Performance Analysis of Subtractive Clustering Algorithm in Determining the Number and Position of Cluster Centers
The basic concept of the subtractive clustering algorithm is to choose a data point that has the highest density (potential) in a space (variable) as the center of the cluster. The number and position of the cluster centers formed are influenced by the given radius (r) parameter value. If the radius value is very small, it will result in the neglect of potential data points around the center of the cluster. If the value of the radius parameter is too large, it increases the contribution of all potential data points, thereby canceling the effect of cluster density. The number of cluster centers in the subtractive clustering algorithm is determined based on the iteration process in finding data points with the highest number of neighbors. This study uses the clustering partition as a parameter value to determine a data point (candidate cluster center) will be selected to determine the effect of the radius (r) parameter value on the subtractive clustering algorithm in generating clustering. From the experiments that have been carried out on 4 datasets, the results have been obtained, for dataset 1 the highest average value of fuzzy silhouette with a parameter value of radius (r) 0.35 is 0.9088 and the number of clusters 2. While in dataset 2, the average value The highest fuzzy silhouette with a parameter value of radius (r) 0.40 is 0.6742 and the number of clusters 3. While in dataset 3, the average value of the highest fuzzy silhouette with a parameter value of radius (r) 0.50 is 0.7434 and the number of clusters 3. While in the dataset the last is the fourth dataset, the highest fuzzy silhouette average value with a radius (r) parameter value of 0.50 is 0.6630 and the number of clusters 2. This subscractive clustering algorithm is widely applied in the fields of transportation, GIS, big data, control of electric voltages, electrical energy needs, knowing the area of population density to health such as breast cancer diagnosis, which is related to the needs of human life
Political Process and Insecurity Among Youths in Oshodi-Isolo Local Government Area, Lagos
Political insecurity is an inevitable endemic menace negating human development across most of the developing nations. However, various reviewed publications posits that youths in most of all developing nations are categorized as crime prone segment of the country used by the state political actors for obstructing political process based on their perceived political vested interest. Youths in all human society are known as the catalyst for accelerating and achieving progressive socio-economic and political development if properly managed otherwise apolitical involvement of the youths in political processes will degenerate to social milieu such as civil unrest, traumatization, retrogressive economic development, death, bad national and international image among the league of nations, Anomie and structural functionalist theories were adopted Qualitative method was adopted for data collection from 40 respondents through the use of In-depth interview and purposive sampling techniques while content method of data analysis was adopted for the transcription of the data collected from the interviewees at Oshodi-Isolo, Lagos. Large numbers of the interviewees concluded that Nigeria political processes, elections, electioneering process is faulty therefore there is a needs for proper reorientation, full sensitization and socialization of Nigerian on the types of political culture and community controlling policing measure needed to foster the growth and development of political process in Nigeria More so, Nigeria youths should purged themselves out of preconceived notion that labeled them (youths) as agent of political violence or insecurity in the country so as to enjoy progressive democratic etho
An Appraisal of President Muhammadu Buhari’s Strategic Silence on Selected National Issues and Its Implication on His Government’s Image
This study examines the strategic silence under President Muhammadu Buhari’s administration in Nigeria. Anchored on Shannon and Weaver mathematical model of communication and spiral of silence theory, the study beams a searchlight on instances of President Buhari’s strategic silence, public perception of Buhari’s silence on sensitive national issues; and the implications of his silence on his administration’s image. The study which adopted qualitative research approach recommends that President Muhammadu Buhari should personally cultivate the culture of addressing Nigerians on sensitive national issues to give the people a sense of belonging and trust and that the president should change the negative perception of his administration by reducing the rate at which he depends on media team and spokespersons to communicate to the people on virtually everything

Transitivity and Bidirectional Framing in Telecommunication Advertisements
Advertisements are onerous ways of representing the identity of producers and consumers who are both agents of social life, and mobile telecommunication advertisement is not an exception. However, this has not attracted sufficient attention in linguistic studies. This study investigates the bidirectional framing of the identities of telecommunication service providers and the subscribers in twelve MTN and GLO advertisements, aired on popular mainstream television stations between 2014 and 2017. These were downloaded from youtube, where they are trended as unsolicited adverts to reach millions of users. The qualitative analytical approach was adopted, using transitivity, in the systemic functional linguistic (SFL) framework, as theory, to analyse transcribed texts from the advertisements. The findings show that copywriters use material, mental, verbal, relational and existential processes to frame service providers as welfarists, supremacists and benefactors/beneficiaries, and the subscribers as consumerists, opportunists and beneficiaries/benefactors. The supremacist’ and welfarist’ identities are used as indexes to establish the stiff competition between and among service providers to gain more subscribers. The results also show that welfare services are initiated as basis for out-doing self and other-self services. The enthusiasm of the subscribers to use services account for their framing as ‘consumerists’ and ‘opportunists.’ The beneficiary and benefactor identities are bidirectional, as both service providers, and subscribers mutually benefit from each other in a one-to-one relation. The study concludes that transitivity processes are indelible linguistic resources used in telecommunication advertisement to bidirectionally frame the identities of service providers and subscribers, with a view to enhancing consumerism
Impact of Classroom Lay-out into Proactive Learning
This study experimented in the use of classroom lay-out, its effectiveness inside the classroom, and its preference for its location. Classroom lay-out involves the learners, their seat locations, and the teacher’s preferences. It used the qualitative inquiry with the phenomenology approach in interpreting the results from the students’ responses. Total enumeration sampling was used where all the students in the Senior high school of Irisan National High School were part of the data gathering respondents. Responses to queries were collected through interviews with the respondents. Results showed that the learners would prefer the teacher to identify where they are to be seated instead of them choosing their own seats. Classroom lay-out might entail an effective strategy to boost the academic performance of a learner, especially in the researcher’s classes in terms of self-assessment and showing of authority. However the learners think of assessing themselves in terms of their seat location and the classroom lay-out, they still see the teacher as the one in authority in leading the effectiveness of the classroom lay-out.
Sweetness of Gitanjali
Literal language talks in a higher level than common language, everyone doesn’t have the ability to speak on literal language. There is a question that how to speak on uncommonly speaking, this uncommon speaking is the highest quality of art. These quality percepts the aesthetic of literature by the reader and Gitanjali is its best example. This master piece is an advice and enjoy. Here are devoted songs which show close relationship between lover and beloved, pain of separation with enjoyment, emotion and clear senses are interpreted with imaginative language, not only individuals but also the whole human being can see their pure love. This master piece of work has attractiveness and artistic. We will discuss both of them here
Stunting and Poverty Management Strategies in the Palembang City, Indonesia
Stunting that has occurred if not addressed will cause public health problems. Investments in human resources are important to improve competitiveness, and tackling stunting be a concrete step that greatly contribute to improving the quality of life of the people. The achievement of reducing stunting rates is still far from the target, so a systematic evaluation of government programs is needed. The study applies quantitative and qualitative methods to describe the conditions of stunting and poverty in Palembang City, the factors that cause poverty, analyzes opportunities, threats, strengths and weaknesses in empowering activities for the poor and formulates strategies to alleviate stunting and poverty. Strategies to accelerate stunting reduction are family food security and parenting that determine nutritional adequacy and are strengthened by coordination of poverty alleviation programs, namely the New Entrepreneurial Growth Program and empowerment of micro and small businesses. Areas near the river have water plants “enceng gondok” that can be processed into products of economic value and also as a solution for river hygiene. The government policy must also support this activity by requiring the use of water hyacinth handicraft products as a solution to reducing plastic use. In addition, there are mussels or shellfish typical of the city of Palembang and fish which can be used as innovative products for the development of typical Palembang food besides pempek and crackers. The programs designed can be implemented effectively and achieve the desired goals by socializing and maximizing the number and quality of assistants in accordance with the number of poor people who must be assisted on an ongoing basis
The Rights of Controlling State in Indonesia Against Land Tenure of Customary Law Community
In order to achieve public welfare as tasks and responsibilities delegated to the government in the administration of public welfare (bestuurzorg) including the land sector which includes, among others, regulation, implementation of authority to enforcement of land law. Implementation of bestuurzorg by the government is more oriented towards economic democracy so that ignoring the principle of justice for indigenous peoples in controlling land parcels. The method used in this paper is juridical normative by applying an approach to legal principles and a legal synchronization approach both vertically and horizontally to the State's right to control over land tenure by customary law communities. The results show that land tenure for customary law communities in the UUPA emphasizes as long as it still exists and does not conflict with national interests. This implies that there has been legal pluralism. The occurrence of weak legal pluralism in national land law is indicated by the enactment of UUPA and its various implementing regulations as positive law in the form of written state/national law, on the one hand and on the other hand customary law which is generally unwritten and applies specifically to each other. The applicable customary law in each region. Weak legal pluralism is one of the factors causing legal disputes in substantive settings, especially in land disputes over customary rights which affect their implementation in the field and cause injustice. legal pluralism and making UUPA the center of various land regulations (legal centralism), and is the only land rule that applies nationally (legal unification)
