EVALUASI DAMPAK KEBIJAKAN REKLAMASI PANTAI DI TELUK LAMPUNG (Studi Dampak Sosial-Ekonomi Nelayan Kelurahan Sukaraja Pada Kasus Reklamasi Pantai Di Kelurahan Bumi Waras, Kecamatan Bumi Waras, Kota Bandar Lampung)
ABSTRACT. The policy of coastal reclamation in the Teluk Lampung ample posessome problems or lack of socio-economic conditions of rendering of fishermenaround the area of reclamation. After the policy of coastal reclamationimplemented, have are gave an impact on the fishermen about being the difficulty
in finding fish and meet his needs. So the formula obtained by the issue of howsocio-economic impacts of fishing due to the perceived policy of coastalreclamation in the Teluk Lampung, especially Kelurahan Sukaraja. The purpose ofthis research is to give an overview of the impact of the social economy isperceived as one of the fishermen the impact arising from the existence of apolicy of coastal reclamation in the Teluk Lampung. This research was conductedto evaluate the impact of coastal reclamation policy. In evaluating the impact ofthis policy, researchers used the theory of impact evaluations or evaluationsummative evaluation methods belonged to Rossi and Freeman, then use the lawand some other supporting theory. Type of this research is descriptive researchwith qualitative approach. Conclusion of this research is the policy of coastalreclamation have yet to produce the desired impact. This is due to several factors.(1) Problems related to lack of public land in the town of Bandar Lampung has yetto be resolved, (2) the lack of participation or the participation of coastalcommunities, (3) how implementation is not appropriate, (4) the Government ofthe city of Bandar Lampung that have yet to implement environmentallydevelopment, (5) Yet the existence of the handling of the Government of the cityof Bandar Lampung accepted impact-related coastal communities, (6) theincidence of coastal communities must feel aggrieved and only benefit thedeveloper. In addition, the policy of reclaiming the beaches generate unwantedimpacts for coastal communities in particular Kelurahan Sukaraja fisherman. Sothe Government of the city of Bandar Lampung need to apply environmentallydevelopment, oversight and coordination to deal with the impact of requiringcommunity as well as in the process of coastal reclamation policy.

Kebijakan reklamasi pantai di Teluk Lampung cukup menimbulkan beberapamasalah atau kurangnya kondisi sosial ekonomi rendering nelayan di sekitar area reklamasi.Setelah kebijakan reklamasi pantai dilaksanakan, memberi dampak pada nelayan tentangsulitnya menemukan ikan dan memenuhi kebutuhannya. Maka rumusan tersebut diperolehdengan cara bagaimana dampak sosial ekonomi penangkapan ikan akibat adanya kebijakanreklamasi pantai di Teluk Lampung khususnya Kelurahan Sukaraja. Tujuan dari penelitianini adalah untuk memberikan gambaran umum tentang dampak ekonomi sosial yangdirasakan sebagai salah satu nelayan yang timbul akibat adanya kebijakan reklamasi pantaidi Teluk Lampung. Penelitian ini dilakukan untuk mengevaluasi dampak kebijakanreklamasi pantai. Dalam mengevaluasi dampak kebijakan ini, peneliti menggunakan teorievaluasi dampak atau evaluasi metode evaluasi sumatif milik Rossi dan Freeman, lalumenggunakan hukum dan beberapa teori pendukung lainnya. Jenis penelitian ini adalahpenelitian deskriptif dengan pendekatan kualitatif. Kesimpulan dari penelitian ini adalahkebijakan reklamasi pantai belum menghasilkan dampak yang diinginkan. Hal inidisebabkan beberapa faktor. (1) Masalah yang terkait dengan kurangnya lahan publik dikota Bandar Lampung masih harus dipecahkan, (2) kurangnya partisipasi atau partisipasimasyarakat pesisir, (3) bagaimana pelaksanaannya tidak tepat, (4) Pemerintah Dari kotaBandar Lampung yang belum menerapkan pembangunan lingkungan, (5) Namun keberadaanpenanganan Pemerintah Kota Bandar Lampung menerima masyarakat pesisir terkaitdampak, (6) kejadian masyarakat pesisir harus dirugikan. Dan hanya menguntungkanpengembang. Selain itu, kebijakan reklamasi pantai menimbulkan dampak yang tidakdiinginkan bagi masyarakat pesisir khususnya nelayan Kelurahan Sukaraja. Jadi PemerintahKota Bandar Lampung perlu menerapkan pembangunan lingkungan, pengawasan dankoordinasi untuk mengatasi dampak dari masyarakat yang membutuhkan serta dalamproses kebijakan reklamasi pantai.

THE EFFECT OF LEADERSHIP, MOTIVATION, APPLICATION OF LEARNING ORGANIZATION ON PERFORMANCE OF EMPLOYEES IN THE REGIONAL SECRETARIAT OF CENTRAL LAMPUNG
ABSTRACT. The demands of good public servicesneed quickly response from government. It caused of the perfomance of civil servants still poor. Public services become the purposes of public organization. So, make a good performance of employees in public organization become so important to keep the society trust. This research was conducted at locations Secretariat of district, Middle Lampung. The object of this research is all employees in the Regional Secretariat of district Middle Lampung. In this case the technique of collecting data from samples / sources of primary data by asking a list of written questions / questionnaire, the data analysis techniques using multiple linear regression equation. The results of this research may indicate the relationship between Leadership, Motivation, Implementation of Learning Organization with employee job performance.ABSTRAK. Tuntutan pelayanan publik yang baik perlu segera ditanggapi oleh pemerintah. Ini disebabkan kinerja pegawai negeri masih miskin. Layanan publik menjadi tujuan organisasi publik. Maka, menjadikan kinerja karyawan yang baik dalam organisasi publik menjadi sangat penting untuk menjaga kepercayaan masyarakat. Penelitian ini dilakukan di lokasi Sekretariat Kabupaten, Lampung Tengah. Objek penelitian ini adalah seluruh karyawan di Sekretariat Daerah Kabupaten Lampung Tengah. Dalam hal ini teknik pengumpulan data dari sampel / sumber data primer dengan mengajukan daftar pertanyaan tertulis / kuesioner, teknik analisis data menggunakan persamaan regresi linier berganda. Hasil penelitian ini dapat menunjukkan hubungan antara Kepemimpinan, Motivasi, Implementasi Organisasi Pembelajaran dengan prestasi kerja karyawan
PROGRAM MALU MENGANGGUR (STUDI IMPLEMENTASI DI KABUPATEN LAMPUNG TIMUR)
A program called "Malu Menganggur" is an independent workforce program aims to empower communities from local government of East Lampung regency by providing specialized training to create products and its market home-based products by forming industry groups. The purpose of this study is to analyze the implementation of "Malu Menganggur" program and to analyze the obstacles in the implementation of "Malu Menganggur" program by the Department of Cooperatives of Small and Medium Enterprises and Manpower of East Lampung regency in Jabung and Purbolinggo sub-districts. The method used in this research was qualitative approach. The data collection techniques were conducted through interviews, observation and documentation. The results showed that the implementation of "Malu Menganggur" program has not been well implemented, especially in the sub-district of Jabung. The limited implementation of the program was due to the uneven accomplishment of the program. The implementation of Malu Menganggur program, in Jabung sub-district did not develop because people merely focused on the funds and not being independent. While in Purbolinggo sub-district, the community was very enthusiastic although with circumstances of limited facilities and limited knowledge about the concept of self-employment. The inhibiting factors in the implementation of Malu Menganggur program was devided into internal and external factors. The internal factors was the limited funding from Local Government, there was no special fund allocated for Malu Menganggur program. While the external factors included: the lack of public awareness and community participation in the implementation of the program, the less awareness of the community to be open minded about the concept of self-employment. There are several suggestions for this research: it is neecessary to hold socialization of advanced self-employment, to build a good coordination among the Activity Unit Management, and the local government must allocate special fund for Malu Menganggur program
KEPEMIMPINAN TRANSFORMASIONAL PADA PROGRAM STUDI DI FAKULTAS ILMU SOSIAL DAN ILMU POLITIK UNIVERSITAS MULAWARMAN
The Faculty of Social and Political Science is the oldest faculty at Mulawarman University which is the first university as well as the highest number of students in Kalimantan. Then to maintain its existence, the Faculty of Social and Political Science of Mulawarman University needs to emphasize its superiority in the context of increasing competitiveness against the Faculty of Social and Political Science in other tertiery institutions. Therefore, management of the study program needs to be led by keaders who have the appropriate leadership style for institutional development. Transformational leadership patterns refer to it with a number of characteristics: charismatic, can affect idealism, inspirational and able to encourage the intellectuality of organizational members. The object of this survey is the four Coordinators in the Study Program with the highest number of students in the Faculty of Social and Political Science of Mulawarman University, with respondents from the academic community which include lecturers, education staff and students. The survey results show that the current Study Program Coordinator of the Study of Government and the Public Administration has the ame weakness in the ability of individual consideration. However, they experienced a better increase in their ability to provide intellectual stimulation compared to the previous Study Program Coordinator as seen from the increase in academic and non-academic achievement. Other findings from this survey are that currently the Study Program Coordinator of the International Relations actually has a weak ability to have an ideal influence and the Coordinator of Communication Studies has actually decreased the ability to provide intellectual stimulation compared to the leadership of the previous Coordinator, so that the Communication Studies Study Program requires efforts to increase innovation more focused on the implementation of scientific activities and the production of academic works better
PARTISIPASI PUSAT PELAYANAN TERPADU PEMBERDAYAAN PEREMPUAN DAN ANAK LAMBAN INDOMAN PUTRI (P2TP2A-LIP) DALAM PENANGANAN KEKERASAN TERHADAP ANAK DI PROVINSI LAMPUNG
ABSTRACT. The high numbers of child violence in Lampung province to create a body ofwomen empowerment and child protection (BPP&PA) province of Lampung form anintegrated Service Center Institute of empowerment of women and Children SlowlyIndoman Daughter (P2TP2A-LIP) to the province as a Centre for information, servicecenters and empowerment for women and children victims of violence. The purpose ofthis research was to know how far the participation P2TP2A-LIP in handling violenceagainst children in the province of Lampung and constraints experienced by P2TP2A-LIP inhandling violence against children in the province of Lampung. This research using thekind of research deskriftif with a qualitative approach. The result showed thatparticipation P2TP2A-LIP in the Lampung in handling of violence against children alreadyexists, both in providing information, consultation, the decision, acting together andsupporting. But P2TP2A-LIP has a constraint in handling violence against children that isstarting from the limitation of the number of human resources existing in P2TP2A-LIP togive psychic conditions of service and sacrifice itself.

Tingginya angka kekerasan anak di Provinsi Lampung untuk membentuk badanpemberdayaan perempuan dan perlindungan anak (BPP & PA) provinsi Lampungmembentuk Pusat Pemberdayaan Masyarakat Pemberdayaan Perempuan dan Anak secaraPerlahan Putri Indoman (P2TP2A-LIP) ke provinsi tersebut sebagai Pusat informasi, pusatlayanan dan pemberdayaan perempuan dan anak korban kekerasan.Tujuan dari penelitianini adalah untuk mengetahui sejauh mana partisipasi P2TP2A-LIP dalam menanganikekerasan terhadap anak-anak di provinsi Lampung dan kendala yang dialami P2TP2A-LIPdalam penanganan kekerasan terhadap anak-anak di Provinsi Lampung. Penelitian inimenggunakan jenis penelitian deskriftif dengan pendekatan kualitatif. Hasil penelitianmenunjukkan bahwa partisipasi P2TP2A-LIP di Lampung dalam penanganan kekerasanterhadap anak sudah ada, baik dalam memberikan informasi, konsultasi, keputusan, kerjasama dan dukungan. Tapi P2TP2A-LIP memiliki kendala dalam penanganan kekerasanterhadap anak-anak yang dimulai dari keterbatasan jumlah sumber daya manusia yang adadi P2TP2A-LIP untuk memberikan kondisi kejiwaan pelayanan dan pengorbanan itu sendiri.

PENGARUH KINERJA KEPALA DESA TERHADAP PENINGKATAN PRESTASI KERJA PERANGKAT DESA (STUDI PADA DESA SUMBERGEDE, KECAMATAN SEKAMPUNG, LAMPUNG TIMUR))
ABSTRACT. The development of rural areas is inseparable from the participation of all rural communities, so that the performance of a village head as the head of the village administrationshould be able to carry out the main duties of leading and coordinating the village administration inimplementing some village household affairs, fostering and building the community, and fosteringthe village economy . In reality, however, it shows that the village head's performance appraisal bythe community in providing sluggish, slow, and convoluted service and formality. By usingquantitative approach, this study aims to determine the performance of Village Head to improveperformance of village apparatus. Because the population of 15 people, the authors will take theentire sample of research to be a population of 15 people village devices. The result of this researchconclude that there is influence of performance of Village Head to improvement of work performanceof village apparatus with r count 0,69> r table 0,641. Pembangunan wilayah pedesaan tidak terlepas dari peran serta dari seluruh masyarakatpedesaan, sehingga kinerja seorang kepala desa sebagai kepala pemerintahan desa harus dapatmenjalankan tugas pokok memimpin dan mengkoordinasikan pemerintah desa dalam melaksanakansebagian urusan rumah tangga desa, melakukan pembinaan dan pembangunan masyarakat, danmembina perekonomian desa. Namun dalam kenyataannya menunjukkan bahwa penilaian kinerjakepala desa oleh masyarakat dalam memberikan pelayanan serba lamban, lambat, dan berbelit-belitserta formalitas. Dengan menggunakan pendekatan kuantitatif, penelitian ini bertujuan untukmengetahui kinerja Kepala Desa terhadap peningkatan prestasi kerja perangkat Desa. Karena jumlahpopulasinya 15 orang, maka penulis akan mengambil seluruh sampel penelitian untuk dijadikanpopulasi yaitu 15 orang perangkat desa. Hasil penelitian menyimpulkan ada pengaruh kinerja KepalaDesa terhadap peningkatan prestasi kerja perangkat desa dengan r hitung 0,69 > r tabel 0,641.

IMPLEMENTASI PROGRAM JARING (JANGKAU, SINERGI, DAN GUIDELINE) DALAM MENINGKATKAN KESEJAHTERAAN MASYARAKAT NELAYAN DI PROVINSI LAMPUNG TAHUN 2016
ABSTRACT. This study attempts to describe how have program net program in theLampung. This research supported by the natural environment erratic, the level ofeducation fishermen low, the life patterns of the fishermen, marketing are caught. Thisresearch is used Van Meter and Van Horn’s approach of implementation model whichconsist of Standard and Policy Goals, Resources, Relationship Among The Organizations,Characteristics of Implementer Agent, Condition of Social, Economic and Politic andDisposition of Implementer. The method used in this research is descriptive qualitative.Furthermore, to see the utilization of the regulation, the research applies triangulationtechnique. The result is that the net program has been quite effective though there werea little obstacles and problem in practice. Using approach van meters and van horn, it canbe analyzed that the implementation of net program has been running as determined,although there are still some indicator not based on the situation on the ground. It tookhis policy standard clearer and detailed, it needs the increase in human resources andfinancial, it needs the expansion, should be made the communication and dialoguebetween stakeholders and fishermen or community representatives community leaders todeprive isue negative about net program. Penelitian ini didukung oleh lingkungan alam yang tidak menentu,tingkat pendidikan nelayan rendah, pola hidup nelayan, pemasaran tertangkap. Penelitianini menggunakan pendekatan model van Meter dan Van Horn yang terdiri dari Standard andPolicy Goals, Resources, Relationship Among the Organization, Karakteristik AgenPelaksana, Kondisi Sosial, Ekonomi dan Politik dan Disposisi Pelaksana. Metode yangdigunakan dalam penelitian ini adalah deskriptif kualitatif. Teknik pengumpulan data yangdigunakan adalah wawancara, observasi dan dokumentasi. Selanjutnya untuk melihatpemanfaatan peraturan tersebut, penelitian ini menggunakan teknik triangulasi. Hasilnyaadalah bahwa program bersih sudah cukup efektif meski ada sedikit kendala dan masalahdalam praktik. Dengan menggunakan pendekatan van meter dan van horn, dapat dianalisisbahwa pelaksanaan program bersih telah berjalan sebagaimana mestinya, walaupun masihada beberapa indikator yang tidak didasarkan pada situasi di lapangan.Dibutuhkan standarkebijakannya yang lebih jelas dan terperinci, perlu adanya peningkatan sumber dayamanusia dan keuangan, perlu adanya perluasan, semestinya dilakukan komunikasi dandialog antara pemangku kepentingan dan tokoh masyarakat nelayan atau masyarakat agartidak memberatkan negatif tentang program bersih.

IMPLEMENTASI KEBIJAKAN PROGRAM PELATIHAN KERJA DINAS KETENAGAKERJAAN DAN TRANSMIGRASI KOTA SUKABUMI
Judul penelitian ini adalah “Implementasi Kebijakan Program Pelatihan Kerja Dinas Ketenagakerjaan dan Transmigrasi Kota Sukabumi”. Penyelenggaraan program pelatihan kerja berlandaskan pada Perwal No. 71 Tahun 2016 tentang Unit Pelaksanaan Teknis Balai Latihan Kerja pada Dinas Tenaga Kerja. Penyelenggaraan program pelatihan kerja menemui beberapa permasalahan yaitu kurangnya staf kepegawaian dan kurang memadainya sarana dan prasarana yang ada.
Penelitian ini menggunakan teori implementasi kebijakan publik menurut Esward III. Tujuan penelitian ini adalah mengetahui pelaksanaan kebijakan tersebut dan faktor-faktor yang menghambat dan mendukung pelaksanaannya, dengan informan berjumlah 6 orang. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Data diperoleh melalui observasi, wawancara, dokumentasi, dan triangulasi. Prosedur pengujian keabsahan data dilakukan dengan triangulasi sumber proses analisis data menggunakan model yang dikemukakan oleh Miles and Huberman.
Hasil penelitian mengungkapkan bahwa implementasi kebijakan program pelatihan belum berjalan optimal dikarenakan kurangnya instruktur pelatihan dan sarana prasarana yang kurang memadai. Saran yang peneliti berikan untuk mengoptimalkan kebijakan tersebut yaitu perlu penambahan peralatan yang dapat diupayakan dengan cara meminta pengajuan penambahan kepada pemerintah. Perlunya penambahan instruktur dengan pengajuan permintaan instruktur kepada pemerintah pusat. Selain itu juga bisa untuk sementara waktu menerima instruktur honorer sesuai dengan kualifikasi instruktur.

The title of this research is "Implementation of the Job Training Program Policies of the Manpower and Transmigration Office of Sukabumi City". The implementation of the job training program is based on regulation of mayor no. 71 of 2016 on the Technical Implementation Unit of the Training Center at the Department of Manpower. The implementation of the job training program encountered several problems, namely the lack of staffing staff and the lack of adequate facilities and infrastructure.
This research uses the theory of public policy implementation according to Edward III. The purpose of this study is to know the implementation of the policy and the factors that hinder and support its implementation, with informants amounted to 6 people. This research uses descriptive qualitative research method. Data obtained through observation, interview, documentation, and triangulation. The data validity testing procedure is done by triangulation of source data analysis process using model proposed by Miles and Huberman.
The results revealed that the implementation of training program policies have not run optimally due to lack of instructors training and infrastructure facilities are inadequate. Suggestions that researchers provide to optimize the policy that is necessary to add equipment that can be pursued by requesting the submission of additional to the government. The need for additional instructors with the request of instructors to the central government. It also can temporarily receive the honorary instructor according to the qualification of the instructor.

THE EFFECT OF ORGANIZATIONAL SUPPORT AND ORGANIZATIONAL COMMITMENT TO EMPLOYE PEFORMANCE
This study aims to determine the direct effect between (1) organizational support with job performance, (2) organizational commitments with job performance, (3) organizational support with organizational commitment. The method used is a survey method with a correlation approach. In this study serve as a sample of 81 employees were selected based on random techniques (simple random samplinng). Data were obtained by spreading questioner. This study was conducted in Dinas Kesehatan Kota Metro. Based on hypothesis testing that has been done, it can be described as the following research findings: (1) there is a positive direct influence of organizational support with job performance, (2) there is a positive direct influence of organizational commitmen on job performance, (3) there is a positive direct influence between organizational support on organizational commitment. The implication of this research is an attempt to improve employee’s job performance can be done by improving organizational support and commitment
COMMUNITY EMPOWERMENT MODEL THROUGH OPTIMIZATION OF THE ROLE OF INDONESIAN MIGRANT WORKERS (PMI) PURNA IN ENCOURAGING ACHIEVEMENT OF THE SUSTAINABLE DEVELOPMENT GOAL IN EAST LAMPUNG REGENCY: COMMUNITY EMPOWERMENT MODEL THROUGH OPTIMIZATION OF THE ROLE OF INDONESIAN MIGRANT WORKERS (PMI) PURNA IN ENCOURAGING ACHIEVEMENT OF THE SUSTAINABLE DEVELOPMENT GOAL IN EAST LAMPUNG REGENCY
Indonesian Migrant Workers (PMI) who have ended their employment contracts, are called purna PMI. Full PMI who have returned from working abroad bring enormous remittances. Remittances that are not managed properly will run out for consumptive purposes, so that it can cause purna PMI who have returned from working abroad to depart again as PMI. Therefore, purna PMI needs to be fostered and empowered with the aim of having sustainable income, thus having the opportunity to be able to create jobs for the surrounding communities
This research uses descriptive research with a qualitative approach. Based on the results of the study, there is currently a purna PMI empowerment program, namely the Program (1) Productive Migrant Village by the Ministry of Manpower, (2) Empowerment program for PMI Gold by the National Agency for Placement and Protection of Indonesian Workers (BNP2TKI). This program is actually relatively good, but the program in East Lampung Regency has not run optimally. This is because there are still obstacles such as human PMI resources that are still lack of knowledge, difficult access to capital, marketing of entrepreneurial products that have not been maximized and lack of local partners who are involved in the empowerment process. This has led to the need for synergies in creating and implementing an empowerment model, which can be a reference model for empowerment of regions with full PMI follicle to encourage the achievement of sustainable development in East Lampung Regency.
