    Artikel ini bertujuan untuk menganalisis Falsafah Huma Betang sebagai sarana rekonstruksi perdamaian pasca konflik antara suku Dayak dan Madura di Kalimantan Tengah. Falsafah Huma Betang merupakan salah satu kekayaan intelektual lokal asli Suku Dayak di Kalimantan Tengah yang terinspirasi dari rumah adat. Falsafah Huma Betang memiliki nilai luhur seperti kesetaraan sesama manusia, kebersamaan, kekeluargaan/ persaudaraan, persatuan dan taat pada hukum. Dalam menganalisis Falsafah Huma Betang, konstruksi teori transformasi konflik, teori manajemen strategi, konsep pembangunan perdamaian dan konsep keamanan nasional digunakan untuk melihat pembangunan perdamaian pasca konflik secara lebih mendalam dan berkelanjutan. Penelitian mengunakan pendekatan kualitatif dengan konstruksi deskirptif. Data dikumpulkan dengan mengunakan wawancara mendalam dan studi literatur. Hasil penelitian akan menunjukkan sejauh mana Falsafah Huma Betang dapat dipakai sebagai rekonstruksi perdamaian pasca konflik suku Madura dan Dayak di Kalimantan Tengah. Selain itu Huma Betang juga selayaknya ditempatkan sebagai pedoman hidup dan menjadi bagian dalam upaya penyelasaian konflik secara non ligitatif serta pembangunan perdamaian yang positif dan berkelanjutan

    Milisi Teroris Asing (MTA) asal Indonesia yang pada awalnya meninggalkan Indonesia dan bertempur di kawasan Timur Tengah kini tidak memiliki kejelasan status kewarganegaraan dan tempat tinggal termasuk yang berasal dari Indonesia yang menuntut Pemerintah Indonesia untuk dipulangkan ke tanah air. Pelbagai tantangan dan ancaman tentu akan dihadapi oleh Indonesia, potensi konflikpun akan timbul seiring dengan tibanya MTA yang menjadi returnis ISIS ini ke Indonesia, sehinga dapat mengakibatkan ketidakstabilan kondisi keamanan nasional. Tujuan dari penelitian ini yaitu untuk menganalisis eskalasi ancaman yang dapat ditimbulkan oleh Returnis ISIS terhadap keamanan nasional Indonesia serta peran dan tantangan Pemerintah dalam menghadapi Returnis ISIS. Penelitian ini menggunakan metode kualitatif dengan teknik pengupulan data melalui wawancara, observasi tidak langsung, dan dokumentasi. Data diperoleh dari unsur kementerian dan lembaga, akademisi serta masyarakat umum yang selanjutnya dianalisis dengan teknik analisis kualitatif. Hasil penelitian menunjukan bahwa ada peluang milisi teroris asing asal Indonesia untuk dapat kembali ke tanah air dan menimbulkan konflik di tengah masyarakat, hal tersebut karena ISIS masih terus menjadi ancaman yang serius walaupun secara kekuatan mereka telah tergerus dan tersudutkan, karena mereka sudah terlanjur menancapkan ideologi salafi-jihadis ekstrem kepada pengikutnya termasuk di Indonesia. Kemudian, Pemerintah tidak boleh kaku terhadap hukum yang ada karena apabila berhadapan dengan ancaman negara, wibawa Pemerintah harus dijungjung tinggi apabila mengedepankan keselamatan bangsa dan negara. Sehingga, untuk mengoptimalkan peran pelbagai pihak dalam menghadapi returnis ISIS, peneliti merekomendasikan model kerjasama kolaboratif dan terintegrasi bersifat semesta. Penelitian lebih lanjut direkomendasikan guna menganalisis peran aktif dari masyarakat umum termasuk organisasi masyarakat

    Drought is one of the events which cause a lot of negative impact on the region, the area of agriculture drought can reduce yield and cause crop failure. East Java province is one of the largest contributors to the national rice production in Indonesia. Increased agricultural production can be done with risk management with a variety of drought mitigation strategies and disaster relief efforts preventive. One such effort is to make early control planning using drought-prone maps. Based on data analysis and processing of the obtained results that the distribution of drought in East Java province when the dry season, is very vulnerable category almost dominates the region's peak in August to October. Entering the rainy season spreading drought began to decrease, but the coastal areas are still in a very vulnerable category. The characteristics of the region is very vulnerable category during the year were in Sampang, Pamekasan, Sumenep, Tulungagung and part of the north coast of East Java Province which has the least rainfall than other areas and the climate is very dry. The movement patterns prone to drought from January to May, with a category extremely prone generally around the north coast of East Java Province, entered the month of June to November the drought extends further into the center of East Java Province, then in December the level of dryness safely started having additional area amid Province East Java. Risk management drought in East Java province, especially for areas prone and extremely vulnerable to the need for the regulation of early warning system for extreme climatic (ENSO), which affects drought, local legislation to establish the scale of priorities for the use dn water management, preparation of hazard maps of drought, determination anticipatory technology (manufacture ponds, weather modification technology, alternative energy sources, adjustment of cropping and cultivation technology) and irrigation systems adapted to climate forecasting, development of reward and punishment system for the people who do the conservation and rehabilitation of water and land resources

    A new security pact, the so-called AUKUS – Australia, United Kingdom, United States, was just established on September 15th, 2021. Australia is promised to be aided in building its sophisticated military capability, including the most anticipated one, the nuclear submarine. Amid a deteriorating relationship with the emerging power, China, the three countries concluded a decision which led to the intensification of rivalries among great power. Between the mentioned confronting parties, southeast Asian countries apparently divided yet felt a security dilemma in responding to the establishment of AUKUS. Either it refuses any military projection effort or considers the AUKUS as a balancing manoeuvre due to China’s assertive behaviour in the South China Sea. Geographically and politically Indonesia is the key actor. This article discusses how Indonesia’s strategy should be composed on addressing the threat posed by AUKUS in the regional stage. We investigate the importance of building our own national capability to deter any upcoming threat. Defence industries find their relevance in this situation. We suggest that Indonesia should put the building and developing its national defence industries as a major agenda of the strategy for addressing current and future security threats

    The diplomatic strategy option open to Indonesia in response to escalating friction between Indonesia and China over possession of the Natuna Islands is highlighted in this article. The paper employed a qualitative research approach that utilized secondary data sources. The finding shows that intensifying competition among big power nations such as the United States and China facilitates this diplomacy strategy choice (hedging). Several countries have embraced this diplomatic tactic, known as double 'hedged' diplomacy, as a means of balancing and stabilizing the influence of powers in their territories. Hedging allows some leeway for nations to discover a balance between priority gains and inevitable costs, albeit it is far from ideal. The study shows that Indonesia could enhance its sovereignty by accommodating the interests of China and those of other major power nations like the United States on the Natuna Waters by balancing China's assertiveness with the investment interest of the United States. The paper conceptualized ‘hedging’ as strategic diplomacy options adopted by nations seeking a balance of influence; while using a balance of power theory to analyze the situation, actors and processes as it affects the concerns of Indonesia on Natuna waters. Indonesia engagement in numerous naval cooperation with regional and international partners, as well as her maritime force presence in the Natuna waters, is a critical tool to project her defence diplomacy. As a result, this study suggests that Indonesia could take a double-hedged diplomatic approach to resolving the escalating tensions between Indonesia and China on Natuna Island. Consequently, there is the need to design ways of balancing China's growing aggressiveness with the existence and interests of another large power nation like the United States on the Natuna waters

    The TMMD policy is part of the TNI service operation carried out by the TNI together with the Regional Government and the community to help improve the welfare of the community and support the empowerment of defense territories. However, the implementation, the TMMD program that has been implemented has not been optimal because of problems in its implementation such as setting targets, lack of budget and manuals that have not been updated. The purpose of this research is to analyze the implementation of TMMD policies in the empowerment of defense areas in Kodim 0814/Jombang in 2018. This study uses qualitative methods. Data obtained from the specified informants were then analyzed using interactive analysis techniques. The results showed that the implementation of TMMD policies in Kodim 0814/Jombang in 2018 had not been implemented out optimally, both in terms of communication, resources and bureaucratic structure. This has an impact on the lack of results of the 101st TMMD implementation so that the empowerment of defense areas is not optimal. Efforts that can be carried out are by increasing the physical development budget of the Regional Government as well as adding food allowance and pocket money to the TMMD Task Force by TMMD Guidance, determining TMMD targets that must be bottom-up planning according to criteria, providing knowledge and skills for Kodim 0814/Jombang to work together with the Regional Government and the University, increasing the role of the Ministry of RI/LPNK by preparing rice for the people in the TMMD location and contact facilities can be sent before the implementation of TMMD .Keywords : Implementation, Policy, Be United, Empowerment and Defense

Hal ini terbukti dengan tercatatnya banyak pulau yang ada di wilayah Indonesia, yaitu mencapai 17.499 pulau. Selain sebagai Negara kepulauan, Indonesia juga memiliki karakteristik laut yang cukup unik yang digunakan sebagai alur transportasi Internasional yang didukung oleh posisi geostrategic. Dengan banyaknya keuntungan yang dimiliki Indonesia tersebut pastilah akan dibarengi oleh masalah yang sama banyaknya pula. Masalah yang timbul diantaranya adalah mengenai masalah keamanan dan keselamatan di wilayah perairan Indonesia. Dalam upaya mewujudkan keamanan dan keselamatan di wilayah perairan Indonesia, maka Indonesia membentuk Bakamla. untuk membahas tentang strategi dari badan keamanan laut (Bakamla) dalam menjaga keamanan dan keselamatan perairan di wilayah Indonesia. yuridis empiris dengan mencari tau secara spesifik kinerja dan cara Bakamla dalam menjaga keamanan dan keselamatan perairan di wilayah Indonesia yang kemudian dianalisis secara kualitatif. Yang didapatkan setelah melakukan serangkaian penelitian. bagian yang paling orisinil dalam suatu penelitian, tidak terkecuali dalam penulisan ini. Undang-undang nomor 25 tahun 2014 dalam pasal 1 menyebutkan bahwa strategis Badan Keamanan Laut Republik Indonesia Tahun 2020-2024 yang selanjutnya disebut Renstra Bakamla RI Tahun 2020-2024 adalah pedoman dalam perencanaan, pelaksanaan, dan evaluasi program dan kegiatan yang dilaksanakan untuk mewujudkan visi dan misi Badan Keamanan Laut Republik Indonesia. pada penelitian ini adalah bakamla dalam menjaga wilayah perairan di Indonesia telah dan siap untuk mengatur strategi untuk mencegah kejahatan yang ada di wilayah perairan wilayah Indonesia.     Indonesian National Armed Forces, the Air Force, as a means of national defense , had the task of upholding the sovereignty of the unitary state of the Republic of Indonesia and the territorial integrity of country, especially in the context of upholding state sovereignty in the air, and supporting the enforcement of state sovereignty on land and at sea. In order to realize this, the Indonesian Air Force through one of its functions in its territorial development is through fostering the potential of aerospace, through the empowerment of defense areas. The development of aerospace potential is carried out as an effort to realize the creation of regional security around the base. This research method is a qualitative method with observation techniques, documentation studies and interviews. The results of the study showed that there are still a level of vulnerability of security in around Atang Senjaya Air Force Base area which is the concentration of local security forces, office complexes, personnel and facilities and infrastructure that require a fairly high level of supervision. The existence of military installations, whether complex or office buildings, is still quite open and easily accessible to parties with certain interests. It is very important to establish a condition of the expected defense area through the synergy of all territorial apparatus in optimally carrying out the development of aerospace potential in the community, through the role of Binpotdirga personnel, in providing guidance, conducting effective communication, and participation from local government.Keywords: Air base, empowerment, regional defense , universal defense system, Atang Sendjaj

    Kapal Nirawak TNI AL yang ada saat ini adalah kapal tanpa awak yang pertama di buat oleh Dinas penelitian dan pengembangan TNI Angkatan Laut. Kapal ini kurang optimal maka perlu adanya redesain lambung kapal dengan menggunakan metode simulasi model dengan bantuan software maxsurf. Dengan menggunaan software maxsurf ini akan mempermudah dalam menganalisa performa hidrodinamis yang salah satu parameternya adalah tahanan kapal, dengan redesain menunjukkan hasil bahwa terjadi pengurangan tahanan kapal. Dengan redesain lambung Kapal Kapal Nirawak TNI AL dengan menggunakan metode simulasi model dengan bantuan software maxsurf dalam menganalisa performa hidrodinamis,maka mendapatkan nilai hambatan pada kecepatan maksimal. Sedangkan daya yang dibutuhkan kapal pada kecepatan maksimal sehingga kecepatan menunjukkan peningkatan kecepatan kapal maksimun, dengan demikian memenuhi ketentuan operational requirement dan menghasilkan olah gerak yang baik. Maka dari itu dapat disimpulkan bahwa kapal tersebut setelah di redesain dapat lebih baik
