    Izvoz usluga kao generator privrednog rasta Srbije: dinamika izvoza usluga i srednjoročne projekcije

    Osnovno istraživačko pitanje je da li će izvoz usluga, ceteris paribus, biti kontributor ubrzanja rasta ukupnog izvoza i BDP-a Srbije u periodu do 2029, a imajući u vidu da je brža dinamika rasta izvoza usluga, u odnosu na stopu rasta ukupnog izvoza i BDP-a, bila karakteristična i za evropske zemlje u tranziciji i za Srbiju, od 1990-ih, odnosno nakon 2000. Od 2000. do danas, udeo izvoza usluga u ukupnom izvozu je značajno uvećan, što se dobrim delom može objasniti rastućim udelom izvoza IT sektora. Povećanje značaja izvoza usluga povezano je i sa njihovom dominantnom i rastućom ulogom u generisanju ekonomske aktivnosti. Na osnovu projektovanih realnih stopa rasta ukupnog izvoza i robnog izvoza 2024-29. izračunali smo realne stope rasta izvoza usluga. Kako je projektovana stopa rasta BDP-a u narednih pet godina 4,1%, dobijena prosečna stopa rasta izvoza usluga od 5,43% ukazuje da će isti, ceteris paribus, pozitivno uticati na rast BDP-a

    Rare Diseases Patients as a Vulnerable Group and Problems in their Treatment

    The numerous improvements and innovations in the treatment of patients with rare diseases require continuous attention from the perspective of medical law regarding their healthcare. The vulnerability of this category of patients is highly pronounced and reflects various aspects of life and work, not just health. Numerous international and regional documents today provide protection to these patients, which was previously lacking and caused them great injustices. Legal aspects concern not only regulation but also the realization of basic rights, especially the right to access health care and the principle of non-discrimination. One example of legislative work is found in the law of Serbia, through the adoption of a special law concerning the diagnosis of rare diseases: the Act on Prevention and Diagnosis of Genetic Diseases, Genetically Caused Anomalies and Rare Diseases (2015). The provisions of the Health Care Act (Articles 11 and 72), the Health Insurance Act (Article 16), and the Patients' Rights Act (Articles 6 and 17) are also applied. Legal regulations provide for additional protection of certain groups for reasons of vulnerability. Criteria may include the age or life stage of the patients, as well as specific diseases. The vulnerability of some groups therefore exists on several grounds. In practice, the work of several Expert Centers for rare diseases is carried out at the tertiary level of health care and provides cross-border health care if necessary. The problems that arise in practice indicate that the condition for good protection of the sick lies precisely in compliance with regulations and the correct interpretation of basic legal institutes and concepts, which is the task of medical lawyers and all those working in healthcare

    The basic psychological need satisfaction and frustration scale (BPNSFS) among Serbian adolescents: testing factor structure and gender measurement invariance

    This study aimed to replicate research on the multidimensionality of basic psychological needs within a Serbian cultural context. Using both traditional (bifactor) confirmatory factor analysis (CFA) and (bifactor) exploratory structural equation modeling (ESEM) frameworks, this study examined the factor structure of the Basic Psychological Needs Satisfaction and Frustration Scale (BPNSFS) and tested measurement invariance across gender in a sample of 413 Serbian high school students (54.2% female; Mage = 16.62, SDage = 0.722). The ESEM model with six specific factors (three satisfaction and three frustration factors for autonomy, competence, and relatedness) demonstrated superior fit indices and measurement quality compared to alternative models. Full scalar invariance of the BPNSFS was supported. Males reported substantially higher competence satisfaction, while females reported higher autonomy frustration. Our findings support the use of BPNSFS as a multidimensional measure of basic psychological needs among adolescents and confirm the usefulness of applying the ESEM framework for evaluating validity aspects of this scale

    Питања заштите и унапређења менталног здравља у доба дигитализације, аутоматизације и развоја вештачке интелигенције пред- тављају sedes materiae како здравственог, односно медицинског права, ако и повезаних области права у контексту јавног здравља, односно спект заштите здравља и безбедности на раду, као и аспект здраве животне средине, све у условима изразите доминације холистичког и интегративног приступа у правној науци. Овде се нарочито адресирају питања примене информационих ехнологија, тј. пружање услуга тзв. дигиталног саветовања, које тради- ционално, појмовно, подразумева саветовање доступно путем интернет веб-портала, а укључује материјал за самопомоћ, али и видове контакта а пружаоцем услуга путем мејла, телефонског позива или видео-по- тако добијених, посебно осетљивих података о здравственом стању, као и осигурање адекватне заштите истих, будући да се често однос пружа- оца услуга и корисника одвија на интернету. У раду се, применом правнотеоријског и аксиолошког мето- да, настоје утврдити кључни елементи за конципирање правног оквира спровођења дигиталног саветовања у домену менталног здра- вља, на основама традиционалних принципа медицинског, односно здравственог права, односно начела информисаног пристанка, пра- ва на самоодређење, права на приватности и поверљивост осетљивих здравствених података, све у условима изразито динамичног развоја специјализованих правних дисциплина какво је медицинско право, их убрзаним биотехнолошким напретком и развојем глобали- зованог друштва

    Повратак православља у Србији?

    Аутор у уводном делу најпре анализира два основна појма рада понајви- ше због тога што у домаћој академској заједници постоји дилема о доме- тима повратка православља у Србији: ради се о појму повратка религије у друштвени живот Србије и појму повратка људи религији и цркви. Затим у кратком осврту аутор даје пресек стања o везаности људи за религију (православље) и цркву у Србији током XX века. Централни део прилога односи се на анализу података о везаности људи за религију и цркву од краја осамдесетих и почетка деведесетих година прошлог века до дана данашњег. У закључку резимира резултате бројних социолошких и ис- траживања јавног мњења о религиозности на основу којих се може дати дијагноза стања, домета, односно ограничења у повратку православља у Србији

    Nationalism, clientelism, and green transition: Econativism and environmental politics in Pljevlja, Montenegro

    This article explores the interplay between environmentalism, nationalism, and clientelism in the town of Pljevlja, Northern Montenegro. The environmental and economic transformations driven by European Union integration have placed Pljevlja at the center of both ecological degradation and political struggles. Using an interdisciplinary approach that combines political anthropology, mining studies, and legal analysis, the study examines the rise of “econativism,” where environmental and nationalist discourses merge to form powerful local movements. Through ethnographic research conducted in two phases between 2015 and 2023, the article highlights how environmental issues, especially air pollution, are intertwined with identity politics, ethnic clientelism, and shifting political dynamics. The findings reveal that opposition parties successfully used environmental concerns in the lead-up to Montenegro’s 2020 political changes, only for environmental activism to decline after their ascent to power. The case study of Pljevlja offers critical insights into the potential and limitations of econativism as a political force, emphasizing that identity-driven narratives can co-opt ecological activism which dissipates when political goals are achieved

    International legal regulation of health insurance and protection of patient rights: a comparative analysis of global and regional standards

    The article is devoted to the international legal regulation of health insurance and protection of patient rights in the context of the formation of global and regional standards in the field of health care. Universal international acts that enshrine the right to medical care and social protection are considered, including the Universal Declaration of Human Rights, the International Covenant on Economic, Social and Cultural Rights and the Constitution of the World Health Organization. At the regional level, the documents of the European Union, the Council of Europe and the World Health Organization for Europe are analyzed, which emphasize the need for equal access to medical services and effective protection of patients’ rights. The work compares national models of health insurance and legal support for the protection of patients’ interests using the example of Kazakhstan, Germany and the USA. The author analyzes the differences between compulsory and voluntary insurance systems, the degree of state participation in health care financing, guarantees of compliance with patients’ rights, as well as mechanisms of legal liability for their violation. It is noted that international and regional standards create a basis for unifying approaches in the field of health care and protection of patients’ rights, but their practical implementation largely depends on socio-economic conditions, the level of development of national legislation and the readiness of states for international cooperation. A conclusion is made about the importance of improving the national legal framework taking into account international norms and recommendations, which will ensure a comprehensive nature of the protection of patient rights and strengthen the health insurance syste

    U epohi u kojoj se društveni život sve češće svodi na ma- terijalizam i metriku, a ljudska sudbina meri nizom indikatora, pitanje solidarnosti ponovo stupa u središte teorijske i političke pažnje. Ne zato što je nestalo njeno pojmovno značenje, već zato što je izgubljena njena ontološka dubina – sposobnost ljudi da se prepoznaju u drugome. Solidarnost nije puki moralni gest, niti politički instrument socijalne kohezije; ona je civilizacijski kapaci- tet da se prevaziđe granica između „ja“ i „drugi“. Kada taj kapaci- tet oslabi, zajednica ne tone samo u materijalno siromaštvo, već u egzistencijalnu pustoš – gubitak smisla i poverenja. Poverenje, nekada spontani rezultat zajedničkog života, postaje planski dru- štveni projekat, a empatija, prirodni refleks zajedništva, pretvara se u retku, zahtevnu veštinu. Upravo u trouglu solidarnosti, po- verenja i empatije, započinje svaka istinska politika jednakosti i svaka mogućnost obnove društvenog smisla
