    A Standalone Right to be Forgotten is Need in Hong Kong

    In the digital age, the "Right to Be Forgotten (RTBF)" has emerged as a core issue in balancing personal data protection and freedom of information. This paper focuses on the legal practice and institutional construction of the RTBF in Hong Kong SAR, China. By sorting out the core rules of the Personal Data (Privacy) Ordinance (Cap. 486) and relevant guidelines, it points out that although Hong Kong has not formally established the RTBF, it has formed a conditional personal data removal mechanism through Section 26 (data erasure clause), Data Protection Principle (DPP) 2(2), and the Guidelines on Data Erasure and Anonymization. Unlike the absolute tendency of the RTBF under the EU's General Data Protection Regulation (GDPR), Hong Kong's system is centered on "necessary retention" and balances public interests with historical value. However, it faces challenges such as insufficient cross-border regulation, ambiguous definition of search engine responsibilities, and difficulties in balancing privacy and freedom of speech. Through comparative legal analysis and investigation of judicial practice, this paper proposes that Hong Kong should clarify the scope of application of the RTBF, improve cross-border data governance rules, and refine operational procedures to respond to the demand for protecting individuals' control over personal data in the AI era

    China's Economic Growth from a Comprehensive Analysis Perspective: A Synergistic Application of GRA, PCA, and GRU Models

    In the context of globalization and economic integration, accurately predicting China's quarterly GDP growth rate is crucial for macroeconomic decision-making. This paper proposes a comprehensive forecasting framework that combines Grey Relational Analysis (GRA), Principal Component Analysis (PCA), and a Gated Recurrent Unit (GRU)-based neural network model to improve prediction accuracy. The study first identifies economic indicators highly correlated with GDP growth through GRA. It then extracts key variability from multidimensional data using PCA, constructing a "China Macroeconomic Vitality Index." Simultaneously, a GRU model, combined with error correction and Bayesian optimization techniques, significantly enhances prediction accuracy. The results demonstrate that the optimized GRU model exhibits significant reductions in evaluation metrics such as SMAPE, MAE, and MSE, indicating good forecasting performance. Additionally, SHAP value analysis reveals the specific impact of each economic indicator on GDP growth, providing a basis for macroeconomic decisions

    A Comparison of Methods for Binning Responses to Open-Ended Survey Items About Everyday Events: A New Tailored-Binning Approach

    Psychologists and other researchers employ diverse types of surveys and survey items. Lifespace-type items include questions about a person’s external life conditions and activities, for example, “How many hours did you spend playing video games last week?” and elicit countable responses, for example, 0 hours, < 1 hour, 1-2 hours, 3-5 hours, etc., where the response intervals are referred to as bins. We report on a procedure for creating tailored bins for participants and compare it to two other binning approaches in an original and a replication study (Ns = 263 and 246). The Tailored binning approach developed here is highly structured, but, for convenience, can also be applied in less formal fashions. In the structured form focused on here, it compares favorably with alternative approaches such as Equal Percentage and Equal Interval methods.     This paper explores the evolving dynamics of bipolarity and International Political Economy (IPE) in the context of contemporary global relations. Historically defined by the Cold War, bipolarity has shaped the interplay of power, economics, and security, creating a framework that dictated international relations and influenced global economic structures. As the world transitions into a post-Cold War era, the disintegration of traditional bipolarity has not eliminated power dynamics but has instead given rise to new forms of polarization characterized by ideological, economic, and cultural divides. The unipolarity that followed has been scrutinized, revealing increasing divisions and conflicts rather than harmony. The theories of Fukuyama and Huntington illustrate the ongoing relevance of bipolarity, as cultural clashes and historical grievances continue to impact international relations. The relevance of IPE in this evolving landscape emphasizes the interdependence of political and economic factors, challenging traditional state-centric paradigms. Insights from scholars such as Susan Strange, Joseph Nye, and Robert Keohane highlight the necessity of integrating economic realities with political analysis, acknowledging the myriad of transnational actors and the complexities of global interactions. The emergence of a “control gap” signifies the challenges states face in maintaining authority in an interconnected world, complicating their ability to navigate the increasingly intricate landscape of international affairs. As global challenges such as terrorism, nuclear proliferation, and socioeconomic disparities persist, the remnants of bipolarity manifest in various forms. This paper calls for a renewed framework that accommodates the nuances of contemporary power relations and the dynamics of globalization, advocating for a paradigm shift towards a more inclusive understanding of global governance. Ultimately, the interplay between bipolarity and IPE remains a critical area for scholarly inquiry, offering valuable insights into the future of global order as nations navigate the complexities of a world marked by both interdependence and division

    In the U. S., legal structures as well as economic systems fail to provide people in society with accessible and affordable life-saving medical care. Other government-run national healthcare systems called single payers experience similar medical inadequacies and dollar inefficiencies though not the legal issues of the U.S. Systems theory identifies the government command economy with third-party payment structure as the root cause of healthcare over-spending, variable quality, slow service, and death-by-queue.   An effective solution for healthcare system failures derives from the root cause. To make healthcare affordable and accessibl: restore rule of law, remove third-party decision-making, and infuse free market forces. The U.S. could test this hypothesis if states became “laboratories of democracy.

    Research on NEV Consumption and Co-Development in Tianjin: Based on the Policy-Technology-Demand Framework and AI-Driven Empirical Analysis

    Against the backdrop of global carbon reduction strategies and the rapid development of artificial intelligence, this study focuses on the new energy vehicle market in Tianjin, employing questionnaire surveys, in-depth interviews, and empirical analysis methods. Based on 920 valid questionnaires, the study analyzes consumer behavior. The findings reveal that the middle-aged group (25–35 years old) and the middle-income bracket (annual income of 100,000–200,000 yuan) constitute the main consumer base, with their purchasing decisions significantly influenced by policy subsidies, the availability of charging infrastructure, and range anxiety; New energy vehicle user satisfaction is primarily driven by safety, with charging convenience and after-sales service identified as key areas for improvement. To address issues such as inadequate infrastructure, the study proposes establishing a collaborative mechanism guided by the government, led by enterprises, and involving societal participation; to address the inadequacy of the market service system, it recommends establishing a standardized service system and value protection mechanism to regulate after-sales service and the used vehicle market; To address the disconnect between environmental values and consumer behavior, a guidance system should be established to strengthen environmental education, improve incentive policies, and promote the implementation of corporate environmental technologies; To address the mismatch between technological adoption and user perception, a demand-driven and scenario-based technology R&D and promotion model should be established to clarify technical standards, adjust R&D directions, and enhance technological outreach.     Research on the Embedding of Hometown Networks and Value Co-creation by Chinese Enterprises' Overseas Expansion in the Global South

    Against the backdrop of Chinese enterprises’ overseas expansion in the Global South, this study examines the embedding paths and value co-creation mechanisms of hometown networks in cross-border operations. Combining literature review with case analysis, we select representative Chinese firms in typical hometown regions of Southeast Asia and Latin America as our research objects. We construct a dual-perspective theoretical framework of social network embedding and value co-creation, then use in-depth interviews and content analysis to empirically investigate the structure of hometown networks, resource flows, and collaboration patterns. Our findings indicate that hometown networks play a critical role in information access, institutional coordination, and social trust building; the depth of embedding and efficiency of resource integration significantly influence firm performance. Moreover, multi-actor co-creation pathways generate synergistic gains in market development and localization. Based on these insights, we propose managerial recommendations for optimizing network embedding strategies and strengthening multi-stakeholder co-creation platforms, and we outline policy implications and avenues for future research

    Research on the Influence of Green Marketing on Consumers' Purchase Intentions — A Case Study of Li-Ning's Footwear and Apparel Products

    Green marketing, by promoting environmentally friendly products and the concept of sustainable development, meets consumers’ environmental needs and helps enterprises gain a competitive edge in the marketplace. This study uses Li-Ning’s footwear and apparel products as a case to analyze the impact of green marketing strategies on consumers’ purchase intentions. Based on 842 valid survey responses and quantitative analysis, the results show that perceived value, consumer attitude, and motivation have a significant positive impact on purchase intention, whereas perceived risk has a significant negative effect. It is recommended that enterprises enhance product perceived value, raise consumers’ environmental awareness, stimulate and satisfy intrinsic motivation, reduce perceived risk, and strengthen brand social responsibility in order to improve market competitiveness
