Impact of the Circular Economy on Quality of Life – A Systematic Literature Review
The circular economy (CE) is a multidisciplinary approach focused on achieving the sustainability of the
whole society. This review aims to reveal the potential impact of the circular economy on quality of life.
This systematic review analyzes studies dealing with the concept of circular economy and quality of
life. The methodology process included a keyword search and three selection steps. A total of 39 studies were included in the analysis. We define four topics that emerged from the literature review i) urban sustainable development; ii) waste management; iii) material production and iv) human well-being. All these topics emerged in the literature dealing with issues of circular economy and its impact on
the quality of life. We assume that it is implied that every step towards circular economy contributes to
the life quality, but there is an evident lack of studies that measure that impact. In Serbia, a small number of researchers were involved in this topic, although it represents one step towards the objective of
improving the state of the environment. This review of the literature should serve as a starting point for
future research
Energy intensity and foreign direct investment nexus: Advanced panel data analysis
This paper analyzes the impact of foreign direct investment (FDI) on energy intensity. The survey was conducted on a large panel sample of 81 (43) countries for the period 1990–2014 (1991–2014) using advanced econometric methods that eliminate the methodological and conceptual weaknesses of the existing papers. The obtained results reveal energy-saving effect of foreign direct investment that is realized directly and indirectly. Every new net inflow of foreign direct investment reduces energy intensity. The strength of this negative impact depends on the level of countries’ technological development and the degree of their inventive activity. The higher the level of technological development, the more pronounced the energy-saving effect of foreign direct investment. When taking into account the average level of technological development for the entire sample, it can be concluded that each additional foreign direct investment net inflow of one billion dollars results in a decrease in energy intensity by 0.23%. The findings of this study confirm the hypothesis that more technologically developed countries have higher absorption capacity and can easily accept and exploit potential foreign direct investment technological spillover. Since the results of the analysis indisputably show that foreign direct investment reduces energy intensity, some useful guidelines for attracting quality foreign direct investment have been proposed
Trajectories of differentiated EU integration for the Western Balkans
The Western Balkans have come a long way in terms of transformation since the first prospects of EU membership were offered in the early 2000s. A decade of successive crises in the European Union has sidelined the enlargement process, and influence of enlargement fatigue on the legal and political reforms and the uncertainty about membership are now more than apparent. In addition, the lack of enthusiasm for reforms Western Balkans endangers further harmonisation and integration into the Union. It is therefore necessary to examine the prospective place of the region in the differentially integrated European Union of the future. In the chapter, this is done by exploring the legal and political alternatives within the differentiated integration approach already used widely in and by the Union, but until recently underexplored politically and academically as an option for the Western Balkans. The chapter examines the existing comprehensive modes of association of the Balkans with the EU, as well as the future possibilities of applying the approach for the wider integration of the region that would still allow the EU transformative power and strong presence in the Balkans to remain
Nauka kao javno dobro
U tekstu se preispituju preimućstva i nedostaci učenja o nauci kao javnom dobru, koje je ranije bilo široko prihvaćeno. To učenje se smešta u istorijski kontekst u kojem je nastalo (hladnoratovski period) i u opšti teorijski okvir nove discipline koja se naziva „ekonomijom znanja“. Koncept nauke kao javnog dobra zasniva se na tvrđenju da naučno znanje ima dve karakteristike koje ga čine različitim od standardnih ili privatnih dobara – neisključivost i nerivalsku potrošnju. Zato se smatra da bi prepuštanje nauke mehanizmima tržišne privrede, sa njenim modelom konkurentske ravnoteže, rezultiralo nedovoljnom proizvodnjom naučnog znanja, pogotovo fundamentalne nauke, što je nepovoljno za društvo u celini. Odatle se izvodi zaključak da napredak naučnog znanja zahteva državno finansiranje. Osnovna postavka učenja o nauci kao javnom dobru pretrpela je značajne kritike. Danas su na njegovo mesto došle nove koncepcije, kao što je „teorija endogenog rasta“, koje nauku tretiraju kao standardno privatno ili monopolsko dobro. Ta promena u ekonomiji znanja oslanja se na rastući trend komodifikacije naučnoistraživačkog rada, koji ima pogubne konsekvence za razvoj fundamentalnih nauka, a posebno za društvene i humanističke nauke. To, međutim, ne znači da treba da se vratimo modelu nauke kao javnog dobra. Naprotiv, potrebno je dovesti u pitanje shvatanje koje taj model deli sa novijim, ortodoksno liberalnim koncepcijama: da se vrednost naučnog istraživanja može utvrditi jedino na osnovu njegovih merljivih ekonomskih učinaka. U tekstu se iznose i kritičke primedbe o kriterijumima za vrednovanje rezultata naučnoistraživačkog rada koje je usvojila Vlada Republike Srbije
Aktuelna i sporna pitanja medicinskog prava u vreme Covid-19 pandemije
Tema obrađuje različita pitanja uticaja zdravstvene krize kakva je pandemija Covid-19 na propise i praksu medicinskog prava u Republici Srbiji i šire. Evidentni su problemi koji potpuno menjaju rad zdravstvenih službi i dovode često do nedovoljno dobrog odgovora na njih. Zdravstveni sistem je pretrpeo uticaje i spolja i iznutra usled državnih mera, kao i internih mera zaštite, organizacije profesionalnog rada, protokola i dr. Kriza je nametnula veliki broj problema koji pogađaju kako status pacijenta, bilo da je reč o uslugama u Covid i ne-Covid službama, kao i same lekare i druge praktičare u zdravstvenoj zaštiti. Status pripadnika zdravstvenih profesija koji su izloženi povećanim ili direktnim rizicima otežan je ne samo opasnošću od pandemije, već i teškoćama procesa rada, a nekada i ograničavanjem prava. U odnosu na preventivne službe postavlja se pitanje da li sve mere treba nužno i po definiciji da budu represivne mere. Isto tako sa stanovišta rada ostalih službi pitanje je da li treba slediti primere inostranih pravnih sistema da se zaražavanje na poslu ili posledice vakcinisanja po nalogu poslodavca kvalifikuju kao povreda na radu. Upitno je i upravljanje zdravstvenom krizom saglasno važećim propisima. Ovo su samo neka od brojnih pitanja. Sva pitanja zahtevaju šire razmatranje sa stanovišta bazičnih prava svih koji rade, traže usluge i celokupnog stanovništva u zaštiti od udara i posledica pandemij
Nejednakost i neravnopravnost žena na tržištu rada u kontekstu zelene ekonomije
Društvo i ekonomije se suočavaju sa neophodnošću socijalnog, javnopolitičkog
i, sledstveno, pravnog adresiranja diskriminacije po osnovu različitih ličnih
svojstava, odnosno po osnovu pola, rase, jezika, političkog mišljenja, nacionalnog
porekla, te etničkog i socijalnog statusa. S tim u vezi, može se sa konceptualno-teorijskog, kao i sa pratećeg aplikativnog aspekta sagledati pojmovno razgraničenje (rodne) ravnopravnosti u odnosu na institut nejednakosti žena kao utvrđene ranjive kategorije na mestima rada. Dugo godina kroz istoriju u tradicionalnim i patrijarhalnim društvima, žena je imala podređen položaj uz naglašenu dominaciju paternalističkog koncepta položaja muškarca u svetu rada. Ipak, poslednju deceniju, kako se više piše, govori, više sprovode istraživanja na temu diskriminacije na radu, krenulo se u susret rešavanju ovog problema. Najnovije tendencije vezane za tranziciju ka zelenoj ekonomiji, takođe, imaju za cilj promovisanje značaja i neophodnosti ublažavanja faktičke neravnopravnosti između polova pravnim merama koje proizilaze iz načela jednakosti šansi i postupaka u zapošljavanju i na radu. Predmet ovog rada je sagledavanje pojavnih oblika rodnih nejednakosti na tržištu rada sa fokusom na aktuelni koncept promovisanja zelene ekonomije i održivog ekonomskog, socijalnog i ekološkog razvoja. Analiza uključuje sagledavanje rodnih nejednakosti na tržištu rada Norveške, Slovenije i Srbije u periodu od 2015. do 2021. godine, sa fokusom na aktuelni koncept promovisanja zelene ekonomije i održivog razvoja. Cilj rada je da se utvrdi da li je zelena ekonomija šansa za ublažavanje nejednakosti i povećanje ravnopravnosti na tržištu rada ili ona nosi ograničenja koja se teško mogu premostiti u ovoj oblasti
Exploring the possibilities of re-conceptualising the family (informal) caregiving in post-pandemic period – Social values, economic objectives and legal principles
Approaching the concept of family caregiving presupposes the analysis of
different theoretical standpoints and public policy frameworks regarding family,
state, or both family and state i.e. share responsibility to care, by identification of
best practice model. Furthermore, the principles of solidarity, equity, particularly
gender equity, having in mind that women’s involvement in caregiving is dominated,
followed by holistic and human-centered approaches, need to be considered
adequately, particularly as a part of the Building Back Better concept in the post-
Covid period. The recent economic objectivities invoked by the international policymakers
before the Covid-19 crisis and settled as sustainable economic growth
point to the importance of reducing socio-economic inequalities with respect to
vulnerable populations such as, certainly, women and people with disabilities. By
clarifying the socio-economic and legal status of family caregivers, in terms of universal
ethical values of the society, economic objectives, and legal principles, the
inequality, discrimination, and exclusion issues of both categories of vulnerable
populations could be addressed by targeting measures to mitigate the economic
and social impact of the crisis on the most vulnerable ones. Given that, the paper
aims to contribute to the ongoing scholarly debate of human rights and policy
challenges regarding different categories of vulnerability in the social security systems
due to weaknesses of communities, countries, and institutional structures to
recover from hazards and become more resilient to future disasters
The European union at a Historical Watershed
The paper presents an analysis of the consequences of the war in
Ukraine, which began at the end of the winter of 2022, for the European
Union as an institutional creation but also for European society as a whole.
This war will probably be one that separates historical epochs, and after
that we can expect a changed economic and security architecture both in
the world and on the Old Continent. One of the main geopolitical and geoeconomic
consequences of the war in Ukraine for the world and Europe is
reflected in the completion of the process of returning to so-called realpolitics,
namely the policies of so-called hard power in international relations.
This will probably be followed by the so-called process of “geopolitical
lockdown” of different geopolitical areas because the war in Ukraine has
accelerated the process of disintegration of a single international diplomatic,
security, and economic system. The paper investigates the consequences of
this process of returning hard power and splitting the single international
system in Europe, the Balkans, and especially in the capacity of the
European Union for enlargement. Therefore, the analysis offered in this
paper can be useful for further conceptualizing Serbia’s strategy in its
relationship with the European Union and devising an optimal approach
to the European integration process given the possible developments in
Europe after the war in Ukraine. The analysis undertaken in this paper can be useful for Serbian public policies because it is not one-sided orideological, but includes various scenarios for the European future and takes into account their impact on the region and Serbia
Bioethical and social construction of life extension and longevity
This paper explores life span extension and longevity as one aspect of life course, focusing on the bioethical and social implications of the rise of longevity in modern societies. We juxtaposed Potter’s categorisation of types of survival with the opposing views about life extension. This ethical and ideological contrast is especially pro-nounced when it comes to human enhancement, which improves human capacities and functioning above and beyond the statistical norm of human health. In the medi-um and long term, these interventions would change not only the human species, but also social roles and relation-ships. The crux of social and bioethical concern could be expressed through the questions: from what age do we start extending human life, and for whom? Does the exten-sion of life lead to the re-establishment of our social roles from youth, or is it just a romantic image of our previous life stage? This study concludes that both paternalistic approaches to life extension and those avoiding modern medical treatments of diseases related to aging are faced with similar epistemological and social reductionism
