PLASTIC SURGERY IN UKRAINE: LEGAL ASPECT
The article highlights the problem of plastic surgery legal status in Ukraine, in particular describes the absence of postgraduate study programs for doctor-specialist in plastic surgery qualification award in comparison with the process of plastic surgeons training in the USA. Also describes some steps for separation of plastic surgery as an independent specialty in Ukraine in particular the resolution of the XXIII Congress of Surgeons of Ukraine (Kyiv, Ukraine, 2015) which announced the proposals on the introduction of the specialty “Plastic and Reconstructive Corrective Surgery” in the list of medical specialties, as well as to approve the draft order by the Ministry of Health of Ukraine, “On the improvement of medical aid in plastic surgery to population in Ukraine”, developed by the All-Ukrainian Association of Plastic, Reconstructive and Aesthetic Surgeons. As well the research analyzes the potential responsibility for plastic operations performing by a physician whose qualification is not confirmed as “Doctor-Plastic Surgeon” due to the existing legal collision. The necessity of a term “cosmetic interference” official definition is present, in particular, it defines the importance of the legal definition of the term “cosmetic interference” in the context of sick leave certificate design because according to the legislation of Ukraine, disability payments due to “cosmetic interference” are not provided while that the diagnosis in a sick leave certificate can be mentioned only because of the written consent of the person to whom it is issued. Besides the paper presents the examples of court cases and legislation that confirm the necessity to regulate the legal status of plastic surgery in Ukraine
"MAGNIFICENT EDIFICE OF THE HISTORY OF SLAVIC LITERATURES": Y. BOYKO-BLOKHIN'S "PROJECT"
The article deals with Y. Boyko-Blokhin's approach to the problem of comparative analysis of Slavic literatures in the context of contemporary comparative study (U. Weisstein, R. Wellek, D. Ďurišin, A. Dima, D. Nalivayko, D. Chizhevsky). The careful attention of the scholar to "peculiarities" of national development of literatures as a subject of the research is emphasized. Specifically, the interpretation by Y. Boyko-Blokhin of such concepts as "interaction" (not only as a rapprochement, but also as a mutual repulsion) and "influence" (primarily as a creative transformation of foreign artistic and aesthetic experience, and hence, as an impetus, impulse for own original creation) is thought through.The opinion of the scholar as to characteristic aspects of the comparative study of East Slavic literatures is analyzed and the emphasis is given to the researcher's close attention to the question of national features of each of these literatures. The efficiency and potential of Y. Boyko-Blokhin's concept of comparative study of East Slavic literatures, aimed at understanding of their place in Common Slavic and West European literary space are substantiated. The importance of the scholar's thoughts about the need for "reformatting" ("reorienting") of the Slavic paradigm for the further development of this science (in view of unjustified "domination" of Russian literature over Ukrainian and Byelorussian literatures) is underlined.The consideration is given to Y. Boyko-Blokhin's approach ("project") to compilation of the history of Slavic literatures (vector of which is oriented from the study of peculiarities of literary works towards comprehension of the style as a unifying principle), with an emphasis on comparison of national development trends. The recognition in this context of the progress of other art forms is regarded as fully compliant with the special attention paid by contemporary comparative studies to the problem of literature in the art system (U. Weisstein, D. Chizhevsky, D. Nalivayko)The great importance for the continuous progress of Ukrainian comparative literature of the views of Y. Boyko-Blokhin, who developed traditions of national comparative studies and at the same time used the latest West European methodology, given the impossibility of its full-fledged advance during the Soviet period, is accentuated. The relevance of the scholar's thoughts and ideas for comparative world literature even nowadays is demonstrated
ABOUT SPELLS AND RECIDIVISM OF THE TRANSITION ECONOMIES’ PARTICIPATION IN IMF PROGRAMS
Based on the review of the modern world economic literature, there were revealed polar approaches of researchers to estimation of the role of the International Monetary Fund (IMF) in world economic processes in whole and its influence on the economic development of separate countries. There were analyzed institutional changes in IMF architecture and management system that favored its transparency, efficiency and increase of trust to the activity of the Fund from the world society.Based on the dynamic approach to the analysis of credit cooperation of countries-recipients with IMF, there were revealed factors that caused differences in duration of series of IMF lending programs (spell) for transition economies and ones that determine recidivism of their credit relations with the Fund. Among other ones, the determining role is played by the technical assistance of the Fund that favored institutional establishment of unstable economic systems, search for consensus between IMF staff members and governments of countries about formation of the policy of conditionality and effectiveness of its realization.The article presents chronologization and analytic estimation of main stages of cooperation between Ukraine and IMF, estimates the net transfers of financial resources of the Fund, elucidates conditions of the incomplete drawn of granted credit resources by Ukraine, causes of finishing credit cooperation and transition to technical one at different stages. At the end there was made a conclusion that main efforts must be directed on constructing native economic system a self-sufficient macroeconomic pattern of the development of the native economic system
CHARACTERISTICS OF PEDAGOGICAL CONDITIONS FOR PREPARING FUTURE PRIMARY SCHOOL TEACHERS TO INTERACTION WITH PARENTS IN TERMS OF INCLUSIVE EDUCATION
In the article, based on the scientific sources and empirical material analysis, the pedagogical conditions of future primary school teachers’ preparation for interaction with parents in terms of inclusive education have been described. They are: stimulation of future primary school teachers’ motivational-value and responsible attitude to the knowledge acquisition, skills and habits of interaction with parents in terms of inclusive education; the use of training facilities for higher educational institutions to acquire future primary school teachers’ appropriate competence through: improvement and integration of the professional and professionally oriented academic disciplines content, application of innovative and traditional learning technologies in the context of preparation for interaction with parents in the context of inclusive education; direction of educational and pedagogical practice on experience improvement of future primary school teachers’ interaction with parents in terms of inclusive education. It has been specified that only the harmonized observance of all conditions will be a guarantee of qualitative future primary school teachers’ preparation to interacting with parents under inclusive education conditions. With the purpose of special teachers training to form future primary school teachers’ ability to interact with parents in terms of inclusive education it has been recommended to conduct not only traditional educational and methodological or scientific-practical seminars, but also trainings, coaching, webinars, first of all, in online mode. It has been indicated that such forms of work nowadays become very popular because of their availability, dedication to production and innovation: extra-mural/distance participation; easy access to social networks and websites; the practical nature of the information: empirical material with confirmatory video stories; providing specific advice on decision making in pedagogical situations; the possibility of revising in case of indirect participation and in the situation of certain aspects additional clarification; constant information updating taking into account the most recent trends and so on
FORMATION OF SOCIO-ECONOMIC DEVELOPMENT STRATEGY OF CONSTRUCTION ENTERPRISES
The improvement of economic and social results of the current activity of a construction enterprise and future development of the socio-economic system is possible by forming and accepting complex arrangements within the mechanism of rationalization of cooperation between elements of the system of construction activity management, directed on establishing the organizational structure, providing balance between existent resources and establishing future aims for achieving economic and social results, observing the functional destination and objective orientation of technological and resource elements of the management system of the socio-economic development.The conducted studies established that the strategy must provide arrangements as to improvement of the economic mechanism, system of management and planning, economic stimulation, creation of conditions for the effective use of the production potential of an economic enterprise. It was proved, that they are in: realization of profound marketing studies for determining a consumption demand for final construction products in whole and by their most important groups and usage directions; formation of alternative variants of creating final products, taking into account the structure of needs in them and within resources, allotted for the development of a construction enterprise; choice of a variant that mostly satisfies needs for a new strategy, solving socio-economic tasks at least costs, getting the proper quality of products and raising a competitiveness level of the production potential of a construction enterprise.It allows to state that the development project of a construction enterprise must be based on multi-criteria optimization, oriented on getting the maximal profit and maximal satisfaction of the consumption demand of products, presented on internal and external markets at raising their competitiveness
GENDER GAPS IN VOTER'S BEHAVIOUR IN MODERN UKRAINE: FACTORS AND INFLUENCE
The article deals with the important and insufficiently studied problem of specificity of the gender influence on electors’ orientations in modern Ukraine. The studies fixed the presence of gender gaps in the electoral behavior – certain difference in electoral activity (participation in elections) and electoral preferences (decision about whom to give the own voice) among men and women.Based on the analysis of the situation in the Ukrainian society, there was determined, that the real gender gap in the electoral behavior of women and men is conditioned by the series of factors: historical (1), ideological (2), economic (3), social (4), political (5), cognitive-propagandist (6), stereotype and others (7).Their influence really determines a motivation of making electoral decisions by them. It was established, that just these factors, added by the series of partial ones (regional, type and level of elections, strategies of organizing election campaigns and so on) determine the presence of differences in the electoral behavior of men and women.Present gender gaps testify not only to the difference in the attitude to elections, they manifest the difference in approaches as to the attitude to the whole totality of social and political problems among men and women. Historical, economic, social, political, ideological factors, separated at the analysis, are more or less manifested in gender stereotypes that function in the society, that describe and legitimize men’s and women’s status in the society, their attitude to different social phenomena that results in the necessity to take them into account obligatorily at organizing elections
CONCEPTION OF PROVIDING THE OPERATIONAL DEVELOPMENT IN THE FUNCTIONING PROCESS OF INNOVATIVELY ORIENTED ENTERPRISES
Economic instability, continuous change of conditions, that innovatively oriented enterprises function in, complicate the achievement of planned results and decrease the efficiency of using strategic management of the development. Taking into account the aforesaid, the aim of the article is to elaborate a conception of providing the operational development in the functioning process of innovatively oriented enterprises, based on the complex of operational actions (economic functions), achieving tactic and strategic purpose-oriented results for transferring the economic system of an enterprise in the new development stage. According to research results, it was grounded, that the aim of functioning of innovatively oriented enterprises at realizing the operational development process forms as a combination of the innovatively oriented evolution of the economic system and the increase of the economic return for the further use in the development process. It was proved, that the development at the operational level is a process of purpose-oriented changes that provide transferring an enterprise to the new development stage. Such purpose-oriented changes are offered to be realized through realizing economic functions in the internal environment of an enterprise, directed not only on current functioning processes, but also development that allows to attain the sufficient economic return level. It was revealed, that it is expedient to realize them, based on using factors of production and management of economic relations both at the level “subject – object” and “object – object”, considering an innovatively oriented enterprise as an ecosystem. For this aim, its construction and structure are grounded; the characteristic of key complicated functional environments of components of an ecosystem is given. It was elucidated, that the economic evolution of an enterprise takes place through the change of stages (phases) of the functional development level, at each of them the complex of economic functions is realized, and the economic return is obtained according to an achieved position in the development process
A BRIEF ANALYSIS OF THE REHABILITATION SYSTEMS OF CHILDREN WITH SPASTIC FORMS OF MOTOR DISORDERS
The article briefly analyzes the main studies in the field of overcoming spasticity within the confines of medical and partly pedagogical approaches. It was singled out the range of the main aspects that can be used as a basis for the correction of motor disorders spasmodic forms in children of early and preschool age by means of adaptive physical education from the position of pedagogy, medicine, physiology and neurology in their constituent components. The paper studies the methods of overcoming spasticity suggested by specialists of various profiles containing promising key ideas for further research. Efforts have been made to combine possibilities of medical methods of spastic motor disorders forms rehabilitation with pedagogical capabilities of adaptive physical education. Such an approach can guarantee the complexity of various forms of spastic motor disorders, which can positively affect the construction of an individualized correctional strategy and tactics in further rehabilitation work. Analyzing the literature sources, we did not find a single universal method for the complete or at least prevailing overcoming of spasticity in children and adults
PREVENTIVE POTENTIAL OF A CITY TERRITORIAL COMMUNITY CONCERNING SOCIAL ORPHANHOOD PREVENTION
In the article the author reveals such concepts as “territorial community of a city”, “preventive potential”, “social capital”, “resourceful environment of a territorial community” in the context of social orphanhood prevention. Also in the research is presented author's interpretation of the concept of "territorial community of a city" as a complex self-manageable social system of self-organizing local communities (city quarters, areas of a big city etc.), members of which are individuals, governmental and non-governmental social organizations, non-commercial social organizations, neighborhoodhood groups and other microstructures united by common interests, goals and activity for treating own needs (everyday life, habitat, leisure time, education, communication) and localizations of possible of social risks, also solving of a problems of a territory.Characteristic features and features of effective functioning of territorial community are defined, among which are the following: presence of individual (separated members of a community) and collective subjects (network of public and governmental organizations, social groups, neighborhoodhood unions etc.), their activity and degree of involvement in solving problems, character of interaction and permanence of connections between subjects (network of social interaction), availability of necessary resources of territorial community (as institutional, human, spiritual, time, material, administrative ones), territorial-cultural specificity of a community.In the article the author defines subjects of a community, which have preventive potential (resource) concerning social orphanhod prevention in a territorial community of a city. The author also justifies the importance of creation of a resourceful environment of a territorial community of a city for prevention of family discomfort and neglection as well as homelessness of children, defines techniques of active involvement of community residents into solving of social problems including social orphanhood. Author also reveals forms and methods of activation of a community for social orphanhood prevention
ANALYSIS OF THE PERSPECTIVES OF INTERNATIONAL ENVIRONMENTAL COOPERATION FOR THE CENTRAL REGIONS OF UKRAINE
The conducted analysis of the prospects of international environmental cooperation for the central regions of Ukraine showed that the most developed area of cooperation is green tourism, which is rapidly developing in the central regions. To a large extent, this is due to the natural conditions and the preserved archaism of local life that attracts tourists. On the other side, the support of green tourism by the government, improvement of the material condition of owners of green homesteads increases the interest of local communities in cooperation with international organizations.Using of international experience in the field of energy saving by local communities is being implemented by individual farms at the level of individual relationships with international organizations, but it has no massive component.Cooperation of the central regions of Ukraine with the international community is the most promising in the direction of forming a transnational ecological network. The main reserve for the formation of a regional ecological network is the lands of the water fund, degraded and unproductive agricultural landscapes. The allocation of lands for the water fund and its mapping must use plans and requires adequate financing. The threat to implementation of the regional program for the development of the ecological network and its coordination with transnational ecological corridors is the lack of financing and inconsistency of the resolution of the land ownership rights in the alienation of land to the nature reserve fund.The use of funding from international environmental funds in the central regions of Ukraine is limited due to the lack of experience in the participation of environmental NGOs in international ecological projects aimed at nature conservation, the lack of interest of local communities in land alienation in the nature reserve fund
