The impact of EU funding on regional governance.

    No full text
The purpose of the research is to determine the impact of EU funding on regional govern-ance of Tauragė and Vilnius. The term “regional governance” is a rather new phenomenon within the governance dis-course, therefore it is significant to analyse and delve into the principles of regional governance in order to ensure the economic and social growth of regions not only within Lithuania, but also within the whole European Union (hereinafter referred to as EU). It has been established that regional gov-ernance is based on the principles of cohesion policy in Lithuania. One of the cohesion policy princi-ples is that EU provides funding to ensure economic growth and competitiveness of regions. In Lithuania, EU funding policy is implemented by the Government and ministries, which act under Regulations of the European Parliament and of the Council. Within regions, the regional governance is implemented through the adoption of regional development plans, which are affected by EU funding. The research is divided in two stages in order to elucidate and consolidate the findings. The decisions made throughout the period from 2016 to 2019 by Tauragė and Vilnius regions are analyzed in the first stage of the research, and it showed that there are challenges regarding the EU requirements for the absorption of funding. EU funding has an impact on the change of decisions made by the Development Council on the adjustment of regional programs for 2014-2020. The in-terview carried out in the second stage consolidates the findings from the first stage. It supports the fact that the regional governance in Tauragė and Vilnius is strictly formed in accordance with EU funding. The agenda and adopted decisions by regional development councils fully depend on EU funding. A drastic conclusion was reached that if EU funding was discontinued, the regional gov-ernance in Tauragė and Vilnius would cease to function

Improving the quality of services of Republican Šiauliai country hospital.

This work deals with the ever relevant topic - the improvement of the quality of services of the Republican Šiauliai country hospital. The importance of service quality in a hospital is an integral part of medicine. The views of both the employee and the patient are important in identifying problem areas. Taking this into account, the aim of the work is to identify the areas that need to be improved in the Republican Šiauliai country hospital from the point of view of employees and patients and to provide recommendations. Therefore, the problem of how to improve services in the Republican Siauliai country hospital was raised. The data of the survey revealed the respondents' dissatisfaction with the doctor's attention, hospital food, as well as, both groups of respondents state that there is no possibility to choose a treating doctor. Taking into account the results of the research, which showed problems in the transmission of information, problems in communication between the doctor and the patient, general recommendations are provided on how to improve the quality of services provided by the Republican Siauliai country hospital. The results of this work are important because they can improve communication and collaboration between doctor and patient. Feedback from patients about their experience of getting healthcare in a hospital is an important tool for assessing and improving the quality of healthcare

Study of ice cover impact on hydrodynamic processes in the Curonian Lagoon through numerical modeling /

    No full text
Summary In this study, we present an analysis of the hydrodynamic processes under ice cover in the largest lagoon in Europe – the Curonian Lagoon. By applying a finite element numerical modelling system (SHYFEM) and remote sensing ice cover data, the residual circulation, water fluxes through specific areas of the lagoon, saltwater intrusions, and water residence time (WRT) were investigated. The results, taken over an 11 year period, show that ice cover affects the circulation patterns in the lagoon by forming and shifting different gyre systems. Different circulation patterns are observed throughout all the meteorological seasons of the year. Since ice decreases circulation, water fluxes also decrease, especially in a cross-section in the middle of the lagoon, where the ice-cover suppressed wind-stress has a higher impact on the water movement rather than it has in the north. The presence of ice cover also decreases the salinity of the water in the northern part of the lagoon. In general, the salinity in the water column-averaged over different periods is vertically uniform, however, a slight increase of salt concentration can be observed at the bottom layers in the Klaipėda Strait, where the difference of >1 PSU between bottom and top layers shows up on average 130 hours per year. The ice cover also decreases the saltwater intrusions into the lagoon by nearly 14 days per year. The increase of WRT is most prominent after long ice cover periods, away from the river inlets, especially in the southern part of the lagoon, where without the help of the wind action, water takes a longer time to renew than in the northern part

Prospects of supervision in case management.

    No full text
The article analyses a relatively new position in the field of social services for the family: the complexity of the professional activity of a case manager, and the prospects of applying supervision as a form of professional support. In the field of social work, supervision is already a well-known way of counselling professional relationships. While improving their professional qualifications, social workers seek to participate in group, team and individual supervision. The supervision of the manager and the whole organisation is also well known in social work practice. In Lithuania, as in the rest of the world, supervision first established itself in the field of social work, which only proves the complexity of this profession.Social work as a profession is undergoing constant change, services are expanding, and more and more attention is being paid to specialised methodologies when the global approach no longer satisfies the current situation of empowerment. The case manager is a new position, the content of which is still being formed. The research has revealed that employees experience stress and tension as a burden of responsibility, they become the creators of the content of this position, and they face obstacles to inter-institutional cooperation. The qualitative research presented in this article, the interviews with case managers, and the reflection on the experience of supervision, allow us to draw conclusions about the prospects for supervision, and allow us to offer specific forms of supervision; and individual and team supervision become unique in this situation

Demographic situation in Lithuanian rural municipalities.

The researchers from Lithuanian Institute of Agrarian economics confirmed that classification of Lithuanian regions by rurality into 5 groups is a more comprehensive method to reveal economic and social differences of the regions than the method used by the government at the present by classifying regions in to the problematic and non-problematic regions (Melnikienė et al., 2011). The object of the research – municipalities of different rurality degree. The objective of this paper – to analyze population density and demographic situation from 2011 to 2018 changes in municipalities of different rurality degree in Lithuania. Our research has revealed, that on average rural municipalities cover area 10 times larger than urban municipalities and 1,2 times larger than semi-urban municipalities. Taking into account population density, natural population change, net migration, old-age dependency ratio in 2011 and 2018, it was found that 10 municipalities are improving, 19 municipalities - unchanged and 16 municipalities - worsening

    Semiotics of pride.

    No full text
The study in this thesis concerns a passion of pride in the literature. In order to reach the aim of the thesis (to find a universal model of pride) there were inspected chronologically, axiologically, stylistically different texts: some fragments of Scripture, the stories of Homeric epos and literary heritage of Juozas Tumas-Vaižgantas were studied, trying to find various models of pride in them. The work is based on semiotics of passions, there was presented a work of Algirdas Julius Greimas and Jacques Fontanille The Semiotics of Passions, their observations were sequently used in the thesis and weighted up. It was determined, that the pathemical macrosequence of pride cannot be universal, it varies depending on cultural environment in which pride manifests itself. Still, it was discovered that there is an elemental nucleus of this passion which includes me-relation and other-relation enveloped by excess. It seems that the analysis of passions and specifically pride is useful in the cultural and social perspectives and so should be continued
