Work with spatial data
In many scientific disciplines, fieldwork is used as a way of collecting data. Some of them are
geography, geodesy, geology, agriculture, meteorlogy and others. Often young proffesionals, more precisely
newly graduated students, although thay have had subjects were mapping was taught, or some similar
subject, do not have enough practical experience in performing procedures related to mapping or "working
with spatial data". A similar thing can happen with experienced experts in some fields, but who have not
dealt with fieldwork. We chose to introduce the term "work with spatial data" because the methodology of
the then mapping has changed a lot. Today, there is almost no space on Planet Earth that has not been
visited and studied in various ways. Generally, the process involves three phases. The first would be the
collection of existing data related to a particular area and issues, with the formation of a preliminary data
base of available existing material. The second phase is going out to the field where "in sity" studies of
objects of interest would be performed, which are located in a certain area, recording the coordinates of
observation points, making documentary photographs, and describing observations (or observation points)
and possibly sampling of a different material.Finally in the third phase, based on the existing data and
results of fieldwork, a final database would be formed with a textual description and map (maps) of areas
and objects of interest will be generated. This papaer presents the main principles and methods of the
mentioned activities
The basic mechanism of the intellectual cognition in Thomas Aquinas
The article analyses and interprets the basic structure of the process of intellectual cognition in Thomas Aquinas. After a short chapter on sense cognition, Aquinas’s understanding of the active intellect is presented, that is the illumination of the phantasms and the abstraction of the intelligible species by the active intellect. Special attention is given to the difference between the phantasm and the intelligible species. Consideration of the possible intellect shows two steps, the reception of the intelligible species and the creation of the concept, inner word or intentio intellecta. After that, two basic operations of the possible intellect are analyzed, simple apprehension and judgment. The article ends with a series of questions, pointing to possible problems in Aquinas’s understanding
The green deal – just transition and sustainable development goals Nexus
Endeavouring to promote sustainability and citizens' well-being, and attempting to avoid or at least mitigate catastrophic climate change; the European Union adopted in 2019 the “Green Deal” as a new growth strategy, to thus become the first climate-neutral continent by 2050. As an intermediate 2030 target, it set the goals of at least 40% net reduction in greenhouse gas emissions, an increase to 32% share for renewable energy, and 32.5% increase in energy efficiency. Reaching these targets was estimated to require investments of €260 billion/year till 2030, which is 1.94% of EU's annual gross domestic product in 2020. The aim of this paper is to introduce a perspective that attempts to analyse relationships between two exceptionally important and ambitious simultaneous goals of the Green Deal: to achieve net-zero emissions by 2050, as well as the Sustainable Developments Goals, all based on the sustainability environmental, economic and social pillars. The study shows that the link between these two goals, including the cost-benefit effects for all citizens, should be made clearer. Without adequate understanding and monitoring of the consequences of each action, and quantitative indicators for the environmental, economic and social sustainability pillars, the attainment of the goals would be subject to high uncertainty. With ongoing global changes and problems within and surrounding the European Union, implementation of the Green Deal without the noted adjustments poses a potential risk to sustainable development and to the European Union unity. Towards a Neutral-Structuralist Theory of Consciousness and Selfhood
Recently, an information-theoretic structural realist theory of the self and consciousness has been put forward (Beni, M. D. 2019. Structuring the Self, Series New Directions in Philosophy and Cognitive Science. Palgrave Macmillan). The theory is presented as a form of panpsychism. I argue against this interpretation and show that Beni’s structuralist theory runs into the hard problem of consciousness, in a similar way as the Integrated Information theory of consciousness. Since both of these theories are structuralist and based on the notion of information, I propose to use a solution that has been employed for Integrated Information Theory, namely introducing the distinction between extrinsic and intrinsic structure and dynamics (intrinsic information and intrinsic structure). Making these metaphysical enhancements to Beni’s structuralist theory of consciousness will give the theory a better chance of overcoming the hard problem. In terms of the metaphysics of consciousness, it takes us beyond physicalism. I then suggest that the information-theoretic structuralist theory of consciousness should, instead of panpsychism and physicalism, be combined with neutral monist ontology which is a better fit. Dve decenije javnih nabavki u Srbiji
Od početka primene Zakona o javnim nabavkama 2002. godine, prisutna
je tendencija naručilaca da izbegnu transparentne i konkurentne postupke
pravdajući time da suviše dugo traju, svojom specifičnošću i sličnim razlozima.
U prvim godinama primene Zakona naručioci su najviše sklonosti pokazali ka
pregovaračkom postupku bez prethodnog objavljivanja. Primena administrativne
mere koja je podrazumevala prethodnu proveru i davanje pozitivnog mišljenja od
regulatornog tela suzbila je ovu vrstu postupka i otvorila vrata sofisticiranijim
načinima “zaobilaženja” konkurencije kao što su “nameštanje” tehničkih
specifikacija i kvalitativnih kriterijuma za izbor ponuđača. Posebnu opasnost
predstavlja sve veće izuzimanje od primene Zakona što je praćeno značajnim
rastom vrednosti javnih nabavki. Drugi veliki rizik u javnim nabavkama proizlazi
iz odsustva efikasne kontrole realizacije ugovora o javnim nabavkama koja nije
uspostavljena ni dve godine pošto je Zakonom uvedena ova obaveza. Pomenute
negativne pojave u oblasti javnih nabavki dovele su do značajnog pogoršanja
vrednosti pokazatelja konkurencije, bilo da se izražava kao prosečan broj ponuda
po zaključenom ugovoru ili kao zastupljenost postupaka sa samo jednom prispelom
ponudom. Iz istog razloga došlo je do pogoršanja percepcije korupcije u Srbiji na
šta ukazuje vrednost Indeksa percepcije korupcije Transparency International za
2021. godinu prema kojem se Srbija nalazi na začelju ne samo među evropskim
zemljama, već i zemljama Centralne i Istočne Evrope
The Role of Narcissistic Admiration in the Relationship Between Perceived Stress and Mental Health Outcomes
Research findings on the mental health benefits of narcissism
have been inconsistent. The present study examined the
protective role of narcissistic admiration (NARC - The Narcissistic
Admirаtion and Rivalry Concept) at the beginning of COVID-19
pandemic lockdown. Using hierarchical regression analysis, two
hypotheses were tested: Hypothesis 1 – predicting the protective
role of narcissism (Narcissistic Admiration and Rivalry Questionnaire
Short Scale) between perceived stress (Percieved Stress
Scale 4) and general well-being (Mental Health Continuum - Short
Form), and Hypothesis 2 – predicting the protective role of narcissism
between perceived stress and anxiety (Six-item State-Trait
Anxiety Inventory). The sample consisted of 744 participants from
Serbia (age range 18-67; M = 25.00; SD = 9.57), with 439 males and
335 females. Narcissistic admiration was positively correlated with
general well-being (r = .21, p < .01), and negatively correlated with
anxiety (r = - .09, p < .01). The results did not support the moderating
role of narcissistic admiration in the perceived stress and
general well-being relationship (β = .053, p > .05). Contrary to our
expectations, individuals reporting higher levels of stress, while
scoring high on narcissistic admiration showed more symptoms of
anxiety than those scoring lower (β = .073, p < .01). In other words,
narcissistic admiration proved to be a vulnerability factor. Despite
both hypotheses being rejected, results are in line with previous
findings that emphasize the role of sense of agency in reducing
distress among individuals high on narcissistic admiration. Practical
and theoretical implications of the findings will be discussed
