    Uticaj pandemije kovida-19 na politički život u Srbij

    U ovom radu razmatraće se uticaj pandemije kovida-19 na poli- tički život u Srbiji, kao i uporedna perspektiva i ograničenja učešća gra- đana u političkom životu u redovnim okolnostima. Upravo će se uporednom analizom u vreme pandemije kovida-19 i redovne situacije koja joj je prethodila sagledati kakav je bio stvarni uticaj pandemije na učešće građana u poli- tičkom životu i koliko su neka ograničenja sistemskog, a koliko situacionog karaktera. Pri tome, trebalo bi imati u vidu prirodu političkog poretka, ustavno-pravni sistem, političku kulturu, snagu i razvijenost institucija na kojima počiva država i društvo, razvijenost građanskog društva i snagu javnog mnjenja, te mesto i ulogu medija u političkoj zajednici i društvu uopšte. Činjenica da nema stvarne podele vlasti odražava se loše na svakodnevni ži- vot naročito u vreme kriza. Zakonodavna i sudska vlast su pod faktičkim nepo- srednim ili posrednim uticajem izvršne vlasti, a izvršna vlast pod potpu- nom neformalnom kontrolom jednog čoveka – autokrate. U takvim okolnostima funkcionisanje države i društva nemaju kontrolne mehanizme, sve zavisi od dobre volje, sposobnosti i karaktera autokrate, što je pogubno po državu i društvo. Demokratski procesi koji su tek u razvoju u vreme krize se potpuno potiskuju, a u potpuno ogoljenoj formi pokazuje se snaga autokratskih manife- stacija. Na primeru Srbije pokazalo se da krize poput pandemije kovida-19 razobliča- vaju prirodu autokratske vladavine. Krize se instrumentalizuju i služe kao poluge te vladavine. Autokratski režimi nisu efikasniji u suočavanju sa kri- zom, iako nemaju problem sa „preprekom“ komplikovanih demokratskih proce- dura i javnih nabavki, javnih rasprava i medijske kontrole. Naprotiv, one po- kazuju na jednoj strani neefikasnost, a na drugoj strani još izraženiju ne- spremnost da se demokratizuju

    Претпоставка овог, у свим аспектима новог истраживања у Србији, јесте да начин на који простор утиче на идентитет академски мобилних, међународ- них студената интегрише део њихових индивидуалних идентитета, али истовремено утиче на варијабилност идентитета потеклих из различитих контекстуалних фактора исходишта студентских миграција. Градови се могу посматрати кроз њихову улогу у обликовању и трансформацији идентитета међународних студената. Циљ је да се испита емоционална и прагматична везаност међународних студената за град студи- рања, уз поређење са ова два облика везаности за место из којег потичу. Емпиријска провера теоријских поставки базира се на квалитативном истраживању путем фо- кус-групних интервјуа са три предефинисане групе испитаника, чији се резултати приказују у раду, а у каснијим фазама истраживања додатно ће бити валидирани у триангулацији са анкетним упитницима и интервјуима као комплементарним истраживачким техникама и приступима

    Tekst se bazira na podacima iz razgovora autora sa našim sociolozima različitih generacija i mesta zaposlenja. U kvalitativnom istraživanju analizirana su, između ostalog, i sledeća pitanja: 1. da li je sociologija u krizi; 2. teorijski i metodološki pluralizam u sociologiji; 3. potencijal sociologa (sociološkog pristupa, imaginacije sociologa) da istražuje probleme savremenog društva. Na osnovu analize odgovora razmatrani su: 1. društveni položaj sociologije kao naučne i istraživačke discipline i 2. potencijal i primenjivost sociološkog znanja na probleme s kojima se suočava sama sociološka profesija. Autor zaključuje da se, prema mišljenju naših sociologa, sociologija u Srbiji ne može pohvaliti nekim naročitim epistemološkim uspesima na polju istraživanja globalnih struktura i razumevanja svetskoistorijskih procesa u kojima se nalazi srpsko društvo, ali da su njeni potencijali za istraživanja znatni, te da je kao prvi korak neophodno da se sociologija vrati proučavanju društvene strukture, tj. društva u totalitetu, kao svog glavnog gnoseološkog zadatka

    Foreign trade commodity exchange between the countries of the former SFRY

    This paper aims to determine the effects of the transition on mutual trade between the countries of the former Yugoslavia. The research will be based on a qualitative and descriptive analysis of representative databases of the six countries mentioned for the time period after the disintegration of the SFRY. Economic reforms and the trade liberalisation process started even within the SFRY, but the reforms did not yield the desired results. After the disintegration of the SFRY, all countries independently defined the transition process and chose the path of European integration. In the first phase of the transition, all countries experienced recession and hyperinflation and a high foreign trade deficit due to trade liberalisation. The second phase was characterised by regulatory reform and institution building, but this process did not proceed at the same speed in all countries. After 2000, Slovenia was the only one with a higher export level as a percentage of GDP compared to imports (68.2%), and the other countries lagged significantly behind. When Slovenia and Croatia became EU members, they increased their foreign trade exchange with the EU. Other countries of the former Yugoslavia developed their mutual trade, primarily due to the CEFTA Agreement. By signing the agreement, all countries achieved export growth as a percentage of GDP, and the highest values of this indicator were recorded in North Macedonia (49.6%) and Serbia (40.8%). Within the CEFTA group, Serbia is the largest exporter and importer by value (its most important partner is Bosnia and Herzegovina). If we consider all the countries of the former SFRY, the largest exporter and importer is Slovenia, and its largest foreign trade partner is Croatia

    Similarities and Diferences in the Issuance of Securities and Digital Assets – the Issue of Legal Responsibility of the Issuer

    The evolution of the financial market has given rise to new instruments of trade - digital assets. Considering the di- versity and inhomogeneity of digital assets, the author analysed the legal position of digital tokens compared to that of securities, in- cluding their resembling features. Therefore, in the first part of the paper, the author analyses the issuance of digital assets. The cen- tral part of the paper is dedicated to a critical review and analysis of the issuer's legal responsibility for a faulty or deficient prospec- tus, that is, a white paper, with particular reference to the network of (passively) responsible individuals. Hence, this research aims to highlight the similarities and differences accompanying the issuance of securities and digital assets (tokens). Finally, using the normative and comparative method, the author concludes that despite the many advantages of legalizing the issuance and secondary trading of digi- tal assets, the issuance of digital tokens is accompanied by risks and certain inequalities compared to the issuance of securities

    Branislav Nušić – čiji su opisi korupcije i koruptivnog ponašanja pojedinaca i vlasti u Srbiji njegovog vremena predstavljeni i analizirani u ovom radu – duhovito je i precizno opisao situacije, načine i karaktere učesnika u koruptivnim radnjama. Njegova zapažanja otkrivaju uzroke, razloge i motive zbog kojih se ljudi uključuju u koruptivne aktivnosti. Pohlepa i sticanje društvenog statusa, položaja i ugleda po svaku cenu ocrtavaju bitne karakterne osobine ljudi koji se upuštaju u korupciju. Nušić posebno opisuje zahvatanje u zajednički budžet ljudi na vlasti, podmićivanje za mesta u hijerarhiji vlasti i birača u toku izbornog procesa za poslanička mesta, ulogu nepotizma u dobijanju privilegija, unapređivanja i napredovanja u državnoj službi i dobit koju ti položaji omogućavaju. Dogodovštine likova sklonih korupciji Nušić je opisao u obliku komičnih, tragičnih i farsičnih zapleta. Cilj rada je da, pomoću Nušićevih uvida u njegovom vremenu, pokaže koliko je korupcija kao pojava opasna kada zahvati pojedince i društvo i koliko je teško zaustaviti ili iskoreniti korupciju do granice kada ona ne može da ugrozi društveni život. Nušićevi opisi koruptivnih situacija i danas žive u sličnim oblicima. Nušićeva poruka je da je politički život u Srbiji preplavljen korupcijom. A ponavljanjem u vremenu, koruptivni slučajevi završavaju formiranjem koruptivnih obrazaca koji prate politički život u Srbiji do današnjih dana

    Perspectives of Enhancing Cooperation: Can Rapid Acceleration of Bilateral Merchandise Trade and Chinese FDI Inflows into Serbia Be Sustained?

    The 14+1 framework under the Belt and Road Initiative in Europe is on a slippery slope. The relationship between Brussels and Beijing is rapidly transformed from competition through systemic rivalry to decoupling in many areas. In these circumstances, Serbia, the most prominent Western Balkans country, is the exception that proves the rule. Even if it finds itself politically between a rock and a hard place, the country has managed to preserve its independence and a balanced relationship between the West and the East. Serbia refused to join EU sanctions against Russia, although it supports Ukraine. With the EU's irrational unwillingness to expand to the Balkan, China is successfully filling the geopolitical vacuum with a win-win outcome to accelerate economic development through increased connectivity. Apart from loan-based projects, Chinese investment is becoming an increasingly important field of bilateral cooperation. Investment has been directed mainly towards Serbia's export-oriented manufacturing areas and vital infrastructural projects. China's investments in Serbia in recent years have grown faster than total Chinese OFDI along BRI countries. In 2015, investments from China in Serbia amounted to a modest 66.5 million euros (or 3.1% of the total FDI inflow), but in 2022, investments reached 1,399.3 million euros (or 31.7% of the total FDI inflow). Moreover, 98.2% of these investments were in the mining, processing, and construction sectors. In this period, the value of trade exchange between Serbia and China increased 4.15 times, and Serbia's merchandise exports to China increased 59.5 times. After Germany, China has become the second most important economic partner for Serbia. This analysis aims to examine to what extent the vitality of economic relations with China helped Serbia as a buffer against negative exogenous shocks caused by the COVID-19 pandemic and Russia's full-scale invasion of Ukraine. At the same time, the perspective of this cooperation will be evaluated, especially concerning the signing of the Memorandum of Understanding, which marked the formal beginning of negotiations on free trade between Serbia and China. Are there any grounds for optimism about cooperation in producing emerging technologies, a more coordinated and efficient approach to the green industrial policy that awaits us in the future? The reasons for promoting foreign direct investment from China have been different so far. In this part of Europe, the recipe for Serbia will be a panacea for others. That is why it is a mutual challenge. Therefore, this work can be helpful to policymakers of both countries

    Enhancing and upscaling historic analog aerial images using artificial intelligence models

    This paper deals with the application of artificial intelligence techniques for the improvement of old aerial photogrammetric images obtained by film scanning. These images differ in the quality and resolution of the scans, but also in the state of film preservation, which presents challenges in the interpretation of the content. The study focuses on the use of deep learning-based Super-resolution reconstruction (SRR), a technique that generates high-resolution images from lower-resolution ones. The paper uses an online platform called Remini for image enhancement based on artificial intelligence (hereinafter referred to as AI) for the processing of these images, which results in improved detail contrast and reduced noise in the image. Improved images are of higher quality with greater and faster interpretation of content. The software's scalability allows for batch processing, making it suitable for large volumes of recordings. If the initial images are georeferenced, the spatial reference can be maintained with improved quality by reducing the dimensions of the resulting images to the dimensions of the initial images. The research highlights the practical value of using AI solutions to improve existing recordings and suggests further research for local implementation of AI models in this area

    Basic principles of creating an ecological map of devastation

    The environment is always under pressure. In the past, these were natural, such as earthquakes, volcanic emanations, floods, and others, and from the industrial revolution to today, they are anthropogenic, which are intensifying over time. The pressures caused by anthropogenic activities are diverse. From chemical pollution of air, water and soil, to climate change caused by the emanation of "greenhouse" gases, overfishing and destruction of the living world in the oceans, the devastation of the soil by the use of fertilizers and pesticides and much more. Over time, the concept of ecology and environmental protection has developed. There are various theories and considerations related to the environment, food production, the number of people on planet Earth, the amount of water needed in different ecosystems, etc. The facts are that the number of people on planet Earth is increasing and the amount of available natural resources is decreasing. There are many books and papers dealing with the mentioned issue. As the situation changes, basically the environment is being more and more devastated, and more and more objects in the environment that need to be preserved are also being recognized (phenomena of geodiversity, biodiversity, soil, plant seeds...).
