligence (AI), and in particular deep learning methods, have shown remarkable promise in automating and enhancing diagnostic accuracy. Among deep learning models, Residual Neural Networks (ResNet) have gained prominence for their ability to overcome the vanishing gradient problem and to train very deep architectures effectively. This review provides a comprehensive overview of the performance of various ResNet models-ResNet18, ResNet34, ResNet50, and their modified variants—in detecting brain tumors from MRI images. Drawing upon findings from fourteen recent peer-reviewed studies, we explore the use of ResNet in tumor classification, segmentation, and localization tasks, with reported accuracies reaching as high as 98.52%. Additionally, the integration of explainable AI techniques, especially Gradient-weighted Class Activation Mapping (Grad-CAM), provides interpretability to the deep models, enabling clinicians to visualize the regions of interest that influenced the model’s predictions. Overall, this review highlights the significant role of ResNetbased architectures in advancing automated brain tumor diagnosis and presents a critical perspective on current challenges and future research opportunities. Finally, we discuss the current limitations of ResNet applications in medical imaging, including dataset imbalance, domain shift, and reproducibility issues, and outline directions for future research
