    Review Disputes and Legal Analysis Concerning the “Letter of Undertaking” Under U.S. Export Controls

    This article focuses on the "Letter of Undertaking" (LoU) that Chinese businesses are often required to sign by foreign transaction counterparts in the context of U.S. export controls. It systematically analyzes the legal implications, key review points, and potential risks of such documents, and proposes response strategies by comparing Chinese and U.S. export control systems. In recent years, the United States has strengthened the extraterritorial application of its export controls through regulations like the Export Administration Regulations (EAR). Chinese businesses engaged in international trade are frequently asked to sign LoUs, committing not to sell controlled products to Chinese entities listed on the "Entity List," under the threat of substantial contractual liability for breach. These documents share common features in their background statements, restricted lists, definitions of conduct, and commitment clauses, essentially transferring U.S. legal compliance obligations to Chinese businesses through contractual means. When reviewing LoUs, lawyers in Mainland China must first clarify the limitations of their applicability under Chinese law and advise clients to make decisions considering professional opinions from U.S. legal counsel. Key review aspects include: verifying whether the transaction items fall under U.S. control, confirming the consistency of the restricted list with the official U.S. lists, and assessing the reasonableness and risks of the commitment clauses. Risks for businesses include liability for breach of contract, compliance risks under U.S. law, restrictions on business opportunities, and increased internal management costs. The article further explores potential remedies, such as applying for a prohibition order under China's "Blocking Rules against the Extraterritorial Application of Foreign Laws and Measures" to counter the excessive extraterritorial application of U.S. law, but notes that this mechanism currently lacks detailed implementation rules, and its practical effectiveness remains to be seen. Finally, by comparing the Chinese and U.S. export control systems, the article points out that while China has made significant progress in its legislative framework, list management, and compliance guidance, differences remain with the U.S. system in areas like list transparency and mechanisms for extraterritorial application. It is recommended that Chinese businesses enhance compliance awareness, establish internal risk control systems, carefully consider signing LoUs, and seek professional legal support when necessary to protect their rights and interests in the complex international compliance environment.     The principles of sustainability are becoming increasingly relevant. Against this back-ground, the UN developed the 17 SDGs. HEI teaching plays a key role in achieving the SDGs, as graduates should be equipped with skills that enable them to tackle the large and complex sustainability problems. However, monitoring and reporting in HEI is currently inadequate and needs to be improved accordingly. This article presents three areas of HEI teaching that can be used to promote sustainability skills among students. Subsequently, monitoring and reporting at HEIs is analyzed in order to compare different frameworks for monitoring and reporting for being applied to HEIs

    Spatiotemporal Evolution of Carbon Emissions in the Chengdu-Chongqing Region

    This study analyzes the spatiotemporal dynamics of carbon emissions in the Chengdu-Chongqing urban agglomeration from 2000 to 2022 using nighttime light (NTL) data, Moran’s I analysis, and centroid analysis. The results reveal significant regional disparities in carbon emissions, with rapid growth observed in northwestern cities such as Chengdu, Mianyang, and Deyang, while southeastern regions, including Chongqing’s urban core, show phase-specific increases. The carbon emission centroid exhibits a general northwestward shift, reflecting the growing contribution of Sichuan’s industrial cities, with temporary southeastward movements indicating localized emission surges in Chongqing. Moran’s I analysis demonstrates a transition from strong spatial clustering in the early 2000s to spatial dispersion by 2022, driven by urbanization and regional policy interventions. The study highlights the importance of region-specific strategies to address emission disparities, promote sustainable development, and achieve carbon neutrality. Recommendations include enhancing renewable energy adoption, improving energy efficiency, and strengthening regional coordination. By leveraging spatial tools and dynamic modeling, this research provides valuable insights into carbon emission management in rapidly urbanizing regions like the Chengdu-Chongqing urban agglomeration

Tianrun Dairy Co., Ltd. ( referred to as "Tianrun Dairy") as the largest dairy producer, how to expand market share, improve their profitability is particularly important. This paper uses DuPont analysis method to analyze the five-year financial data of Tianrun Dairy Industry from 2019 to 2023, and puts forward relevant suggestions on the problems existing in its profitability, aiming to help Tianrun Dairy Industry improve its profitability, better cope with market competition, and also provide reference for the development of dairy products

    Guizhou batik is a typical representative of textile dyeing intangible cultural heritage. This paper explores the feasibility of integrating generative AI with Guizhou batik by examining the current state of both fields. It proposes how generative AI can address existing challenges in Guizhou batik, such as the uneven distribution of inheritors and the outdated pattern symbols and design language. Furthermore, it discusses how traditional handicrafts can coexist with digital intelligence in the modern era. The study also demonstrates that the introduction of generative AI not only enables efficient design and enhances artistic expression but also preserves the traditional characteristics of batik craftsmanship, providing insights into the digital-intelligent integration of Guizhou batik art

    Individual Differences in Humor Processing: A Review of fMRI and ERP Evidence

    Humor plays a crucial role in social interaction and emotional regulation. As a complex psychological phenomenon, the processing mechanism of humor is significantly affected by individual differences. This paper systematically reviews individual differences in verbal humor processing, and integrates fMRI and ERP studies to explore the cognitive neural mechanisms of four key individual factors (gender, age, personality traits, mental state) in the processing of verbal humor. By reviewing the main findings of different studies and analyzing their consistency and controversy, it is found that gender differences are involved in different brain regions activation during humor processing, and age differences are related to the maturation of brain structure and function. Personality traits (such as extraversion and introversion) and mental state factors such as schizophrenia also show significant differences in humor experience and neural mechanisms. This review attempts to provide a more comprehensive perspective on the cognitive neuroscience of verbal humor, points out directions for future research, and emphasizes the importance of considering specific individual differences in future humor processing studies

    Summarizing Professor Zhang Weihua's understanding of the bidirectional regulation function of Yongquan Point and his clinical application experience, the author believes that Yongquan is a meeting place of Yin and Yang qi, and both Yin and Yang qi are rooted here, which can be used to balance Yin and Yang, and proposes that Yongquan is the key point of bidirectional regulation, which has the functions of bidirectional regulation, bidirectional lifting, bidirectional replenishing. At the same time, Professor Zhang believes that Yongquan point should be combined with the corresponding stimulation method in the treatment of different diseases, which provides a new idea for the clinical treatment of some difficult diseases

    Comparative Analysis of Clinical Manifestations and CT Scores in Imported versus Secondary COVID-19 Cases in Wuhan: Prognostic Implications of CT Imaging

    This study aimed to explore the characteristics of coronavirus disease 2019 (COVID-19) in terms of clinical manifestations and CT scores in pneumonia patients, as well as the role of CT in prognostic follow-up. The clinical manifestations and CT data of 9 imported COVID-19 patients and 7 second - generation imported COVID-19 patients admitted to our hospital were retrospectively analyzed. Siemens 16 - slice high - resolution CT was used for scanning. The clinical data of the enrolled patients were collected, and CT scores for lung lobes and segments were performed. Independent sample t - test and Fisher's exact probability method were used for comparison to analyze the clinical and imaging differences between the two groups of pneumonia patients and their relationships with prognosis. The results showed that there were no differences in clinical manifestations between the two groups of COVID-19 patients, but there were statistical differences in CT scores. Imported pneumonia patients had higher lung CT scores, more severe illness, more serious lung damage, more obvious pulmonary fibrosis during follow-up reexamination, and worse prognosis. In conclusion, imported and second - generation imported COVID-19 patients in Wuhan had common clinical manifestations but different lung CT scores. CT can be used to evaluate the severity of lung damage in COVID-19 pneumonia patients and dynamically monitor the treatment efficacy and prognosis
