    International audienceThe nineteenth-century U.S. state is often understood as a non-administrative state that purposefully shied away from intervening in the economy. This essay looks at the public debt amassed during the Civil War to explore how this instrument of finance and statecraft could be used to reshape the state and make it into an influential economic player without developing a large bureaucracy. Public debt served to build and maintain the financial infrastructure that would underpin the massive capitalist-industrial development of the United States in the half-century that followed the Civil War.Lo Stato americano del XIX secolo è stato spesso considerato uno Stato non amministrativo che evitava deliberatamente di intervenire nell’economia. Questo saggio esamina il debito pubblico accumulato durante la guerra civile per esplorare come questo strumento finanziario e di governo è stato utilizzato per rimodellare lo Stato e renderlo un attore economico influente senza sviluppare una grande burocrazia.     International audienceAs part of a collective research project in the Pas-de-Calais region, focusing on a hoard of Bronze Age axes discovered in Escalles, we present here an initial spatial analysis of the area. The area is on the opposite side of the Channel, with the English coast lying, about 30 km away, where maritime traffic is very busy because of the short distance. The study covers this small coastal area of 28 communes and a chronological time span that englobes the Bronze Age. It focuses on a spatial analysis that includes the discoveries of different types of metal deposits and the study of funerary monuments. The study examines the landscape was used during this period and takes a fresh look at the role of funerary monuments with the aim of understanding the link between people, the sea, the land and how territories were controlled. The question of trade is also raised and its organisation by Bronze Age communities.Dans le cadre d’un projet collectif de recherches mené dans le Pas-de-Calais autour d’un dépôt de haches de l’âge du Bronze sur la commune d’Escalles, nous proposons ici une première analyse spatiale du territoire. La zone se situe face à l’Angleterre, à environ 30 km, et le trafic maritime y est très important aujourd’hui du fait de cette courte distance. Les dépôts et l’étude couvrent un espace de 28 communes et l’ensemble de l’âge du Bronze. D’après les découvertes de différents types de dépôts et l’étude des monuments funéraires, une analyse spatiale est entreprise sur cette petite zone littorale. L’idée est de questionner le lien entre les différentes manières d’occuper le territoire mais aussi de porter un nouveau regard sur le rôle des monuments funé-raires. En effet, il est question d’interroger le lien entre les hommes, la mer, la terre et le contrôle des territoires. La question des échanges commerciaux est ici également posée, tout comme leurs éventuelles organisations dans ces sociétés anciennes de l’âge du Bronze

    International audienceThis article examines the methodological and ethical challenges raised by an interdisciplinary study that investigates the functions of correspondence in contexts of wartime isolation, using as its paradigm the letters written by individuals interned as Jews in the Drancy camp during the Second World War, within the context of the Shoah. Bringing together psychology and contemporary history, the project seeks to illuminate the complex human issues related to a major historical and socio-political event – the Second World War. The article outlines a multi-stage qualitative methodology combining different levels of analysis. It demonstrates how engagement with such historically and emotionally charged archives requires a revision of conventional research and theoretical frameworks. Interdisciplinary dialogue is presented as a safeguard against over-interpretation and anachronistic readings. Finally, the article addresses the ethical tensions inherent in analysing intimate Shoah-related documents, underscoring the need for reflexivity, and the collective processing of emotional responses

    Impact of Announced but Unimplemented Bundled Payment Rules on Hospital Coding Practices in France

    Bundled Payment for Care Improvement (BPCI) models aim to reduce healthcare costs by improving patient pathways and enhancing care coordination. This study investigates the impact of the announced—but not implemented—BPCI reform in France, which was decided in 2019 but never enacted during the study period (2013–2022). The model proposed adjustments to base payments to account for patient comorbidities. In the French context, it also aimed to reduce reliance on rehabilitation hospitals by incorporating comorbidity data into payment calculations. Despite the absence of actual implementation or financial transfers, significant changes in hospital coding practices were observed in anticipation of the reform. We examine how the announcement of a potential additional payment influenced hospital coding behavior, even without formal policy adoption.To measure this behavioral response, we employ a difference-in-differences (DiD) approach, focusing on two key dimensions: (1) Coding behavior for patients not admitted to inpatient rehabilitation after acute care; (2) Coding behavior for patients admitted to rehabilitation following acute care. Analyzing over one million hip replacement cases, the study reveals a sharp rise in the coding of socio-environmental factors—changes seemingly driven more by anticipated financial incentives than by actual clinical complexity. We find that subjective coding is more prone to overcoding than objective clinical characteristics. Our findings underscore a critical issue: to preserve the integrity of bundled payment models and ensure they truly improve care quality and efficiency, policymakers must urgently reconsider the role of coded variables in reimbursement decisions

From Athen’s democratic empire in the 5th Century BCE, through the industrialization of war in the 19th and 20th centuries to today’s nuclear powers, all forms of political regimes have been involved in war. Very few macroeconomic models have accounted for the costs and benefits of war. We develop a macrodynamic model of war in order to address Kant’s notion of democratic perpetual peace. We enrich macroeconomics by introducing regime-specific sensitivity to human loss, which affects the desirability of war. Our model, based on a dynamics à la Solow, can account for multiple wars throughout history
