    The influence of port tugs on improving the navigational safety of the port /

    Port tugs are an important element in port activity and navigational safety issues. Port tugs ensure the safety of big ships while they are entering, manoeuvring, mooring and unmooring, and are of huge importance during other port operations. At the same time, optimizing the number of port tugs and tug bollard pull is also important from a port navigational safety and economic point of view. Calculation and evaluation methods of the optimal request for tugs bollard pull, in particular, port operations, are very important in order to guarantee the navigational safety of the port and ships during the main ship operations in the port. This article provides the number of requested port tugs and bollard pull calculation and evaluation methods on the basis of forces and moments acting on ships. On the basis of real ship voyages and manoeuvring at ports data as well as high accuracy simulators, theoretical methods were used, which were followed by our conclusions and recommendations, which can be used by port harbour masters and tug companies. Modern tugs have become an important element and integral part of modern port navigational safety. Such modern port tugs are also used for navigational safety and other important port functions and activities, such as fire protection and search and rescue operations. The optimal number and capacity evaluation of port tugs depending on port capacity and conditions are studied in this article

    Evaluation of the competitiveness of statistical regions in Latvia using official statistical information /

    There is a lack of methodologically grounded and generally accepted regional competitiveness’ evaluation method in Latvia. Common feature of the research about nature of competitiveness is that competitiveness of a region depends on how high and sustainable the level of prosperity in the region is. The analysis of scientific literature showed, that most often synthetic indexes are used to evaluate competitiveness of a region. Methodology to evaluate regional competitiveness was developed and approbated in case of Latvia. To identify the most appropriate method for competitiveness index calculation, Regional Competitiveness Index (RCI) according to two different methods was calculated in the research. The results obtained were similar, but each of index calculation methods has its own advantages and disadvantages and the choice of the appropriate method will depend on the researcher's goals and objectives. Use of relative weights in index calculations affects the obtained results, therefore, necessity of relative weights must be economically justified. It was proven that regional competitiveness cannot be characterized by such simple indicators as GDP or GDP per capita. RCI shows the level of competitiveness of Latvia’s statistical regions, it is possible to compare regions in time and among each other. It allows to form regional development policy and strategy more reasonably

    This study aimed to examine the factors and the influence of group dynamics and the independence of fishing group members in catch fisheries agribusiness activities. This research was carried out using a survey method in the Rukun Nelayan Blimbing in Paciran District, Lamongan Regency, East Java Province, Indonesia from February to March 2019. The result showed the group dynamics and independence of fishermen in catch fisheries was high, but group dynamics did not influence the independence of fishermen in catching fisheries agribusiness. The factors that influence group dynamics were structuring, coaching and development, atmosphere, effectiveness. The factors affected the independence of the group were the addition of production facilities, prices, market, and fishermen. Those factors are needed to attain the good management in maximum sustainable yield (MSY)

    Progress is constantly being made in almost all areas of life, including medicine. For this reason, various measures are being introduced to make any work done more efficient, easier, more productive. Music can be used in medicine, especially in the operating room, as its effect on the members of the operating team is extremely positive. And while this is acknowledged, there is not much research on this topic – the impact of music on members of the operating team. Object – is the influence of music on work performance during joint replacement, from the point of view of surgical team members. Problem – is whether music during endoprosthesis surgery can increase the productivity of surgical team members? Aim – to analyze the influence of music on the performance of work during endoprosthesis operations, from the point of view of the members of the operating team – was aimed at implementing the research objectives: 1) to review the peculiarities of joint endoprosthesis operations; 2) to reveal the influence of music on work in the operating room from the point of view of team members; 3) to study the influence of music on the quality of work during joint arthroplasty. Methods: The method of questionnaire survey was chosen to study the attitude of the members of the operating team to the influence of music on the work productivity in the operating room. The questionnaire is considered to be the most appropriate method for explaining people’s opinions and behavior, and it is based on reliability. This was related to the aims of this study - to analyze the impact of music on performance during endoprosthesis operations. The study was conducted by submitting questionnaires to 100 members of the operating team (surgeon-operator, anesthesiologist, resuscitator, anesthesiologist, resident, anesthesia and intensive care nurse, operating nurse, and operating assistant) working in health care facilities. It should be noted that during the data collection, the members of the operational team filled in the questionnaires remotely - links to the online uploaded questionnaire were sent to each respondent. This method of conducting the study was chosen due to the current situation in Lithuania - the COVID-19 pandemic. Results of the study. The study revealed that joint replacement surgery is seen as a complicated procedure, which is complicated by team changes, because it often increases tension, affects everyone’s joint work, feels general discomfort, becomes more difficult to concentrate, increases the likelihood of errors. In order to make teamwork smoother, attention should be paid to the organization of work, the fostering of interpersonal relationships, the assessment of one’s own characteristics and peculiarities of communication, and the stronger fostering of the work environment. Music can be an effective and valuable tool for making a positive impact on operational team members. Music can help reduce anxiety, encourage relaxation, suppress the response to stressful situations, and increase the effectiveness of actions. It is very important that the music is selected in the right genre to suit the members of the operating team

    Investigation of complex structural designing of mobile facilities for shipbuilding in Lithuanian sea region /

    In the paper, it is proposed to cover by a mobile moving facility the shipyard open site, in Klaipeda, Lithuania (the EU). The facility of 40 m span consists of transversal frames, which are arranged by the step of 6.0 m, and a system of braces. Two types of steel frames have been considered: trussed and continuous. The actions are specified according to the design codes (Eurocode 3) and climatological data. In dynamic analysis, the longitudinal direction is defined for an inertia action, simulating braking. For calculating, a special algorithm of three stages has been prepared. At the first stage, three calculation schemes of one transversal frame were created. For the proposed schemes of the mobile moving facility, the calculation of only a transversal frame is effective in the preliminary determination of the cross-sectional areas and of the total structural weight. At the second stage, the frames were joined by braces. A preliminary comparison of the calculation results of the models was carried out after the first and second stages of the analysis. At the third stage, the dynamic analysis was performed and the influence of the dynamic impact was estimated. Finally, we compared the calculation results of three different FEM models and chose the most appropriate one. To sum up the investigations, conclusions and recommendations are presented

    Innovation in the age of globalisation is one of the essential aspects in the context of public administration, and solves the problems of modernisation of public administration influenced by global processes. In order to achieve improvement in the social, economic and technological areas, the public management organisation has to seek the innovation implementation process, it is expedient for it to assimilate the importance of innovativeness in the organisation. The adaptation of innovations in public administration improves the performance of organisations and enables public structures to operate more efficiently. The new public governace is considered to be an essential paradigm of today's public administration, which is changing, open to innovations and improvement. Therefore, it is believed that the successful innovation of a public administration organization can be determined by human resources, information technology and networking factors. The Master‘s Thesis raises a problematic question: What impact do the factors of the new public governance (human resources, information technologies and networking) have on the innovation of Administration of Šilutė district municipality (hereinafter – Administration)? The aim is to determine the impact of the new public governance factors to the innovativeness of Administration. To achieve this goal, three tasks are set: to review innovativeness in the public sector, based on the legal regulation of the European Union and national level; to analyze the factors of the new public governance in the context of innovativeness, detailing the concept of the new public governance; to carry out a study in order to assess the impact of the new public governance factors on the innovativeness of the Administration. The object of research was the Administration of Šilutė district municipality. The Thesis shows that innovations are important components of the activities of organisations regulated at the European Union and national level, and the factors of the new public governance are significant factors in the field of innovativness of public organisation. The results of the research showed that in the Administration, the factors of human resources, information technologies and networking have a significant impact to the innovativeness of the organisation. The highest impact is lead by the information technologies factor, the minor – by the networking factor
