Начело учешћа јавности у доношењу одлука од значаја за животну средину у међународном праву
Načelo učešća javnosti omogućava da se čuju stavovi i potrebe javnosti, odnosno
građana i njihovih udruženja, a delotvorno ostvarivanje ovog načela omogućava
predstavnicima javnosti i da utiču na odluke koje ih se tiču. Devedesetih godina
prošlog veka intenzivno je počela da se razvija ideja da je za donošenje pravičnih
odluka koje su od značaja za životnu sredinu nužno da u postupak njihovog
donošenja budu uključeni svi oni kojih se ta odluka tiče. Ovaj rad je posvećen
izučavanju načela učešća javnosti u oblasti zaštite životne sredine u teoriji,
kao i položaja koje ovo načelo ima u međunarodnom ekološkom pravu. Takođe,
izučavaju se pojam i elementi načela učešća javnosti, pojam javnosti, kao i značaj
učešća javnosti za ostvarivanje prava na zdravu životnu sredinu. Iz sprovedene
analize međunarodnih ekoloških ugovora proizlazi da je načelo učešća javnosti
široko prihvaćeno, kao i da igra ključnu ulogu u njegovom daljem razvoju
Is Rural Tourism a Chance for Development and Revitalisation of Aranđelovac Municipality?
The municipality of Aranđelovac with Bukovička Spa has had a tradition more
than two centuries long when it comes to spa and health tourism. Aranđelovac is
the third largest municipality in Šumadija district with an area of 376 km2, and the
second in terms of population (41,297 inhabitants according to the 2022 census).
Currently, the relatively favourable traffic and tourist position of Arandjelovac
on the M4 regional road will be greatly improved by the construction of ‘Vožd
Karađorđe’ highway, while the connection with emission centers will undoubtedly
contribute to the development of tourism. Surrounded by Bukulja and Venčac
mountains, with 25.2% of the territory under forest, the territory of Arandjelovac
municipality is characterized by a moderate-continental climate, which, especially
in the higher parts of the territory, has a favorable effect on the human body.
Aranđelovac is known for Bukovička Banja Park (Special Hospital, Staro Zdanje,
springs), Risovača Cave, the “Marble and Sounds” art exhibition, ‘Izvor’ hotel,
but also the nearby famous place of Orašac with the Marićević ravine, the place
known for The first Serbian uprising. The efforts of the Tourism Organization of the
Municipality of Aranđelovac in recent years have been in favor of the development
of specific forms of tourism, from wine and gastronomic routes, adventure tourism,
fishing, events and manifestations, to cultural and historical tours. Everything that
rural tourism can offer takes a special place in all of this, which represents a
significant opportunity and development trend in the tourist market, but also an
important opportunity for the revitalisation of the Arandjelovac municipalit
TRANSFORMING GOVERNANCE: HARNESSING NEW TECHNOLOGIES IN THE FIGHT AGAINST CORRUPTION
This paper addresses the persistent issue of governance corruption
and advocates for a forward-thinking solution: strategically integrating
transformative technologies. This study uses descriptive and analytical
methods to explore how technologies such as blockchain, artificial intelligence,
and data analytics can reshape traditional anti-corruption efforts. Through
real-world case studies and comprehensive analysis, the paper illustrates how
these innovations enhance transparency, reinforce accountability, and improve
efficiency within governance systems. Alongside these potential benefits, it
examines the complexities of technology implementation, including privacy
risks, data security concerns, and the need for equitable access. Although
challenges remain, the study highlights the urgent need for cross-sector
collaboration to leverage technology as a catalyst for governance reform.
This work aims to inspire actionable change and significant progress toward
transparent, accountable, and inclusive governance structures by providing a
nuanced understanding of the opportunities and obstacles in this endeavor
The Importance of Sports in the Editorial Policy of Radio Broadcasting Companies in Serbia
Radio has held various degrees of significance in the world of mass media throughout history, though today it is often overshadowed by newer media forms. Nevertheless, radio still maintains a significant audience that follows content through traditional radio sets and in other ways. On the other hand, sports represent one of the powerful global industries and an important segment of the daily life of a large number of people. Additionally, sports can be significant in discussions of unity and divisions within a society. Considering all this, the aim of this paper is to examine the editorial policy regarding sports in media enterprises that provide radio services thro-ugh terrestrial transmission across the entire Republic of Serbia. Specifically, it explo-res how and in what ways sports, as an important segment of society, are presented in the programs of radio stations with national frequency, and what importance it re-ceives as part of the media agenda. Here, a significant difference is already evident be-tween the approach of the national public media service and the lack of such content in commercial broadcasters
(Re)producing identities: The assumptions in (non)identity-affecting debates
Advances in procreative technologies can entail changes on a number of levels: changing sci-entific realities but also changing ethical considerations, and changes to the concepts they use or assumptions that some ethical arguments rely upon. One such case has been how the move from the idea of selection to the idea of gene editing can affect arguments around what it is meant to benefit or harm the future offspring. With help of the recent framework of Ying‑Qi Liaw (2024), as well as insights from Rosemarie Garland-Thomson (2019), we question the assumptions of ‘identity’ and ‘disability’ that are often used in ‘person-affecting identity pre-serving (gene editing)’ versus ‘non-person affecting identity changing (selection)’ debates (McMahan & Savulescu 2023). In so doing, we recognise that there is an additional ‘person-affecting, yet identity changing’ category emerging, when the trait changed or corrected is it-self definitive of the identity in important respects. From this, we also explore how such de-bates have an echo of genetic determinism about them, and the appreciation of our social, en-vironmental identity makes for a much more complex discussion than such debates initially suggest. Consequentially, we suggest moving beyond the narrow confines of such debates to one about the ways identities can be seen to be generated in positive (or negative) ways, rather than a concern about whether some identities are preserved or changed, for the better or worse
Artificial Intelligence and Existential Risk: Deontological and Consequentialist Approach
As we edge closer to the development of AGI, the potential for a superintelligent entity that surpasses human intelligence becomes real. While AGI promises innovation and progress, it also introduces existential risk. The argument that AGI constitutes an existential risk for the human species rests on two premises: (1) the Singularity claim that states AI may reach superintelligent levels, at which point humans lose control; (2) the Orthogonality thesis that states any level of intelligence can go along with any goal, i.e., intelligence doesn’t necessarily correlate with benevolent goals. This presents a quandary: how does humanity proceed if an AGI’s goals aren’t aligned with ours? AGI’s potential necessitates ethical consideration. We explore how deontological and consequentialist ethical theories can be used as a prism to view the existential risk of AI. We examine these ethical approaches in answering whether we should take that risk. This presentation delves into the ethical challenges AGI poses, exploring value alignment, control problems, and societal impacts. Drawing upon insights from the fields of AI ethics and normative ethics, we evaluate specific responses to the risk at hand: the alignment issue, the morality of boxing solutions – questioning the constraints placed on AI and its entitlement to rights and exploring governance structures, including possible regulatory interventions or stringent oversight mechanisms to curb unchecked AGI evolution, or total surveillance to prevent further AGI developments. We answer these questions from perspectives of deontological and consequentialist approaches in the realm of AGI and superintelligence, emphasizing the depth and complexity of ethical considerations in this fiel

U uvodnom delu izlažu se Tomini razlozi za odbacivanje Aviceninog i
Averoesovog razumevanja aktivnog razuma. U tumačenju nastanka inteligibilnih likova
brani se teza da je temelj apstrahovanja aktivnog razuma kod Tome njegova
metafizička tvrdnja o realnoj kompoziciji suštine i bivstvovanja. Pokazuje se opravdanost
Gičove kritike „apstrakcionizma“ u tumačenju apstrahovanja aktivnog razuma
kod Tome i pokazuje da aktivni razum prenosi sopstvenu formu sadržaju fantazma,

The use of artificial intelligence in healthcare and medicine - legal aspects
The advancement of technology in the last few decades has brought significant
changes in various fields, especially in medicine and healthcare. The number of
Artificial Intelligence-Based Healthcare Mobile Apps has grown significantly
over the past few years. The application of AI in medicine and healthcare has,
on one hand, brought numerous benefits, but on the other it has opened up
different questions, primarily in terms of the safety of their application and
liability. This also led to the question of whether the traditional way of legal
regulation in the field of medicine and healthcare can be applied when it comes
to new AI technologies and medical tools. The results of the research showed
that it is necessary to change the existing legislation and/or adopt a new one. In
the research we analysed new EU Artificial intelligence act and Serbian health
regulations. The AI Act brought some significant changes. Based on the research
that we conducted it can be concluded that the legal regulation does not keep
pace with the changes brought by innovations, such as the application of AI in
medicine and healthcare, but the legislation in this domain in Serbia lags behin
Perceptions of pressure and stress among agile team members: Empirical insights from Serbia
This paper investigates the perceptions of pressure and stress among agile team members, focusing on various factors, such as personal characteristics, team composition, and communication practices. Empirical research was conducted by using an online questionnaire from April to October 2024. During this time, 110 agile team members from Serbian software development companies took part in the research. Hypothesis testing, including the Mann-Whitney U-test and Kruskal-Wallis H-test, indicated no statistically significant differences by gender, age, team membership length, team size, company type, frequency of team meetings and main type of team communication. Notably, while the influence of team size approached significance, the overall results indicate that personal, teams, and organizational factors have no significant effect on perceptions of pressure and stress in agile teams. These results highlight the need for further investigationinto alternative factors that may influence perceptions of pressure and stress, but they also demonstrate the superiority of agile team
