tartışmaya açan ve tartışmanın karşı tarafınca teamül ya da anayasayı ihlal ettiği savunulan
davranışlar Amerika Birleşik Devletleri’nde “anayasal zorlama” olarak adlandırılmaktadır.
Başkanlık sistemi ve çerçeve anayasa ABD’de anayasal zorlama alanlarını
arttırmaktadır. Türkiye’de de zaman zaman ortaya “anayasal zorlama” siyaseti çatışmacı
bir üsluba taşımaktadır. 2007 Cumhurbaşkanlığı seçimleri sırasında Anayasa’nın
96. maddesine muhalefetçe getirilen yorum ile seçim sürecinin tıkanması ve 2015 yılında
yapılan milletvekili genel seçimlerinden sonra hükümetin kurulmayarak seçimlerin
yenilenmesi kararı, “anayasal zorlama” örneği olarak karşımıza çıkmaktadır. Her iki
örnekte de 2017 öncesi 1982 Anayasası’nın temel ilkelerinden birisi olduğu kabul edilen
rasyonelleştirilmiş parlamentarizm ile çelişen yorumlar kabul edilmiştir.Political claims and practices that are in tension with constitutional conventions and constitutional interpretations which are not previously challenged, and often conceived as in direct breach of the convention or the constitution by the other parties are named as “constitutional hardball” in the USA. Presidential system and the framework constitution exacerbates the problem by creating more opportunities for constitutional hardball. Constitutional hardball moves the political discourse to an adversarial tone. Interpretation of the pre-2008 article 96 of the 1982 Constitution by the opposition in way that created a deadlock on election process of the President and the early elections called by the executive without even a vote of no confidence are two examples of constitutional hardball in Turkey. In both examples interpretations that are in tension with the presumption that 1982 Constitution created a rationalized parliamentary system before 2017 amendments had been used.No sponso
Post-traumatic growth in cancer patients: a correlational study in Turkey
No full textThis study aims to evaluate the factors that infuence post-traumatic growth (PTG),
including religious coping and resilience. This descriptive and correlational study
involved 111 cancer patients, followed up at a hematology inpatient clinic of a university hospital in Turkey. Religious coping scale, resilience scale, and PTG inventory were used for data collection. PTG was positively associated with negative
religious coping and was negatively associated with age. PTG scores were higher
for patients without children, who were recently diagnosed, had higher knowledge
about the disease, and used negative religious coping.No sponso
The effect of watching videos and images on audience perception of interior space
No full textInternational Congress on Engineering, Architecture and Design (10. : 2022 : Istanbul, Turkey)Using social media as a marketing tool has increased prominence among interior designers. Recent studies claim that most social media users are likelier to engage with visual content; therefore, the role visual communication plays in the success of social media marketing is undeniable. Both image and video have unique benefits for social media marketing and need to be used strategically to make the right impact on the audience. In this research same interior space is presented to two different groups
of participants, but to one group as a series of images and the other group in a video. The aim was to compare the similarities and differences between each group’s perception of the same space. In total, 50 non-designers (25 in each group) participated in this survey and answered similar questions about the interior space they have seen/watched. Each group’s responses have been evaluated to learn if there are any significant differences between participants’ understanding of the design when they watch images or videos. Results showed that ideas were more influential in emphasizing design characteristics and deta ils. Still, the video was more significant in shaping a clearer perception of the whole space. Results from this study suggest that looking at the images was more potent in representing the design, but watching the video increased the likability of space.No sponso
Effects of the wireless (2.45 GHz) electromagnetic fields on blood cells in rat
No full textThe study aims to investigate hematological parameters, blood cell diameters and shapes of rats
exposed to 2.45 GHz wave frequency EMF. All of the subjects were divided in three groups as
cage control group (n = 30), pseudo-exposure group (n = 30) and 2.45 GHz EMF exposed group
(n = 30). The rats in the magnetic field group were exposed to a frequency of 2.45 GHz wave EMF
power of 1 mW/cm2 for 120 minutes a day for 2 weeks. The effects of the electromagnetic field
on blood levels in rats exposed to 2.45 GHz were compared. The mean lymphocyte count of 2.45
GHz group was lower than in the control group, the number of monocytes in the 2.45 GHz group
was higher than the control group. The mean platelet count in the experimental group exposed
2.45 GHz was observed more intense than the control group. Exposure conditions of EMF
emitted from wireless devices should be examined and in accordance with these terms the
necessary corrections are being made and national standards should be determined. To
continue research on this subject is important in terms of scientific and public health.No sponso
miR-223 exerts translational control of proatherogenic genes in macrophages
No full textBackground: A significant burden of atherosclerotic disease is driven by inflammation. Recently, microRNAs (miRNAs) have emerged as important factors driving and protecting from atherosclerosis. miR-223 regulates cholesterol metabolism and inflammation via targeting both cholesterol biosynthesis pathway and NFkB signaling pathways; however, its role in atherosclerosis has not been investigated. We hypothesize that miR-223 globally regulates core inflammatory pathways in macrophages in response to inflammatory and atherogenic stimuli thus limiting the progression of atherosclerosis. Methods and Results: Loss of miR-223 in macrophages decreases Abca1 gene and protein expression as well as cholesterol efflux to apoA1 (Apolipoprotein A1) and enhances proinflammatory gene expression. In contrast, overexpression of miR-223 promotes the efflux of cholesterol and macrophage polarization toward an anti-inflammatory phenotype. These beneficial effects of miR-223 are dependent on its target gene, the transcription factor Sp3. Consistent with the antiatherogenic effects of miR-223 in vitro, mice receiving miR223(-/-) bone marrow exhibit increased plaque size, lipid content, and circulating inflammatory cytokines (ie, IL-1 beta). Deficiency of miR-223 in bone marrow-derived cells also results in an increase in circulating pro-atherogenic cells (total monocytes and neutrophils) compared with control mice. Furthermore, the expression of miR-223 target gene (Sp3) and pro-inflammatory marker (Il-6) are enhanced whereas the expression of Abca1 and anti-inflammatory marker (Retnla) are reduced in aortic arches from mice lacking miR-223 in bone marrow-derived cells. In mice fed a high-cholesterol diet and in humans with unstable carotid atherosclerosis, the expression of miR-223 is increased. To further understand the molecular mechanisms underlying the effect of miR-223 on atherosclerosis in vivo, we characterized global RNA translation profile of macrophages isolated from mice receiving wild-type or miR223(-/-) bone marrow. Using ribosome profiling, we reveal a notable upregulation of inflammatory signaling and lipid metabolism at the translation level but less significant at the transcription level. Analysis of upregulated genes at the translation level reveal an enrichment of miR-223-binding sites, confirming that miR-223 exerts significant changes in target genes in atherogenic macrophages via altering their translation. Conclusions: Our study demonstrates that miR-223 can protect against atherosclerosis by acting as a global regulator of RNA translation of cholesterol efflux and inflammation pathways.No sponso
D-SEAD: a novel multi-access multi-dimensional transmission technique for doubling the spectral efficiency per area and per device
Get PDFThe world of today is characterized by a very huge inter-connectivity of data-hungry devices. This imposes on wireless system designers not only developing techniques that are spectrally efficient at the area level where many users are served with the same resources simultaneously but also developing techniques that are spectrally efficient at the device level as well. For addressing this problem, we propose in this paper a technique that is capable of doubling the spectral efficiency per area and per device by modulating a recently developed multiple access design called multi-user auxiliary signal superposition transmission (MU-AS-ST) through a multi-dimensional OFDM technique termed OFDM with subcarrier power modulation (OFDM-SPM). This integration results in the technique proposed in this paper and yields, with doubling the spectral efficiency, merits such as robust security, low complexity, and enhanced transmission reliability.No sponso

Evaluating the performance of buildings during a fire and providing fire safety measures
for building elements is vital to building design. During dry seasons, forest fires occur
universally in areas with combustible vegetation. When forest fires cannot be controlled,
they can spread to settlements causing damage. In this thesis, the fire effects of the
Manavgat Wildfire, starting on July 26, 2021, on the buildings in the regions affected by
it are examined. During the firing process, the mechanisms of damage in different
structural systems were investigated, as well as the fire-resistant building materials, roof
types, installations and systems. Performances of 210 buildings in various fire regions are
examined for structural damage. For forest fire, revised fire resistance designs should be
provided for adequate safety. Finally, recommendations are presented for buildings

Banks respond to the demands of the changing customer ecosystem with the innovations brought by Fintech and Banking 4.0., which can be described as the extension of Industry 4.0 in the banking sector. Get PDFİfade özgürlüğünün diğer temel hak ve özgürlüklerden ayrı bir yeri bulunmaktadır. Zira, bu özgürlük öteki hak ve özgürlüklerin korunmasında temel araç olarak kabul edilmektedir. Örneğin, temel haklardan birisi olan yaşam hakkının, ifade özgürlüğünden ayrılabilmesi mümkün değildir. Bu nedenle ifade özgürlüğü, demokratik toplumda birbirinden farklı düzenlemenin konusu olmuştur. Çalışmanın ilk bölümünde ifadenin tanımı ve gelişim süreci üzerinde durulacak ve bu kapsamda bu özgürlüğün çeşitli yansımalarından bahsedilecektir. Çalışmanın ikinci bölümünde Avrupa İnsan Hakları Sözleşmesi çerçevesinde ifade özgürlüğünün korunması ve sınırlandırılmasına ilişkin hükümlere yer verilecektir. Üçüncü bölümde ülkemizde ifade özgürlüğünün yeri ve gelişim süreciyle birlikte Yüksek Mahkeme kararlarına ne şekilde yansıtıldığına ilişkin örnekler üzerinde durulacaktır.Freedom of expression has a separate place from other fundamental rights
and freedoms. Because, this freedom is accepted as the basis for the protection of other rights and freedoms. For example, it is not possible to separate the right to life, which is one of the fundamental rights, from the freedom of expression. For this reason, freedom of expression has been the subject of different regulations in a democratic society. In the first part of the study, the definition of expression and its development process will be emphasized, and in this context, various reflections of this freedom will be mentioned. In the second part of the study, the provisions on the protection and limitation of freedom of expression will be included within the framework of the European Convention on Human Rights. In the third part, examples of how freedom of expression is reflected in Higher Courts in Turkey decisions will be discussed along with its place and development process in our country.No sponso
