    The role of the ‘charrería’ as a cultural phenomenon in the construction of the Mexican WestThis paper presents an anthropological point of  view of one aspect in the formation of the central  western region of Mexico (particularly the province of Jalisco) that has traditionally acted as a  counterweight to the centralized power of the  nation and has led to interesting negotiating positions stemming from both parts. The search for  symbols that could synthesize and represent  ‘Mexicanness’ as emblems for a nascent national  identity led to an emphasis on diverse regional  elements. Nevertheless, the characteristic elements of the central western region of Mexico –  more specifically Jalisco – gradually dominated as  the typical features for a national identity over  other features offered from a countrywide pool.  Due to a variety of reasons, the central western  region of Mexico has played a key role in the formation of a nationalist discourse required to  fortify the modern Mexican State. The proposed  mode of analysis is through the study of the cultural group of ‘charros’ from the State of Jalisco,  on the basis that the idea of the figure of ‘el charro’ – imagined as originating in Jalisco – is a  reference for that which is ‘typically Mexican’,  concentrating symbolic and other functions which  define, among other aspects, internal national  boundaries. This representation has thus become the national emblem ‘par excellence’ that, nevertheless, has been mutating in its symbolic content.Resumen:Desde una perspectiva antropológica se presenta  un aspecto del proceso de conformación de la  región Occidente de México, particularmente de  Jalisco, que ha operado como tradicional instancia-contrapeso del poder central nacional, y que  ha conducido a interesantes negociaciones entre  ambas partes. En el proceso de búsqueda de los  símbolos que pudieran sintetizar y representar ‘lo  mexicano’, es decir, que fungieran como emblemas de una naciente identidad nacional, se recurrió a la exaltación de diversos elementos regionales. Sin embargo, poco a poco, los elementos característicos del centro-occidente de México, y específicamente de Jalisco, se impusieron como  los rasgos típicos de identificación nacional sobre  los otros elementos que ofrecía el panorama nacional. Por diversas razones la región Occidente  ha jugado así un papel fundamental en la articulación del discurso nacionalista necesario para el reforzamiento del Estado mexicano moderno. La  vía para el análisis propuesto es un estudio en  torno al grupo cultural de los charros del estado  de Jalisco, a partir de la idea de que la figura del  charro – imaginada como originaria de Jalisco –  ha sido un recurso para hacer referencia a ‘lo  típicamente mexicano’, y ha condensado en ésta  una serie de funciones simbólicas y de otros órdenes, desempeñando así un papel definitivo en la  construcción de las fronteras nacionales internas,  entre otras cosas. Al mismo tiempo, su representación ha sido convertida en el emblema nacionalista por excelencia que, sin embargo, ha ido  transformando su contenido simbólico.

    Abstract: Social structure and equality in  present-day Cuba: the effects of the 1990s reform on the structure of Cuban social  classesThe principle objective of this article is to exemplify and reflect upon the transformations that  have occurred in the structure of the Cuban social  classes since the reforms in the socialist system,  especially since 1990. At that time of economic  crisis caused by the collapse of international socialism, a period of important changes began in  the political-economic sphere. In this regard, it is  important to highlight the appearance of new factors which are capable of creating new groups  of social structures in Cuban society. The creation  of an economy with a dual character, the expansion of the informal sector, the reorganization of  the production of agriculture and fishing, and the  rise of the informal economy have imposed an increase in inequality with regard to the income of  the citizens, which between 1959-1989 was considered by many authors as one of the most equitable societies in the world. This article also proposes what could become projects that are aiming  to attain terms of relative equality or equilibrium  in the standards of living of the citizenry. Resumen:Esto es un artículo que tiene como objetivo principal exponer y reflexionar acerca de las transformaciones ocurridas en la estructura socioclasista cubana a partir de las reformas en el sistema socialista, en especial a partir de 1990 en  que, con la crisis económica ocasionada por el  derrumbe del socialismo internacional, comienza  un período de importantes cambios en la esfera  político-económica. En este aspecto, resulta de interés destacar la aparición de nuevos factores  con capacidad de crear nuevos grupos socioestructurales en la sociedad cubana. La creación  de una economía de carácter dual, la expansión  del sector informal, la reorganización de la producción agropecuaria o la economía sumergida,  han supuesto un incremento de las desigualdades  en materia de ingresos monetarios de los ciudadanos en la que entre 1959-1989 fue calificada por  muchos autores como una de las sociedades más  equitativas del mundo. El artículo propone también lo que actualmente podrían ser algunos proyectos destinados a lograr términos de igualdad o  equilibrio relativo mayor en los niveles de vida de  la ciudadanía.

    Three decades  of a new economic order: Chile, 1973-2003Este artículo describe y analiza las características  centrales de la nueva economía chilena luego del  golpe militar de 1973. Este nuevo orden liberal  radical constituyó una particular respuesta a las  tensiones de la sociedad chilena, tensiones que ya  se había buscado resolver en los programas anteriores de E. Frei y S. Allende. Desde aquel hito  político se da curso a una transformación radical  que toca cada una de las dimensiones de la esfera  económica. En particular, se registran nuevas  funciones del empresariado, de los inversionistas  extranjeros y del comercio exterior como elementos claves en el proceso de acumulación económica, así como en la redefinición de las tareas del  Estado. Estos treinta años, a pesar de presentar  discontinuidades en su interior, se pueden caracterizar por la construcción y consolidación de un  nuevo orden económico. El análisis de un período  de historia económica determinado como éste, permite observar sus éxitos a la luz de las limitaciones fundamentales que el desarrollo económico  chileno había ya presentado en el siglo. Entre  estos éxitos se encuentra la generación de capacidades empresariales y el importante acceso a  mercados externos. Sin embargo, viejas limitaciones siguen existiendo y aun acentuándose, tal es el  caso de la fuerte discontinuidad del tejido productivo, y el conjunto de dualizaciones económico  sociales. Claramente, estos son elementos suficientes para cuestionar este ‘modelo ejemplar’, más allá de sus injustificables raíces políticas.  Resumen:This article  describes and analyzes the central  characteristics of the new Chilean economy following the military coup d’état of 1973. This new  radical liberal order was a particular answer to the  tensions in Chilean society, tensions that the previous programs of E. Frei and S. Allende had  already sought to alleviate. This political milestone gave way to a radical transformation that  affected all the dimensions of the economic  sphere. In particular, there were new key elements in the process of economic accumulation, such as  new functions of enterprise, foreign investments  and foreign trade, as well as the redefinition of the  duties of the State. These thirty years, in spite of  showing internal discontinuities, can be characterized by the construction and consolidation of a  new economic order. The analysis of a certain  period of economic history permits one to observe  its successes in the light of the fundamental limitations that the economic development of Chile  had already exhibited in the twentieth century.  Among these successes there was a surge of business capacities and important access to external  markets. Nevertheless, old limitations continue to  exist and are even becoming more noticeable,  such as in the case of a strong discontinuity in the production structure, and the grouping of social  and economic dualities. Clearly, these elements  are sufficient to question the ‘model example’,  regardless of its unjustifiable political roots.

    El ajuste estructural neoliberal en el sector agrario latinoamericano en la era de la globalización

    Neoliberal structural adjustment in the Latin American agricultural sector in the era of globalization)In this study we will demonstrate that Latin  American agriculture has displayed two faces in  terms of its performance, consistent with the logic  of the system. On the one hand, there has been  progress in some regions and subsectors that can  be understood as ‘modernization’ – that is capitalization – of the productive structure as well as  its insertion into both the internal urban market  and the international market. Yet on the other  hand, if we observe at some length the main indicators that measure the results of agrarian activity  – productivity, balance of payments, implicit production and export prices or income level of  farmers – we are able to prove with certainty that  the gap that historically has separated Latin  American agriculture from agrarian sectors in  USA or the EU continues to widen. Moreover, the major problems that were blocking the agrarian  world in Latin America at the beginning of the  80s (the sector’s low productivity, unequal distribution of productive resources, social exclusion,  territorial imbalances, as well as technological  dependence and dependence on investments) continue to constitute the overwhelming reality of  the sector after twenty years of neoliberal structural adjustment.Resumen:Mediante éste estudio vamos a poner de manifiesto que la agricultura latinoamericana ha mostrado  un doble rostro en términos de su desempeño,  coherentemente con la lógica del sistema. Por una  parte, en algunos territorios y en algunos subsectores se han producido avances tanto en términos  de su ‘modernización’ – entiéndase capitalización  – del aparato productivo como en su inserción en  el mercado urbano interno y en el mercado internacional. Y, por otro, si observamos detenidamente los principales índices que miden los resultados de la actividad agraria – productividad,  balanza comercial, precios implícitos en la producción y en la exportación o nivel de ingresos de  los agricultores – podemos comprobar fehacientemente que la brecha que ha separado históricamente a la agricultura latinoamericana de  los sectores agrarios de los Estados Unidos o de la  Unión Europea es cada vez mayor. Es más, los  grandes problemas que atenazaban al mundo  agrario en América Latina a principios de los  ochenta (baja productividad, distribución desigual  de los recursos productivos, exclusión social, desequilibrios territoriales, amén de la dependencia tecnológica y de la dependencia financiera del  sector) siguen siendo la realidad mayoritaria  después de dos décadas de ajuste estructural

    El comercio de valores éticos: Las reglas del juego del café solidario

    Ethical  values in trade: the rules of the game in coffee fair tradeThe integration of Indian farmers within coffee  fair trade meant for them the access to better  prices for their products. Also, there is a large – and difficult- experience from the farming organizations to understand how to include ethical values to production which would involve a fair  price. The ethical values between consumers and  producers don’t exist therefore, it is necessary to  introduce them and to learn how to validate them  with in the definition of rules and criteria which  materializes in a certification process. The rules  that regulate fair trade have facilitated its operation, but in the same time, have limited the scope  of the proposal as alternative economic model  that promotes local development refuted by logical economy, preferring the incorporation of ethical values. The approach is totally valid,  nonetheless it meets with still unsolved problems; especially why it can’t escape economic logic. It  is therefore necessary to define the access and  regulation mechanism of the fair trade market as a way to maintain its advantages. Regulation once  again exerts the farms, generating exclusion and  possibly causing discrimination.   Resumen:La incorporación de los campesinos indígenas al  mercado solidario de café les ha significado el  acceso a mejores precios por sus productos. A la  par, existe una larga experiencia -nada fácil-, de  las organizaciones campesinas por comprender  cómo se incorporan los valores éticos a la producción, que habrán de reflejarse en un precio justo.  Los valores éticos compartidos entre consumidores y productores no existen de antemano, sino  que es necesario construirlos y aprender la forma  de validarlos mediante la definición de reglas y  criterios que se concretan en un proceso de certificación. Las reglas que rigen el mercado solidario  han facilitado su funcionamiento, pero al mismo  tiempo, han limitado los alcances de la propuesta  como modelo económico alternativo que  promueve el desarrollo local que refuta la lógica  económica, prefiriendo la incorporación de valores éticos. El planteamiento es totalmente  válido, empero enfrenta problemas aún sin resolver; sobre todo, porque no logra escapar a la  lógica económica. Se impone así, la necesidad de  definir mecanismo de acceso y regulación al mercado solidario como una manera de mantener  sus ventajas. Regulación que una vez más, se  ejerce sobre los campesinos, generando exclusión  y quizá dando pauta a matices de discriminación
