    SHAPING OF THE PUBLIC DISCOURSE ON REFUGEES IN SOCIAL MEDIA: "REFUGEES WELCOME LITHUANIA"

    Social media websites, such as Facebook and Twitter, are starting to become places, where people present and evaluate various events in the world: terrorist attacks in London, Barcelona, Berlin, Brussels. What is more, these websites influence values of their users and readers. Technologies allow people to exchange views at the very moment of the event. The time zone, area, or other physical aspects of the platform participants do not matter. However, this ability might cause negative impact on the discussed social groups. The aim of this article – to analyse the discourse formation in media regarding refugees’ integration and humanitarian crisis in Europe. The goals of this study are: to figure out how the practices of public participation evidences in the context of communication through social media; to form a methodology according to up-to-date communicational concepts and analyse how the images of refugees are formed in social media; to reveal the main actors, involved in the formation of the discourse on refugees in Lithuania, by analysing the content in Facebook pages “Priimsiu pabÄ—gÄ—lį†(eng. “Refugees Welcomeâ€) and “Visuomeninis komitetas prieÅ¡ priverstinÄ™ imigraciją†(eng. “Public Committee against Forced Immigrationâ€)

    The aim of the article is to shed light upon the essence and functions of the civil society, as well as to outline the features of its functioning.The article considers the views of thinkers of the past and modernity on the essence and significance of civil society, which formed the basis of a modern understanding of its content and role in the development of democracy and society. Also, modern approaches to the interpretation of the content of this concept were reviewed.It is revealed, that those approaches to the interpretation of the civil society of thinkers of the past and present, which take into account its component as economy, were and remain the most studied and time-consuming ones, and eventually do not lose their relevance.The main functional models of civil society are highlighted. It is justified, that the extended functional model, formed on the basis of the models of Merkel-Lauth and Edwards, more fully reflects the functions, performed by the civil society.Different models of interaction of civil society, state, business, family are investigated. It is proposed to consider the civil society as an environment that enables the interaction of the state, business and family in accordance with their natural functioning

    A COMPARATIVE ANALYSIS OF THE PROFESSIONAL COMPETENCE LEVEL OF FUTURE TEACHERS OF FINE ART OF THE ZAPORIZHZHIA REGION IN THE CONDITIONS OF THE CONCEPT OF A NEW UKRAINIAN SCHOOL

    The article is devoted to the study of the problem of training future teachers of fine art in the context of the implementation of the Concept of the New Ukrainian School in order to comparatively analyze the existing level of their professional training in accordance with the new requirements and needs of society, where project technology is the basis of training as a condition for the development of a successful person.The author identifies issues related to the training of teachers of fine art in higher education institutions that require scientific research in order to update the process of preparing future teachers of fine art to work in the New Ukrainian School, clarifies the essence of the concept of professional competence of a teacher of fine art, its structure and criteria for assessing the levels of formation given competency. In the process of research, the advantages of teaching with the help of creative design, its capabilities in the training of fine art teachers are revealed and substantiated.During the ascertaining experiment, which was conducted with the participation of students of the Municipal institution of higher education “Khortytsia National Training and Rehabilitation Academy” of the Zaporizhzhia Regional Council, it was established and justified the need to update the process of professional training of teachers of fine art and the possibility of increasing the existing level of professional competence formation using creative design as an effective means of formation. The relationship between the level of formation of professional competence and the motivational sphere has been practically established, the need to use the visual art of creative design in the training of teachers is logically substantiated

    MARKETING STUDIES OF CONSUMPTION PREFERENCES AT DEVELOPING DIETARY PRODUCTS

    Results of marketing studies of consumption motivations and preferences at choosing bread for special dietary consumption are presented. It has been established, that 18 % of questioned give advantage to bread with a decreased amount of carbohydrates; 17 % of respondents consume bread without gluten; 13 % give preference to products, including nutrients; 10 % by iodine-containing bread; 7 % and 6 % of questioned give preference to bread with a content of soya and entersorbents. It has been established, that bread with a content of carotene and lecithin is not widely demanded among respondents as 3 % for each one. Studies of % of preferences by flour types in the bread composition allowed to make conclusions that 19 and 17 % of respondents give preference to corn and buckwheat flour due to a higher content of healthy substances, it is also an important advantage that these flour types don’t contain cellulose complexes, present in the composition of wheat and barley flour, preferred by 14 and 11 % of questioned, respectively. It has been established by the experimental way, that 20 % of questioned persons feel a lack of bread with an increased content of protein at the market. 15, 12 and 10 % of respondents want widening the assortment of bread with an increased content of macroelements, vitamins and microelements. 13 and 10 % of questioned feel a lack at the market in such physiological-functional ingredients as polyunsaturated fatty acids and products of gluten-free flour. 8 % of respondents want to see in the retail network products with a content of dietary fiber and antioxidants. 9 % feel a lack of bread with a content of probiotics, 3 % of oligosaccharides. Based on the obtained results, there have been determined consumption advantages: a modern consumer gives preference to products with the improved content, usual organoleptic parameters, long storage term, low price. He/she is guided by the following criteria at buying bread: food value, caloric value, prophylactic properties

    LINGUOCULTURAL PECULIARITIES OF GERMAN AND GEORGIAN PHRASEOLOGICAL UNITS – CONTRASTIVE ANALYSIS

    Knowledge about the world begins with gaining knowledge about the language. Language is a part of our national culture and plays one of the main roles in its formation. Unity of language, culture and thinking determines and forms not only national mentality, but national character as well. Specific features of the national identity are reflected in phraseological units.Phraseological unit in German, as well as in Georgian language, is a complex verbal formation. Linguistic and extralinguistic factors play an importanat role in the formation and development of phraseological units. But there are still questions – how are these phraseological units created and which language is the source language and which one is the target one.Our goal is to study the origin and structure of some German phraseological units (especially idiomatic phraseology)and to find their equivalents in Georgian. We also aim at enriching idiomatic phraseologisms with the examples of their actual use in current parlance, finding their Georgian equivalents.The present work tries to contribute to broadening the scope of investigation and methodology of the previous contrastive German-Georgian phraseology research and fill research gaps in this field

    NOMADISM AS A WAY OF BEING OF THE IMMIGRANTS AND INTERNALLY DISPLACED PERSONS

    The article presents the innovatory understanding of the nomadic strategy of human being in the transitional condition. The aim of the article is to determine the role of the nomadic being way in the social group of internal migrants. It is substantiated, that aims and actions of a nomad are directed on creating new ways of realization and conceptualization of variants of nomadic being. It is explained, that a nomad doesn’t go by the way, offered by traditional types of activity, but searches innovatory ways of realization, doesn’t stop on deciphering of traditionally existing being senses, but produces them him/herself. A subject, living in a space of “boundaries” is deprived of the settled comfort, he/she searches for a possibility of balance and harmony, social recognition and improvement of own life conditions in the movement and change. The culture of choice, formed by the logic of the modern market, gives a nomad resources for regulating the own freedom degree. Nomadic instruments correspond to the migrants’ way of life. Digital nomadism creates stimuli for the active life and adaptation to new conditions of different groups of migrants

    INNOVATIVE ENVIRONMENT IN UKRAINE: FORMATION AND EVALUATION OF DEVELOPMENT IN THE CONDITIONS OF THE BALANCED ECONOMIC GROWTH

    The paper notes that the success of economic policy aimed at forming a new model of Ukraine's economic growth is facilitated by a clear choice of priorities, among which the main thing is to ensure high rates of sustainable economic growth. The main components of the innovative environment of the economy are determined. The analysis of indicators of innovative development of the countries of the world for the period 2011–2017 is carried out using the Principal Components and Classification Analysis method in the Statistica 10.0 software package. The factors of influence on the innovative development of countries are determined. The advantages of structuring the innovative environment are determination of the subordination of priorities for supporting innovations by the state, business and financial market. In the course of the research, methods of systemic, theoretical generalization, analysis, comparative comparison, tabular and graphical presentation of results are used, which allows the author to prove a low level of regulation of the innovation process characteristic of the Ukrainian economy. The problems of innovative development of groups of countries with low and above average level of income according to the World Bank classification are characterized by the lack of a developed innovative environment, the implementation of the secondary role of the state as a component of the national innovative system. The peculiarity of state regulation of high-income countries is determined by the balance of innovation policy instruments. The presence of a developed institutional environment (fundamental conditions) ensures the effectiveness of financial support of the business, obtaining high results from innovations and retaining the leading position on innovative development. At the decision of the enterprises of a group of countries with a level of incomes above the average for the implementation of investments in innovative activities and further innovative development, financial markets, commodity markets and the effectiveness of the legal system are of greatest importance. It is proved that for the low-income countries the variable "Market development" has a stimulating significance for economic growth. The above, as well as fragmentation, the definition of factors of innovative development according to the Global Innovation Index, provided grounds for the author to give recommendations (integral indicator) in determining the priority of development of the content elements of the national innovative system, highlighting the importance of the state, human capital, research, financial and commodity markets in economic growth of the country, identifying sources and priorities for financing innovative development

    Cryptocurrencies – a new, but quickly developing concept within the sphere of finance. Opinions regarding it still differ, not only on a personal level, but also when it comes to governments.Overall the legal regulation regarding cryptocurrencies in the world is still in the formation stage. Currently the legal norms that do exist, are primarily directed towards the minimization of existing risks, especially in the field of money laundering. Though there is already no reason to doubt, that during the coming years the regulation will become stricter. In some countries cryptocurrencies are outright forbidden. For example, in China, in February 2018 additions to the legislation were issues, that broadened the cryptocurrencies ban.In other countries cryptocurrencies shall be strictly regulated. For example, in Estonia, a member of EU, cryptocurrencies are fully legal. Estonia can be reviewed as a country that independently developed its own regulation in this field. Though there is no guarantee that the legislators will keep up with the quickly developing technologies.One way or another cryptocurrencies exist and are not going anywhere. The legislation that regulates them shall be developed further and they shall become a important part of the modern financial system. The level of their influence is hard to predict, things are changing too quickly, but their existence is a fact. It is necessary to remember, that that cryptocurrencies are not a magical solution or means of profit. It is a financial instrument, new, in many ways unique, with its own special drawbacks and benefits. It is important to know and understand them, also to keep an eye on the developing technologies

    COMPARATIVE EXPERIENCE OF THE EFFECTIVENESS OF FINANCING SMALL ENTERPRISES

    The article considers existing criteria of estimation of financing subjects of small business in Germany and Russia for raising its effectiveness for Russia. We analyzed main directions and mechanisms of state support in these countries. The conducted analysis demonstrated that effectiveness indices of the activity of small enterprises in FGR essentially exceed analogous indices of the activity of enterprises of EU countries. A contribution, brought by small enterprises in the development of economy of Germany is just inestimable. For functioning and financing the activity of small enterprises in FGR, there were accepted correspondent normative acts, for example, the Trade code, one of which main statements is the following: family enterprises are encouraged in Germany by giving them the free access at markets, and there are different limitations for big enterprises. The parity of competitive flows is observed by prohibiting small business purchase for big enterprises – in Germany small enterprises are distinctly divided in dependent and independent by strict statistical accounting of these companies. The author denoted base state structures, curating programs for supporting small enterprises in Germany comparing with infrastructures, engaged for supporting subjects of small and middle business, existing in Russia. Unfortunately, program arrangements for supporting subjects of small business in RF don’t include special measures for supporting priority types of activity. The support is mainly directed on certain categories of citizens: unemployed, families with many children, youth and so on

    STOCHASTIC PROCESSES IN PROJECT MANAGEMENT

    Performance of planned activities not always leads to the achievement of planned results in innovation projects with a high degree of uncertainty. Management of such specific projects requires the usage of specific methods and processes. It is necessary to develop own stochastic process methods rather than use classical methods of deterministic management.The main peculiarity of stochastic processes of projects consists in the inability to carry out more than one experiment. Implementation of a project is a stochastic process, which is carried out only once.For the purposes of the research, stochastic project management is the process of organisation, planning and control over projects, in which the decisions and actions of managers are described by stochastic functions. If the project realisation is described by stochastic processes, the project management process is indeed described by stochastic processes.This research suggests a project management approach based on the focus on the project product and project management as stochastic processes based on stochastic functions. It is demonstrated that stochastic function values, which underlie the stochastic processes, are formed by the intellectual instruments of those involved in the project and are developed on the basis of their knowledge and skills. The latter, in turn, are the result of studying and practical work on the project. Therefore, it is difficult to predict decisions and actions of managers and contractors, even if internal and external influences on them are specified. Then, any decisions or actions of such persons with regard to the external observer are described by stochastic functions.The purpose of this study is to describe the processes of stochastic project management. The purpose of the study is the project management process. The subject of research is the methods of stochastic project management. Within the framework of the study, all groups of processes of stochastic control will be mathematically described and the conditions of their impact determined.The processes of stochastic project management are outlined and formally presented. These are the processes of project management organisation, the processes of project management support, processes of project content definition, processes of defining the resources, required for the project works, processes of project planning, processes of influence on contractors of actions (works)
