EVALUATION OF THE FEASIBILITY OF IMPLEMENTING INNOVATIVE ENERGY EFFICIENT TECHNOLOGIES ON THE WAY OF ECONOMIC DEVELOPMENT OF THE REGION
Innovative energy efficient technologies are the driving force behind the economic development of the region. The feasibility of introducing such technologies is determined by the degree of innovative development of this region. Today there are a large number of models that substantiate certain indicators used to calculate the integral indicator of an innovative energy-efficient focus. The dynamics of the development of an administrative unit depends on the ability to create favorable conditions for the dissemination and use of innovations, the intensification of scientific and innovative activities. The article also uses the concept of "innovative orientation" rather than "innovative development". The innovation orientation is considered as the degree of intensity and timeliness of the implementation of certain actions by economic entities aimed at innovative development. To calculate the indicator of innovative orientation, the method of integral assessment of innovative orientation is used, which makes it possible to: determine a large number of indicators; explore individual sectors of society; not to analyze generally accepted economic indicators that are not sectoral known in the research subjects, and to determine the energy-efficient focus at the expense of the selected indices of the focus of innovative potential. As part of the study, primary indicators are collected from 14 administrative units of the Kharkiv region. At the next stage of the study, indicators of innovative orientation are determined. In accordance with the principles of conducting research and identifying innovative potential, the indicators are formed in 5 groups. The ranking of integral indicators of innovative energy-efficient orientation is carried out, which makes it possible to reasonably and purposefully give recommendations on energy savings in the studied subjects in accordance with the rank of this index

The authors of the article have analyzed scientific research on the problem of the formation of cognitive readiness for educational activity in children with autism spectrum disorders of senior preschool age. It is noted that for children with autism spectrum disorders, a special approach should be applied with a focus on world standards and effective methods of correction and training should be developed. It is revealed that today the psychological and pedagogical correction of the development of autism does not have unambiguity and consistency regarding technologies and methods that would help to effectively overcome autism spectrum disorders and contribute to the effective preparation of autistic children for educational activities. The content of the concept of "cognitive readiness" is revealed as a prerequisite for the development of psychological characteristics and preparation of a child with autism spectrum disorders of senior preschool age for learning activities. The features of the use of correctional technologies to increase the level of cognitive readiness for educational activity of children with autism spectrum disorders of senior preschool age have been determined. It was revealed that the main condition for the formation of cognitive readiness for educational activity in children with autism spectrum disorders of senior preschool age is the use of ABA therapy technology, the TEACCH program, (PRT), PECS, sensory integration. It is revealed that the program (TEACCH, PECS) reflects a clear algorithm of actions, encourages mental operations; method (ABA-therapy) improves the stability of concentration, memory development, forms learning behavior; (PRT) promotes the development of motivation in a child with autism spectrum disorder of senior preschool age, self-management. The formation of imagination and perception of the surrounding world is carried out in the process of conducting classes with sensory integration. It is proved that the formation of cognitive readiness for educational activity in senior preschoolers with autism spectrum disorders is an important factor in the realization of personal potential and social adaptation
ROLE AND IMPORTANCE OF THE PLAYING SPACE IN PSYCHIC DEVELOPMENT OF A PRE-SCHOOL CHILD
In the research process it has been determined, that the full-value development of a pre-school child takes place at the expanse of high-quality organization and effective use of the playing space. It has been outlined, that high-quality organization of the playing space favors the harmonic combination of psychic, physical and spiritual development of a child. The conducted theoretical analysis allowed to separate four main components that must be taken into account in the process of organizing the high-quality playing space of pre-school children, namely: content, material, organizational and personal. It has been noted, that a structural model of the qualitatively organized playing space of a pre-school child is based on acknowledgement of the child-centered orientation priority. It has been proved, that the agreed combination of four components of the playing space provides psychological safety of a pre-school child and favors the high level development of its cooperation in the process of interaction with others. It has been revealed, that the content of realized playing actions, material filling of the playing space, its dynamics and mobility, inclusion of all children in the active playing activity need essentially other approaches. There have been fixed contradictions between necessary and real ideas of teachers as to the organization quality of the playing space for pre-school children.
The problem of quality organization of the playing space for pre-school children gains special importance under conditions of modern society that dictates new rules and requirements to the development of a successful person. The formation of the high level ability to understand own possibilities, to reveal initiative and comprehensively realize themselves in pre-school children provides the presence and interconnection of all structural components of the playing space
PRIORITIES FOR THE DISTRIBUTION OF INTERBUDGETARY TRANSFERS UNDER THE CONDITIONS OF FISCAL DECENTRALIZATION IN UKRAINE
The article is devoted to the problem of the distribution of intergovernmental transfers in Ukraine, taking into account fiscal decentralization trends. To perform the delegated functions, local governments need to have sufficient funding. However, the revenues of local budgets are insufficient to cover all necessary expenses. Therefore, inter-budget transfers, which in Ukraine are the main instrument of financial equalization, play an important role in ensuring the implementation of delegated powers by local governments. The aim of the article is determination of the priorities for the distribution of intergovernmental transfers in Ukraine in the context of fiscal decentralization. The research methodology combines quantitative and qualitative methods. Using quantitative methods, the principles of fiscal decentralization in Ukraine are observed through the mechanism of distribution of intergovernmental transfers. Using high-quality methods and based on the analysis, the priorities of the distribution of inter-budget transfers in the context of fiscal decentralization are formulated. An analysis of foreign publications on fiscal decentralization has shown that the uncertainty of priorities in this area reduces the effectiveness of fiscal decentralization and inhibits the economic development of regions. Prioritization of the distribution of intergovernmental transfers is preceded by the definition of principles for the distribution of intergovernmental transfers. Based on the results of a quantitative analysis, namely, the identified dynamics of fiscal decentralization indicators and the impact of the distribution of intergovernmental transfers on economic development, the following priorities for the distribution of intergovernmental transfers in fiscal decentralization are identified: supporting the prevalence of targeted transfers over non-targeted transfers, increasing the share of capital transfers, increasing the accountability of local authorities self-government regarding the use of funds received in the form of intergovernmental budget transfers

PHILOSOPHICAL BASES OF IMPROVEMENT OF PARADIGM DEVELOPMENT METHODOLOGIES
The analysis of modern literary sources shows that the paradigms of the main areas of human activity were developed in 2013-18, using only time-based methods. However, in 2019, the development of paradigms of mechanics showed that they depend not on time, but only on space. Therefore, there arose a problem: when, where and how to apply the space-based method and the time-based method. This is a problem of improving the methodology for developing paradigms – global strategies, strategies of the behavior of mankind as a whole in a specific area of activity. The analysis of recent studies and publications indicates that this problem has not even been raised in world literature and research practice. In the coming new era, the depletion of basic natural resources of the planet and the aggravation of the need to develop a new, third generation of paradigms will only urge the importance of solving this problem. Therefore, the aim of the research is to improve the methodology for developing paradigms. For this purpose, the following tasks are solved:– the analysis of the level of knowledge about space, time and matter is carried out;– the essence and content of space, time and matter is determined;– the nature of the relationship between the space- and time-based methods is determined;– the nature of the connection of space- and time-based methods with matter is established;– a brief description of the results obtained is given.Research methods: review of literary sources; historical and logical method; analog method; 2C70; VEO; Babailov’s method. Results: the matter-based methodology as the only methodology for the development of paradigms is created.Scientific novelty: the composition and sequence of the application of methods for the development of paradigms – space- and time-based methods and the matter-based methodology are streamlined.Practical relevance: the implementation of the matter-based methodology in the practice of developing paradigms will result in improving the methodology of strategic planning in an enterprise, which in turn will increase the efficiency of its management and production
